ABSTRAK OPTIMALISASI KINERJA BHABINKAMTIBMAS MELALUI SAMBANG DALAM MENCEGAH PENYALAHGUNAAN NARKOBA DI WILAYAH HUKUM POLRES MAGELANG Syahri Fajar Hamika, 18.145, fajarsyahri7@gmail.com Penelitian ini dilatarbelakangi oleh meningkatkan tindak pidana penyalahgunaan narkoba di wilayah hukum Polres Magelang. Upaya preemtif dengan pencegahan merupakan solusi yang tepat untuk menyelesaikan permasalahan yang terjadi melalui peran bhabinkamtibmas dalam melaksanakan kegiatan sambang diharapkan mampu mengajak masyarakat untuk ikut berpartisipasi dalam mencegah penyalahgunaan narkoba. Penelitian ini bertujuan untuk mengoptimalkan kinerja bhabinkamtibmas melalui sambang dalam mencegah penyalahgunaan narkoba di wilayah hukum Polres Magelang. Kinerja Bhabinkamtibmas sebagai ujung tombak yang berinteraksi langsung dengan masyarakat perlu dioptimalkan melalui kegiatan sambang dengan memberikan pemahaman secara mendalam kepada masyarakat betapa bahaya narkoba melalui pesan kamtibmas yang disampaikan. Penelitian ini dilakukan dengan pendekatan kualitatif dan metode deskriptif analisis dengan pengumpulan data melalui wawancara, observasi, dan studi dokumen. Teori dan konsep yang digunakan sebagai pisau analisis permasalahan yang terjadi adalah teori kinerja, teori komunikasi, teori manajemen, dan teori analisis SWOT dengan konsep bhabinkamtibmas, konsep polmas, dan konsep narkoba. Hasil dari penelitian diperoleh temuan bahwa kinerja bhabinkamtibmas masih belum optimal dan pelaksaan sambang masih ada kendala dan masih belum sesuai SOP sehingga kesadaran masyarakat tentang bahaya narkoba masih kurang yang menyebabkan penyalahgunaan narkoba meningkat. Kesimpulan yang diambil bahwa kinerja bhabinkamtibmas melalui sambang dalam mencegah penyalahgunaan narkoba belum optimal. Penulis menyarankan pemenuhan sarana dan prasarana serta penggunaan anggaran lebih maksimal, peningkatan kualitas personel melalui pendidikan dan transfer ilmu pimpinan kepada anggota dalam APP, merangkul tokoh masyarakat sebagai duta dan pelopor anti narkoba, penyampaian materi lebih interaktif dan persuasif, koordinasi Kepolisian dengan instansi lain terkait pencegahan narkoba seperti BNN, serta pengawasan terhadap kegiatan sambang agar kegiatan terlaksana secara merata dan manfaatnya dapat dirasakan oleh seluruh lapisan masyarakat.

ABSTRAK UPAYA SATINTELKAM MELALUI PENGGALANGAN INTELIJEN GUNA PENGENDALIAN AKTIVITAS ORGANISASI KEMASYARAKATAN DI WILAYAH HUKUM POLRES PEKALONGAN Mohammad Aji Safiul Anam, 18.137, masaajismansa@gmail.com Aktivitas Ormas di Kabupaten Pekalongan seperti unjuk rasa dan konflik antar Ormas memberikan dampak yang sangat besar terhadap kondisi keamanan di wilayah tersebut. Satintelkam Polres Pekalongan selaku instansi yang bertanggungjawab terhadap aktivitas Ormas memiliki peran yang penting dalam pengendalian aktivitas Ormas di Pekalongan. Satintelkam khususnya unit sosial budaya telah melakukan penggalangan intelijen dalam mengendalikan aktivitas ormas yang dapat mengganggu keamanan, namun penggalangan tersebut belum terlaksana dengan baik karena berbagai permasalahan seperti tidak dibuatnya produk informasi khusus dan unsur-unsur utama keterangan. Metode yang digunakan adalah pendekatan kualitatif serta fokus pada permasalahan terkait upaya Satintelkam. Sumber data diperoleh melalui wawancara, observasi, dan telaah dokumen dari pihak Satintelkam dan instansi lainnya serta pihak Ormas. Validitas dilakukan pada setiap data yang didapatkan serta menganalisis data untuk mendapatkan kesimpulan. Konseptual yang digunakan meliputi konsep upaya, konsep dasar intelijen, konsep dasar penggalangan intelijen, dan konsep Organisasi Kemasyarakatan. Teori yang digunakan adalah unsur manajemen 6M dan teori MOTL. Upaya penggalangan intelijen yang dilakukan oleh Satintelkam terhadap Ormas belum terlaksana dengan baik karena beberapa permasalahan. Permasalahan tersebut meliputi masalah personil, anggaran, sarana dan prasarana, produk intelijen, sasaran penggalangan, serta pelaksanaan metode penggalangan sesuai Standar Operasional Prosedur (SOP) yang digunakan. Melalui kondisi faktual, penulis melakukan analisis terhadap kondisi ideal untuk mendapatkan pemecahan masalah. Melalui pembahasan tersebut, Satintelkam perlu memperbaiki sumber daya organisasi agar dapat dimaksimalkan serta metode penggalangan yang sesuai dengan aturan dan SOP yang berlaku.

ABSTRACT EFFORTS OF THE SURAKARTA TRAFFIC UNIT TO PREVENT TRAFFIC ACCIDENTS AT GENENGAN INTERSECTION MUHAMMAD FADLI, 18.112, mfadli132@gmail.com The research in this final project focuses on preventing traffic accidents at the Genengan intersection. This research was conducted because accidents often occur at the Genengan intersection every year. The location is also considered an accident-prone area because it has claimed lives. Therefore, the author wants to know how the efforts made by the Surakarta Police Traffic Unit in preventing traffic accidents at the Genengan intersection. In accordance with Law No. 22 of 2009 concerning road traffic and transportation and the Implementation Instructions of the National Police Chief No. Pol: Juklak/05/V/2003 concerning traffic education. The purpose of this study is to describe how the implementation of the Surakarta Police Traffic Unit in preventing traffic accidents at the Genengan intersection and to describe how the efforts of the Surakarta Police Traffic Unit in preventing traffic accidents at the Genengan intersection. This study uses a qualitative approach with field studies so that the authors can directly obtain data from interviews and observations. In the conceptual literature to analyze the problems that occur, the researcher uses the concept of traffic, the concept of traffic accidents, and the concept of prevention. Meanwhile, the theory used is the management theory of George R Terry and the SWOT Analysis Theory. Data was collected by means of interviews, observation, and document review. Based on the discussions and findings in the field, there are still shortcomings in the efforts to prevent traffic accidents at the Genengan intersection carried out by the Kamsel Unit. It can be concluded that the implementation of community education activities is more focused on preventing the Covid-19 pandemic, community education activities are carried out more on organized communities, public address activities are not effective because they are only carried out in the city. In addition, there are also internal and external factors that hinder efforts to prevent traffic accidents at the Genngan intersection. Keywords:Prevention, effort, Genengan.

ABSTRAK OPTIMALISASI PENGGUNAAN APLIKASI TARSAN OLEH SATLANTAS POLRES JEPARA DALAM MEWUJUDKAN PELAYANAN PRIMA Andre Kurniawan, 18.156, andrekurniawan2022.53@gmail.com Latar Belakang: Teknologi informasi dalam peranannya memudahkan Polri memberikan pelayanan dan berinteraksi dengan masyarakat khususnya dalam bidang lalu lintas yang merupakan hal penting karena penggunaan transportasi. Masalah yang dialami oleh masyarakat adalah efisiensi dalam pembuatan Surat Izin Mengemudi yang wajib dimiliki oleh para pengguna transportasi. Aplikasi Tarsan yang dicetuskan oleh Satlantas Polres Jepara hadir sebagai salah satu solusi, namun terkendala karena kurang optimal dalam penerapannya. Teori dan Konsep: Landasan teori yang digunakan dalam penelitian ini yaitu teori manajemen dan force field analysis. Kedua teori tersebut menggambarkan mengenai pentingnya suatu pemikiran, perancangan, dan evaluasi dari program kerja. Sedangkan landasan konsep yang digunakan dalam penelitian ini yaitu konsep optimalisasi, pelayanan prima, dan pelayanan publik. Ketiga konsep tersebut memberikan hal yang dibutuhkan agar terciptanya optimalisasi, serta menggambarkan bagaimana keterkaitan optimalisasi program kerja terhadap pemberian pelayanan prima dan publik. Tujuan: Penelitian ini berujuan untuk mengoptimalkan penggunaan Aplikasi Tarsan oleh Satlantas Polres Jepara dalam mewujudkan pelayanan prima. Metode: Penelitian ini menggunakan metode studi kasus dengan menganalisa dan mengumpulkan data terkait penggunaan Aplikasi Tarsan di Satlantas Polres Jepara. Lokasi: Penelitian ini dilakukan di Satlantas Polres Jepara. Hasil: Telah ditemukan faktor-faktor yang mempengaruhi kurang optimalnya Aplikasi Tarsan, sehingga disimpulkan bahwa perlu mengoptimalkan managemen penerapan Aplikasi Tarsan baik dari segi personel Polri, sosialisasi masyarakat, serta pengembangan dari aplikasi Tarsan.

Abstract

The process of conformity of children to a social group encourages children to do anything to be recognized and accepted. even though it is against positive law in Indonesia. In the general provisions of Law Number 11 of 2012 concerning the Juvenile Criminal Justice System, the term is known as a child in conflict with the law. This paper aims to describe the competence of investigators from the PPA Satreskrim unit of the Pekalongan City Police and the investigators' efforts in resolving child cases in order to provide justice for children according to the juvenile justice system. The research in this final project uses the concept of a child in conflict with the law, the concept of premeditated murder and the concept of criminal investigation as well as competency theory and POAC management theory. This study uses a qualitative descriptive research method with a case study approach model. Data collection techniques using interview, observation and document studies. The final project research was carried out in the jurisdiction of the Pekalongan City Police. The results showed that the number of members of the PPA unit of the Pekalongan City Police Satreskrim did not match the list of personnel composition of Perkap No. 10 of 2007 concerning SOTK PPA Unit. Members of the PPA unit are also not designated as NCO for the education & protection unit for sure and among the members of the PPA unit there is only one person who has attended technical training in the investigation and protection of women & children. In the investigation process, the PPA unit of the Pekalongan City Police Satreskrim also had several shortcomings, namely there was no investigation plan product (Ren sik), the identity of the child perpetrator was spread in online news media, there was no special register book for children's cases and child detention was not placed in LPAS. Several findings during the study showed that the competence and process of investigating children in conflict with the law by the PPA unit of the Satreskrim Polres Pekalongan City was still not in accordance with the applicable laws and regulations. More intensive control and supervision is needed from the investigator's superiors to ensure that the unit's performance can be more optimal.

Abstract

Semarang Police Traffic Unit as one of the implementers of public services organized by the National Police has innovations in the administration of driver’s license services, namely mobile driver’s licenses. mobile driver’s license Semarang Police specifically provides services for driver’s license renewal. In an implementation, which has been running for some time, there are still complaints from the public. One of them is a complaint about the fees paid for the mobile driver’s license service procedure that still uses the conventional method. The results that a high potential for illegal levies/corruption practices. In writing this final project, the author uses George F. Terry's POAC management theory, SWOT analysis theory, mobile driver’s license service concept, and public service concept. This final project uses a qualitative approach and field research methods. Collecting data using interviews, observation, and document studies. The data analysis technique uses data reduction techniques, data presentation, and concluding. Based on the research result, the implementation of a mobile driver’s license registration and identification unit in improving public service in the Semarang Police is still not optimal because fees paid for mobile driver’s license service procedures still use conventional methods. Based on these results, the authors suggest that Semarang police can improve mobile driver’s license services by switching to online payments or via bank transfers to reduce the potential for illegal levies/corruption.

Research conducted using a qualitative approach, namely researchers go directly into the field to study and explore phenomena that occur in the field in accordance with problems. This research focuses on the fundraising of Satintelkam Polres Sukoharjo. The data sources used are primary data and secondary data.To measure the accuracy of the data, data triangulation is carried out. Then in data analysis techniques are carried out through data reduction, data presentation and conclusion withdrawal. The results of the research that has been obtained show that the early detection activities carried out by satintelkam polres Sukoharjo are carried out to raise radical group activities. In the implementation of this investigation is not in accordance with Perkabik No. 3 of 2013. In the implementation of the investigation there are still factors that affect both internally and externally. The conclusion of the implementation of the Sukoharjo Police Satintelkam fundraising is that the implementation of the investigation has not been carried out optimally because it is not guided by Perkabik No.3 of 2013 which is an SOP regarding intelligence investigations. Abstract

The constitution of the Republic of Indonesia is the fundamental law in the Republic of Indonesia. According to Law No. 2 of 2022 about The Police of Republic of Indonesia, it is explained that the main duties of the police of republic of Indonesia are to protect, to serve people and to enforce the law. Polres Pekalongan as a police service provider in the region of Pekalongan also carries out the law enforcement activities. The law enforcement in the resort level is carried by Criminal Investigation Unit. According to the percentage of completion of the criminal act, curat (pencurian dengan pemberatan) decreased significantly. As a unit which deals with these cases, Unit 1 Satreskrim become researcher’s place to do the research. The research approach in this thesis uses qualitative approach with field study method. The findings when performing the research show that the implementation of investigation activities has not followed the applicable legal basis. Investigation plan is seldom issued as well with the reason that the investigation is temporary adjusting the findings in the field. Besides, there are several factors which can hinder Unit 1 in implementing investigation. The researcher found several internal factors which can find, the number of personnel does not meet the DSP, the Satreskrim members who have done vocational training (dikjur) are very few in number and very limited infrastructure. On the other hand, the external factors which can hinder the investigation are very wide jurisdiction and the covid pandemic which is not over. Therefore, a solution is needed in optimizing curat criminal act investigation activities due to the precise law enforcement in Polres Pekalongan jurisdiction. The conclusion of this thesis is that the implementation of investigations done by Unit 1 Satreskrim Polres Pekalongan can be optimized. All this time the investigation was not considered optimal due since the percentage of completion of criminal cases was decreasing and there were no efforts to maximize force and opportunities and to minimize the weakness and threat thus the researcher provides solutions in form of problem solving towards the problem and some advices. Abstract

Dolas Zimmi Saputra Nainggolan, No. Ak 18,098, dolas18098@gmail.com The background of writing this final project is the information that shows that in the jurisdiction of the Sragen Police, there is a high rate of motor vehicle theft. This has prompted the writer to conduct a research that aims to find out how to optimize the four-wheel patroli of the Samapta Unit in order to prevent the crime of theft. motorized vehicles in the jurisdiction of the Sragen Police. In this study, concepts and theories that are related to this research are used, including the concept of effort, the concept of patrolling, the concept of the Samapta Unit, the concept of motor vehicle theft, the theory of management elements, the theory of management functions, and the theory of SWOT analysis. The approach used in this research is a qualitative research approach with field research methods. Sources of data obtained in this study consisted of primary data sources, in the form of interviews conducted with several sources, and secondary data sources obtained from documents and books related to this research with data collection techniques obtained from interviews, observations. , as well as document studies. The data analysis technique used by the author in making this final project is in the form of data reduction, data presentation, and drawing conclusions. In this study it was found that the patroli carried out by the Samapta Polres Sragen Unit had been carried out in accordance with the expected conditions through three stages, namely the preparation stage, implementation stage, and termination stage. The influencing factors are classified into internal factors and external factors with internal factors consisting of supporting and inhibiting and external factors consisting of supporting and inhibiting. So we got some problem solving that can be done by conducting training for patroli officers, re-determining patroli routes, equipping patroli officers with sufficient equipment and weapons, equipping patroli vehicles with GPS, and establishing good relations with community leaders.

OPTIMALISASI PATROLI RODA DUA SATUAN SAMAPTA DALAM PENCEGAHAN TINDAK PIDANA PENCURIAN KENDARAAN BERMOTOR DI WILAYAH HUKUM POLRES BATANG NIKO ARIF ZULKARNAEN, 18.180, arifzulkarnaenniko@gmail.com Tugas Akhir penulis mengangkat permasalahan mengenai “Bagaimana Mengoptimalkan Patroli Roda Dua Satuan Samapta Guna Mencegah Tindak Pidana Pencurian Kendaraan Bermotor di Wilayah Hukum Polres Batang?”. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian field research dengan melakukan observasi, wawancara narasumber dan studi dokumen. Selain itu, data yang digunakan juga diperoleh dari berbagai referensi seperti artikel, buku jurnal dan berita media online relevan. Penulis juga menggunakan teknik triangulasi data agar mendapatkan data yang valid. Penelitian ini menggunakan teori manajemen dan teori SWOT serta tiga konsep yang relevan dengan permasalahan yakni, konsep optimalisasi, konsep pencegahan kejahatan dan konsep patroli roda dua berdasarkan Perkabaharkam Nomor 1 Tahun 2017 tentang Patroli. Dalam pelaksanaan Patroli Roda Dua Satuan Samapta Polres Batang masih ditemukan beberapa kekurangan dalam hal perencanaan, pengorganisasian, pelaksanaan dan pengawasan tidak sesuai dengan SOP Patroli yang telah diatur pada Perkabaharkam Nomor 1 Tahun 2017 tentang Patroli. Selain itu adanya faktor-faktor yang mempengaruhi baik secara internal maupun eksternal membuat pelaksanaan Patroli Roda Dua Satuan Samapta Polres Batang tidak dapat terlaksana secara optimal. Di sisi lain untuk mengotimalkan Patroli Roda Dua, Satuan Samapta memiliki terobosan kreatif dengan nama KUCEK “Kuda Cegah Kejahatan”. Namun terobosan kreatif tersebut masih memiliki banyak kekurangan yang harus dibenahi baik dari segi sumber daya manusia atau personel maupun metode yang digunakan.
