Abstract

ABSTRAK OPTIMALISASI KINERJA SATUAN RESERSE KRIMINAL POLRES WONOSOBO DALAM PENYIDIKAN PENCURIAN DENGAN PEMBERATAN GUNA MEWUJUDKAN PENEGAKAN HUKUM Bagus Yoga Ilham Pribadi, No.Ak 18.097, bpribadi022@gmail.com Kinerja merupakan salah satu acuan dari hasil seseorang dalam melaksanakan tugasnya dalam suatu organisasi. Acuan ini dapat melihat apakah pekerjaan yang dilakukannya sesuai atau melebihi dari kriteria yang telah ditentukan. Satuan reserse kriminal sebagai fungsi represif Polri telah melakukan banyak penanganan terhadap kasus yang sering terjadi yaitu pencurian dengan pemberatan, namun belum sesuai dengan penanganan yang semestinya sehingga kasus tersebut memiliki penyelesaian kasus yang sedikit daripada pelaporannya. Maka dari itu penelitian ini ingin mendalami bagaimana kinerja dari satuan reserse kriminal dan upaya optimalisasi kinerja satuan reserse kriminal dalam melakukan penyidikan terhadap kasus pencurian dengan pemberatan. Dalam pembahasan ini penulis menggunakan pisau analisis teori manajemen organisasi, manajemen sumber daya organisasi, dan konsep – konsep yang yang terkait dengan permasalahan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian studi lapangan dengan lokasi penelitian di Polres Wonosobo. Hasil dari penelitian ini menunjukan bahwa kinerja satuan reserse kriminal masih belum sesuai melalui penyelesaian kasus yang ada masih kurang dari pelaporan kasus. Dalam merencanakan penyidikan kasus kurangnya koordinasi antara penyidik dengan opsnal, ini membuat tata cara penyidikan tidak sesuai dengan standar operasional prosedur yang sudah ditetapkan. Selain itu juga ditemukan beberapa kendala dalam pengaturan anggota, dengan banyaknya anggota yang belum melaksanakan pendidikan kejuruan membuat pimpinan membagi kasus pencurian dengan pemberatan tidak sesuai pada unit yang mengampu. Berdasarkan dari hasil penelitian, terdapat beberapa simpulan yang didapat dari Polres Wonosobo, yaitu opsnal dan penyidik masih kurang dalam berkoordinasi sehingga menyebabkan penyelesaian kasus tidak maksimal, Pimpinan belum sesuai dalam pemberian kasus kepada tiap unit yang menyebabkan terjadinya penumpukan kepada anggota yang telah melaksanakan pendidikan kejuruan sehingga membuat anggota yang telah melaksanakan pendidikan kejuruan mendapatkan tugas dua kali lipat dari biasanya.

Abstract

Illegal racing is an activity that causes disturbances in public order and security. Jepara Regency is one of the regencies in Central Java Province that has cases of illegal racing has fluctuating numbers. This fluctuating number can be carried out by the National Police, namely by patrolling. The Patrol Unit of the Jepara Police Samapta Unit has problems in implementing performance and optimizing the performance of the Patrol Unit. This final project uses a qualitative approach with primary and secondary data sources at the Jepara Police. This final project uses the four previous theses as reference material in the research literature. Based on the results of the author's analysis, the novelty contained in this paper is about optimizing the performance of the Patrol Unit itself. Then, this Final Project uses management theory and SWOT as well as optimization, performance, patrol, and prevention concepts. Patrol Unit Samapta Unit has factual conditions which are real conditions in the field. The factual conditions are divided into two, namely initial conditions and influencing factors. The initial conditions of this writing are an explanation of the initial conditions supporting the implementation of the patrol, the factual conditions of the performance of the Patrol Unit, and the initial conditions of optimizing the performance of the Patrol Unit. Then, there are influencing factors, namely internal and external factors. Problem solving steps are the solutions given by the author to the two problems. The first solution regarding the performance of the Patrol Unit of the Samapta Unit is to have informants, coordinate with the Polsek Intelkam Unit, empower members of the dalmas, carry out dialogical patrols to the community, as well as provide handy talkies and create whatsapp groups. Then the solution to the second problem is to conduct trainings at the Jepara Police, create a police post, and arrange a re-patrol schedule. The conclusion of this final project is that the implementation of the Patrol Unit's performance and the form of Optimizing the Patrol Unit's performance is not optimal because the number of illegal racing is still fluctuating. So that the author, provides problem solving solutions to problems and suggestions.

ABSTRAK UPAYA PENINGKATAN KEMAMPUAN PENYIDIK TINDAK PIDANA GUNA MEMINIMALISASI GUGATAN PRAPERADILAN DALAM RANGKA PENEGAKAN HUKUM YANG BERKEADILAN DI POLRES KLATEN TIMOTHY SALINAZ No.Ak. 18.118Timothysalinaz2000@gmail.com Setiap orang termasuk pelaku kejahatan memiliki hak dan kewajiban yang dilindungi undang-undang, dan oleh karenanya profesionalitas pengemban fungsi penegakan hukum menjadi salah satu faktor utama dalam penyidikan tindak pidana yang sesuai dengan ketentuan hukum dan peraturan perundang-undangan demi tegaknya kebenaran, kepastian hukum dan keadilan. Meski demikian, penanganan perkara dapat dikontrol atau diawasi dan dapat dikomplain melalui gugatan Praperadilan oleh setiap orang yang haknya dirugikan dalam penyidikan tindak pidana. Penyidik diberi kewenangan untuk menangani suatu perkara sekaligus memiliki hak dan kewajiban dalam penyidikan tindak pidana sebagaimana diatur dalam Undang-Undang Nomor. 8 Tahun 1981 tentang Hukum Acara Pidana (KUHAP) dan peraturan perundang-undangan lainnya, terutama dalam hal tindakan upaya paksa dapat digugatan melalui Lembaga Praperadilan sebagaimana dalam Pasal 77 huruf a KUHAP dan sebagaimana telah diperluas oleh Putusan Mahkamah Konstitusi Nomor: 21/PUU-XII/2014, tanggal 28 April 2015. Meskipun penyidikan terhadap perkara tindak pidana telah didasarkan sesuai dengan ketentuan hukum yang berlaku, namun pada realitas lapangan menunjukkan bahwa gugatan Praperadilan bukan hanya didasarkan pada obyek Praperadilan yang telah terlimitasi tetapi juga pada alasan di luar ketentuan hukum. Tujuan penulisan ini adalah untuk mengetahui sejauhmana tingkat profesionalitas Penyidik yang diharapkan dalam penyidikan terhadap suatu perkara tindak pidana dalam kaitannya agar terhindar dari adanya gugatan Praperadilan guna dapat dijadikan sebagai pedoman dimasa yang akan datang. ABSTRACT PERFORMANCE OPTIMIZATION OF DEMAK POLICE SATLANTAS BY USING ONLINE SIM TO IMPROVE PRIMARY SERVICE Dimpos Barmawi Tampubolon, 18.007, dimpostampubolon@gmail.com Human life is dynamic, encouraging the development of the social life sector. Development causes changes in positive / negative impacts. The development of means of transportation continues to this day. To reduce the negative impact of means of transportation, the National Police is authorized to issue a Driving Permit/SIM to a person who meets the administrative requirements, is physically and mentally healthy, understands traffic regulations and is skilled or passes a motorized vehicle driving test. SIM Function Article 86 of Law Number 22 Year 2009 concerning Road Traffic and Transportation. The National Police, through the Satlantas Regident unit, seeks to fulfill SIM ownership rights. Increasing public services will create public trust in the Police. Optimization of online SIM services must meet current standards. The correct use of technology will reduce direct interaction between the community and the officers so as to minimize the occurrence of illegal fees for SIM services. Police modernization does not only rely on existing technology but the quality of Polri's human resources to provide services, protection and protection to the community. The purpose of this study was to determine the implementation of online SIM services at the Demak Police Station and to optimize the performance of the Demak Police Traffic Unit to improve the excellent online SIM service. This research uses Public Service Theory, Management Theory, SWOT Analysis Theory, Optimization Concept, MIS Concept, Online Concept. Descriptive research method, research location Satlantas Polres Demak. Data analysis using interview results, relevant documents. The online SIM service at the Demak Police Station is quite good by utilizing internet technology to the maximum, the personnel provide friendly service so that the community is happy, the facilities and infrastructure are in good condition and the community appreciates it. The inhibiting factor at Polres Demak is also almost the same as in other Polres areas: Systematic network disruption from Korlantas so if there is a server down as a result the online SIM process will stop. Optimizing the performance of online SIM services at the Demak Police Station as an effort to maximize service has been going well. Changes in modern police technology In the Police 4.0 Era actively provide education to the community, especially the Demak area in order to increase public trust in the community. It is hoped that the SINAR application can soon be implemented throughout Indonesia in order to maximize online SIM services. Keywords: Optimization, Service, SIM Online.

ABSTRACT OPTIMIZATION OF PERFORMANCE OF BHABINKAMTIBMAS POLRES SRAGEN THROUGH COUNSELING AND COUNSELING IN PREVENTION OF THE CRIMINAL ACTION OF THE WEIGHTING THEFT PATUAN SAUR ANDRE JERIKO SIHOMBING, 18,059, patuansihombing29@gmail.com Maintenance of security and public order (harkamtibmas) as a form of one of the main tasks of the National Police. It is difficult to realize Harkamtibmas during the Covid-19 pandemic because many people have lost their jobs. Such conditions trigger the emergence of public intentions to commit crimes. Various ways that the community does include acts that violate existing laws and regulations. One of the acts that violate the law is committing the crime of theft by weight. To reduce the crime rate, a pre-emptive effort from the Police is needed in the form of coaching and counseling activities carried out by Bhabinkamtibmas in order to prevent criminal acts of theft by weighting in the context of creating harkamtibmas. This research was conducted to find out the implementation of guidance and counseling activities by Bhabinkamtibmas at Polres Sragen, the factors that influence it and how to improve the performance of Bhabinkamtibmas in preventing the crime of theft by weighting in order to create harkamtibmas at Polres Sragen. In carrying out the research, the author uses qualitative methods with primary and secondary data collection techniques taken from the results of structured interviews with predetermined sources. In this final project, the author uses several concepts and theories that are used as analytical tools in discussing each of the problems that have been determined. The concepts and theories used are the concept of coaching and counseling, the concept of Bhabinkamtibmas, management theory (SDO), and communication theory. The results show that the coaching and counseling activities carried out by Bhabinkamtibmas at the Sragen Police Station are not optimal so that the crime of theft with weighting has increased. The less than optimal activities carried out by Bhabinkamtibmas are caused by several factors, which consist of internal factors and external factors. So the researchers suggest that the personnel comply more with the attention that has been given regarding the picket duties so that Bhabinkamtibmas can be maximized in its performance.

Abstract

This research is motivated by the increasing drug abuse in Brebes Regency. The strategic geographical location of Brebes Regency as a trade crossing is the key to the wheels of the economy on the island of Java, which is an attraction for foreign investors, including international network narcotics kingpins. The National Police as order is tasked with protecting, nurturing, serving the community, and enforcing the law through the Bintibsos Unit in preventing narcotics abuse from increasing. The problems that must be solved are the implementation of the Bintibsos unit performance through counseling to prevent narcotics abuse, efforts to improve the performance of the Bintibsos unit through counseling to prevent narcotics abuse . optimizing the performance of the Bintibsos unit in preventing narcotics cases in the jurisdiction of the Brebes Police. The research method used is descriptive qualitative method with an inductive approach. By collecting data through observation techniques, interviews, and document review, as well as validity and reliability by combining theory with existing concepts, data sources, and data collection techniques. The theories used in this research are Performance Theory, Management Theory, and Crime Prevention Theory. The concepts used are Optimization, Bintibsos Unit, Narcotics Abuse, Perpol No. 2 of 2021 and Perkap No. 21 of 2007. The results of research on the performance of Bintibsos personnel were analyzed through performance theory, which has been applied, but not yet optimal. Furthermore, the method used by Bintibsos is analyzed through management theory which can see the stages of planning, organizing, implementing and controlling that have not been carried out optimally because of the inhibiting factors, namely human resources, and performance methods. While the supporting factors are facilities and infrastructure, personnel loyalty, and cooperation with other units and units. Based on the results of the study, it is suggested that in order to optimize the performance of the Bintibsos unit, it is necessary to provide Binmas vocational education as well as counseling and coaching training, as well as providing innovation and creation in counseling and coaching methods.

Abstract

ABSTRAK Magelang mengalami kenaikan kasus kekerasan pada anak di masa Pandemi Covid-19. Dalam menjalankan tugas dan fungsinya dalam penegakan hukum dan perlindungan anak, Polri melalui Unit PPA senantiasa memberikan pelayanan bagi korban maupun pelaku berstatus anak. Tahun 2019 – 2020, Unit PPA telah memenuhi Indeks Gakkum dalam penyelesaian perkara kekerasan terhadap anak. Akan tetapi, pada tahun 2021, Unit PPA mengalami penurunan kinerja. Tujuan penelitian ini adalah untuk upaya peningkatan kinerja Unit PPA Satreskrim Polres Magelang dalam penanganan tindak kekerasan terhadap anak. Penelitian ini merupakan penelitian lapangan dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui tiga cara yaitu wawancara, observasi dan studi dokumen. Wawancara melibatkan informan yaitu Kasatreskrim, Kanit dan Staf PPA Satreskrim Polres Magelang serta Tenaga Pendamping Korban Kekerasan DinsosPKBPPA Kabupaten Magelang. Observasi dilakukan dengan metode observator as participant di Polres Magelang dan DinsosPKBPPA Kabupaten Magelang. Validasi data dilakukan triangulasi metode dan sumber. Untuk menganalisis data digunakan teori Manajemen (6M dan POAC), Teori Kompetensi, Teori SWOT dan Konsep Kinerja. Hasil penelitian ini ditemukan bahwa kinerja Unit PPA Satreskrim Polres Magelang belum optimal. SDM secara kuantitas diperlukan penambahan personel dan penataan ulang struktur Unit PPA. Kualitas personel membutuhkan pengembangan kapasitas dan rekognisi keahlian. Sarpras baik elektronik, ruangan dan kendaraan perlu adanya peremajaan. Kemudian, perlu dilakukannya kerja sama dengan Satbinmas dalam sosialisasi ke sekolah-sekolah. Kinerja Unit PPA dalam segi kualitas dapat ditingkatkan dengan menjaga indeks gakkum tidak lebih kurang dari 87,8%. Kuantitas kinerja ditunjang dengan alokasi dana yang cukup dan penyelesaian kasus tepat waktu. Pendalaman kerja didapat dari pemetaan pendidikan pengembangan spesialisasi. Kemampuan bekerja secara mandiri dilatih dengan tugas mandiri dan peningkatan ketahanan pribadi. Pemecahan masalah dikuatkan dengan kemampuan manajemen risiko. Upaya peningkatan kinerja diwujudkan dengan integrasi perencanaan, pengorganisasian, eksekusi dan pengawasan. Kata Kunci: Peningkatan Kinerja, Unit PPA, Kekerasan Terhadap Anak.

ABSTRACT EFFECTIVENESS OF ONLINE SKCK SERVICES TO INCREASE PUBLIC SATISFACTION BY SAINTELKAM POLRES BATANG Rayhan Viko Paramanandana, 18.141, rayhanviko30@gmail.com The writing of this final project is based on an innovation related to the services of the Indonesian National Police to the community, this innovation is in the form of SKCK Online. But the issuance of SKCK Online is lower than manual SKCK. This is due to several inhibiting factors. Satintelkam personnel are not ready, facilities and infrastructure are damaged, methods are still not perfect, and the public is not aware of the existence of SKCK Online. Therefore, a study was conducted that aims to find out how effective the SKCK Online service is at the Batang Polres, and how to make the SKCK Online service effective at the Batang Polres. This study uses the theory of effectiveness, the concept of public service, and the concept of online SKCK and management theory as an analytical knife. This approach uses a qualitative approach with the type of descriptive research. The data sources used are primary data sources in the form of interviews, and secondary data sources in the form of documents, as well as research related to this research. Data collection techniques in this study used observation, interviews and document review. The data analysis techniques used are data collection, data reduction, data presentation and conclusion drawing Research conducted at the Batang Polres resulted in a finding, namely Online SKCK which aims to make it easier for applicants and officers to make SKCK, but the number of online SKCK applicants at the Batang Polres is still less compared to manual SKCK. The inhibiting factors in carrying out these services are caused by internal factors in the form of a lack of Satintelkam personnel who conduct SKCK Online training, SKCK Online service equipment is not optimal. And the method of issuing SKCK Online still has to come to the Batang Polres for fingerprint recording and SKCK taking. External factors come from the community itself. With this, the Batang Intelkam Unit has not been able to provide services in accordance with the concept of public service. The author's suggestion in this study is to eliminate the inhibiting factors for online SKCK services and increase the socialization carried out to the Batang community so that people use online SKCK. Abstract

OPTIMIZING THE ROLE OF THE BINMAS UNIT THROUGH GUIDANCE AND COUNSELING IN PREVENTING THE CRIME OF MOTOR VEHICLE THEFT IN THE JEPARA POLICE STATION REDIKA ADYTIA SILALAHI, redikasilalahi@gmail.com Crime is behavior or action that causes loss of order or balance to other people. One form of crime is conventional crime, namely crimes against the soul, body, property, objects and psyche in the usual way or in new dimensions. An example of a conventional crime is motor vehicle theft. And the crime of motor vehicle theft in Indonesia is still relatively high with a comparison of one in 4,923 vehicles having the potential to be stolen or lost. This certainly needs special attention for the National Police as the institution responsible for public security and order. In this case the function of Binmas which is one of the functions that carry out the function of prevention has a role to provide knowledge to the public about preventing the crime of motor vehicle theft through guidance and counseling activities. At the Jepara Police, the crime of motor vehicle theft has always been one of the highest crimes every year. In this paper, the author uses the theory of management functions by George R. Terry, namely POAC to answer the first problem which consists of planning, organizing, implementing and supervising. The theory of management functions is used to answer the first problem formulation. The second theory used to answer the two problems is the management elements consisting of Man, Money, Method, Material, and Machine. The findings at the time the research was conducted, based on the POAC theory, it was found that there were still shortcomings in terms of planning. It is proven from the activity plan which does not have clear details regarding the activities, goals and targets to be achieved. Making an activity plan is only a formality. In addition, the organization is constrained by the limited number of members so that it involves other units in the implementation of guidance and counseling. At the implementation stage there are also constraints because it is still in the COVID-19 pandemic. The efforts of Satbinmas are still not optimal, so the authors suggest that in terms of lack of personnel, Satbinmas can cooperate with other parties such as the TNI and Lurah in the implementation of guidance and counseling. And the Zoom Meeting method as a means of implementing guidance and counseling during the COVID-19 pandemic that is still sweeping the world

Abstract

ABSTRAK UPAYA PENINGKATAN KINERJA SATRESKRIM DALAM PROSES PENYELIDIKAN DAN PENYIDIKAN GUNA PENGUNGKAPAN TINDAK PIDANA CURANMOR RODA DUA DI POLRES BREBES KURNIA SOBAR DARMAWAN, 18.169, KSDarmawan23@gmail.com. Tindak pidana yang terjadi di kalangan masyarakat saat ini sangat beragam jenis. Pencurian kendaraan bermotor (Curanmor) merupakan salah satu jenis tindak pidana yang paling marak terjadi pada masyarakat Indonesia. Hampir setiap hari media massa dihiasi oleh berita-berita tentang tindak pidana Curanmor khusunya roda dua. Meningkatnya kasus tindak pidana pencurian kendaraan bermotor memang tidak akan dapat terelakan akibat meningkatnya laju pertumbuhan kendaraan bermotor yang cukup tinggi di Indonesia khususnya di wilayah Kab. Brebes. Penelitian ini bertujuan untuk mendeskripsikan kinerja Satreskrim dalam proses penyelidikan dan penyidikan guna pengungkapan tindak pidana curanmor roda dua di Polres Brebes dan Mendeskripsikan upaya Satreskrim dalam proses penyelidikan dan penyidikan guna pengungkapan tindak pidana curanmor roda dua di Polres Brebes. Pendeskripsian permasalahan pada penelitian ini menggunakan pendekatan penelitian kualitatif dengan metode deskriptif analisis. Teori Kinerja, Teori Penegakan Hukum Analisis SWOT dan konsep yang digunakan pada penelitian ini antara lain teori sebagai pisau analisis untuk mendeskripsikan rumusan masalah dalam prakteknya Polres Brebes dalam melakukan pengungkapan kejahatan tindak pidana pencurian kendaraan bermotor telah melakukan beberapa inovasi dan strategi diantaranya, memperkuat sinergi dan kekompakan antar anggota tim, memperkuat komunikasi antar wilayah, mendatangi tempat kejadian perkara beberapa kali secara detail, Membuat inovasi pelacak pelaku menggunakan nomor telfon yang mana aplikasi yang digunakan tersedia di Polres Brebes. Akan tetapi seharusnya aplikasi “Mandalungan” digunakan kembali hal tersebut dikarenakan aplikasi tersebut dapat digunakan oleh masyarakat untuk menginfokan ke pihak Kepolisian Brebes ketika terjadi tindak pidana pencurian kendaraan bermotor dengan tujuan mempercepat pelayanan menggunakan dana Hibah.
