Abstract

Cirebon had the highest number of abandoned children in the Ciayumajakuning Region (Cirebon, Indramayu, Majalengka, Kuningan) in 2021, according to data from the Central Statistics Agency (BPS). The number of abandoned children was 662 in Kuningan, 4,515 in Majalengka, 904 in Indramayu, and 5,546 in Cirebon. The purpose of this study was to determine the interventions carried out by social workers at the Cirebon City Social Service in handling neglected children. The research method used was qualitative with a descriptive approach. The results showed that the interventions by social workers in handling neglected children at the Cirebon City Social Service utilized a case management approach. This approach begins with an initial investigation to identify the problems faced by the neglected children, followed by an assessment to further understand these problems using tools such as BPSS (Bio-Psycho-Social-Spiritual). The intervention plan involves referring neglected children who experience physical and psychological abuse to specialists in these fields, such as healthcare professionals and psychiatrists. Social workers wait until the physical and psychological health issues are addressed. The implementation of the intervention involves carrying out the planned referrals. Evaluation is conducted from the initial investigation stage to termination. Referrals are made to other child welfare institutions (LKSA) or the children's families for reintegration. Termination occurs when the neglected child becomes independent or graduates from high school. In their work, social workers at the Cirebon City Social Service also use commonly employed tools and instruments, specifically BPSS (Biological, Psychological, Social, and Spiritual).

Data were collected through questionnaires, documentation study, and observation to obtain a comprehensive picture. Instrument validity was ensured through face validity, while reliability was measured using Cronbach’s Alpha to assess response consistency. The findings indicate that students' perceptions of bullying are generally high. The cognitive aspect scored 83.3% (5,024), the affective aspect 81.7% (4,168), and the conative aspect 79.27% (3,678). Abstract

The Regional Regulation of Bandung City Number 4 of 2020 concerning Poverty Alleviation has notdemonstrated adequate effectiveness in addressing the issues of vagrancy and begging. According to data fromthe Social Service of Bandung City, the number of homeless individuals increased from 148 in 2019 to 948in 2024, while the number of beggars rose from 2,079 to 4,126 during the same period. This fact indicatesthat the approaches used thus far—such as raids, enforcement, and rehabilitation—have not yieldedeffective and optimal outcomes. This study employed a descriptive-qualitative method, collecting data throughinterviews, observations of research subjects and the Dinas Sosial Kota Bandung, as well as documentanalysis of relevant studies. The evaluation results reveal that most beggars and homeless individuals comefrom poor families experiencing educational and economic disparities as well as dysfunctional familyrelationships. Although many have undergone rehabilitation, they often return to the streets due to the lackof sustainable guidance and skill. Furthermore, weak inter-sectoral coordination has made the eradication ofvagrancy and begging less than optimal. This study recommends three inclusive and collaborative policyalternatives to enhance the effectiveness of poverty alleviation, especially the homeless and beggars.
