Abstract

International Relations, a branch of political science, is the study of foreign affairs and global issues among states in the international system, including the role of states, intergovernmental organizations, nongovernmental organizations, and multinational corporations. International Relations is a field of academia and public policy and can be positive or normative as it seeks to analyze and formulate the foreign policies of particular states. Theory provides a picture of how the world it seeks to influence works. It is difficult to make good policy if the basic organizing principles of our minds are wrong; likewise, it is very difficult to build theory without knowing much about the real world. Everyone uses theory and disagreements about policy are usually the result of disagreements about the factors that determine an international event or phenomenon.

Abstract

Indonesia, being the top global CPO producer, makes CPO as one of their national interest due to the great contribution of CPO to Indonesia’s economics as well as to their citizens. This brings Indonesia to utilize regional forums, viz. Asia-Pacific Economic Cooperation (APEC), in order to build Indonesia’s CPO image and also to gain from tariff reductionto 5% or less through the Environmental Goods (EGs) intiative in 2012. Lack of success in Indonesia’s diplomacy in the EGs initiative have failed its goal to have CPO included in the EGs list. Hence, in 2013 Indonesia managed to shift its strategy by initiating the Development Products which also have CPO included in the products list Indonesia proposed. Up until 2017, no decisions and deals were made among the APEC countries regarding Indonesia’s Development Products initiative. This research aims to analyze the negotiations process which Indonesia had done through EGs to Development Products using the qualitative research approach. This research finds that the result of this negotiation is the result of the power structure between Indonesia and their opponents during the negotiation of both EGs and Development Products.

Abstract

The article examines Nigeria’s place in international political system in relation to the concept of hegemony. It seeks to assess the scholarly claim of Nigeria as a regional hegemon in Africa. The unclear classification of some countries in the global political system and the function such states could play in promoting peace and stability has not received expected attention of international relation scholars. This does not come as a surprise as the discipline itself is rooted in American and European diplomatic practice. As such, it is necessary to provide tentative, if not permanent, designation for state like Nigeria in the contemporary global system. It is conventional in the history of international relations to ascribe all changes in the global politics to the influence of superpowers or great powers. The role of other actors, most especially in relation to Nigeria, is not properly examined and this has resulted in what can be termed as “identity crisis”. In order to provide designation for the role Nigeria plays in global politics, it is important to engage in some sort of empirical analysis. Thus, the article examines the extent to which Nigeria can be designated as regional hegemon in Africa. In conducting this research, process tracing, discourse analysis and latent content analysis are utilized in analyzing documents, interview transcripts, and existing published works.

Abstract

The study sought to explore terrorism as an emerging security concern in Horn of Africa region, and the region’s mitigation strategies. The study was based on the relative deprivation theory. The study utilized secondary data, by reviewing existing studies that relate to the topic of the study. The study found that terrorism manifests itself in Horn of Africa region in three forms. First, is local terrorism. Second, is local terrorism with regional association. Third is terrorism acted by international actors with regional and local associations. Different strategies have been applied by both governments and non–governmental associations tryingnto address the effect of terrorism on society. These include establishment of commissions, humanitarian mediation, joint effort with governments and government organizations and counterterrorism policies among others. The study concludes that the strategies have, however, not been effective, as enabling drivers to terrorism and poor governance structures give rise to terrorism which in turn affect national security through terrorist activities.

Abstract

Indonesia is still lacking in maximizing the use of digital technology to promote Indonesian halal tourism. In fact, Indonesia's digital technology is able to create and encourage Indonesia's nation branding as a world halal tourist destination. This study explains how the effectiveness of Indonesia's digital diplomacy in Indonesia's halal tourism promotion strategy. The method used in this research is qualitative method. The qualitative method was chosen by the author because the author wants to understand and interpret the dynamics of the use of social media, especially in the promotion of Indonesian halal tourism. Through the use of this method, the author will find out how effective digital diplomacy is in promoting Indonesian halal tourism to improve its nation branding. The data collection methods used are social media-based research and document-based research. This paper finds that each social media has different capabilities in promoting Indonesian halal tourism. Morover, the authors found four effective strategies in promoting Indonesian halaltourism through digital diplomacy. Nation Branding Indonesia as a halal tourist destination is quite good. This is evidenced by the presence of international actors who have recognized Indonesian halal tourism such as international institutions, international companies, and individuals.

Abstract

This article discusses the relevancy of cosmopolitan democracy concept in multicultural world. It argues that cosmopolitan democracy concept is not enough in achieving a just and equal political order the context of plural world-citizenship, it showed by the practice of economic, social and political structure which prevails. Hence, this article tried to search an alternative in attempt to make the idea of cosmopolitan democracy become more realistic and inclusive by adopting radical democracy concept. Firstly, it discuss the critics of Kant’s cosmopolitan view using Spivak’s conception of Planetarity. Secondly, it discuss about the plural democracy by Mouffe’s in the context of planetarity. This combination that yields a plural democracy in the context of world-citizenship.

Abstract

The Taliban is a movement that originated from a group of madrasa students in Kandahar. The lack of concern for the plight of the Afghan people from the Mujahideen led to the emergence of this movement. The Mujahideen camp was only preoccupied with gaining power by fighting and constantly attacking each other. The formation of the Taliban movement had a positive goal, namely to fight corruption and improve security, but turned into a negative because they applied the harsh teachings of Islam in their own way and applied Islamic law which was brutal enough to cause human rights violations and forced women in Afghanistan to be bear the brunt of the Taliban regime. After the Taliban took control of Afghanistan, the only Sunni Islamic country that had a Shariah legal basis was Afghanistan. From these problems, of course the question will arise why and how the Taliban movement emerged in Afghanistan, then what is the impact of the Taliban movement in Afghan and how the Taliban movement can threaten the security of Afghan society.

Abstract

This paper examines the effectiveness of the Indonesian Government's strategy in dealing with regulations that limit the consumption of palm oil in Europe called the Renewable Energy Directive II (RED II). This prohibition was followed by a decrease in palm oil exports to Europe which made the Indonesian government try to carry out a countering anti-palm oil campaign (CAPOC) led directly by the Indonesian Ministry of Foreign Affairs. Some of the efforts that have been made include improving downstream sector governance, expanding Indonesia's palm oil exports destination countries besides Europe, such as America, Asia, and Africa, revitalizing and rejuvenating palm oil plantations, conducting intergovernmental diplomacy (G to G) between Indonesia and countries within the European Union, upgrading the B-20 program to B-30 to B-100 and finally CAPOC. The results of the study show that from several strategies carried out by the government, improving downstream sector governance, expanding the scope of Indonesian palm oil exports, and increasing the B-20 program to B-30 are the most effective strategies in dealing with RED II in Europe. This paper uses a qualitative method used secondary data and descriptive analysis techniques in explaining the existing data. This paper aims to describe the effectiveness of the strategies that have been carried out by the Government of Indonesia in dealing with RED II regulations in the European Union.

Abstract

The geostrategic and geopolitical position provides opportunities for Indonesia not only as a global economicroute but also an international maritime security route. Maritime wealth is also a strength in Indonesia's maritime diplomacy in the international realm. This is then the basis for formulating mega-project policies to make Indonesia a global maritime axis. Since being declared in 2014, Indonesia has carried out a series of regional collaborations with the aim of achieving its vision as a Global Maritime axis. Among them are the Belt and Road Initiative with China to the IORA with countries in the Indian Ocean region. However, Indonesia's position as a Southeast Asian country with ASEAN as the first regional organization remains atop priority. It is proven that in 2019, Indonesia became the country that initiated the ASEAN Outlook on Indo Pacific with the aim of expanding the scope of cooperation among ASEAN countries. This also means that it will provide space for Indonesia to increase its power in the Indo Pacific region. This is certainly in line with Indonesia's vision to become the world's maritime axis. So this study will try to analyze the significance of the ASEAN Outlook on Indo Pacific (AOIP) for the vision of the World Maritime Axis.

Abstract

This paper makes a case for diaspora voting rights in Nigeria. Using desk research method, the paper noted that diaspora voting rights is an essential ingredient of an inclusive representative democracy and consistent with global best practices. It observes that whereas many countries in Africa have adopted one form of diaspora voting or the other, Nigeria, the largest democracy in Africa, is yet to adopt same despite the notable contributions of Nigerians diaspora community to national development. The paper stressed that while the rights to vote home government is protected under various international statutes and conventions, the activation of these rights in Nigeria has remained elusive due to the provisions in Sections 77(2) and 117(2) of the 1999 Constitution as well as Section 13(1) (c) of the Electoral (Amendment) Act 2010. The paper recommends the amendment of these provisions to expressly provide for diaspora voting Nigeria.
