JESS (Journal of Education on Social Science)
Journal of Education on Social Science (JESS) ISSN: 2622-0741 (Print), ISSN 2550-0147 (Electronic) is a peer-reviewed journal and published biannually (twice in a year): April and October by the Faculty of Social Science, Universitas Negeri Padang, Indonesia. The journal aims to publish research and theoretical articles within the field of social science education, and to analyze a range of contemporary educational issues on social science. The content of this international journal offers a genuinely valuable source for educationist and educational scientists in all areas looking for fresh ways of dealing with familiar problems. Distinguished contributors from all over the world present in-depth research and case histories which have tangible practical value and whose methodologies can be applied to solve or mitigate parallel situations. <![CDATA[This study aims to determine the authority of the Camat in the Era of Regional Autonomy in SitinjauLaut Subdistrict, Kerinci Regency and effects that hinder the implementation of the authority of the Camat in Sitinjau Laut District, Kerinci Regency.This research is motivated by a number of issues including the decline of functions, roles and authority of sub-district heads in government and sub-districts and sub-district heads. It is still seen as an important institution and actor whose role is in fostering social relations and public services. This research is descriptive with a qualitative approach. The informants of the study were determined purposively. Data is collected by making observations, interviews, and documentation studies and reduced so that conclusions can be drawn. The results showed that the delegation of authority was given based on the objectives and plans that had been prepared previously and the mechanism applied in SitinjauLaut Subdistrict had been based on the clarity of the position hierarchy even though the implementation was less effective due to the sub-district institution.]]>

<![CDATA[This study aimed to described implentation of inclusif education in Elementary School 33 Payakumbuh (SDN Negeri 33 Payakumbuh),West Sumatera. This research is based from the problem inclusive education’s policy. This study used descriptive qualitative aproach to research at SD Negeri 33 Payakumbuh as a pilot project for inklusif education in Payakumbuh city. In-depth interviews, document studies, and observations were used to collect data and then analyzed using an Edwards III implementation model which include comunication, resources, and bureaucratic structure. The results of the study indicate that communication are effective. Resources are aspect that requires a lot of improvement, as well as the bureaucratic structure and disposition that is still not a good implementation. The impact of the policy is no discrimination experienced between inclusif student, reguler student, teachers and community.]]>

<![CDATA[This study aimed to evaluate the implementation of the life insurance policy in Padang City. This study is based on a number of problems, namely that there were still many poor people in Padang City did not know the implementation of the Life Insurance Policy. There were still many poor people in Padang City did not have a Community Health Insurance Card or Regional Health Insurance as one of the conditions for obtaining the life insurance funds. This study was a descriptive with qualitative approach. The informants in this study were determined through purposive technique. Data were collected through observation, interview and documention studies. The results of this study indicated that the implementation of the life insurance policy has not been effective, based onpolicy evaluation indicators used by William Dunn, that is the maximization in goal achievement, efficiency in implementation effort, community satisfaction for government policy, equal distribution. The life insurancefunds has been distributed evenly, the community supported the life insurance policy, and the life insurance policy is right to be implemented among community in Padang City.]]>

<![CDATA[Local governments have the duty to provide good services to the community in order to realize the country's goals in realizing public welfare. To realize these goals, local governments must hold governments that satisfy customers. However, the implementation of innovations based on Total Quality Management has not yet reached the level of perfect solutions. By realizing this, we need a service model that is able to provide satisfaction to customers both internal and external customers. This study aims to examine the service model of the West Sematera regional government sector. The study was conducted using quantitative approach with a survey strategy. Data was collected using a questionnaire instrument that has been tested for validity and reliability. The study population was all employees (internal customers) and the public (external customers) who used the Pariaman City Population and Civil Registry Service. The research sample amounted to 225 respondents. For internal customers determined using saturated sample techniques. Whereas external customers are determined using proportional stratified random sampling. Data that has been collected is processed using t-test and multiple regression. This study states that the service model that has been tested can be used to measure customer satisfaction both internally and externally.]]>

<![CDATA[The purpose of this study is to explain the management of waste management by the Environmental Service of Dumai City, Riau Province. This research is a qualitative research using descriptive method. The data in this study were obtained by observation, interviews, and documentation studies. The validity of the data in this study is the source triangulation technique. Based on the results of research and discussion found that management functions have not been fulfilled optimally. This is caused by the lack of budget, facilities and infrastructure such as waste equipment that is lacking and has long been so that it cannot transport so much amount of waste, the effective and efficient implementation of HR management of the Environmental Service, and the lack of socialization to the community making it difficult to carry out tasks and the participation of the community and industry players who are still low to participate in waste management activities.]]>

<![CDATA[Submission of patriarchal cultural ideologies makes inequality in gender identity. The ideology states that gender should have certain characteristics that are perpetuated from time to time. A stereotype of gender identity was formed which was then displayed in various social interactions, including in the mass media, especially advertising. Gender bias, inequality of women's representation, and women objectification are found in advertisements, especially for beauty products. Feminism is the rationale for this study related to the objectification of these women. But this research will explain how women are forever not only objects, but also begin to show themselves as subjects.]]>

<![CDATA[This research is motivated by the existence of the problem of illegal levies carried out by the school against students who are not based on certain rules and not through an agreement between the school and parents or also referred to as Illegal Levies. The research was conducted to find out the strategy of the Team Saber Pungli Padang City in an effort to eradicate the education sector illegal fees in Padang City, as well as the obstacles faced and efforts to overcome these obstacles. The method used in this study is a qualitative approach using descriptive methods. The research informants were conducted purposively. The type of data used is primary data and secondary data with data collection techniques using source triangulation techniques. Then the data is analyzed through the stages of data reduction, data presentation, and conclusions / verification that are carried out during the research process. The results of the study can be concluded that the saber pungli team strategy in eradicating extortion there are several stages, namely: intelligence, prevention through socialization, action and justice. The researcher concluded that the Padang City illegal broom team team strategy had been implemented and for the results had begun optimally, as evidenced by the response from the community about no more illegal fees made by the school against students and reduced public reports of extortion in school. To be more optimal and the success of this strategy, it is better for the team to work together again with all government and community groups to jointly eradicate illegal fees.]]>

<![CDATA[Penelitian ini membahas tentang efektivitas pelaksanaan lelang jabatan di lingkungan Pemerintahan Kota Padang dan kendala-kendalaserta solusi yang dihadapi dalam pelaksanaan lelang jabatan tersebut. Efektivitas pelaksanaan lelangtersebutdilihat berdasarkan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi No.13 Tahun 2014 tentang Tata Cara Pengisian Jabatan Pimpinan Tinggi Secara Terbuka di Lingkungan Instansi Pemerintah. Metode penelitian yang digunakan yaitu kualitatif deskriptif. Data diperoleh dengan cara observasi, wawancara dan studi dokumentasi. Penentuan informan dilakukan dengan teknik purpossive sampling. Teknik analisis data dimulai dengan pengumpulan data, reduksi data, penyajian data serta penarikan kesimpulan. Hasil penelitian ini memperlihatkan bahwa pelaksanaan lelang jabatan di Kota Padang belum efektifdilihat dari PERMENPAN-RB No.13 Tahun 2014 karena ada empat tes yang tidak dilakukan sesuai dengan peraturan tersebut. Kendala yang dihadapi dalam pelaksanaan lelang jabatan ini adalah sedikitnya anggaran pelaksanaan lelang jabatandanadanya peraturan baru dari pemerintah pusat yang cukup memberatkan dalam pelaksanaan lelang jabatan serta latar belakang keilmuwan Panitia Seleksi yang kurang relevan dengan jabatan yang dilelang. Solusi yang dilakukan yaitu dengan mengoptimalkan penggunaan anggaran yang ada dan merubah atau mengganti metode seleksi sesuai dengan kemampuan anggaran.]]>

<![CDATA[This article (study) was summarized based on writer experiences in conducting Community Service program among farmer group organizations in Anduriang Village at Padang Pariaman Regency. This program was intended to increase the understanding and awareness of farmer groups about the benefits of golden snails, which so far have only been seen as crop pests for farmers, and then made them a source of income. This study was inspired by various conditions that indicated the powerless of the farmer groups in overcoming the problem of golden snail pests in the Anduriang Village at Padang Pariaman Regency. This issue was reflected in part from the lack of understanding and awareness of farmers in controlling the golden snail pests. Based on this condition, various farmer empowerment policies and programs were needed to be implemented in the form of increasing the capacity of the parmers in economic development of the society, especially for the farmer group organization as target groups in this program. These empowerment activities and programs needed to be conducted collaboratively and synergistically between the local government and universities.]]>

<![CDATA[The purpose of this study is to explain the role of the Department of Labor and Industry in Padang City in increasing employment opportunities for persons with disabilities. This research is a qualitative research using descriptive methods. Data in this study were obtained from observation, interviews, and documentation studies. The validity test of the data in this study is the method of triangulation method. Based on the results of research and discussion, it was found that the role of the Department of Labor and Industry in Padang City in increasing employment opportunities for persons with disabilities in policy management was still limited to providing skills training and recommending persons with disabilities to companies. employment, in financial management is budgeting in accordance with the RAB, in information management in the form of submission of information on job vacancies, and in the management of external relations has not been implemented properly because there has been no collaboration with providers of employment.]]>
