Abstract

Kinerja pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin belum sepenuhnya berjalan efektif. Penelitian ini bertujuan untuk mengetahui kinerja pegawai serta hambatan kinerja pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin Dinas Sosial Kabupaten Nias Barat.Penelitian ini menggunakan metode kualitatif sebagai analisis data. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan triangulasi data. Hasil penelitian menunjukkan bahwa Kinerja Pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin Dinas Sosial Kabupaten Nias Barat sejauh ini masih belum sepenuhnya berjalan efektif terutama dalam melayani masyarakat fakir miskin. Hal ini dilihat dari enam indikator yang digunakan antara lain prestasi, kedisplinan, kreatifitas, kerjasama, kecakapan serta tanggung jawab pegawai. Hambatan Kinerja Pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin Dinas Sosial Kabupaten Nias Barat ialah kurangnya sumber daya manusia, serta sarana dan prasarana juga kurang memadai.

Abstract

This paper aims to determine the effect of nurse service quality on inpatient satisfaction at the Regional General Hospital Dr.R.M. Djoelham City of Binjai. Researchers using the theory of Tjiptono (2012) suggests that there are five dimensions of service quality (Physical Evidence, Reliability, Responsiveness, Assurance and Empathy). This type of quantitative research uses design. A sample of 100 patients was taken using proportional random sampling technique. The analysis used validity and reliability tests with Cronbach's Alpha. Classical assumption test includes normality test, multicollinearity test and heteroscedasticity test. To test the hypothesis using multiple linear regression. All tests used the SPSS computer program. From the results of the research conducted, physical evidence (3.052), reliability (2.271), responsiveness (3.694), assurance (3.049) and empathy (2.365) together have a positive and significant effect on inpatient satisfaction. And R2 of (0.699) indicates that it is 69.9%.

Abstract

The problem in this study is that many teenagers in Hutapaung Village are trapped in bad associations ranging from drinking liquor, illegal racing, fights between villages, gambling, wandering to sexual acts outside marriage or free sex.  Dragging teenagers into bad associations is relatively easy, where teenagers are very easily influenced by negative things that offer false comfort.  This is where the Marsada Youth Organization in Hutapaung Village is expected to have a role in fostering the development of youth creativity. The purpose of this research is to find out how the Marsada Youth Organization plays a role in the development of youth in Hutapaung Village, Pollung District, Humbang Hasundutan Regency and to find out what are the obstacles/inhibitors for the Marsada Youth Organization role.  in youth development.  This study uses a qualitative descriptive method using the analysis of role theory proposed by J. Dwinarwoko and Bagong Suyanto that the role can guide someone in behavior because the role function is to give direction to the socialization process and can unite groups or communities. The results of this study can be concluded that  the role of Karang Taruna Marsada has not been going well because there are still problems or obstacles faced by Karang Taruna Marsada in carrying out its development, such as the lack of participation of members of the Karang Taruna Marsada in participating in activities and the lack of preparation of funds in carrying out activities.

Abstract

The handling of Covid-19 is directed at the government to take quick action to make policies that are in accordance with the needs of accelerating the spread of Covid-19, especially in the financial sector. This researcher is in the form of a descriptive qualitative approach, namely describing the data obtained from the field and explaining it in words. This study aims to analyze the implementation of regional financial policies in handling Covid-19 in North Sumatra Province. Based on the data that has been collected, it can be seen from several indicators from George C. Edward III's theory, namely communication, resources, disposition and bureaucratic structure that have been used to see how the implementation of regional financial policies in North Sumatra Province, in the implementation of these policies there are several obstacles in terms of communication and poor resources caused by the Covid-19 virus. So that the implementation of regional financial policies in dealing with Covid-19 in North Sumatra Province cannot be realized properly.

Abstract

This study aims to find out how BPPRD currently implements Medan City Regulation Number 3 of 2011 concerning Land and Building Tax. The researcher uses George C. Edward III's implementation theory in his research (communication, resources, disposition and bureaucratic structure). This type of research consists of qualitative research using observation, interviews and recording methods to obtain materials. This study reminds land and tax staff as well as taxpayers. The findings show that the Medan City Regional Regulation Number 3 of 2011 concerning the Land and Building Tax Subdivision of the Medan City BPPRD is strictly enforced and implemented by the competent authorities. Despite public awareness of the need to pay taxes, there are substantial barriers to implementation, including poor collection and communication by tax authorities..

Abstract

This article or article aims to describe and analyze the implementation along with the driving and inhibiting factors of the Kediri Regent Regulation Number 47 of 2018 concerning village financial management through the SISKEUDES application in Wanengpaten Village, Gampengrejo District, Kediri Regency. The problem is focused on policy implementation. In order to approach this problem, Edward III's theoretical references are used which consist of communication, resources, disposition, and bureaucratic structure. The research method in this research is descriptive qualitative. The data were collected through interviews and observation. This study concludes that it shows that the implementation of this regulation has not been fully implemented optimally. This can be seen from the top down communication dimension, so that the communication tends to be force majeure. The quality of the resources handling this program is far from being good. The educational background of village officials still does not meet the specifications to implement this policy. It is different from the dispositional dimension, related to the attitude and motivation of policy actors, which can be said to be positive. Activity executors have high enthusiasm and are solid in the context of the success of the SISKEUDES policy. Meanwhile, in terms of bureaucratic structure, there is no flow or policy implementation guidelines made by the internal village office. Factors that are key determinants of the successful implementation of this policy are the existence of adequate supporting facilities, and the existence of intense cooperation. Meanwhile, the factors that have the potential to cause the implementation of this policy to fail are inadequate human resource barriers, software that always experiences errors, and a lack of technical guidance which results in the slow development of operational mastery of the village apparatus.

Abstract

The SIBISA application is a digital population administration and civil registration service application system using a papaerless office (PLO) and can integrate several service systems that have been built to become a synergistic and integrated service process based on the legal basis of Law no. 24 of 2013 related to the amendment of Law no. 23 of 2006 concerning population administration and civil registration. This study aims to determine the effectiveness of SIBISA services and the obstacles in implementing services in the Medan Marelan sub-district. This study uses a descriptive qualitative method that provides a clear description of the problems studied using Zeithaml's theory of public services with five service indicators, namely tangible, reliability, responsiveness, assurance and empathy. Data collection techniques used through observation, interviews and documentation. The results of this study indicate that the effectiveness of the E-KTP service through the SIBISA application in the Medan Marelan sub-district is quite effective compared to manual services starting from the services provided, the responsiveness of an employee to the community and the guarantee provided from the sub-district to the community through the management of the E-KTP. cannot be faked. The factors that affect the effectiveness of SIBISA services are computer networks, technical capabilities/skills of service providers and inadequate facilities and infrastructure.

Abstract

This article aims to describe a model of strengthening Buddhist moderation through the symbolic value of the Gandavyuha reliefs at Borobudur Temple. The problem focused on Buddhist teachings manifested in various cultures. Buddhist adherents have ideologies until sectarian classes emerge. Buddhists believe that Borobudur Temple is a local wisdom that is sacred of values and religious values as a guide for behavior. To approach this problem, the theory of symbolic interaction is used. The method used to analyze descriptive holistic analysis. The results stated that first, the Gandavyuha Relief of Borobudur Temple contains the values of religiosity, openness, tolerance, love, equality, and patience. Second, the diversity of Buddhist ritual culture can be seen from the differences in symbols, including differences in symbol systems, artifact symbols, and language symbols. Buddhists in Indonesia live side by side and uphold the diversity of ritual cultures. Third, public space built by Buddhists as a model of moderation that is formed and mutually agreed upon. Fourth, moderation built through public spaces is in harmony with the Gandavyuha reliefs of the Borobudur Temple, the actions of Buddhists as a representation of the value of the Borobudur symbol. Relief Gandawyuha as a representation of religious moderation upholds the values of tolerance and the universality of the law of truth.

Abstract

Training is to improve the knowledge, skills and attitudes of an apparatus so that they can carry out their duties and work well in the study of public administration, namely in policy making. This researcher is in the form of descriptive with a qualitative approach, namely describing the data obtained from the field and explaining it in words. This study aims to describe and analyze how effective the training is to increase the capacity of the apparatus in formulating policies in BPKAD, North Sumatra Province and to identify what factors include obstacles in the implementation of training to increase the capacity of the apparatus in formulating effective policies. The phenomena in this study are the lack of interest of the apparatus in participating in the training, the lack of facilities and infrastructure to support training for effective capacity building of the apparatus in policy making at BPKAD, North Sumatra province.

Abstract

This article or writing aims to find out and describe the performance of the State Civil Apparatus in the General Section of the Regional Secretariat Of Serdang Bedagai Regency based on their duties. The problem is focused on the results of ASN work based on the intructions of the Regional Secretary when loading a coordination meeting that invites all apparatus to show an attitude of loyalty at work, then ability, innovation, and best performance as well as improving ASN discipline. Thus, those who do not comply will be given strict action. In order to approach this problem, Sedarmayanti’s theoretical reference is used which includes measurement such as work performance, expertise, behavior, and leadership. The data were collected based on data collection techniques through observation, interviews, and documentation and analyzed qualitatively. The data analysis technique used is data reduction, data presentation, and conclusion drawing. This study concludes that the performance of ASN in the general section of the Regional Secretariat of Serdang Bedagai Regency which has been analyzed from work performance, expertise, behavior, and leadership can be said to be good with proper and optimal execution and completion of work.
