Abstract

Penelitian ini dilatarbelakangi karena masih kurangnya kesadaran berkendara yang baik dan benar di jalan raya terutama pada kalangan pelajar di wilayah Polres Cianjur. Oleh karena itu, penulis tertarik melihat fenomena yang terjadi tersebut dan mencoba mengkaitkan dengan pelaksanaan tugas Dikyasa khususnya Dikmas Lantas dalam penyuluhan safety riding di kalangan pelajar Sma. Sehingga dilakukanlah penelitian yang bertujuan untuk mengetahui gambaran peran dikmas lantas serta faktor-faktor yang mempengaruhi penyuluhan. Penelitian yang dilakukan oleh penulis dilaksanakan di Kota Cianjur dengan menggunakan pendekatan kualitatif, menggunakan metode penelitian field research (penelitian lapangan), serta menggunakan teori manajemen POAC, teori komunikasi, dan teori pencegahan manajemen 6M. Penelitian ini didasarkan pada UU Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan yang didalamnya termasuk pengertian kecelakaan dan dampak yang ditimbulkan oleh Kecelakaan Lalu Lintas itu sendir baik yang berupa kerugian materi maupun fisik hingga Meninggal dunia . sehingga perlunya dilakukan beberapa penelitian agar dikemudian hari para petugas ataupun aparat kepolisian dapat mencegah ataupun mengurangi angka kecelakaan lalu lintas yang terjadi terkhusus dikalangan pelajar SMA. Hasil penelitian menunjukkan bahwa Peran Dikmas Lantas sudah sesuai SOP tetapi masih ada faktor yang mempengaruhi, yaitu faktor sarana dan prasarana, faktor sumber daya manusia, dan faktor anggaran, faktor Materi, faktor penyuluhannya, serta faktor sasaran yang ingin ditujukan. Upaya yang sudah dilakukan meggunakan teori pencegahan dalam bentuk penyuluhan safety riding yakni dalam bentuk penyuluhan yang dilakukan beserta tindakan sehinggap para pelajar mengerti bagaimana cara berkendara yang baik dan benar di jalan raya, dan dengan kerja sama dengan internal dan eksternal Polri untuk mendapatkan hasil yang maksimal dan sesuai yang diharapkan. Hasil penelitian ini diharapakan dapat memberikan gambaran tentang bagaimana Peran Dikmas Lantas di Polres Cianjur, karena dengan metode, teknik dan pemanfaatan seluruh sumber daya organisasi yang ada diharapkan akan lebih mampu menurunkan angka Kecelakaan Lau Lintas di Kalangan Pelajar SMA di Wilayah Hukum Polres Cianjur.

Abstract

ABSTRAK OPTIMALISASI KINERJA BHABINKAMTIBMAS DALAM PENCEGAHAN CURANMOR BERSAMA MASYARAKAT MELALUI PROGRAM SISKAMLING DI WILAYAH HUKUM POLRES PURWAKARTA Latar belakang permasalahan ini timbul karena tingginya kasus curanmor di Kabupaten Purwakarta. Dilakukan pendekatan dengan masyarakat melalui program siskamling yang dilakukan oleh Bhabinkamtibmas. Penelitian bertujuan untuk mengetahui kinerja Bhabinkamtibmas dalam pencegahan curanmor, mengetahui faktor-faktor yang mempengaruhi kinerja Bhabinkamtibmas dalam pencegahan curanmor, mengetahui optimalisasi kinerja Bhabinkamtibmas dalam pencegahan curanmor. Teori dan konsep untuk menganalisis fokus penelitian meliputi Teori Kinerja, sedangkan Konsep yang di gunakan yaitu konsep optimalisasi, konsep kinerja, konsep Bhabinkamtibmas, konsep curanmor, konsep pecegahan kejahatan, konsep siskamling. Metode penelitian secara sistematis adalah pendekatan kualitatif. Jenis penelitian adalah field research. Sumber data primer dan sekunder. Teknik pengumpulan data dengan Wawancara, Observasi, dan Telaah Dokumen. Lokasinya Satuan Binmas di Wilayah Hukum Polres Purwakarta. Validitas dengan triangulasi. Analisis data menggunakan Interaktif analisis models. Hasil penelitian menemukan bahwa kinerja Bhabinkamtibmas belum berjalan secara optimal yang dianalisis menggunakan teori kinerja, faktor-faktor kinerja Bhabinkamtibmas internal dan eksternal yang di analisis dengan faktor kinerja dan optimalisasi kinerja Bhabinkamtibmas dalam pelaksanaan program siskamling yang dinalisis dengan konsep optimalisasi. Simpulan pelaksanaan kinerja Bhabinkamtibmas dalam pelaksanaan belum berjalan dengan optimal hanya butuh meningkatkan kualitas dari anggota Bhabinkamtibmas. Saran secara konstruktif meliputi saran untuk lebih mengoptimalkan pelaksanaan kinerja Bhabinkamtibmas dengan meningkatkan pendidikan dan pengetahuan sesuai dengan peraturan yang berlaku, untuk siskamling lebih menerapkan sesuai dengan pasal 8 ayat (3) perkap nomor 23 tahun 2007 tentang siskamling dan memberikan sesuatu dengan virtual atau memanfaatkan media sosial yang ada. Abstract

This research is motivated by the demands of investigators in the digital era relating to criminal investigation activities, especially in filling the lawsuit at the Cirebon Kota Criminal Investigation Unit. But the performance of investigators in using the E-Manajemen Penyidikan is not optimal. This can be proven by the average number of Cirebon Kota Criminal Investigation Unit investigators who input the lawsuit which is less than the total number of Cirebon Kota Criminal Investigation Unit investigators. The author uses research literature and conceptual literature. The research library that serves as references are by Septyan Rangga Okky Saputra (2018) and Chrisvani Saruksuk (2019). The concept used is the concept of the National Police investigator, the concept of investigation management, and the concept of E-Manajemen Penyidikan. While the theory used is the theory of competence and the elements of management theory 6M by George R. Terry. The research method uses a qualitative approach whose results are strengthened by the results of interviews, observations, and document review results. The source of the research comes from primary and secondary data sources. Data validity uses triangulation. Data analysis techniques using data reduction, data presentation, and data withdrawal. The results found that the use of E-Manajemen Penyidikan in the Cirebon Kota Criminal Investigation Unit by improving investigator performance is highly dependent on the competence of the investigators which includes the knowledge, skills and attitudes of the investigators' behavior. From the research results, it can be seen that the performance of the investigators has not been maximized in management functions such as human resources, budget, facilities, infrastructure, methods, and marketing so that it becomes an inhibiting factor in the use of E-Manajemen Penyidikan. Based on the results of the study, the author advise leaders to carry out analysis and evaluation related to the use of E-Manajemen Penyidikan, provide rewards for active investigators, prepare the budget support needed in utilizing E-Manajemen Penyidikan, and establish Standard Operational Procedure (SOP) in using E-Manajemen Penyidikan.

Abstract

As technology develops and follows up on the program of the 22nd National Police Chief (2016-2019) Retired General Tito Karnavian namely PROMOTER on Improving public services that is easier for the public and based on information technology, the Korlantas Polri launches an E-ticket application as an innovation used as a substitute for conventional speeding tickets. Not long after the launching of the E-Tilang application by the National Police Traffic Police, the Bogor City Traffic Police Traffic Unit began implementing E-Ticket in carrying out traffic violations, but there were still some obstacles in its implementation. Based on this, this study intends to analyze the application of E-Traffic in the action of traffic violations in order to improve public services by the Bogor City Police Traffic Unit. The theory used in this thesis is Law Enforcement Theory, Management Theory. While the concept used is the E-ticketing Concept, the Concept of Traffic Violation Enforcement and the Concept of Public Servants. Furthermore, the Research Method through a qualitative approach and data obtained through interviews and observations and study documents analyzed by data reduction, data presentation and drawing conclusions. The results of research and discussion show that the application of E-ticketing by the Bogor City Police Traffic Unit has not been fully in accordance with the Concept in the enforcement of traffic violations and furthermore the application of E-ticketing in improving public services by the Bogor City Police Traffic Unit is not fully in accordance with the principles of public service that contained in Law No. 25 of 2009 concerning Public Services.

Abstract

ABSTRACT This research is motivated by traffic accidents that occur in the Legal Area of ​​Ciamis Police Station which have relatively increased, based on the findings of accidents that occurred in 2016 were 309 cases, in 2017 there were 322 traffic accidents, then in 2018 there was an increase drastic of 375 cases of accidents, but in 2019 it decreased to 334 cases, but not yet up to the previous year's figures. The purpose of this study is to describe the efforts made by the Dikyasa Unit to reduce the number of traffic accidents, the factors that cause traffic accidents and the inhibiting factors of the Dikyasa Unit in suppressing the number of traffic accidents in the Ciamis District Police jurisdiction. Theories and concepts used are Management theory (George R. Terry), Communication Theory (Harold Lasswell), Efforts Concepts, Concept of Traffic Control, Road Traffic Concepts and the concept of traffic accidents. The study was conducted with a qualitative approach and method and field research approach as well as data collection techniques accompanied by interviews, observations and documentary studies. Traffic accidents in general have increased from 2016 to 2019. Traffic accidents are caused by human, vehicle, road and environmental factors. Communication as the key to the implementation of Dikmaslantas consisting of whom, what to say, through what channels, to whom and with what effect has not gone well. Not well implemented management functions consisting of planning, organizing, implementing and controlling plus 6 elements of management to achieve goals consisting of humans, materials, methods, machines, money and markets. Dikyasa Unit, especially to the Ciamis Regional Police Chief to increase the number of Dikyasa unit members, as well as to improve the ability of personnel with Dikjur and Education related to the activities of the Traffic Control, to complete the facilities and infrastructure of the Dikyasa unit, to utilize technology, especially social media, in the activities of the Traffic Control and to collaborate with related institutions. supporting the activities of the community traffic training. Abstract

Penelitian ini dilatarbelakangi oleh meningkatnya angka kriminalitas tindak pidana pencurian kendaraan bermotor roda dua di Polsek Gunung Jati dari tahun ke tahun, sehingga diperlukan adanya upaya Bhabinkamtibmas untuk mencegahnya. Adapun perumusan masalah dalam skripsi meliputi bagaimana kondisi Bhabinkamtibmas saat ini, faktor-faktor apa yang mempengaruhi Bhabinkamtibmas dalam mencegah tindak pidana pencurian kendaraan bermotor roda dua, dan bagaimana upaya Bhabinkamtibmas dalam mencegah tindak pidana pencurian kendaraan bermotor roda dua di Polsek Gunung Jati Polres Cirebon Kota. Analisis penulis menggunakan teori manajemen George R. Terry dan teori pencegahan kejahatan Steven P. Lap. Penelitianini menggunakan pendekatan kualitatif dengan teknik pengumpulan data terdiri dari wawancara, observasi, dan penelitian dokumen. Adapun sumber informasi dalam skripsi ini adalah Kapolres Cirebon Kota, Kasat Binmas Polres Cirebon Kota, Kapolsek Gunung Jati, Kanit Binmas Polsek Gunung Jati, Bhabinkamtibmas, Babinsa, Kepala Desa, Camat dan Masyarakat, serta dokumen terkait. Temuan Penulis di lapangan, kondisi Bhabinkamtibmas belum maksimal, walaupun secara kuantitaif sudah terpenuhi namun secara kualitas masih kurang yaitu masalah Bhabinkamtibmas yang belum melaksanakan dikjur. Penyebab naiknya curanmor roda dua karena ada faktor internal yang terdiri dari personil, anggaran dan sarana prasarana dan faktor eksternal yang terdiri dari kurangnya kesadaran masyarakat, kepadatan penduduk, kemiskinan dan pengangguran. Untuk mengatasi permasalahan tersebut, penulis menyarankan agar Bhabinkamtibmas mengusulkan kepada pimpinan untuk menambah dukungan anggaran operasional Bhabinkamtibmas seperi HP android, HT, megaphone, senter dan tas. Pemberian pendidikan kejuruan dari pimpinan kepada Bhabinkamtibmas secara bertahap, diadakan pembinaan teknis tingkat polres maupun tingkat polda secara rutin sebulan sekali, diadakan pelatihan tentang mengoperasikan aplikasi Binmas Aparat dan diadakan pelatihan inter personal skill.

Abstract

From 2016 to 2019 there was a drastic increase in the case of child sexual abuse which is dangerous and threatens the safety of the child, damages personal and can cause delays in children's development, and disrupts the sense of comfort, peace, and security of children. Sat Binmas which has duties and responsibilities in the preemptive and preventive fields plays an important role in efforts to prevent the occurrence of criminal acts of sexual violence against children. In this study, the aim is to analyze and describe the implementation and the factors that influence the implementation of counseling in preventing sexual violence against children. This study uses qualitative research methods with field research techniques. Using data triangulation with 4 techniques namely sources, theories, and techniques as well as primary data sources and secondary data. Data validity is data reduction, data display, conclusion drawing, and verification. This research uses role theory, communication theory, and SWOT analysis as well as the concept of implementing counseling and counseling activities and the concept of sexual violence on children. In the implementation of binluh, the value is less than optimal analyzed from the target/target in receiving binluh, then the media used are still considered inappropriate or less desirable by school students so that the expected effects/impacts of binluh are considered less than optimal. The conclusion is the influencing factors in the performance by sat binmas is the lack of competence of members, methods of education, and determination of binluh targets.

Abstract

ABSTRACT The theft cases in the jurisdiction of the Ciamis Sector Police are quite high. Most theft cases that occur in the jurisdiction of the Ciamis Police Station are motorcycle theft cases. To prevent this from happening, preventive measures have been taken for the community to reduce the high rate of fraud in the jurisdiction of the Ciamis Sector Police. This study discusses the role of Bhabinkamtibmas in preventing the occurrence of motorcycle theft in the Ciamis police area and what factors influence the duty of Bhabinkamtibmas in preventing motorcycle theft, and also to find out what efforts have been made by Bhabinkamtibmas Ciamis Sector Police to prevent motorcycle theft. Conceptual literature contains two research results that are relevant to this study. The theory that the author uses in this study is based on the theory of roles and management theory. The concept used by the author is the concept of Bhabikamtibmas and the concept of motorcycle theft. The approach used in this study is a qualitative approach. The focus of the study is members of Bhabinkamtibmas. The sources used are primary and secondary sources. Data collection techniques are by interview, observation and document study. The author uses triangulation techniques in determining the validity of the data. The findings in the field show that the members of the bhabinkamtbmas were still less than optimal when carrying out their duties, and there was no sincerity to carry out their duties properly. No one has implemented the dikjur binmas, the lack of available members of the Bhabinkamtibmas members, the lack of supporting facilities and the lack of skilled members to make appeals to the public. there are no special methods used, there are also members of the bhabinkamtibmas who still do not master the characteristics of the people in their target villages. As a suggestion, the leader should complete the deficiencies in carrying out the task so that the needs of Bhabinkamtibmas members are met. Members of the Bhabinkamtibmas personnel also need to take part in the education and training program. Efforts in carrying out its efforts to prevent motorcycle theft in the jurisdiction of the Ciamis police sector are still not optimal because there are shortcomings in planning, organizing, acting, controlling. Abstract

This research is motivated by the continued emergence of criminal acts of fraud in the Cirebon City Police Legal Area, even cases of fraud with large material losses. Repressive efforts to fraud cases do not solve the problem because the material losses caused by it will not return to the victim. Thus, the most effective effort is preventive effort. Therefore, a study was conducted which aimed to find out the description of counseling carried out by Satbinmas, the steps to implement binluh, and the influencing factors. This research was conducted with a qualitative approach, using descriptive analysis research methods, as well as data collection techniques through interviews, observations, and document review. Data analysis techniques with data reduction, data presentation, and drawing conclusions. The results found that the Satbinmas counseling counseling activities analyzed by Articles 8, 9, 10, and 11 Perkap Number 21 of 2007 were stillnot optimal. Analysis of the results of the implementation of counseling guidance activities with Articles 19, 20, 21, and 22 Perkap Number 3 of 2015 shows the activity is not optimal by only fulfilling two assessment indicators namely the intensity aspects of officers and community communication forum activities and the intensity in FKPM. Based on the results of the study, the authors suggest adjusting job description and HTCK Satbinmas, adjusting rank and number of Satbinmas personnel, writing SOPs binluh, submitting binluh material with actual issues equipped with clarification, procurement of official inventory items to support counseling and transportation, optimizing analysis and evaluation by Kasat Binmas, providing training / dikjur about counseling, equipping officers with the ability to master the audience and communication science.

Abstract

Penelitian ini dilatarbelakangi oleh adanya masalah dalam pemanfaatan CCTV (Closed Circuit Television) dalam kecelakaan lalu lintas yang terjadi di wilayah hukum Polrestabes Bandung. Kecelakaan lalu lintas yang terjadi meliputi beberapa faktor, karena tidak mahir dalam berkendara, keadaan tidak sadar, dan CCTV (Closed Circuit Television) yang masih belum memadai. Kecelakaan lalu lintas tanpa bukti rekaman CCTV lebih tinggi daripada yang menggunakan bukti rekaman CCTV(Closed Circuit Television).Teori yang dipakai adalah teori teknologi informasi, teori manajamen kinerja, teori manajemen, dan teori kompetensi dalam rangka memanfaatkan CCTV (Closed Circuit Television) sebagai alat bukti dalam pengungkapan kecelakaan lalu lintas di wilayah hukum Polrestabes Bandung. Penelitian menggunakan pendekatan kualitatif dengan penelitian lapangan yang dilakukan melalui wawancara, pengamatan dan studi dokumen, yang kemudian hasil penelitian ini dianalisis dengan cara memvalidasi data temuan penelitian sesuai penjelasan nara sumber, mengorganisasikan data sesuai permasalahan-permasalahan yang diteliti, menyajikan data, memvalidasi data sesuai dengan teori dan menafsirkan data. Hasil temuan penelitian ini menunjukkan kerjasama antara Polrestabes Bandung dengan Instansi terkait BCC, ATCS dengan memanfaatkan CCTV (Closed Circuit Television) sebagai alat bukti dalam pengungkapan kecelakaan lalu lintas dan faktor serta aspek dari penggunaan CCTV (Closed Circuit Television) sebagai alat bukti.Saran penelitian ini adalah: pemasangan CCTV (Closed Circuit Television) yang ditambah di titik yang tidak terlihat, pembuatan dan pengaturan jadwal piket CCTV (Closed Circuit Television), serta seharusnya anggota yang belum memahami dengan baik CCTV (Closed Circuit Television) agar diberikan pelatihan tambahan seperti Dikjur atau pelatihan yang diadakan oleh Polda Jawa Barat.
