Abstract

This study aims to describe and analyse the role of the *madrasah* principal in implementing academic supervision to enhance teacher professionalism and student achievement at MAN Insan Cendekia Pekalongan. The study is grounded in the importance of planned, systematic, and continuous academic supervision as a means to improve educational quality by strengthening teachers' professional competencies. A qualitative approach utilising a case study method was employed. Informants included the *madrasah* principal, the deputy principal for curriculum affairs, teachers, and students. The results indicate that the principal plays an active role in planning, implementing, and evaluating academic supervision activities. Strategies implemented include both individual and group approaches, accompanied by continuous professional guidance. The impact is evident in improved teacher skills regarding lesson plan (RPP) development and the use of technology-based media, as well as a strengthened work ethic. Enhanced teacher professionalism has positively influenced student learning outcomes, reflected in academic achievements. This study offers practical contributions in the form of recommendations for implementing collaborative and reflective academic supervision. The findings reinforce the principal's strategic role as an agent of change in improving educational quality through academic supervision. By adopting a participatory approach orientated toward continuous professional development, the principal is able to foster a productive and innovative learning culture. Furthermore, this study serves as a foundation for policy-making aimed at strengthening educational leadership capacity based on data and the actual needs of the educational institution. Abstract

This study is titled "Analysis of the Determinants of Sectoral Statistical, Geospatial, and Financial Data on Development Planning via the Tangerang Satu Data Application as an Intervening Variable: A Study of the Tangerang City Government." The research was motivated by the suboptimal utilisation of sectoral statistical, geospatial, and financial data within the Tangerang Satu Data application for development planning by Regional Apparatus Organisations (OPD). Conducted within the Tangerang City Government, this study employed a quantitative method using electronic questionnaires distributed digitally to Civil Servants (ASN) responsible for planning within their respective OPDs. Path analysis using two models was applied; the first model revealed that sectoral statistical data (X1), geospatial data (X2), and financial data (X3) had a significant direct effect on the Tangerang Satu Data application (Z). The second structural model showed that sectoral statistical data (X1), geospatial data (X2), financial data (X3), and the Tangerang Satu Data application (Z) had a significant direct effect on development planning (Y). However, the influence of sectoral statistical data (X1), geospatial data (X2), and financial data (X3) on development planning (Y) *via* the Tangerang Satu Data application (Z) was found to be insignificant. This is attributed to insufficient dissemination of information regarding the application's utility and a lack of human resources within the respective OPDs assigned to manage and utilise the application. Conversely, when analysed simultaneously, sectoral statistical data, geospatial data, financial data, and the Tangerang Satu Data application exerted a significant direct influence on OPD development planning within the Tangerang City Government, with a correlation coefficient of 88%. This study recommends that the Tangerang City Government conduct a massive outreach campaign regarding the use of the Tangerang Satu Data Application so that Regional Apparatus Organisations (OPD) can obtain more accurate data for development planning—ensuring it is more targeted, effective, and efficient. Furthermore, future research on this same topic could consider designating the Tangerang Satu Data Application as an independent variable or incorporating other variables as intervening variables to enrich the research findings. Abstract

Implementation of Principal Supervision to Improve Teacher Performance at SD Inpres Passue, Passue District, Mappi Regency. Improving the quality of education is a shared responsibility, and supervision serves as a crucial strategy for enhancing teacher professionalism in planning, implementing, and evaluating instruction. Although the supervisor plays a multifaceted role, implementation in the field faces challenges such as limitations in the principal's supervisory competence, time constraints, and a work culture that does not fully support collaboration. This study aims to describe the planning, implementation, evaluation, and follow-up of principal supervision regarding teacher performance improvement at SD Inpres Passue. The research focuses on the principal's role in enhancing teacher performance. A qualitative approach using a case study design was employed. Data were collected through observation, interviews, and document analysis. Informants included the school supervisor, the principal, the deputy principal for curriculum affairs, and a fifth-grade teacher. Data analysis was conducted interactively, involving data collection, data condensation, data display, and conclusion drawing/verification. Research findings: 1) Academic supervision planning at SD Inpres Passue involves scheduling supervision at the beginning of the academic year, aligned with the educational calendar, with assessment instruments prepared systematically. 2) Academic supervision is implemented directly in the classroom through intensive observation over a two-week period, with teachers completing reflection forms before and after the observation; despite some obstacles during observation, teachers demonstrated readiness and adaptability; 3) Evaluation results indicate a significant improvement in teacher performance, particularly regarding administrative tasks and instructional materials. Follow-up actions included educational training and directives to participate in further training for continuous improvement. Overall, the implementation of principal supervision at SD Inpres Passue proved highly effective in improving teacher performance through meticulous planning, structured implementation, and consistent evaluation and follow-up. Abstract

The Indonesian government seeks to promote equitable access to and quality of education through the zoning policy for New Student Admissions (PPDB). However, its implementation—particularly in remote areas like Sembalun District—faces various challenges. This study aims to evaluate the PPDB zoning system policy at SMA Negeri 1 Sembalun, East Lombok Regency. The evaluation focuses on policy implementation, supporting and inhibiting factors, and the policy's impact on equitable access to education. A descriptive qualitative approach was employed. Data collection techniques included participant observation, in-depth interviews, and document analysis. Informants included the school principal, teachers, parents, and representatives from the Education Office. The results indicate that, administratively, the zoning system policy has been implemented in accordance with regulations. Nevertheless, several obstacles persist, such as insufficient dissemination of information, limited school capacity, and strong public perception regarding "favourite" schools. Conversely, several factors have played a crucial role in the policy's successful implementation, including infrastructure support, community involvement, and the principal's adaptive leadership. While the policy has positively impacted equitable access to education, this has not yet been matched by an equitable distribution of educational quality among schools in the area. This study offers a realistic overview of the challenges and opportunities associated with zoning policies in remote regions. The findings can serve as a basis for evaluating and improving education policies to ensure they are more responsive to local conditions and support the achievement of comprehensive educational equity. Abstract

The success of educators in enhancing their professionalism while carrying out their duties is largely determined by the principal's strategies. As a leader, the principal must be capable of guiding and supervising educators to foster their professional growth; therefore, the principal must possess specific strategies to enhance educator professionalism. With such strategies in place, educators will demonstrate professionalism in their teaching and learning activities at the school. The objectives of this study are (1) to identify and analyse the principal's strategies for enhancing educator professionalism; (2) to identify and analyse the implications of these strategies; and (3) to identify and analyse the supporting and inhibiting factors regarding the principal's strategies for enhancing teacher professionalism at SMK Pertiwi Cibungbulang, Bogor. This study employs a qualitative approach, specifically descriptive qualitative research. Data analysis follows the framework of Miles, Huberman, and Saldana, involving data collection, data condensation, data display, and conclusion drawing. The study results indicate that: (1) The principal's strategies for enhancing teacher professionalism at SMK Pertiwi Cibungbulang, Bogor, involve formal measures—such as education and training, workshops, seminars, supervision, meetings, and opportunities for further study—and informal measures, such as fostering self-motivation and discipline, implementing reward and punishment systems, and utilising the principal's managerial capabilities to influence educator performance. (2) The implications of the principal's leadership strategies at SMK Pertiwi Cibungbulang Bogor are evident in both outputs and outcomes. The outputs include educators applying the knowledge gained during training and an increase in student achievement across both academic and non-academic fields. Regarding outcomes, the school community demonstrates a high level of responsibility and care, while the school achieves good accreditation status and maximises its resource utilisation. (3) Factors supporting the enhancement of educator professionalism at SMK Pertiwi Cibungbulang Bogor include the educators' high level of education—which facilitates professional growth—as well as their personal qualities, dedication, strong teaching abilities, high level of discipline, and the availability of adequate facilities and infrastructure. Abstract

Teachers who have undergone certification are expected to demonstrate a high level of professionalism; however, some certified teachers have yet to show significant progress. This is evidenced by the inability of certain certified teachers to implement instructional innovations within the school. The objectives of this study are to analyse the professional competence of teachers following the certification programme at SMK Matusha Dwi Elang (Cibungbulang District), to identify factors supporting this professional competence, and to analyse the obstacles hindering it. This study employs a qualitative descriptive approach—specifically field research—utilising data collection methods such as interviews, observation, and document analysis. Data validity was verified using triangulation techniques. Data analysis involved three components: data reduction, data display, and conclusion drawing (data verification). The results indicate that while the professional competence of certified teachers is reasonably satisfactory, it has not yet reached the expected level. The certification programme, intended to enhance both teacher professionalism and welfare, has not been fully realised as intended; research findings reveal that certified teachers at SMK Matusha Dwi Elang do not yet meet the established criteria for professional teachers. Supporting factors include teacher welfare (specifically certification allowances), school leadership policies encouraging participation in professional development activities, and the personal efforts of certified teachers to engage in continuous learning. Conversely, obstacles to enhancing professionalism include the difficulty of controlling and maintaining teacher quality standards, as well as the limited active involvement of the local education office (or KCD) in conducting systematic activities directly aimed at improving teacher professionalism. Abstract

"The Influence of Population Policy Implementation and Employee Competence on Public Satisfaction Regarding Electronic ID Card (e-KTP) Issuance, with Public Service Quality as an Intervening Variable: A Study at the Population and Civil Registration Agency (Dukcapil) of East Lombok Regency." This thesis research aims to determine the extent to which policy implementation and service quality influence the satisfaction of e-KTP applicants at the Population and Civil Registration Agency (Dukcapil) of East Lombok Regency. The hypothesis tested is that the combined influence of population policy implementation and service quality on applicant satisfaction is determined by dimensions such as uncomplicated procedures, simple requirements, and service that meets public expectations. The study employs a survey method within an associative paradigm—research designed to test hypotheses regarding causal relationships between the variables under study. The population consists of e-KTP applicants at the agency, averaging approximately 100 applicants per month. A "saturated sampling" technique was used, resulting in a sample size of 80 applicants. The findings indicate that the combined influence of policy implementation and service quality on applicant satisfaction is determined by the aforementioned dimensions (uncomplicated procedures, simple requirements, and service meeting public expectations), alongside other factors. The strength of the relationship between these variables is positive but moderate. Abstract

This research was prompted by the 2023 Audit Report from the Banten Province Representative Office of the Audit Board (BPK) regarding the Serang City Regional Secretariat, which revealed the whereabouts of certain regional assets—specifically 6 cars, 9 motorcycles, and 43 notebooks—were unknown. According to the Data Information Service Center, the Serang City Regional Secretariat held 4,631 asset units in 2024, valued at IDR 60,315,182,752.71. Given this data, it was necessary to verify the accuracy of the information recorded in the ATISISBADA application. Consequently, the researcher conducted a study titled "Implementation of the Policy on Utilising the Regional Asset Cycle Information Technology Application (ATISISBADA) for Regional Asset Management at the Serang City Regional Secretariat". This study aimed to examine the implementation of the ATISISBADA utilisation policy within the Serang City Regional Secretariat, identify obstacles encountered, and determine efforts to overcome these inhibiting factors. The study employed a qualitative method with a descriptive design and an inductive approach. The theoretical framework used was Edward III’s implementation theory (as cited by Subarsono), which encompasses four dimensions: communication, resources, disposition, and bureaucratic structure. Data collection techniques included interviews, observation, and documentation analysis, while data processing involved data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of ATISISBADA at the Serang City Regional Secretariat has not yet been optimal. Issues included ineffective communication during position handovers, a lack of technical understanding among users, the absence of standardised Standard Operating Procedures (SOPs), and limitations regarding human resources (both in terms of quantity and competence). Inhibiting factors included a lack of detail in asset data entry within the ATISISBADA application, the unavailability of room inventory cards, and inadequate warehouse conditions. Efforts undertaken to address these obstacles include providing technical guidance on implementing asset management SOPs within the ATISISBADA application, conducting periodic annual asset monitoring, and procuring suitable warehouse facilities. Furthermore, the researcher offers several recommendations: the recruitment and strategic placement of competent personnel, the optimisation of coordination and monitoring, and the development of more detailed SOPs. Abstract

Education is a fundamental pillar of societal and national development. High-quality education is key to fostering a generation that is intelligent, creative, and possesses strong character. At the early childhood level, educational institutions such as *Raudlatul Athfal* (RA) play a crucial role in laying the foundation for early childhood education. This study aims to analyse the strategic management implemented by the head of RA Nahdlatul Ulama Kaplongan to enhance educational quality. The research focuses on strategy formulation, implementation, challenges and solutions, and strategy effectiveness. A descriptive qualitative approach was employed, involving the RA head, teachers, supervisors, and parents as subjects. Data were collected through interviews, observation, and documentation and subsequently analysed using data reduction, data display, and conclusion drawing. The results indicate that the RA head plays an active role in formulating the vision, mission, and innovative learning programmes by involving teachers and stakeholders. Strategies are implemented through organisation, supervision, and continuous evaluation. Key challenges—such as limitations in human resources, facilities, and parental participation—are addressed through teacher training, facility optimisation, and strengthened communication with parents. The implemented strategies have proven effective in enhancing teacher competence, student engagement, and parental satisfaction. Thus, the strategic management practices of the RA head contribute significantly to improving the quality of early childhood education. Abstract

This study aims to analyse the principal's leadership strategies for enhancing teacher performance at SD Integral Al-Amiin Timika. Employing a qualitative approach and a case study method, data were collected through in-depth interviews, observation, and documentation. The results indicate that the principal implements a transformational leadership approach based on the four dimensions defined by Bass and Avolio (1994): idealised influence, inspirational motivation, intellectual stimulation, and individualised consideration. The principal's exemplary conduct fosters teacher trust and loyalty; the communication of an inspiring vision boosts collective morale; providing room for innovation encourages teacher creativity; and personal attention strengthens professional development. The study concludes by affirming the importance of transformational leadership as an effective strategy for sustainably improving teacher performance. This research offers both practical and theoretical contributions to the field of educational administration, particularly in developing regions such as Central Papua.
