The principle of restorative justice is a breakthrough in the criminal legal system seeks to provide justice to the parties (especially to the victims) by prioritizing recovery to its original state (before crime happened) and restore good relationship in the society, instead in factual (das sein) restorative justice was used to resolve civil cases such as account receivable claim or bad debt through police reports, which theoretically (das sollen) account receivable claim or bad debt should be resolved through the mechanism of civil law proceedings. The author chooses qualitative research method type of document study (literature study) using primary data and secondary data as sources of data in this study, including examining police regulations and restorative justice books written by police writers, police practitioners who are also academics, to understand the problems and to answer the research questions, as well as to achieve the research objectives. From this research the authors found that there is privilege in using criminal approach that was not found in the civil law proceedings, and by using the principle of restorative justice it is more possible for the parties to reconcile in a criminal case.

The students’ mean score result in pre-test of the experimental group A was 71.83 and for the experimental group B was 66.33. Both are categorized adequate. After giving the treatment, the researcher administered the post test in both of the classes to get the result of the treatment and to examine the result of the normality of the data and homogeneity. Based on the result of the data computation of experimental group A, the mean score was 82.16 and for the experimental B was 75.16 classified good. Based on the result of hypothesis by using t-independent, the researcher got tcount = 2.2435 ≥ ttable = 2.0115 with dk = 2(n-1) = 2(30-1) = 58 and the significance level is 5% (α = 0.05). It means, Ha was accepted and Ho was rejected. Drug sales is strictly prohibited if it is misused by certain parties. This is because the threats that arise can threaten the existence of the younger generation who will lead the nation in the future. The sanctions for someone who abuses or distributes drugs without permission and without rights are determined as a result of punishment. This is qualitative research with a phenomenological approach. Data collection was done by semi structured interview with 20 people, namely students who have experienced in drug abused, BNN (National Board of Narcotics and Addictive Substances) Officer, University leaders, Head of prison and Legal practitioners to get the perspectives on how rehabilitation and law enforcement should be implemented without bias meaning. The result of this research shows that the Law on Narcotics is the authority of judges to pass a sentence on a narcotics abuser to carry out rehabilitation. This authority recognizes that narcotics abusers, apart from being perpetrators of criminal acts, are also victims of the crime itself. Criminal sanctions are expected to have a deterrent effect on perpetrators of crimes. However, apart from punishment, drug users are also given rehabilitation, namely medical rehabilitation and social rehabilitation, as stated in the Supreme Court Circular Letter No. 4 of 2010.
