Abstract

Good governance has principles that are the basic keys in the implementation of good governance. At the Gundaling I Berastagi Village office the principles of good governance have not been fully implemented properly. This article aims to describe the implementation of good governance principles in Gundaling I Berastagi Village and to find out the inhibiting factors for the implementation of good governance principles in the Kelurahan. The problems in this study focused on the existence of public complaints against the discipline of employees in Gundaling I Berastagi Village. To approach this problem, Sedarmayanti's theoretical references are used, including responsiveness, effectiveness and efficiency, fairness, accountability and transparency. The data collected is based on data collection techniques through observation, interviews, and documentation. Then analyzed using a descriptive qualitative method. The results of the study indicate that the implementation of the principles of good governance in improving the performance of public service organizations at the Gundaling I Berastagi Village office has not been fully implemented properly because there are still indicators that have not gone well at the Gundaling I Berastagi Village Office.

Abstract

The Leadership Administration Bureau is a government organization located in the North Sumatra Governor's office which has the main task of serving the leadership, starting from preparing leadership materials, preparing leadership activity materials and reporting. However, in its implementation there are still employees who have not fully carried out their duties properly due to a fairly large workload imposed on them so that in carrying out their duties they lack discipline and lack of work motivation and also lack of competence and trainings made. This study aims to determine the implementation of North Sumatra Governor Regulation No. 29 of 2020 in order to improve the implementation of employee duties in the Leadership Administration Bureau and what are the inhibiting factors in its implementation. The theory used in this study is theory of Edwards III, particulary Communication, Resources, Disposition, and Bureaucratic Structure. The use of this studies approach is a qualitative method the usage of remark statistics series techniques, in-depth interviews, and documentation. This investigation revealed that the was not yet fully implemented due to the still obstacles, one of which is that some of the human resources are not competent, and also the lack of training and socialization about work in the Leadership Administration Bureau makes them lacking in obtaining training while for communication, disposition, and bureaucratic structure have been implemented quite well and small problems they are able to overcome.

Abstract

Policy implementation is an important stage in achieving the program objectives that have been set. This study aims to evaluate the implementation of North Sumatra Governor Regulation (Pergubsu) No. 29 of 2020 in the Institutional and Position Analysis Section of the Organization Bureau of the Regional Secretariat of North Sumatra Province and identify inhibiting factors in the process. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Respondents consisted of Section Heads, Sub-Section Heads, and executive position employees in the Institutional and Position Analysis Section. The results showed that the implementation of Pergubsu No. 29 of 2020 has not been optimal because there are still several obstacles, such as a lack of adequate human resources, a heavy workload, and a limited budget for the Job Analysis Subdivision. In addition, technical infrastructure such as computers and printers are also inadequate for administrative needs. Therefore, measures are needed to improve policy implementation, including increasing human resources, adequate budget allocation, and improving technical infrastructure.

Abstract

This article or writing aims to find out the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City and what factors are obstacles to implementing Musrenbang in Sei Mati Village, Medan Maimun District, Medan City. The research method used is descriptive with a qualitative approach. Through observation, interviews and documentation. The theory used according to George Edward III is communication, resources, disposition/attitude of implementers, bureaucratic structure. The results of the research show that communication in the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City is good. This is demonstrated in creating synergy and coordination of various elements. Human resources in the implementation of Musrenbang are not good, this is due to the emergence of community apathy towards participating in every stage of Musrenbang. The disposition or attitude of the implementers at the Musrenbang implementation stage is good. The bureaucratic structure in the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City is good. Meanwhile, resource and communication constraints are factors that hinder the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City. This is due to the community's lack of understanding and lack of outreach from the sub-district to the community.

Abstract

Public services are services in the form of actions from the government as service providers who provide services to the community as service recipients. The background in this study is that there are still problems with public services that are not good and will not create community satisfaction, from where it can be concluded and used as a benchmark in realizing community satisfaction with the services provided, agencies and the government must be able to provide the best service. possible by evaluating aspects of the quality of existing services. This study aims to determine how the service system provided at the SAMSAT Office in providing services to the community. This type of research is qualitative research. Informants of this research are the public and employees, data collection uses observation, interviews, and documentation. The results of the study show the quality of public services in the management of Vehicle Registration Certificates at the SAMSAT Office of Pak-Pak Bharat Regency seen from the community satisfaction survey, namely: requirements, mechanisms and procedures, completion time, costs/tariffs, product specifications, types of services, competence of implementers, behavior of implementers, handling complaints, suggestions and inputs, facilities and infrastructure have been realized quite well and a service improvement strategy is still needed. The SAMSAT office has also completed a community satisfaction survey by providing a suggestion box and a satisfied and dissatisfied box which is an index of community satisfaction.

Abstract

Village fund management in the Direct Cash Transfer (BLT) program in Lumban Purba Village is a policy that aims to provide assistance to economically affected poor people, especially after the COVID-19 pandemic. This study aims to evaluate the effectiveness of village fund management in the BLT program in improving welfare in Lumban Purba Village, while also identifying inhibiting factors. The research method used is qualitative with a descriptive approach, involving data collection techniques such as observation, interviews, documentation, and triangulation. Duncam's theory of effectiveness is used with indicators of goal achievement, integration, and adaptation. Research informants include village heads, hamlet heads, village treasurers, as well as BLT recipient and non-recipient communities. The results showed that even though program integration has been effective, the achievement of goals is still not optimal due to errors in aid distribution, and program adaptation has not been effective due to the absence of data revisions during program implementation. Inhibiting factors include the lack of means to convey people's aspirations and data inaccuracies caused by the lack of regular data revisions.

Abstract

This article or writing aims to determine the implementation and inhibiting factors of Presidential Regulation Number 67 of 2021 in controlling pulmonary TB at RSUD Dr. Pirngadi, Medan City. Data was collected through observation, interviews, documentation and triangulation to obtain accurate and in-depth information, and analyzed qualitatively.  This study concludes that the implementation of Presidential Decree Number 67 of 2021 at RSUD Dr. Pirngadi Medan City is running quite well. Presidential Decree Number 67 of 2021 has been socialized at RSUD Dr. Pirngadi to doctors, nurses and staff, but there has been no outreach to the community, but if patients seek treatment they have given instructions for pulmonary TB treatment. Dr. Hospital Pirngadi supports the pulmonary TB control policy with commitment and a sense of responsibility, good attitude of implementers in handling patients and those responsible for recording and reporting that runs well. The inhibiting factors are the lack of community role and the achievement of the recovery rate which is still below the national target because most patients who have not completed examination and treatment have already transferred treatment to referral health facilities.

Abstract

Penelitian ini bertujuan untuk mengetahui penerapan prinsip-prinsip good governance dalam pelayanan publik pada Kantor Kelurahan Teladan Timur Kecamatan Medan Kota, serta faktor penghambatnya. Penelitian ini menggunakan teori United Nation Development Programme (UNDP) yaitu prinsip akuntabilitas, aturan hukum, transparansi dan keterbukaan. Metode penelitian yang digunakan ialah kualitatif dan teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Penerapan prinsip Good Governance di Kantor Kelurahan Teladan Timur cukup baik dalam aspek akuntabilitas, aturan hukum, transparansi, dan keterbukaan, meskipun masih ada kendala seperti keterlambatan pelayanan dan kurangnya penyampaian informasi. Hambatan lain termasuk kurangnya sarana prasarana, keterbatasan sumber daya manusia, birokrasi yang lambat, dan minimnya anggaran. Perbaikan menyeluruh dalam infrastruktur, pelatihan pegawai, penyederhanaan birokrasi, dan peningkatan anggaran diperlukan untuk memastikan penerapan prinsip-prinsip ini secara efektif dan meningkatkan kualitas pelayanan publik.

Abstract

This research describes the efforts of local actors in the process of empowering porang cultivation in Giringan Hamlet, Kepel Village, and Madiun Regency. Through a qualitative research approach, this research aims to examine how local actors in Kepel Village can become initiators of empowering porang cultivation through the innovations created. The results showed that empowerment was initiated by several farmers who tried to overcome the condition of being powerless by diversifying agriculture. Not stopping at individual achievements, porang farmer group were formed as a forum for carrying our empowerment activities, starting with providing initial information about porang, selecting quality seeds, appropriate planting methods, and harvest marketing strategies. The members of the porang farmer group have grown, starting with 11 members in 2016 to 106 members in 2023. Previously, porang was only considered a wild plant, currently, 98% of farmers in Giringan Hamlet have adopted porang as their agricultural diversification. The efforts of local actors to empower farmers have led to multidimensional empowerment, where the empowerment process starts from individual development and then develops towards broader social change.

Abstract

This research focuses on policy implementation through Edward III's communication, resource, disposition and bureaucratic structure approaches. A qualitative descriptive approach by collecting data through interviews, field observations and documentation was carried out in this research. The resource persons in this research were Head of licensing and non-licensing services division of DPMPTSP East Kalimantan Province, OSS operators and several business actors. The data analysis technique used is the interactive model from Miles, Huberman Saldana. Testing the validity and accuracy of data uses source triangulation and technical triangulation. The research results show that the implementation of OSS in business licensing services at the DPMPTSP of East Kalimantan Province in the communication aspect has been carried out, both to implementers and policy targets. In terms of resources, it is quite adequate, although there are still limitations in budget resources and facilities, namely the unstable internet network at certain times. Then, the disposition aspect of OSS implementation has been carried out seriously, where employees as policy implementers or implementers have understood their duties and responsibilities and are committed to implementing the policy. Aspects of the bureaucratic structure are carried out well with the stipulation of Standard Operating Procedures (SOP) through a Governor's Decree and there is fragmentation in the issuance of business permits through OSS.
