Abstract

The purpose of this study is to determine how the Role of the Medan City sanitation and landscaping service in managing household waste in Medan Tembung district in 2019 along with inhibiting factors. The method which is used by researchers is a qualitative research method through observation, interviews, and documentation. The results of the study show the role of the Medan City sanitation and landscaping office in the management of household waste in Medan Tembung district in 2019 measured from four indicators including three indicators can be implemented well including equality,  consensus  orientation,  responsiveness,  and  one of  their  participation  in  the management of household waste was declared less than optimal. Inhibiting factors include inadequate facilities and infrastructure such as garbage rickshaws, cleaning staff, participation, economic factors, and supervision and sanctions/penalties that are still weak for those who litter.

Abstract

Based on this background, the formulation of the problem is What is the performance of the Regional Financial Management Service in the Revenue Sector in Gayo Lues Regency. Barriers to the performance of the Regional Financial Management Service in the Revenue Sector in Gayo Lues Regency. The research objective was to analyze Performance of the Regional Financial Management Service in the Revenue Sector in Gayo Lues District. Obstacles to the performance of the Regional Financial Management Service in the Revenue Sector in Gayo Lues Regency. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation, and observations. The results of the study are DPKD productivity is quite productive. This can be seen from the availability of funds for each activity and program to increase PAD. (2) The quality of DPKD services in providing service information regarding PAD is of sufficient quality. This can be seen from the procedure in providing information in accordance with the established SOP. The responsiveness of DPKD both in providing services always maintains satisfaction from taxpayers who need registration services and tax deposits. The DPKD is less responsible, there is an implementation of tasks that are not in accordance with the procedure. The DPKD conducts a mechanism of accountability, vertically to the Gayo Lues Regency Government and to the community. While the suggestions from this study are (1) Good cooperation is needed in the management of PAD between all parties not only the authorities but the community. In the preparation of the APBD a budget for extension programs and outreach programs for the community and better infrastructure are proposed. Special training or education needs to be carried out for employees to increase employee capabilities in technical matters.

Abstract

The purpose of the study was to analyze the role of Bappeda in participatory development planning in the field of facilities and infrastructure. Bappeda constraints in participatory development planning in the field of facilities and infrastructure. This study used descriptive qualitative method. The sample in this study amounted to 5 people. Data collection was obtained from interviews, documentation and observation. The result of the research is that the role of Bappeda in participatory development planning of facilities and infrastructure is not good because of the lack of active communication between Bappeda elements and agencies. The role of Bappeda in the aspect of integrating activities is running well, as can be seen from the OPD that combines similar activities. Aspects of identifying the linkages and interests of the Agency are going well, there is identification of the OPD. The role of Bappeda in formulating the planning for the development of facilities and infrastructure is good because the planning carried out by Bappeda is macro in nature which is contained in the RPJMD. The planning evaluation aspect went well, evaluating the documents as well as holding a Musrenbang. Aspects of giving instructions and guidance went well, there was training and guidance held by Bappeda in development planning. The role of Bappeda from the aspect of active participation in coordination meetings is good, agencies feel that coordination meetings are important for development.

Abstract

The dispute in the 2019 legislative election in Medan is a process dispute that occurs between election participants or legislative candidates against the election organizer or KPU. In the registration of participants, the KPU legislative candidates rejected the PKB National Awakening Party due to delays in registering legislative candidates. Related to the decision issued by the participating KPU filed a request dispute to the Medan city Bawaslu to follow up on the decision. In filing a petition dispute, there are several things that must be fulfilled, including: completing the identity of both the applicant and the respondent. The purpose of this research is to find out the dispute that accurred between PKB and KPU which was held by the Medan city Bawaslu in resolving disputes in the 2019 legislative elections in Medan. This study uses qualitative methods as data analysis. The source of data in this research is the head of the Medan city Bawaslu and the dispute settlement division. Data were collected based on data collection techniques, namely literature, observation, interviews, documentation and data triangulation. Bawaslu’s role is to carr out mediation and adjudication hearings by inviting both parties as applicants and defendants to resolve the dispute. After the mediation, the adjudication trial is held, the Bawaslu has the right to inspect, study and decide for twelve (12) working days. The decision announced by the Bawaslu was to reject PKB election participants as legislative candidates and the statement was the final decision.

Abstract

The National Insight Test which was followed by KPK employees in the context of changing their status to ASN has given rise to pros and cons. The results of the TWK which later gave birth to SK 652, the KPK is considered by some to have no legal basis or is considered to have committed human rights violations. This paper analyzes the problem from the legal aspect. The questions that will be answered in this paper are: 1). Does TWK have a juridical basis; 2). What is the legal impact of TWK on KPK employees; 3). What efforts should be made by KPK employees who do not meet the requirements in fighting for their rights to become ASN. The research is a doctrinal research that uses a statutory and conceptual approach. From the results of the study it was found that TWK is a requirement made by the KPK leadership in order to transfer the status of KPK employees to ASN. The authority of the KPK in making these conditions comes from PP41/2020. The legal impact of TWK is the transition of the status of KPK employees who meet the requirements to become ASN. While the legal impact for those who do not meet the requirements is the loss of their rights to become ASN and ASN candidates starting 2 years after the enactment of Law 19/2019

Abstract

This study aims to determine and analyze budget planning and evaluation in improving the performance of the Aceh Singkil District Government, and to find out and analyze the obstacles faced in planning and evaluating budgets in improving the performance of the Aceh Singkil District Government. Research informants were selected by purposive sampling. Data collection techniques used through interviews and observation. Data analysis techniques used in this study are qualitative data analysis techniques. The results of the study indicate that budget planning and evaluation in the Aceh Singkil District Government has not fully been able to improve budget performance, especially financial planning, the most recent data collection for performance evaluation and efforts to overcome budget constraints. The obstacle factor in planning is that there is a tendency to reduce budget allocations for certain activities with the aim that the available budget can be allocated to various other programs, and the inventory money requirement for a one-month period is not well planned. Whereas the constraints in the performance evaluation, data or information available have not fully been able to show the most recent conditions, because there is a possibility that the stages of activities carried out have not been reported, or there is a possibility that the evidence of expenditure has not been recorded because it still can be administered.

Abstract

This study aims to determine the role of motivation and its inhibiting factors in improving the performance of employees based on needs at the Class IV Port Authority and Port Authority Office Tanjungbalai Asahan. The problem is focused on motivation based on the level of need. In order to approach this problem, Abraham Maslow's theoretical reference is used. The data were collected through literature, observation, interviews, and documentation and analyzed qualitatively. This study concludes that motivation based on the level of need according to Maslow has been well applied to the Class IV Tanjungbalai Asahan Harbormaster and Port Authority offices, namely 1) physical needs in the form of providing office facilities have been fulfilled. 2) Security Needs, from safety appeals in the use of masks and the application of civil servant discipline laws as motivation at work. 3) Social needs from the strength of kinship ties, through directives and mutual coordination and cooperation between agencies. 4) need for appreciation, namely giving responsibility and retirement certificates or giving souvenirs from leaders as motivation. 5) Self-actualization of training development by attending training according to the needs of each diploma and field of work. The motivational barrier given is the funding factor in taking education such as education and training because it takes a long time and the education costs are borne by themselves.

Abstract

The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.

Abstract

The purpose of this research is to find out how its role is civil service police unit policing addresse in district Deli Serdang With effort and impeding factors. The methods used by researchers are qualitative research methods through observation, interviews, and documentation. Research shows that the role civil service police unit in district Deli Serdang judging from the action and according to standard operational procedures the procedure can be done well including punctuality, facility and personnel. Inhibiting factors include the insufficient number of Satpol PP personnel, human resources doesn’t have appropriate  skill, storage facilities, , and the lack of regulations as a legal law.

Abstract

This study aims to find out how effective the service is and the inhibiting factors for family planning services at the Sentosa Baru Public Health Center, Medan Struggle District, Medan City. With the increasing number of COVID-19 cases in Indonesia, the government has implemented a large-scale social restriction policy (PSBB), this has an impact on family planning services at the new Sentosa Health Center. In this study using a qualitative approach using interviews, observation and documentation. The results of this study indicate that family planning services at the Sentosa Baru Health Center have not been running effectively with a decrease in active family planning participants in 2020 and the cessation of direct socialization to the community and the emergence of public fear of visiting the puskesmas making the success of the program's objectives not run properly. The inhibiting factors in the effectiveness of family planning services at the Sentosa Baru Health Center are the limitations of family planning services and the cessation of outreach to the community and the lack of service facilities and infrastructure during the COVID-19 pandemic so that monitoring of family planning service program activities cannot run optimally, this will have an impact on a decrease in active family planning users at the new sentosa health center in 2020.
