Abstract

Since the 1998 Reformation, the development of democracy in Indonesia has made significant progress, despite facing challenges in implementing general elections, especially in the context of the empty box phenomenon. This research aims to analyze the factors that influence low voter participation in the 2024 Maros Regency Pilkada, as well as the implications for local democracy. The research method used was descriptive qualitative with data collection through purposive sampling, involving 10 informants from various backgrounds. The research results show that dissatisfaction with a single candidate, lack of political awareness, and lack of outreach from organizers are the main factors causing a decrease in voter participation. In addition, the empty box phenomenon reflects people's dissatisfaction with the available options, which has the potential to reduce democratic legitimacy. This research recommends the need for strategic steps to increase voter participation, including political education and support for diverse and competent candidates.

Abstract

This research examines the agenda setting for the establishment and management of Green Kayen as a tourist destination in Condongcatur sub-district, Kapanewon Depok, Sleman, Yogyakarta Special Region. The research focuses on the situation of Green Kayen tourism by identifying the main issues such as environmental problems, infrastructure needs and tourism economic potential, as well as looking at the involvement of various stakeholders in the formation and management of Green Kayen tourism. This research uses qualitative methods with data collection techniques through observation, interviews and documentation. Data analysis techniques used data reduction, data presentation, data validation, and conclusion drawing. The results showed that the dynamics of relationships between actors, especially between the Kalurahan Government, Pokdarwis, and Bumkal, and the community significantly influenced the agenda setting process. The Village Government is more dominant in strategic policy-making, while Pokdarwis is less involved in the process, so it is necessary to strengthen collaboration between actors and more inclusive management to support the sustainability of Green Kayen as a tourist destination in Condongcatur Village.

Abstract

This paper aims to describe cross-disciplinary approaches in the science of government, paradigms, schools of thought, and their relationship with Thomas Kuhn's scientific revolution, all of which are analyzed epistemologically-paradigmatically. The research method used is qualitative-library study, which relies on literature in books and scientific journals, then described descriptively. This paper explains that government science seeks to give birth to new paradigms (Kybernology and Islam), new schools of thought (Governance and Timoho), new branches (government intelligence), as well as to strengthen approaches (critical approaches of the Frankfurt School) and new research (research participatory). These efforts are then an attempt by government science to break away from the intervention of political science and administrative science, as stated in the objectives of the Indonesian Government Science Study Program Unit (KAPSIPI) when viewed from the perspective of Thomas Kuhn's scientific revolution. This paper contributes to the epistemological-paradigmatic study of government science. Ontological and axiological studies need to be carried out using approaches that are still rarely used by government science activists.

Abstract

This study examines the bureaucratic politicization of the State Civil Apparatus (Aparatur Sipil Negara/ASN) in the 2024 Boyolali Regency Legislative Election. Using a qualitative case study approach, it explores the forms of politicization, the dynamics of patron-client relationships, and their effects on local democracy. Data were collected through in-depth interviews with active and retired ASN personnel, expert informants, along with document reviews and field observations. The findings show that bureaucratic politicization occurs through political directives in official ASN forums, the requirement to submit Family Cards (KK) as vote reports, the withdrawal of ASN funds for party victories, and pressure exerted through career mutation and career obstacles. The main discovery is a new pattern of clientelism, where ASN are used as political actors, often replaced by volunteers or civil brokers. Therefore, this research advances the clientelism literature (Hicken, 2011; Berenschot, 2018) by emphasizing that the bureaucracy is not only an object of politicization but also a tool for systematic political patronage.

Abstract

This study examines the role of Amnesty International Indonesia in the criminalization case against Haris Azhar and Fatia Maulidiyanti, who criticized the involvement of public officials in Papua’s mining industry. The case illustrates serious challenges to freedom of expression in Indonesia, particularly through the use of elastic articles in the Electronic Information and Transactions Law (UU ITE). The purpose of this research is to analyze how Amnesty International Indonesia performs its role as a civil society organization in strengthening democracy and protecting human rights. This study employs a descriptive-qualitative method with a literature review, drawing on official documents, human rights reports, media coverage, and relevant academic studies. The findings indicate that Amnesty International Indonesia plays a strategic role through three main civil society functions: advocacy, empowerment, and social control. The organization actively issued public statements, conducted campaigns, mobilized solidarity actions, and sent formal communications to both the government and international institutions. In addition, Amnesty raised public awareness of the risks of criminalization and monitored the judicial process, which was often deemed unjust. Thus, Amnesty International Indonesia is proven to be an important actor in expanding democratic space and defending freedom of expression in Indonesia.
