Abstract

This research is based on the need to analyze the planning of handling slums in Medan where in SK slums in 2018 the slum area of Medan City is 200,292 ha but then in 2020 with the renewal of SK Kumuh increased to 819.80 Ha. The Eastern District of Medan Area and Medan Denai are part of the slums of Medan City which has a slum area of 73.74 ha needs to be analyzed to obtain proper planning so that the budget for handling slums in the area is effective and efficient. For the efficiency and effectiveness of the slum handling budget is done by analyzing 8 (eight) indicators. To obtain influential indicators and priorities of handling 8 (eight) indicators are carried out with several approaches, namely field observation and Analytical Hierarchy Process (AHP) method by analyzing questionnaires given to informants of this research, namely 10 (ten) Government Representatives and 10 (ten) Community Representatives and strengthened by secondary data that is then described qualitatively. Based on the results of the analysis obtained that 8 (eight) indicators analyzed have an effect on the Slum Management Plan in the East because all these indicators have problems that create slums and AHP results show that both government representatives and community representatives agree drainage and waste as a priority indicator of initial handling and Fire Protection and WasteWater as the last handling so that the planning of handling slums in the Eastern Region in the top - down and bottom - up is the same.

Abstract

This study aims to determine the implementation and position of the Land Bank in the legal system in Indonesia and the relationship between Law Number 11 of 2021 concerning Job Creation. The amount of land in Indonesia is not commensurate with the increasing need for physical development. This is closely related to the vulnerability of conflicts that occur in the community. The presence of a Land Bank is expected to minimize the occurrence of conflicts because the existence of a Land Bank is intended to address land needs. However, in an effort to realize this, the position of the Land Bank Institution has several things that may cause obstacles in the implementation of agrarian reform itself. This research uses a statutory approach (statue approach) and a conceptual approach. With the conclusion, that the construction of regulatory law related to the Land Bank creates legal certainty and benefits. Land Banks should also be in line with the realization of agrarian reform.

Abstract

A total of 7.6 million Indonesians do not own a house (BPS, 2019). Housing is a citizen's right (UUD 1945) and the central government is responsible for its fulfillment (Law No. 1/2011). The Directorate General of Housing of the Ministry of Public Works and Public Housing (PUPR) initiated the Community-Based Housing Development (P2BK) program in order to accelerate the construction of livable houses. The program that is already running is P2BK for the Curugsewu Asri Community in Kendal Regency, Central Java. This development is carried out with the ABCG (Academics, Business, Community, Government) collaboration model. The implementation of this collaboration faces various problems: there are community members who do not have regular income, there are different perceptions about the concepts used in the collaboration, there are different conditions among actors, and others. Researchers use collaborative governance theory from Emerson, Nabatchi, and Balogh (2012) as a guide for researchers to collect research data and analyze findings. This research uses qualitative methods by collecting data through in-depth interviews and literature studies. The results showed that the collaboration went quite well. Each actor has resources that are empowered to achieve goals and collaboration is within a policy and administrative framework and also there’s mutual trust. The most prominent factors that influence the success of collaboration are active leadership and consistent mentoring.

Abstract

Indonesia is a country that has diverse religions, ethnicities and cultures. Based on the Pancasila, making this country have a strong national ideology that is expected to embrace all the differences in this country. In the Pancasila which has a long history, which finally by the nation's father (Bung Karno) sparked five principles as the basis of the Indonesian state namely Indonesian nationality, internationalism or humanity, unity and unity, social welfare, and the Supreme God who later called the Pancasila was born on June 1, 1945. The basic value of the Pancasila must be embedded in every human being so that it is not possible for other ideologies to replace the figure of Pancasila as a national identity. It is undeniable that Bung Karno's wild thinking of nationalist, religious and communist ideals made humans have wild thoughts that would make him a radical without remembering Pancasila identity which has become a philosophy of gronslag in this country. So it is very important for everyone to apply Pancasila values so that radical thinking does not arise that tries to deviate from the noble values of Pancasila.
