Abstract

This study examines the village government which has always been used as an object before the Law Number 6 of 2014 concerning Villages. The questions posed in this study were to what extent the village head was placed as a village leader and how the village head became an independent village head. The method used in this research is qualitative with research data collected by observation, documentation, and in-depth interviews. The analysis of this research uses content analysis as a new path from the tradition of positivism and postmodernism. The results showed that the Sriharjo Village Head was transforming from government as an object to village government as an independent subject in carrying out village development.

Abstract

This article aims to explores the relationship between the Government of Kalurahan Bleberan and BUM Desa Sejahtera using a governance perspective and a hybrid institution perspective. BUM Desa Sejahtera is one of the successful BUM Desa in Kabupaten Gunungkidul in managing resources so it is interesting to researched using a governance perspective and hybrid institutions. The method used in this research is qualitative with a case study approach. The results of the study show that the relationship between the Government of Kalurahan Bleberan and BUM Desa Sejahtera has been well-systemized and patterned as an embodiment of a governance perspective. The governance model of the relationship that occurs between the two parties is in accordance with the decentralized model which is low political authority but has a high level of democracy. Based on the perspective of hybrid institutions, resource management in Kalurahan Bleberan has also involved stakeholders through continuous engagement between the Government of Kalurahan Bleberan, BUM Desa management, the Rancang Kencono foundation, as well as citizena and those are regulated in formal regulations that bind all parties.

Abstract

This research examines millennial leadership and its impact on village social transformation. This research departs from the phenomenon of many youths returning to the village to seize political leadership in the village. This phenomenon is commonly found in the Special Region of Yogyakarta, but not many have researched it. Previous studies looked at the phenomenon go-politics, usually in political parties, social movements, and business organizations, but this study looks at go-politics youth in the village realm. In particular, the research aims to explore what factors shape the structural conditions for the birth of millennial leadership for social transformation. This research is a qualitative type with the method used is an exploratory study in accordance with the objectives of this study. Taking the location in Guwosari Village, Bantul Regency, with the argument that the lurah officials are from the millennial generation and their leadership involves youth as the main target of change. Collecting data using observation, direct and virtual interviews, and documentation techniques. By using a structuration theoretical framework, the results of the study show that the conditions that enable millennial leadership are born because people are thirsty for change and want leaders with new and fresh faces; and the will of the millennial generation to become leaders. This is because in the previous period, Guwosari was led by a lurah with an elderly background as well as a religious figure. The millennial leadership in Guwosari also has an impact on encouraging the process of social transformation. Institutionally, currently the Guwosari Village is still undergoing a process of transformation (becoming). So that the ongoing social transformation is still vulnerable to shifting if it is not institutionalized. In this case, the institutionalization from leader to government is a challenge for millennial leaders.

Abstract

Power and sovereignty are interrelated in governance. The government in power has sovereignty in governing which comes from the people through a consensus (government making). Therefore, the ruling government must be responsible to the people who are then transformed into citizens (citizen making). This is practiced in a democratic government system. In contrast, the authoritarian system of government power is in the hands of the government. The position of the people is weak and marginalized in power. These two systems of government are still ongoing today. However, the most dominant and widely practiced is the power that comes from the people. Instrumentation of people's power when choosing sovereign leaders through democratic elections. The choice of a leader is largely determined by the people. This proves that the power and sovereignty of governing are in the control of the people. Therefore, power needs to be oriented to the interests of the people who are citizens, and at the same time be held accountable. The people encourage all leaders in power to be accountable and take political sides with the citizens by making the government the administrator and regulator of the benefit of the citizens.

Abstract

The priyayi mentality has colored the behavior of the Indonesian government since the New Order era. Since the 1998 political reform, efforts to build government accountability have continued, but the practice of abuse of power has continued to grow. The purpose of this study was to examine the effectiveness of the National Movement for Mental Revolution in eradicating the culture of feudalism in government in Indonesia. The method of writing is done through literature review and case studies of government behavior. The results of this study indicate that: cases of corruption and abuse of power continue to occur and even increase; the culture of public service has not changed because it still places the public as an object, not a subject. The results of the study indicate the need to improve the mentality of public administrators, in addition to the need for a shift in the focus of public services from government to society or the public.

Abstract

The problem in this research is about the local government policy which limits the authority of the village head in the utilization of Village/Kalurahan treasury land. The question posed in this research is what are the policies and constraints of the village administration in the utilization and development of village treasury land. This research uses qualitative methods with case study studies. Primary data was collected through observation, documentation and in-depth interviews. Secondary data was collected through literature study: documents, journals and books. In analyzing this research, theories and concepts about policy are used, where in general policy is defined as an effort to solve, reduce, and prevent something bad and should be an advocate, innovation, and leader of goodness in the best way and directed action. The findings of this study indicate that local government policies have confined the Srimulyo Village regarding the utilization and development of village treasury land. Utilization of village treasury land cannot be done optimally, because it does not provide added economic value for the Lurah and Kalurahan apparatus.

Abstract

The problem of managing Village Funds is conditional on the interests of the elite fighting over it. But behind the contestation between the elites, the Village is able to form a democratic government. This study examines the construction of the phenomenon of village democratization through Village Fund Management in Golo Lebo Village, East Manggarai Regency. The research method uses a constructivism approach to interpret, give construction and meaning to the phenomenon as a whole. Primary data was collected using observation, interview, discussion and documentation techniques. Secondary data obtained through books, journals, documents, online media and photos. The results of the study show: First, the Village Fund establishes an accountable Village Head. Before the Village Fund, the leadership of the Village Head had the character of a ruler, regressive and conservative. In the era of Village Funds, the Village Head is able to become a father for the people, legitimacy is rooted in the people and is progressive. Second, the Village Fund obliges all elements of the Village to work together to realize the interests of the Village. Cooperation between Village parties is carried out through various formal and informal forums. These forums become an arena for village parties to negotiate. Third, the Village Fund forms the representation function of the Village Consultative Body. The Village Consultative Body is able to become a bridge between the community and the village government, as well as being a partner of the village government.

Abstract

The problem of power relations between traditional institutions as a community unit (self-governing community) and the Village Government has not had a substantial impact on the welfare of the residents. The power relations between traditional institutions and the village government failed to realize the character of local institutions in realizing deliberative democracy based on local values ​​in the practice of using culture-based structures and power to maintain village dignity. This study uses a qualitative explanatory method to explain the workings of democracy through customary government systems and efforts to create prosperity. Primary data was taken through interviews, observation, and discussion. Secondary data was collected through village documents, journals, and books. The explanatory analysis combines dialogue between village government document facts, with local voices to realize knowledge findings. The results of the study indicate that the customary institutions in Pa' Pala Village, which are located as social organizations or deliberations and agreements as well as legal holders, are formal in nature, the space for accommodating community aspirations is not yet optimal for the welfare of the residents

Abstract

Village political authority to manage its authority has been eroded by the government through various sectoral ministry policies that are anti-village. The village has lost its authority as the subject of village administration. The central government places village administration as "scientific", through technocratization, namely applying applications that mislead villages. Villages are not managed politically, but technocratically which causes village democracy to not work. The state has even carried out neo-corporatism over villages with the aim that village transformation is more directed towards realizing the interests of the state, not the interests of the community. The transformation has strengthened the involution and formalism of village democracy, also causing village administration to return to the state-led government model or government run by the state, on state instructions, not based on community initiatives. The emergence of various government regulations such as Permendes No. 21 of 2020 concerning Guidelines for Implementing Village Development and Empowering Village Communities, not only makes villages more technocratic, but also kills village democracy, as mandated by Law No. 6 of 2014 concerning Villages.

Abstract

The existence of traditional village government eroded during the New Order era with the implementation of Law No. 5 of 1979 which made village administration uniform throughout Indonesia including Maluku Province. In the reform era and after that, there was a shift in power from centralization to decentralization in the form of changes in regulations until the issuance of Law Number 6 of 2014 concerning Villages. The issuance of the Village Law has implications for the government's recognition and respect for the rights of traditional communities. However, this later became an obstacle to the birth of a definitive government in traditional villages/traditional villages in Maluku because it was related to the leadership problem of traditional village or customary land administration. The problem is related to the matarumah parentah or clan who has the right to lead the customary land as a King who is appointed through customary deliberations by the Negeri Saniri Institution. This problem is still a serious problem because it often creates horizontal conflicts. By using a qualitative-descriptive research method to answer how problematic the existence of traditional government leadership in Maluku Province is, the research results contain a number of findings. First, Matarumah Parentah is a symbiosis of customary inheritance. Second, there is a conflict of interest in the election and determination of the definitive head of government (king). Third, musyawarah negeri saniri becomes an arena of conflict of interest. Fourth, the existence of customary government can still be found in several places in Maluku, such as Buru District and the Kei Islands.
