Abstract

General Background: Bureaucratic reform in Indonesia emphasizes simplifying organizational structures and improving the professionalism of civil servants through the Functional Position Equalization Policy. Specific Background: This policy converts structural positions at echelons III and IV into competency-based functional roles, requiring employees accustomed to hierarchical systems to adapt to performance-based frameworks, influencing motivation and job satisfaction. Knowledge Gap: Despite the implementation of this policy, the Samarinda City Government’s SAKIP rating has remained stagnant at grade B from 2022 to 2023, indicating limited improvement in organizational performance. Aims: This study investigates how the functional position equalization policy affects organizational performance, with work motivation and job satisfaction as mediating variables. Results: Using a quantitative cross-sectional design with data from 118 respondents analyzed via SEM–WarpPLS, findings reveal that the policy significantly enhances performance, with work motivation acting as a full mediator and job satisfaction as a partial mediator. Novelty: The study integrates Herzberg’s Two-Factor Theory to explain how policy-induced structural changes influence psychological factors in public organizations. Implications: Effective implementation of this policy depends on fostering intrinsic motivation and employee satisfaction to optimize public-sector performance transformation. Highlights: Policy reform enhances bureaucracy by shifting from structural to functional roles. Work motivation fully mediates the effect of policy on performance. Herzberg’s theory explains how motivation and satisfaction drive public-sector success. Abstract

General Background: The modernization of traffic law enforcement in Indonesia marks a transition from conventional to digital systems through electronic ticketing (e-tilang), reflecting the state’s adaptation to technological and social transformations. Specific Background: Police Regulation Number 2 of 2025 introduces electronic evidence-based enforcement to enhance transparency, efficiency, and accountability in traffic management within the jurisdiction of the Pasuruan Regency Police. Knowledge Gap: Despite its normative strength, the practical effectiveness of this regulation remains unclear, especially regarding its harmony with social dynamics, legal culture, and local infrastructure readiness. Aims: This study examines the legal effectiveness of e-ticketing implementation in Pasuruan Regency by analyzing the interrelation between legal norms, enforcement structures, and public awareness. Results: Findings reveal that while e-ticketing aligns with the legality principle and reduces extortion, its effectiveness is constrained by limited infrastructure, low digital literacy, and weak cross-agency coordination. Novelty: This research highlights e-ticketing as not merely an administrative reform but a moral-legal transformation emphasizing justice, empathy, and public trust in digital law. Implications: Strengthening legal literacy, enhancing interagency integration, and promoting participatory education are essential for realizing a humane, transparent, and just digital legal system.  Highlights: Examines how technology transforms traditional law enforcement into digital systems. Abstract

General Background: The evolution of marketing theory from Marketing 1.0 to Marketing 5.0 represents a global shift from product-centered strategies to technology-driven, human-centric marketing philosophies. Specific Background: In Uzbekistan, this transformation has occurred alongside rapid economic liberalization and digitalization, yet its pace and scope differ across industries. Knowledge Gap: While global literature extensively discusses Marketing 5.0, limited empirical research explores how developing economies like Uzbekistan adapt to this paradigm, particularly in balancing technological innovation with cultural and infrastructural constraints. Aims: This study investigates how Uzbek enterprises transition from traditional to technology-enabled marketing, focusing on challenges and enablers of adopting Marketing 5.0 practices. Results: Findings from qualitative case studies of leading companies—Artel, Beeline, UzAuto Motors, UZUM, and a textile SME—reveal an uneven progression, with large corporations advancing toward digital marketing integration while SMEs remain constrained by limited expertise, resources, and digital infrastructure. Novelty: The study provides one of the first localized analyses of Marketing 5.0 implementation in Central Asia, integrating cultural and organizational dimensions with technological readiness. Implications: The results underscore that successful marketing transformation in emerging markets requires not only technological investment but also policy support, digital education, and a balance between automation and human empathy. Highlights: Marketing in Uzbekistan is evolving from product-centered to technology-driven models. Large firms lead digital adoption, while SMEs face financial and skill barriers. Abstract

General Background: The esophagus plays a fundamental role in food transportation and peristaltic coordination within the digestive system, making it a vital subject of anatomical and physiological research. Specific Background: Despite its importance, there is limited quantitative information regarding the normal macroscopic and morphometric characteristics of the esophagus in laboratory rats, particularly in white-bred strains, which are essential for biomedical modeling. Knowledge Gap: Previous studies have focused primarily on pathological changes or chemically induced esophageal alterations, leaving a lack of standardized reference data for healthy specimens. Aims: This study aimed to characterize the normal macroscopic, morphological, and morphometric features of the esophagus in healthy white-bred rats under controlled laboratory conditions. Results: The findings revealed that the esophagus is a non-keratinized stratified squamous structure with progressive thickening of the muscular layers toward the lower segment, indicating adaptive enhancement for peristaltic propulsion. Quantitative measurements provided consistent baseline values across epithelial, submucosal, and muscular layers. Novelty: The study provides one of the most comprehensive baseline datasets for normal esophageal morphology in white-bred rats, bridging a critical gap in comparative and experimental anatomy. Implications: These reference values can serve as essential benchmarks for future pathological, toxicological, and pharmacological studies, improving the precision of experimental models involving the esophagus.Highlight : The study presents normal macroscopic and morphometric parameters of the oesophagus in white-bred rats. Findings highlight gradual thickening of muscular layers indicating adaptive peristaltic function. Results provide baseline data valuable for pathological, pharmacological, and anatomical research. Abstract

(General Background) Public service quality is a fundamental aspect of building public trust in government institutions, particularly in administrative services such as the issuance of driving licenses (SIM) managed by SATPAS. (Specific Background) However, despite the government’s efforts, the public often perceives the service as inefficient, with long queues, inconsistent procedures, and unprofessional staff attitudes. (Knowledge Gap) Previous studies have not specifically identified which service attributes most influence customer satisfaction and how these can be systematically improved. (Aims) This study aims to evaluate the quality of SATPAS services using the Importance Performance Analysis (IPA) method and to formulate improvement strategies through the 5W+1H approach. (Results) The findings show an average satisfaction score of 3.29 and a conformity level of 83%, indicating a service quality gap. Six attributes were identified as main improvement priorities: service punctuality, speed, staff readiness, information clarity, cost transparency, and staff politeness. (Novelty) The integration of IPA and 5W+1H provides a structured and practical framework for prioritizing and implementing service improvements. (Implications) The proposed model can be applied in other public institutions to enhance accountability, efficiency, and citizen satisfaction in public service delivery. Highlights: Identifies six key priorities for improving SATPAS service quality. Combines IPA and 5W+1H methods for targeted service enhancement. Abstract

(General Background) In the era of Industry 4.0, digital marketing has become a transformative force that reshapes how businesses communicate and engage with consumers. (Specific Background) Within Indonesia’s perfume industry, local brands such as SAFF & Co face growing competition and rely heavily on digital strategies to build brand awareness and influence consumer behavior. (Knowledge Gap) However, limited research has explored how digital marketing and perceived product quality simultaneously affect consumer purchase intention in the context of local perfume brands. (Aims) This study aims to analyze the effect of digital marketing and perceived product quality on purchase intention for SAFF & Co perfume in Surabaya. (Results) Using a quantitative approach with 100 purposively selected respondents and multiple linear regression analysis, the findings reveal that both digital marketing and perceived product quality have a significant positive effect on purchase intention, with digital marketing having a stronger influence (R² = 0.409). (Novelty) This study highlights the dominance of digital marketing as a driver of purchase intention in the local perfume sector, emphasizing its role in creating virtual consumer experiences where sensory evaluation is limited. (Implications) The results imply that effective digital marketing strategies and consistent product quality are essential for enhancing consumer trust and purchase intention in digital marketplaces. Highlights: Shows digital marketing’s strong influence on perfume purchase intention. Identifies product quality as a key factor strengthening consumer trust. Abstract

General Background: Polygamy remains a controversial issue in Islamic family law and judicial practice in Indonesia, primarily centered on the requirement of justice as mandated in Surah An-Nisa verse 3. Specific Background: In practice, achieving fairness in polygamy often faces challenges, particularly in judicial decisions granting polygamy permits. Quraish Shihab’s interpretation of justice emphasizes balance and contextual fairness, offering a multidimensional perspective for analyzing such rulings. Knowledge Gap: Previous studies have not deeply examined how judges operationalize Quraish Shihab’s concept of justice in actual polygamy permit decisions. Aims: This study aims to analyze the application of justice principles in the Jember Religious Court’s Decision No. 1775/Pdt.G/2023/PA.Jr using Quraish Shihab’s justice framework. Results: The findings reveal that the judges’ considerations emphasize procedural and formal justice—such as equality before the law and compliance with legal requirements—while substantive justice, including psychological and social balance for wives and children, remains limited. Novelty: This study provides an integrative analysis linking Islamic theological concepts of justice with judicial reasoning in polygamy cases. Implications: The research highlights the need for a holistic judicial approach that not only fulfills legal formalities but also ensures equitable family welfare consistent with maqasid al-shariah principles. Abstract

(General Background) The alignment of science assessment with students’ socio-cultural contexts is essential to ensure fairness and meaningful measurement of learning outcomes. (Specific Background) However, most contextualized assessments in science education emphasize content validity without empirically confirming their construct structure, limiting their interpretive strength. (Knowledge Gap) There remains a lack of studies that integrate content, empirical, and construct validity evidence in culturally responsive instruments, particularly those designed in parallel pre–post forms. (Aims) This study aimed to develop and validate an ethnoscience-based pre–post instrument by linking Aiken’s Content Validity Ratio (CVR, 4-point scale) with Confirmatory Factor Analysis (CFA, CR/AVE). (Results) Findings from five expert reviews showed 22 of 40 items exceeded the conservative threshold (Aiken’s V ≥ 0.80; CVR = 1.00). Field trials (N = 50) demonstrated moderate difficulty and positive discrimination, while CFA confirmed a three-factor structure with good fit (χ² = 34.203, df = 24, p = 0.083; CFI = 0.94; TLI = 0.92; RMSEA = 0.065). Composite reliability ranged from 0.718–0.797, and AVE was adequate for two factors (0.506; 0.568) and marginal for one (0.459). (Novelty) The study presents a transparent “content–empirical–construct” decision trail rarely reported in ethnoscience assessment. (Implications) This integrative validation framework demonstrates that cultural responsiveness and psychometric rigor can coexist, guiding fair and contextual science learning evaluations. Highlights: Integrates Aiken–CVR and CFA for comprehensive validity evidence. Confirms three-factor model with strong reliability and moderate AVE. Demonstrates synergy between cultural relevance and measurement rigor. Abstract

General Background: The stability of commercial banks is a cornerstone of national economic sustainability, as these institutions serve as key intermediaries in financial resource allocation. Specific Background: However, frequent exposure to global financial shocks, digital transformation challenges, and credit risk volatility demands the adoption of modern crisis management frameworks. Knowledge Gap: Despite global progress, developing economies like Uzbekistan still face constraints in integrating advanced risk management tools, digital technologies, and governance reforms effectively. Aims: This study aims to analyze and evaluate contemporary methods of crisis management in commercial banks, focusing on their applicability and efficiency within emerging markets. Results: The findings reveal that the integration of risk management systems, stress testing, digital transformation, asset diversification, improved corporate governance, and international cooperation significantly enhances financial stability and resilience. Novelty: The research provides an in-depth assessment of how innovative, technology-driven crisis management approaches can be adapted to national banking systems undergoing reform. Abstract

General Background: Healthcare service quality plays a crucial role in ensuring patient satisfaction and operational efficiency. However, primary healthcare centers in Indonesia often experience inefficiencies, particularly related to long waiting times. Specific Background: Puskesmas X recorded the highest outpatient visits with significant delays in the general clinic, indicating potential waste in its service process. Knowledge Gap: Despite numerous studies on lean implementation in hospitals, limited evidence exists regarding its systematic application in community health centers using integrated Lean Healthcare and Root Cause Analysis (RCA). Aims: This study aims to identify dominant waste factors in healthcare services and propose improvement strategies to enhance service efficiency. Results: Using Value Stream Mapping (VSM) and RCA, findings reveal that the total service time decreased from 5626 to 2583 seconds, with value-added activities increasing by 18.6% and non-value-added activities reduced by 27.2%. Novelty: The integration of Lean Healthcare with RCA provides a structured analytical model for identifying, prioritizing, and addressing waste in public health service settings. Implications: The proposed improvements—digital queue systems, process standardization, and staff training—demonstrate significant potential to improve patient flow efficiency and enhance service quality at primary care facilities. Highlights: Identifies dominant waste types and their root causes in healthcare services. Demonstrates efficiency improvement through Lean Healthcare and RCA integration.
