Abstract

This study evaluates the effectiveness of the KOSP workshop and P5 implementation training programme for teachers in Cluster 06, Serpong District, South Tangerang City, focusing on a case study at SDN Cilenggang 04. The evaluation employs Stufflebeam’s (2003) CIPP model (Context, Input, Process, and Product) and Sutrisno’s (2010) effectiveness indicators—specifically programme understanding, targeting accuracy, timeliness, goal achievement, and tangible change. Data were collected through interviews with key informants—including school supervisors, teachers, parents, and students—and analysed qualitatively. The results indicate that the training programme was effective in enhancing teachers' conceptual understanding of KOSP and P5, aligning with the requirements of the *Kurikulum Merdeka* (Independent Curriculum) and the *Profil Pelajar Pancasila* (Pancasila Student Profile). Teachers actively participated in discussions, simulations, and presentations, although technical classroom implementation still requires ongoing guidance. The programme was relevant and timely and achieved its short-term objectives, resulting in improved teacher competence, creativity, and proactive attitudes toward instructional development. However, certain aspects require strengthening, such as continued mentoring, extended training duration, updating project-based modules to incorporate local wisdom, fostering teacher collaboration, and increasing parental and community involvement. Integrating these recommendations is expected to optimise the program's long-term impact, enhance teacher capacity, and boost student creativity and learning outcomes. Abstract

This study examines strategies for enhancing educational quality through the implementation of the Cambridge Curriculum at Madrasah Aliyah Istiqlal Jakarta. The research is motivated by the demands of educational globalisation, the need to master 21st-century competencies, and the scarcity of *madrasahs* (Islamic senior high schools) adopting international curricula. Strategically located in the capital city, Madrasah Aliyah Istiqlal seeks to integrate the Cambridge Curriculum while upholding Islamic values. The study focuses on three key areas: (1) the state of educational quality prior to the Cambridge Curriculum implementation, (2) implementation strategies for quality enhancement, and (3) factors supporting and hindering the implementation. A qualitative approach with a case study design was employed. Data were gathered through in-depth interviews, observations, and document analysis. Data analysis followed the Miles & Huberman interactive model, comprising data reduction, data display, and conclusion drawing. The findings indicate that prior to the Cambridge Curriculum implementation, the educational quality was relatively conventional, with limitations regarding English language proficiency, international-standard science education, and student critical thinking skills. Implementation strategies involved aligning the Cambridge syllabus with the national curriculum, conducting teacher training, procuring modern facilities, using English for specific subjects, and employing international-standard evaluations. Supporting factors included strong leadership, teacher commitment, parental support, a strategic location, and collaboration with international institutions. Hindering factors included limited funding, human resource readiness, and the challenge of adapting materials to align with the institution's Islamic vision. In conclusion, the implementation of the Cambridge Curriculum successfully enhanced educational quality at MA Istiqlal—particularly in terms of English proficiency, critical thinking skills, and global competitiveness—when supported by appropriate adaptation strategies, stakeholder support, and continuous evaluation. Abstract

Abstract Character education in Islamic boarding schools (*pondok pesantren*) serves as a crucial pillar in shaping a generation characterised by noble morals, integrity, and responsibility. However, the reality on the ground reveals that deviant behaviour among students (*santri*) persists despite the strict enforcement of rules. Repressive disciplinary approaches are considered ineffective in fostering internal awareness and a sense of responsibility. This study aims to examine the implementation of a "logical consequences" strategy to address student behavioural misconduct at the Al-Ma’arif Bilae Modern Islamic Boarding School. It covers the types of misconduct, the planning and execution of the strategy, and its impact on behavioural change and character formation. The study employs a qualitative method using a case study approach. Data were collected through in-depth interviews, participant observation, and document analysis, involving key informants such as the school leadership, supervisors (*pengasuh*), and students. Data analysis was conducted through the stages of data reduction, data display, and conclusion drawing. The results indicate that student misconduct is classified into minor (e.g., arriving late for congregational prayer), moderate (skipping study sessions), and severe (fighting, smoking, or violating religious norms) categories. The logical consequences strategy is designed based on the boarding school's values, the severity of the violation, and the objectives of guidance, adhering to principles of relatedness, fairness, respect, and consistency. Implementation involves educational actions directly linked to the violation—carried out without anger and accompanied by reflective communication. This strategy has positively impacted discipline, personal responsibility, moral awareness, and the harmony of relationships between students and supervisors. Furthermore, an educational guidance culture is beginning to replace the practice of physical punishment. This research contributes to the development of a logical-consequences-based character guidance model relevant to modern Islamic boarding schools. Abstract

This study aims to analyse the implementation of a megathrust earthquake resilience policy at Syekh Yusuf Islamic University (UNIS) from the perspective of educational administration, as part of efforts to establish a Disaster-Safe Education Unit (SPAB). A qualitative approach was employed using a case study method involving observations; in-depth interviews with campus administrators, students, and external stakeholders; as well as an analysis of policy documents. Data analysis utilised the Van Meter & Van Horn policy implementation model—covering dimensions such as policy standards, resources, implementer dispositions, and communication—combined with Holling’s resilience theory, which encompasses the capabilities to persist, adapt, and recover. The results indicate that the implementation of the disaster resilience policy at UNIS faces obstacles regarding educational administration, including a lack of risk-based operational policies, limited human resources and infrastructure, weak inter-unit coordination, and the failure to integrate disaster management systems into campus governance. In response, this study proposes the concept of "Integrative Higher Education Resilience"—a resilience model combining strategic disaster resilience policies, human resource capacity building through disaster education and training, the development of operational procedures and contingency plans based on digital learning, and penta-helix collaboration among government, the private sector, communities, academia, and the media, rather than relying solely on the physical structural integrity of buildings. This concept extends policy implementation theory by incorporating the dimension of educational administration integration into disaster risk management and offers a model that other higher education institutions could adopt to build sustainable resilience and establish SPABs within the higher education environment. Abstract

This study aims to analyse the implementation of the School Operational Assistance (BOS) programme in public elementary schools (SDN) across the Kalideres District, West Jakarta, focusing on the planning, disbursement, utilisation, supervision, and transparency of BOS funds. A qualitative approach using a case study method was employed, involving six categories of informants: the sub-agency of education, school principals, BOS treasurers, teachers, school committees, and parents. Data collection was conducted through in-depth interviews, document analysis, and field observations. Data analysis utilised the interactive model developed by Miles, Huberman, and Saldaña, comprising data reduction, data display, and conclusion drawing/verification. The results indicate that the communication of BOS policies from the Ministry of Education down to the schools has proceeded reasonably well through a multi-layered information transmission process—from the central government to the regional agency and finally to the educational units. However, several challenges were identified, such as information delays at the start of the fiscal year, varying levels of understanding at the school level, and suboptimal use of information technology. Human resources managing the BOS programme generally possess adequate competence, yet there is a need for continuous training regarding the ARKAS and MARKAS applications. The bureaucratic structure within schools supports BOS implementation, although cross-unit coordination requires strengthening. The BOS fund reporting process largely adheres to the procedures and schedules stipulated in *Permendikbudristek* No. 8 of 2025; however, technical obstacles—such as internet connectivity issues and the need to adapt to system updates—persist. The study highlights the necessity for faster and more consistent policy communication systems, optimised human resource training, improved technological support facilities, and strengthened periodic supervision and evaluation. This research contributes to enhancing BOS fund governance at the elementary school level and serves as a reference for policymakers aiming to improve the effectiveness of the BOS programme. Abstract

Education in *Madrasah Diniyah* plays a strategic role in character building and strengthening Islamic religious knowledge; however, it still faces challenges such as weak management, limited facilities, and low teacher quality. This study aims to analyse the role of the *Madrasah* Head's supervision in improving teacher performance at *Madrasah Diniyah Takmiliyah Ula* (MDTU) Baitul Hikmah, Ciawi, Bogor, focusing on three aspects: (1) supervision services, (2) the approaches employed, and (3) the impact on teacher performance. A descriptive qualitative method with a case study approach was used; data were collected through in-depth interviews with supervisors, the *madrasah head, and teachers, as well as through observation and document analysis. The results indicate that supervision by the *Madrasah* Head at MDTU Baitul Hikmah is conducted in a humanistic, collaborative, and continuous manner, utilising techniques such as classroom visits, reflective discussions, and individual mentoring. This approach proved effective in enhancing teacher performance, particularly regarding lesson planning, the use of varied teaching methods, and classroom management. Furthermore, the supervision positively impacted teacher motivation and student learning outcomes. Key challenges included teachers' limited time and resistance from senior teachers, which were addressed through persuasive communication and scheduling flexibility. This study contributes to strengthening the concept of mentoring-based academic supervision in non-formal educational institutions like *Madrasah Diniyah*. Consequently, similar supervision models could be adopted by other *Madrasah* institutions in comparable contexts to improve the quality of instruction. Abstract

This study aims to optimise public policy regarding sports infrastructure development, focusing on the implementation of the Paralympic Training Center (PTC) project in Karanganyar by the Ministry of Youth and Sports (Kemenpora). Grounded in Law Number 11 of 2022 concerning Sports and Presidential Regulation Number 86 of 2021 concerning the Grand Design of National Sports, this research employs a qualitative method with a case study approach. Data were collected through in-depth interviews with key stakeholders, including officials from Kemenpora, the National Paralympic Committee of Indonesia (NPCI), the Ministry of Public Works and Public Housing (PUPR), and the local community surrounding the PTC. The findings indicate that inter-agency collaboration and more effective oversight are crucial to enhancing the success of the PTC development. This study makes a significant contribution to sports policy planning in Indonesia, particularly in supporting athletes with disabilities. Abstract

Human Resource Management (HRM) in educational institutions encompasses more than just administration and daily tasks; it involves mobilising potential, fostering enthusiasm, and creating a work environment that encourages growth. This study aims to examine the HRM orientation at Al Firdaus Kindergarten in Indramayu Regency and assess its impact on the performance of teachers and staff. Employing a qualitative approach and a case study method, data were gathered through in-depth interviews, direct observation, and document analysis. The findings reveal that HRM practices at the institution remain conventional—prioritising discipline and compliance while lacking a focus on sustainable capacity building. Although teacher and staff performance remains stable, it is confined to routine tasks, offering limited scope for innovation and minimal recognition for outstanding performance. A harmonious work environment and a strong religious atmosphere serve as supporting factors for HRM implementation. However, obstacles include a lack of HR development policies and resource limitations. This study underscores the importance of shifting management orientation from merely operating a system to adopting a strategic approach that cultivates professionalism and dynamic work quality within early childhood education institutions.
