Abstract

This article aims to evaluate the policy implementation of the 2024 Pangkalpinang Regional Head Election (Pilkada), which was marked by the victory of the empty column, and to identify the factors hindering the emergence of alternative regional head candidates. The research problem focuses on the paradox between the procedural success of the election and the substantive failure to produce representative political competition. To address this issue, the study employs a public policy evaluation perspective by referring to the dimensions of effectiveness, efficiency, adequacy, equity, responsiveness, and policy appropriateness. This research adopts a qualitative method with a case study approach. Data were collected through observation, in-depth interviews, literature review, and the use of relevant secondary data, and were analyzed inductively using triangulation techniques to ensure data validity. The findings indicate that although the 2024 Pangkalpinang Pilkada was conducted in accordance with legal provisions, the policy failed to produce legitimate local leadership and healthy political competition. The victory of the empty column reflects public dissatisfaction with party elite dominance, candidate nomination regulations, and the weak cadre regeneration function of political parties. This study concludes that electoral policy reform is necessary to realize more inclusive, democratic, and representative regional elections.

Abstract

The COVID-19 pandemic significantly affected Indonesia’s economy, particularly the automotive sector, which experienced a sharp decline due to weakened consumer purchasing power. To support economic recovery and stimulate domestic demand, the government implemented a policy in 2021 providing a Government-Borne Luxury Goods Sales Tax incentive (PPnBM DTP) for motor vehicles. This study aims to analyze the impact of this policy on economic output multipliers and employment creation in Indonesia. This research employs an input–output analysis using the 2016 Indonesian Input–Output Table, which is aggregated into 17 economic sectors. The policy impact is examined through a simulation of a final demand shock derived from the estimated increase in motor vehicle sales benefiting from the PPnBM DTP incentive. The results indicate that an increase in final demand of IDR 45.40 trillion in the wholesale and retail trade; repair of motor vehicles and motorcycles sector generates an additional total economic output of IDR 65.28 trillion. Furthermore, the policy's multiplier effect is estimated to create 567,154 new employment opportunities across various economic sectors. The largest contribution occurs in the automotive trade sector, with significant spillover effects to the manufacturing industry, financial and insurance services, and transportation and warehousing sectors. These findings suggest that the 2021 PPnBM DTP incentive policy played an important role in stimulating economic activity and increasing employment absorption during the post-pandemic economic recovery period

Abstract

Waste management remains a challenge in Lubuk Pakam District, Deli Serdang Regency, due to the increasing population and community activities. One effort to address this issue is through waste management-based community empowerment through the establishment of the Main Waste Bank Berseri (Serial Main Waste Bank). This study aims to determine the process of community empowerment through the Main Waste Bank Berseri and identify obstacles encountered in its implementation. This study uses a qualitative, descriptive approach. Data collection techniques included observation, interviews, and documentation, with informants including waste bank managers, government officials, and community members. The results of the study indicate that community empowerment through the Main Waste Bank Berseri has been running quite well, marked by increased community participation in waste management, economic benefits, and increased environmental awareness. However, there are still obstacles such as low participation of some communities and limited supporting facilities. Therefore, ongoing support and cooperation among the government, waste bank managers, and the community are needed for the program to run more effectively.

Abstract

Humanitarian peacekeeping is recognised as an essential international tool for addressing crises and safeguarding vulnerable populations. However, the effectiveness of peacekeeping operations in promoting human security remains contested, particularly in fragile contexts such as South Sudan. This study examines the role of the United Nations Mission in South Sudan (UNMISS) in advancing human security during the period 2013–2021. This research employs a qualitative descriptive approach, using a systematic literature review, drawing on policy documents, humanitarian reports, United Nations publications, and credible secondary data sources. Data were analysed through thematic analysis to identify patterns related to civilian protection and human security outcomes. The Fiduciary Theory of Humanitarian Intervention guides the study’s evaluation of UNMISS’s performance. The findings indicate that UNMISS made measurable contributions to civilian protection, particularly through the establishment of Protection of Civilians (PoC) sites, which, at their peak, sheltered over 200,000 internally displaced persons and reduced their immediate exposure to violence. However, the mission’s overall effectiveness in promoting sustainable human security remained limited due to ongoing armed conflict, weak state institutions, and restricted operational capacity.
