Abstract

Open Government is part of the process of preventing corruption by giving the public assurances that they may watch or pay attention to how state administrators behave as reflected in transparency, accountability, participation, and use of technology. The purpose of this study is to determine the role of Open Government in eradicating corruption and the factors that influence it. The method used is a literature review of action plan documents, articles, and other related documents. It is hoped that this research will be useful in knowing the obstacles to preventing corruption through open government. The research was carried out on the action plan carried out by OGI and limited it to two action plans, namely related to the transparency of the procurement sector and beneficial ownerships. It is known that open contracts have not been effective due to differences in perceptions between the public and the government regarding data and collusion with parties related to procurement. For this reason, integrity is needed in the procurement process and leadership commitment regarding the implementation of Perki 21 of 2021. As for the beneficial ownership, data verification and integration are required as well as stricter enforcement of sanctions if they do not report the beneficial owner's data or submit the data incorrectly. In addition, related to community participation, it can be carried out by maximizing the use of SPAN LAPOR.

Abstract

The principle of recognition not only corroborates and develops the unique tradition of running the village, but also reinvigorates the village to make innovations and rearrangements of its administration based on autochthonous autonomy and decentralization-based local government. This research aims to explore the capacity of village administration to implement the principle of recognition and to reveal impediments being faced, also to contribute to strengthening local capacity for solving community problems. The methods used in this research are qualitative and descriptive where data were collected through in-depth interviews and observations. The result shows that the village administration and the village consultative body both collectively and individually lack the capacity to implement the recognition principles. The inability to implement the recognition principle is caused by poor human resources of both the village administration personnel and the village consultative body. Consequently, there are no creative ideas set forth by the village administration or by the village consultative body as well as by the villagers as a whole to formulate innovative development programs or culture-based village regulations. Therefore, we need to implement capacity-building programs through training, technical assistance, socialization of regulations and well-scheduled sustainable apprenticeship in order for the village administration to design innovative development programs in accordance with the local needs and uniqueness of the village.

Abstract

Policy implementation is very dominant in determining the success of the policy. The success of the policy is 60% determined by the implementation of the policy, planning, and evaluation of each 20%. However, in its application, the concept of policy implementation triggers a revitalization debate related to the development of democratic orientation and post-positivist methods. a concept that was born and developed in Latin America and the West is not easy to apply in developing countries. The political environment and sectoral social conditions determine the optimization of policy implementation. so that selective policy implementation is needed. The purpose of this study is to explain the influence and importance of democracy and local politics on policy implementation in the Madura region. The approach used is qualitative with primary and secondary data collection through interviews, observations, documentaries, and FGDs. Data analysis uses the Miles and Huberman model, namely data reduction, data display, and verification. The results show that the concept of policy implementation is closely related to the political and democratic environment. Local political conditions and the running of democracy affect the optimization of policy implementation. The dynamics of democracy in the Pilkada in the Madura Region are still elitist which results in weak public participation and the strengthening of basic food and money politics. Public gatherings, mass media, political parties, and civil liberties also do not serve to encourage accommodation of the public interest in policy and policy implementation. So that local politics which is marked by weak democracy in the Madura region has implications for the low quality of policy implementation.

Abstract

This research examines the management and utilization of village land in the Sriharjo Village. This research was conducted based on the problem that village authority was still hampered, impacting the Sriharjo Village’s government was not optimally managing and utilizing village land. The obstruction of village authority was stripped away by regulations from the Sultanate's authority. As a result, there were inconsistencies between Sriharjo Village rules and Sultanate regulations regarding the administration and use of village land. Although this behaviour is frequently observed in the villages of Special Region of Yogyakarta, few people have looked into, dissected, or even criticised this issue. This study aims to reveal how the Village Government responds to the dynamics of regime contestation. This research is a qualitative type with a descriptive method. Observation, interviews, and documentation are used as data gathering methods in Sriharjo Village, Kapanewon Imogiri, Bantul Regency. The study's findings shows that the administration and use of village land in the Sriharjo Village underwent a discourse that gave rise to the dynamics of competition between the Village Law regime and the Privileges Law regime of the Special Region of Yogyakarta. According to Article 76 paragraph (1) of Law Number 6 of 2014 concerning Villages, the Sultanate's authority's use of village land is contrary to village authority. It is evident that the Privileges Law regime weakens local authority while using village land. The Special Region of Yogyakarta Privileges Law, namely from Law No. 13 of 2012, is integrated with the Governor Regulation Number 34 of 2017 on the usage of village land. This study concludes that the administration and use of village land in Sriharjo Village led to a discourse of contestation between the Village Law regime and the Privileges Law regime, and it also resulted in a dualism of power, namely between the Village and the Sultanate.

Abstract

One of the challenges in encouraging digital transformation within local government is the commitment to developing a comprehensive digital ecosystem. This study aims to see how local leadership can integrate Smart City Policy in transforming regional government governance to be more efficient and fairer. This research is qualitative based with a descriptive approach. The research results show that digital transformation in the Deli Serdang Regency Government has yet to impact the smart city's main goals. The Smart City concept is no longer limited to just ICT diffusion, city leaders must innovate in core service areas in implementing the Smart City concept. However, there is still a silo mentality in regional apparatus organizations, which is shown by the resistance and rejection of e-gov, which is triggered by a lack of awareness and appreciation for e-gov, and unwillingness to share data and information, thus causing inefficient information flow to support public service performance. There is a need to incorporate knowledge of social values and unique institutional arrangements by encouraging partnership synergy in utilizing local leaders' resources and capacities in smart city implementation. Local leaders must restructure and act in line with core public values and combine the values of digitalization with a democratic context to achieve a prosperous society that prioritizes equality and participation.

Abstract

This article explores the conduct of local politics of the karaeng group serves and citizens in Kampala Village, Arungkeke District, Jeneponto Regency, South Sulawesi. The Karaeng group has the highest status in South Sulawesi’s social structure when compared to the Daeng and Ata groups. Even though the Karaeng group is the ruling elite, this does not mean that its citizens always serve them. However, it is quite the opposite. The method used is a case study. The choice of case studies is based on the idea that cases are limited, actual, and unique. Meanwhile, the data collection mechanism is by combining interviews and literature study. When the data has been collected, the next step is to analyze it critically. Field findings indicate that the karaeng group uses two instruments to provide services to their citizens. First, large land ownership. Residents are free to use this land for living and housing purposes free of charge. Second, position as an instrument to help and serve the needs of its citizens. Proper use of land and positions strengthens the power base of the karaeng group as a traditional elite and as the ruling elite in Kampala Village. These findings confirm that political changes at the village level require the karaeng group to adapt to remain powerful through the choice to provide services to the community. In this way, the Karaeng group has a stronger position in front of its citizens.

Abstract

This study examines the management of common pool resources in the context of clean water management by the village. This research departs from the lack of water availability for Prambanan residents who live in hilly areas, this is especially true when entering the dry season. The purpose of this study is to explain that the village is the right institution for managing shared resources or common pool resources where the Village Government and Water User Management Organizations (OPPA) are the factors that determine the success of using common pool resources in meeting clean water needs for the community. With the method of collecting data through observation, interviews, and documentation related to the required data. This research is qualitative research, with the study method being a qualitative case study. Based on the results of research and data analysis obtained, some of the efforts that have been made by the Government cannot be said to be effective and are not a solution to overcome the drought problem in Kapanewon Prambanan hilly areas but after the management is handed over to the village the distribution of water becomes more even for the community. In conclusion, in the management of shared resources or common pool resources, villages are the right institutions to manage shared resources or common pool resources because they are distributed more evenly to the community and can improve the welfare of the village community itself. With the management of clean water by the village, the burden of the government in overcoming the drought problem in the community can be overcome.
