The Journal of Decentralization and Public Policy (JDKP), with registered number ISSN 2722-5259 (online) is a multidisciplinary scientific journal managed by the laboratory of Decentralization and Public Policy at the Faculty of Social Sciences, Political Sciences, and Law Science at Universitas Serang Raya. JDKP journals are published twice a year, namely in March and September. The JDKP Journal contains articles that discuss issues of decentralization and public policy, such as issues of political decentralization, administrative decentralization, fiscal decentralization, and economic decentralization. This journal also discusses issues of public policy, both at the global, regional, and local levels.

Abstract

Surabaya City is one of the cities that provides good quality public services. The Surabaya City Government through the Business Licensing Coaching and Socialization Officer (BLCSO) at the Surabaya City Investment and One Stop Integrated Service Office, provides assistance and socialization related to Business Licensing and Non-Licensing Services for Micro, Small and Medium Enterprises (MSMEs). This activity is carried out to encourage all business actors to have a Business License Number (NIB) as a form of business legality. The purpose of this research is to find out the role and facilities of BLCSO towards business actors in making NIB for MSMEs in Surabaya City. This research was conducted using descriptive qualitative method with data collection through field observation, interviews, and documentation. After that, a SWOT analysis was carried out to improve services. The results of this study indicate that the quality of public services through BLCSO at the DPMPTSP of Surabaya City has been running well. This is evidenced by the 5 dimensions of public service quality, namely tangibles, reliability, responsiveness, assurance, and empathy. Therefore, BLCSO is a strategic platform in facilitating and improving the effectiveness of the business licensing process.

Abstract

The aim of this research is to determine the application of good governance in managing village funds in Matagara Village, Tigaraksa District, Tangerang Regency. This study used qualitative research methods. Data collection uses observation, interviews and documentation methods. The results of this research show that the implementation of good governance in the management of village funds in Matagara Village has gone well based on the principle of accountability, makes an accountability report in the form of LPJ and uses the siskeudes application as a form of accountability for the village head. On the principle of effectiveness and efficiency, various projects or activities are in accordance with the needs of village communities. However, in principle, transparency is not yet optimal because the transparency provided by the government is only through billboards or banners in villages and information regarding budgets and activities in villages is not communicated through other information media such as village websites. In principle, village community participation is always involved by the government in every village meeting to convey input regarding their respective areas. In principle, village government rules and laws apply to activities or projects from the planning stage to accountability in accordance with applicable rules and laws.

Abstract

Permasalahan sampah yang terjadi di Kota Bandung menimbulkan berbagai kebingungan dan dampak negatif akibat penumpukan sampah. Hal ini disebabkan oleh penerapan kebijakan pengelolaan sampah yang tidak tepat oleh Dinas Lingkungan Hidup Kota Bandung, sehingga mengakibatkan menumpuknya sampah dalam jumlah besar di pinggir jalan dan lahan yang belum dikembangkan di Kota Bandung. Permasalahan sampah di Kota Bandung juga disebabkan oleh kurangnya sosialisasi pengelolaan sampah yang dilakukan secara terus menerus oleh Dinas Lingkungan Hidup. Selain itu, sarana dan prasarana pengangkutan sampah di Kota Bandung belum memadai, dan banyaknya sampah yang menumpuk di Kota Bandung menyebabkan kurangnya truk pengangkut sampah di Kota Bandung. Permasalahan lain juga terjadi pada birokrasi jasa lingkungan. Hal tersebut adalah kurangnya kerjasama dan koordinasi dengan organisasi masyarakat Kota Bandung, pemerintah daerah, dan UPT Kota Bandung dalam menangani penumpukan sampah di Kota Bandung. Subyek penelitian ini adalah sektor kebersihan jasa lingkungan yang berhubungan langsung dengan implementasi kebijakan pengelolaan sampah di Kota Bandung. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif.Penelitian deskriptif melibatkan identifikasi kondisi atau situasi tertentu dan upaya menjelaskan fenomena sosial tertentu. Hasil yang dicapai dari penerapan kebijakan pengelolaan sampah di bidang pengelolaan limbah padat dan limbah B3 di Dinas Lingkungan Hidup (DLH) Kota Bandung bergantung pada faktor-faktor seperti kebijakan yang diterapkan, upaya pengawasan dan penegakan hukum, serta masyarakat setempat. bisa beragam.

Abstract

This study aims to analyze how decentralization and public-private partnerships in the management of Kiara Artha Park in Bandung have led to new forms of commodification of public space, using a Marxist perspective. This research employs a qualitative approach through library research methods. Data were obtained from academic documents, government policies, media articles, and critical theoretical literature. The analysis was conducted thematically using deductive-inductive reasoning, grounded in Marxist theories of capital, space, and power. The findings reveal that Kiara Artha Park has transformed from a democratic public space into a semi- private area governed by capitalist rationality. Commodification manifests through entrance fees, commercialized facilities, and the dominance of local capital in its management structure. The project illustrates how local governments function more as facilitators of capital than protectors of public interest, while local capitalists become dominant actors in the reproduction of spatial value. The study concludes that decentralization without ideological control strengthens spatial inequality and erodes citizens rights to the city. The study recommends anti-commodification regulations and enhanced citizen participation in urban spatial governance.

Abstract

The principle of good governance requires accountability, transparency, and public participation in every process of public policy that requires every public agency to provide public information services. The government's obligation to implement transparency or openness of public information is then regulated in Law Number 14 of 2008 concerning Openness of Public Information. This study aims to determine the implementation of the public information disclosure policy at the Documentation Information Management Officer (PPID) at the Pandeglang Regency Communication and Information Service Office. The public policy implementation model used according to George C. Edward III includes aspects of resources, communication, bureaucratic structure, and disposition (Tahir, 2014:61). The research method uses a descriptive method with a qualitative approach. The informants of this study consisted of elements of the Pandeglang Regency Communication and Information Service Office, elements of the Pandeglang Regency OPD, and the community as applicants for public information. The results of the study showed that the implementation of the public information disclosure policy at the PPID at the Pandeglang Regency Communication and Information Service Office in general was good and only needed improvement in several factors. There is a shortage in resource factors as indicated by the goods and services expenditure items, namely the absence of printing expenditure for the procurement of banners, and service expenditure for the implementation of outreach to the community.. The communication factor had shortcomings, there was no socialization to the community, both direct and indirect socialization. The Bureaucratic structure factors lack SOP, the service process time limit is considered quite long. Disposition factors lack of updating public information on the PPID Website of Pandeglang Regency

Abstract

This research study explores the implementation of the principles of transparency and accountability in the administration of BOS funds at SDN 021 Bandung City.  The research was conducted using a descriptive qualitative method, with the primary data collection process taking place in 2023. The findings of this study indicate that the implementation of accountability in the management of BOS funds is proceeding satisfactorily, with evidence of community involvement. However, the absence of consistent regulatory frameworks resulted in the emergence of several challenges in the management of BOS funds.

Abstract

Decentralization grants more authority to local governments in Indonesia to manage their affair, including cultural matters. This research aims to understand cultural decentralization in Indonesia and several foreign countries such as Turkey, Serbia, Jordan, Ukraine, and the Czech Republic in terms of managing and developing cultural heritage. This study employs a qualitative research approach with a library research method. Ten (10) articles indexed in Sinta 1-4 and Scopus were selected for analysis in this research. The findings of this study indicate that cultural decentralization in Indonesia and foreign countries, particularly Ukraine, shame similarities, and city branding by highlighting cultural heritage can positively impact economic progress through tourism and increase public awareness of preserving cultural heritage. Additionally, the role of local governments is crucial in determining the success of cultural decentralization in managing cultural heritage in Indonesia, Turkey, and Serbia. In contrast, the comparison of cultural decentralization in Jordan and the Czech Republic shows that centralization remains strong, even though local governments have the authority to manage their regions. Abstract

This study focuses on the Implementation of Electronic Medical Record Policy at Banten Regional General Hospital. The purpose of the study was to determine the Implementation of Electronic Medical Record Policy at Banten Regional General Hospital. Implementation of the policy from George C Edward III, namely communication, resources, disposition and bureaucratic structure. The research method used is a qualitative descriptive method. Data validity test using source triangulation and member check techniques. Data analysis using Miles and Huberman qualitative data analysis. The results of the study are known (1). Communication of the Electronic Medical Record policy is still less than optimal as indicated by minimal socialization and minimal training. (2). The resources of the Electronic Medical Record policy are quite optimal as indicated by the existence of a budget, quality health services (3). The disposition of the Electronic Medical Record policy is less than optimal as indicated by the weak quality of the internet network and the lack of servers from Banten Regional General Hospital (4). The bureaucratic structure of the Electronic Medical Record policy is less than optimal as indicated by minimal supervision and periodic evaluation.
