Abstract

Pengambilan judul dilatarbelakangi tingginya angka pencurian kendaraan bermotor yang terjadi di kota Cirebon dan manfaat terkait terpasangnya Closed Circuit Television (CCTV) untuk menemukan identitas tersangka dan barang bukti saat melaksanakan aksinya. Penelitian ini dilakukan dengan pendekatan kualitatif dan menggunakan jenis penelitian lapangan serta pendekatan secara yuridis empiris. Fokus penelitian dalam penelitian ini adalah penggunaan CCTV dalam proses pengungkapan tindak pidana curanmor yang dilaksanakan di Polres Cirebon Kota. Hasil penelitian ini yakni dalam melakukan aksinya tersangka melakukan pengamatan sesuai dengan target yang dicari, kurangnya penjagaan dalam setiap lingkungan terutama jika tidak ditemukan adanya CCTV dalam rumah itu, dan adanya dorongan kurangnya ekonomi yang menjadi alasan tersangka melakukan kejahatannya. Dalam melakukan pemanfaatan CCTV satuan reserse dan kriminal Polres Cirebon Kota melakuan pengamatan setiap dokumen elektronik yang dijadikan sebagai alat bukti sesuai dengan pasal 5 ayat 1 dan 2 UU Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik. Penggunaan CCTV dikarenakan beberapa faktor pendukung seperti adanya kepastian hukum yang jelas sehingga penyidik tidak ragu untuk menggunakan alat bukti ini, faktor penegak hukum yang memiliki keahlian dalam melakukan identifikasi rekaman di CCTV, Namun terdapat penghambat yaitu faktor sarana prasarana yang tidak mendukung. Kurangnya kualitas hasil rekaman CCTV menjadi penghambat proses identifikasi. Namun tingkat kesadaran masyarakat dalam memasang CCTV secara kesadaran di sekitar rumah atau pertokoan sudah mulai ada. Berdasarkan hasil penelitian, maka penulis memberikan saran untuk mengikutsertakan penyidik dan tim analisis baru dalam penanganan tindak pidana, pembaruan fitur-fitur pendukung yang efektif serta pembuatan SOP penggunaan CCTV, pengadaan CCTV yang terintegrasi bersama, dan sosialisasi pemasangan CCTV di tempat umum agar membuat pelaku mengurungkan niatnya untuk melakukan tindak pidana khususnya pencurian kendaraan bermotor.

Abstract

The presence of TMC in Kuningan City Police Department is a policy made by the chief of Police Department to overcome various traffic problems. However, the existence of this policy is still unable to realize traffic safety and order in Kuningan City, especially in decreasing the traffic congestion during Eid celebrations. The increase of traffic congestion during Eid and holidays is a proof that traffic safety and order is not yet achieved in Kuningan City. These traffic congestion are caused by the increase of vehicle volume in Kuningan City. On the spots where the vehicle volume increased, the CCTV camera that supposed to connect to TMC was not connected. This research uses management, instruments, and elements of management theories, implementation theory, NTMC concept and traffic congestion concept. This research uses qualitative approach by adopting field research methods. The methods of data collection used were through interview, observation and document analysis. Qualitative data analysis in this research was done through data codification, presentation and conclusion. There are several findings in this resarch. First, TMC is not functional during ordinary days. Second, constraint on TMC is in the quantity of CCTV camera they possess. Third, TMC operators only rely on social media in their efforts to decrease traffic congestion. Fourth, the lack of monetary allocation in TMC can hinder the maintenance of inventory equipment. This research concludes that the main obstacle of Kuningan City Police Department’s TMC lies in the unavailablity of specific monetary allocation. The lack of this specific monetary allocation causes hindrance in the maintenance of TMC’s main equipment. The results of this research suggest that the chief of Kuningan City Police Department should single out a specific monetary allocation for their TMC to maintain the performance of TMC’s main equipment and to develop a better cooperation between the Traffic Unit of Kuningan City Police Department and the Department of Transportations and the Department of Communications and Informatics

Abstract

Penelitian ini dilatarbelakangi oleh tingkat kesadaran pelajar dalam berlalu lintas di Kabupaten Garut masih sangat rendah dimana banyak yang terkena razia pelanggaran Lalu Lintas. Perlu dilakukan kegiatan untuk meminimalisir diantaranya ialah melaksanakan Pendidikan Masyarakat Lalu Lintas (Dikmas Lantas). Oleh karena itu, dilakukanlah penelitian yang bertujuan untuk mendeskripsikan pelaksanaan Dikmas Lantas, faktor–faktor yang mempengaruhi dan solusi untuk mengoptimalkan kegiatan Dikmas Lantas dalam mengurangi pelanggaran Lalu Lintas Pelajar SMA di Polres Garut. Teori dan konsep yang digunakan penulis yaitu teori komunikasi dan teori manajemen, serta konsep yaitu optimalisasi, Konsep Pendidikan Masyarakat Bidang Lalu Lintas, Konsep Kesadaran Berlalu Lintas, Konsep Pelanggaran Lalu Lintas. Penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif analisis, agar diperoleh gambaran terhadap permasalahan yang terjadi, memberikan data deskriptif berupa kata-kata baik lisan maupun tertulis yang didapatkan dari sumber informasi, sehingga dapat dilakukan penggalian permasalahan secara mendalam. Hasil penelitian penulis, diperoleh beberapa kesimpulan terhadap pelaksanaan Dikmas Lantas dalam mengurangi pelanggaran Lalu Lintas Pelajar SMA di Polres Garut dengan cara melakukan sosialisasi secara langsung kepada pelajar SMA. Peneliti menyimpulkan faktor yang mempengaruhi yaitu faktor internal yang meliputi faktor personel yang seharusnya dibekali dengan pendidikan kejuruan, ketegasan petugas, organisasi kepolisian, serta sarana dan prasarana. Sedangkan faktor eksternal yang melemahkan peran Satuan Lalu Lintas adalah kebiasaan daerah dan faktor masyarakat yang sudah berkembang isu bahwa sanksi tilang bisa diselesaikan dengan cara damai. Solusi untuk mengoptimalkan kegiatan Dikmas Lantas dengan cara perencanaan dan koordinasi antar instansi.

Abstract

The rampant auto theft phenomena is causing disruption of kamtibmas. Police as a public servant should seeks to maintain the kamtibmas situation through dialogical four-wheeled vehicle patrol in preventing auto theft. Therefore, a study was conducted aimed to describe the auto theft phenomena and Satsabhara role under the dialogical four-wheeled patrol and indentify factors influencing the patrol. Theories used are Role, Routine-Activity, Communication, Crime Prevention, Management and Law System Theories. Subsequently, concepts used are dialogical patrol, four-wheeled patrol, auto theft, kamtibmas, Satsabhara, and Perkabaharkam No. 1 Year 2017. This research is conducted using qualitative approach and field research methods. Data is collected through interviewing, observing, and studying documents, and validated using triangulation of data. The results of the study found that cases of auto theft were the most common cases in Polres Sumedang. The role of dialogical four-wheeled patrol by Satsabhara in preventing auto theft was not optimal because shortages remain and there were still deficiencies in terms of Satsabhara officers' knowledge, and the ability to communicate. The inhibiting factors are organizational structure, human resources, budget, organizational policy factors, and Perkabaharkam No. 1 Year 2017, while supporting factors are facilities and infrastructures, other units of function support, cooperation with other agencies and community factors. Results of the study suggest evaluation on job description and bureaucracy, creation of a WhatsApp group, revision of Polres’ SOP on dialogical patrol, and maintain the auto theft-related materials carried by patrol officers and aiming propriate target are necessary to be done.

Abstract

This paper tries to discuss the rules and the implementation of the Police Duty in the Context of Investigating a Child Suspect completed through Non-Litigation (Diversion) Legal Efforts. To examine the problem, the research method used is normative legal research methods with the statute approach, and conceptual approach. The results of the research, in police investigations related to child crimes that settle criminal cases outside the court or non-litigation (diversion) must see the case entered restorative justice, and the police not only investigate that the child is a suspect but must also protect all rights owned by the child from violence or discrimination physically or mentally where the rules have been regulated in Article 1 number 2 of Law Number 35 of 2014 concerning Protection Children so that the investigation carried out by the Police of children affected by a criminal case becomes a law that fights for justice and expediency.

Abstract

Narcotics crime has reached all circles, not only ordinary people who have become victims of narcotics abuse, even police officers who are law enforcers are also involved. The results of this study indicate the role of the police in the investigation and investigation of narcotics crimes carried out by members of the police at the Bengkulu Regional Police based on reports by the public, the results of routine urine tests and the results of investigations as well as the development of cases being investigated, but there is also a role for the Provos and Paminal Units to carry out the investigation. the preliminary examination (investigation) and the process of investigating the violation of the code of ethics and the Ditresnarkoba continue to the investigation process of criminal acts that have occurred in accordance with those stipulated in the Criminal Procedure Code and Government Regulation Number 3 of 2003 concerning the Technical Implementation of General Courts for the Police. The member concerned is immediately suspended from his post at the police service, from the time the investigation is carried out until a court ruling has permanent legal force.

Abstract

In this millennial generation, the fact is that there is an increase in the number of these vehicles which can affect traffic life which causes traffic violations. The research objective is to determine the efforts of the Education and Engineering Unit in preventing traffic violations against high school students on motorcycle users; know the factors that cause violations, as well as obstacles in the implementation of the Dikmas Lantas. By using Management Theory as a function as a knife of analysis. The results showed the lack of effort Dikyasa Unit in providing public education to high school students. The existence of obstacles in communication also becomes a deficiency in the implementation of public education and personnel who do not yet have optimal abilities also reduce the performance of the Unit Dikyasa efforts. However, the implementation has not been optimal because of the lack of interest from students to listen to material from the Dikyasa Unit, then there are internal and external factors that support and inhibit them. For this reason, the authors suggest that the Dikyasa Unit conducts new innovations in carrying out their duties so that the implementation of the Dikmas Lantas can be well received by students optimally to achieve Kamseltibcar Lantas.

Abstract

This research was conducted based on the existence of motor vehicle theft (curanmor) that occurred in Kuningan District. As the holder of the prevention function, Sabhara is one of the Police Technical Functions that is responsible for reducing the problem of fraud. This research was conducted to examine the development of chanting, the implementation of Sabhara R2 patrols and optimization of Sabhara R2 patrols in Kuningan District. In discussing this research, the author uses the theories and concepts that have been used including: management theory, crime prevention theory and patrol concept as a knife of analysis. The approach used is a qualitative approach and the method used is the method of field research. Source of data / information that I use is primary data that is the result of interviews and secondary data that is data obtained from books that are related to the thesis of the author. Data analysis techniques used are data reduction, data presentation, and drawing conclusions. From the results of the study, the implementation of patrols using two-wheeled vehicles at the Kuningan police station has been carried out in accordance with procedures including the preparation, implementation and termination stages, but there are still obstacles encountered in carrying out patrols namely lack of fuel budget, lack of personnel, community participation in providing information about the situation of the conditions around the environment, especially regarding the problem of fraud, and geographical location. To optimize the two-wheeled patrol, an additional budget is needed to support the implementation of the patrol. The advice given by the author is to prioritize walking patrol, collaborate with the community and related agencies to work together to make it easier to control situations and conditions and superiors give rewards to members in the successful implementation of the task.
