Abstract

The development of science and technology can dynamically be a turning point for government research and development (R & D) organizations in a country. A weakness in one aspect, content or implementation of R&D policy, will determine how the researcher’s capability to perform well in order to answer the dynamic development of the world. Assuming that the state has given the best policy wherever possible to optimize the role of researchers in the workforce, then the question is how the policy is implemented. Based on this reason, it is become important for making a study on the policy implementation of researchers in Indonesian. Through this study, the author try to capture the description of policy implementation of researchers at 17 government agencies in 2012. The evaluation study using the model of Stake’s Countenance. This model produces 12 aspects and 30 sub aspects. The data was collected through observations, interviews, document analysis, and questionnaires. The results showed that 5 aspects in high category, 5 in medium category, and 2 in low category. On the sub-aspects, 16 is high, 8 were moderate, and 6 is low. Lowest aspects are the development of science and scientific awards.

Abstract

Abstract

The presence of lignin in plant cells is a factor limiting the effi ciency of processing lignocellulosic materials of wood-based industries including pulp and paper industry either chemically or biologically (biopulping) process using white rot fungi. Lignin content determination of sengon collected from different areas in Indonesia indicated that it ranged low to moderate category (16.58–35.59%). Lignin histochemical assay of transverse section of stems using phloroglucinol-HCl staining showed that the initiation of lignin deposition was noted in 2 weeks old seedling. Lignin quantitative and qualitative assessment through histochemical assay showed that lignin content was varied in trees depending on height

Abstract

Indonesia has two seasons, rainy and dry season which affects the adaptive behavior of the occupants. One of the traditional houses that still survive is a traditional house Sao Pu’u in Wogo village, East Nusa Tenggara. The research was conducted to compare of neutrality, preferences, and thermal acceptance of the occupants in the house between rainy and dry season. Thermal value was measured with Questem 34 and wind velocity measured with Anemometre Kanomax. The data were processed using regression analysis. In the rainy season, neutral temperature, 27.1oC, 23.9°C,and 23.3°C. Meanwhile, in the dry season, neutral temperature, preference temperature, and thermal acceptance were 24,9oC, 23.4°C, and 27.1oC. The conclusion was that the occupants prefer a lower temperature adaptively both in rainy and dry season.

Abstract

A model of 125I-phalerin was designed in this research. The work was started by designing phalerin based on available data and followed by minimizing energy at bond angles, i.e C4-05-C7-C8 (0 ) , C5-C7-C8-C9 (2),C3-014-C15-C20 (3) and C4-C3-014-C15 (4).This work was then continued with designing of 115l -phalerin. Both models were put in overlaid position, then they were characterized. Result showed that phalerin model has characteristic of bond angle with 1 z 3, 4= 40°, 40°, 320°, 280° respectively. Energy ofphalerin model was 18,7625 kkal/mol. "51-phalern has similarity conformation with phalerin and the RMS for bond length, bond angle 0.0091 a and 0.5039° respectively.

Abstract

Creativity is innate, whose truth value could only be realized if it is nurtured since early age. The important factors to enhance children’s creativity are attention and time. Many mothers have not understood their needed roles to increase children’s creativity. Therefore, further research is needed to know the role of mother as educator, caregiver, protector and its relation to the creativity of preschool age children. This research was done on Sinar Mulia kindergarten at Banda Aceh. Research design was using cross sectional study with a total sample of 50 mothers of Sinar Mulia kindergarten students. Data collection was done using a questionnaire. Then Chi-squaretest was used with α (0.05). Analysis result shows mother’s role in relation to children’s creativity as follows: mother’s role as educators with p-value = 0.005 <0.05, mother’s role as caregiver with p-value = 0.005 <0.05, mother’s role as protector with p-value = 0.001 <0.05. Combined analysis result of mother’s role, shows p-value = 0.020 <0.05. In conclusion there is a relationship between mother’s role as educator, caregiver and protector with pre-school age children creativity at Sinar Mulia kindergarten at Banda Aceh city.

Abstract

This study aims to measure the satisfaction level of researcher candidate training participants. it will testwhether the variabels of perceived service quality, expectation, perceived value and LIPI’s image affect the participantssatisfaction. The model analysis refers to ECSI model (European Customer Satisfaction Indeks) adjustedto the approach of partial least squares path modelling. The result shows that there are only two variabels whichaffect significantly to participants satisfaction, namely the perceived service quality and perceived value. Theoverall of participants satisfaction level to the training is at 74.74%, which is considered “satisfied”.

Abstract

Road infrastructure development in remote and outmost islands such as Mentawai, Aru, and Morotai faced a problem i.e. dificulty in the availability of standard material. The standard material had to be transported from other areas that taking a long time and high cost of transportation. In fact, the three islands had abundant materials. However, there was no study conducted to examine the properties of the local material. The study aim was to find out the physical properties of pavement material that will be the basis of pavement design. The research began with the selection of material, discussion with experts, coordination with involved parties, site observation, and laboratory test. The analysis of testing result used comparative analysis that compared test result to certain standard. Based on the analysis, local material from Mentawai Islands was suitable for foundation layer with cement stabilization 6%. Coral from Aru Island and limestone from Momojiu Morotai Island could also be utilized for foundation layer. Limestone from Rau Morotai Island utilized for aspalt mixture. Sand from Aru Island and sea sand from Morotai Island could be used for aspalt mixture and concrete cement mixture.

Abstract

Nitrate is considered as a pollutant in freshwater or estuarine ecosystem which caused eutrofication. Bacteria can be used to reduce nitrate by denitrification process. The aim of this research was to find out the influence of carbon sources and aeration on denitrification of isolated ASLT2 bacteria. The sources of carbon were acetate, succinate, glucose and glycerol under aerob and anaerob conditions. The denitrification process was measuredat seventh day. Isolated ASLT2 bacteria was able to reduce nitrate aerobically and anaerobically in various of carbon sources. The highest activity of aerobic nitrate reduction was found by using acetate as carbon source and anaerobically was found by using succinate as carbon source.
