The Journal of Decentralization and Public Policy (JDKP), with registered number ISSN 2722-5259 (online) is a multidisciplinary scientific journal managed by the laboratory of Decentralization and Public Policy at the Faculty of Social Sciences, Political Sciences, and Law Science at Universitas Serang Raya. JDKP journals are published twice a year, namely in March and September. The JDKP Journal contains articles that discuss issues of decentralization and public policy, such as issues of political decentralization, administrative decentralization, fiscal decentralization, and economic decentralization. This journal also discusses issues of public policy, both at the global, regional, and local levels.

Abstract

The amount of service discrimination, lack of service certainty and low levels of community satisfaction are important issues that need to be addressed in the delivery of public services after the enactment of the Regional Autonomy policy. Payment of motor vehicle tax that is imaged as a convoluted service, has a very complicated procedure and there is no certainty about the time and openness of the required service costs. As a result of this all makes economic growth and investment in the regions become hampered which also affects national economic growth. This article aims to provide an overview of people's perceptions of motor vehicle tax services in the city of Cilegon. This study uses a quantitative approach with a sample size of 96 respondents who are taxpayers in the city of Cilegon. Based on the calculation of the average interpretation analysis, the results obtained 3.12 included in the interpretation criteria are quite good. But there are some improvements including the language used in serving the community, the completeness of the means of supporting payment services and the use of information technology to support motor vehicle tax services. Abstract

The implementation of inclusive education in Semarang is still experiencing various obstacles. The aim of this research is to analyze the social intervention conducted by the Education Office, Culture, Youth and Sports District of Semarang in the implementation of an inclusive education of elementary school level, by looking at the intervention process carried out and the constraints contained therein. This research uses qualitative methods of descriptive. The results showed that the management of inclusive education in Semarang Regency isn’t optimal, because there is still an intervention process that is not seen in the implementation of inclusive education by the Semarang District Education Office. The advice that researchers can provide is the addition of quotas for the ABK to school and the addition of budgets intended for the recruitment process of special escort teachers, special escort teachers ' benefit, procurement of infrastructure and maintenance. Abstract

In the 2019 legislative elections in West Sumatra, social capital and political capital are one of the ways in which actors can compete with their political opponents, in order to attract the attention of the public to support it. Birner and Witmer state that the concept of political capital makes it possible to study local communities using social capital to achieve political goals, and Bourdieu also said that social capital is in the form of actual and potential resources owned by someone from an institutionalized and ongoing social network that provide collective support for its members. The focus of this study is to explain how Athari Gauthi Ardi used Political Capital and Social Capital as a tool to win himself in political contestation in the 2019 legislative elections. Parental power used by Athari Gauthi Ardi to win the 2019 legislative elections in West Sumatra. Researchers' assumptions emerge that one of Athari Gauthi Ardi's capitals is political capital owned by his parents. The purpose of this study is to determine the political capital and social capital utilized by Athari Gauthi Ardi in the 2019 legislative elections and the relationship between political capital and social capital to Athari Gauthi Ardi's victory in the 2019 legislative general election. This study used study case qualitative methods. The results of this study indicate that Athari Gauthi Ardi has sufficient capital, such as : (1) Parent's network and Ali Mukhni's network are used by Athari Gauthi Ardi. (2) Political support obtained by Athari Gauthi Ardi from the community, religious and traditional leaders, the PAN Party, and regional cadres from the West Sumatra of PAN party. (3) Athari Gauthi Ardi was intelligent woman with a tough personality, diligent and also can mingle with the community. (4) As well as sufficient economic capital owned by Athari Gauthi Ardi and his parents, who is a successful businessman.

Abstract

The level of pluralism of the Indonesian nation, which has a variety of religions, cultures, languages ​​and ethnicities, makes the Unitary State of the Republic of Indonesia a heterogeneous country, so it is common for friction to occur and cause social conflict by directing the masses to act irrationally. Conflict situations tend to be easily exploited by those who try to take advantage of them. Conflict parties have different understandings about the problems at hand. From this explanation explicitly, the importance of the involvement of Kodim 1703 / Manokwari of West Papua Province in dealing with social conflicts cannot only be borne by the handling of conflicts that have occurred but is an initial form of a persuasive approach to all elements of society. needed. This study aims to identify and analyze the strategy of Kodim 1703 / Manokwari of West Papua Province in handling social conflicts based on Law of the Republic of Indonesia Number 7 of 2012 in handling social conflicts in Indonesia, especially West Papua Province. The method used by the writer is descriptive qualitative method. The data obtained came from interviews with informants who were directly involved in the field during the handling of social conflicts in Manokwari. Based on the research results, it can be concluded as follows: (1) The role of Kodim 1703 / Manokwari in handling social conflicts in Manokwari City is limited by Law Number 7 of 2012 concerning Social Conflict Handling so that it is not optimal by involving all levels of society so that no one feels left out or ignored. Abstract

Partnership in disaster mitigation is important considering that disaster risk reduction efforts are the responsibility of all parties. This study aims to analyze and describe the partnerships of government, NGOs, and Non-Government organization in disaster smart schools in improving earthquake and tsunami disaster preparedness in school located in the red zone in Padang City. This research is motivated by the city of Padang which is a disaster-prone area. Therefore, the municipal government of Padang has the responsibility to protect its citizens from the threat of disaster. The research design used is a descriptive method with a qualitative approach. This research design is considered capable of explaining this research in depth. The results showed that overall the partnership between BPBD Padang and its partners namely Kogami, Jemari Sakato, POF BPBD West Sumatra, and DRRI, in an effort to improve preparedness in schools has gone quite well. The partnership in this study uses a mutualistic partnership models because the partners are aware of the important aspects of partnership, namely providing mutual benefit and getting more benefits so that they are able to optimally achieve the goals of Disaster Smart Schools.

Abstract

The Kampung KB Program is a development program that aims to improve the quality of the population in Indonesia. An important aspect in this program is community empowerment. Development with an empowerment dimension is a development activity that occurs in society which is triggered by the desire to advance and allow economic growth and social cohesiveness. This program is a button up, where the government acts as a facilitator and the community innovates according to the issues and needs that develop in the local community. In Banyumas Regency, the program received serious attention from stakeholders so that this stretch was evident in the slogans of the KB village that are often found in almost every sub-district and village / kelurahan. This research was conducted in Karangpucung Village, South Purwokerto District, by observing community activities related to the Kampung KB Program in conducting program socialization and collaboration with other parties, such as sub-district and district governments, community leaders, and experts in the population sector. . The results of the research, which was conducted in a descriptive qualitative manner, showed that for enabling links, the PKK officials were assisted by the head of the RT / RW aggressively and voluntarily to socialize by going from house to house to raise awareness of the residents. The material is not only about family planning but also about local productive businesses and entertainment. For functional relations, this program involves the Puskesmas, family planning officers, midwives and also Babinsa who take an active role. The normative link is that the program is run through the main tasks and functions outlined by the BKKN, instructions and guidance from policy makers such as the sub-district head, village head and the head of district PKK supervisors. Meanwhile, related to the dissemination of the KB village program, it uses events that are widely liked by the community such as grand recitation, art competitions (kentongan), socialization of the risks of early marriage for youth groups, and the provision of supporting facilities, namely props for counseling, as well as the availability of libraries in KB villages.
