Abstract

MSME entrepreneurs contribute greatly to the GDP of the Indonesian economy, so whether if crisis occurs, government intervention is necessary to accelerate recovery, one of which is credit guarantees policy. This study aims to examine the effect of credit guarantee intervention policies on MSME banking lending and its impact on MSME trade payables and accounts receivable. The research was conducted using a descriptive causal method to explain the relationship between credit guarantees, banking credit, and trade payables and trade receivables of MSMEs. The results of the study explain that there is a significant effect of providing credit guarantees on the amount of bank credit for MSME entrepreneurs, then from the amount of banking credit disburse it is known that there is no significant effect on the behavior of trade payables and there is a significant effect on trade receivables. In addition, this study also sees that in the implementation of the provision of credit guarantees that there is an adverse selection and moral hazard carried out by PT Jamkrindo as the guarantee provider and MSME entrepreneurs as the beneficiaries of the guarantee.

Abstract

This study examines the feasibility of the RI-SACU PTA cooperation in an effort to expand non-traditional market opportunities, especially in the Southern African region. The study illustrated that Southern African region, particularly SACU member countries, is one of the potential regions for alternative trade development, especially for the Indonesian exports. The methodologies used in this study are descriptive approach to describe the economic potentialities, the trade relations development and the level of complementarity of the RI-SACU trade structure, a review of the SACU economic cooperation with third parties, and quantitative approach using the partial equilibrium analysis method with the SMART Model to assess the impact of trade liberalization or free trade on trade, tariff revenue, and welfare effects. Furthermore, TCI results showed that Indonesian exports can better fulfill the import needs of the SACU member countries than vice versa (except South Africa). In an effort to boost the RI-SACU trade performance, the study suggests to establish RI-SACU PTA which is not only will open market access to the SACU region, but also it will make Indonesian products to become more competitive in the SACU market. Furthermore, this study also conducted a free trade simulation between Indonesia and Namibia (one of the member countries of SACU). The simulation uses the SMART Model partial equilibrium analysis method. The RI-Namibia (one of the SACU member states) free trade simulation depicts a very positive impact for Indonesia in which Indonesian exports to Namibia are estimated to increase quite significantly, and at the same time reducing performance of the Indonesian trade competitor countries, particularly South Africa and China, and in the ASEAN context, especially Thailand, Singapore, Malaysia, and Vietnam. In addition, the simulation results also illustrate that trade liberalization between Indonesia and Namibia is predicted to reduce tariff revenues on both countries, and would increase the welfare of consumers from both countries. Furthermore, the challenges experienced and strategies adopted by India, China, and the United States in dealing with the SACU economic cooperation could become a valuable lesson learned for Indonesia pertaining to the RI-SACU PTA cooperation. This paper also suggests ASEAN-SACU PTA and RI-SACU TIDCA could become alternative options to the RI-SACU PTA. Also, it is equally important for the Indonesian government to continue making efforts to enhance Indonesian positive image in the SACU community on the quality and image of Indonesian products, and as well to consider the possibility of establishing production centers in SACU member countries.

Abstract

Legal protection of customers or investors in the world of commodity futures trading needs to be considered. Many victims of the case of "spoofed investment" who suffered losses with a nominal that is not small. By using the normative juridical method, it is hoped that this research can realize justice and legal certainty in the world of futures trading. This study focuses on the standard clauses on futures agreements and consumer legal protection, in this case customers or investors. Law No. 10 of 2011 in conjunction with Law 32 of 1997 concerning Commodity Futures Trading which aims to ensure legal certainty and protect consumers who carry out futures trading transactions. Likewise with Law no. 8 of 1999 concerning Consumer Protection. Both laws have the aim of protecting consumers. Before making a transaction, the customer or investor must meet the requirements for customer acceptance, one of which is by signing agreements. The agreement is in the form of a standard contract. The contents of the agreement are made by Bappebti. Therefore, the contents of the agreement have taken into account aspects of consumer protection. As a form of self-protection, customers can find out about brokerage companies through the web www.Bappebti.go.id or come directly to the Bappebti Building Floors 3 – 7 on Jl. Kramat Raya No. 172 Jakarta or CoFTRA's call center at (021) 31924744 and SMS center at 0811-1109-901. Bappebti also provides tips on protecting customers or investors with the “7Ps”. If a problem occurs in the future, the customer or investor can submit a complaint either to the division that serves complaints at the brokerage firm, futures association, and Bappebti. If the problem has not been resolved by deliberation, it will be resolved through the District Court or Commodity Futures Trading Arbitration.

Abstract

Indonesia already has several trade agreements with its partner countries, but their utilization is still not optimal. One of the causes is asymmetric information between the government and private sector firms, where the information obtained by these firms is not received perfectly. To that end, the Ministry of Trade established a Free Trade Agreement (FTA) Center to assist the government in overcoming asymmetric information and optimizing the use of trade agreements. To that end, the Ministry of Trade established the Free Trade Agreement Center or FTA Center to assist the government in overcoming asymmetric information and optimizing the utilization of trade agreements. This study measures the suitability of the implementation of the tasks and targets of the FTA Center in five regions by evaluating the interests and satisfaction of the firms towards the FTA Center's services by distributing questionnaires and interviews as data collection techniques. Based on the respondent's data, the results show that in the aggregate the results of the study show that various aspects of satisfaction and interest are already at a high satisfaction and importance index, namely openness/easy access to information, attitudes of experts, abilities and skills of experts, access to services, service effectiveness and efficiency, as well as complaint handling. However, the FTA Center can improve the quality in the aspects of service information, facilities/infrastructure, and service completion time

Abstract

Pandemi COVID-19 tidak hanya berdampak pada sektor makro ekonomi secara agregat nasional yang ditandai kontraksi PDRB -2,07%, tetapi juga sektor mikro yaitu rumah tangga. Tidak terkecuali provinsi Jawa Timur yang memberikan kontribusi ekonomi nomor dua secara nasional ikut terdampak. Terlihat dari indicator perbedaan tingkat rata-rata upah kab/kota sebelum dan selama pandemi. Menggunakan metode estimasi panel data dan dummy variabel COVID-19 38 kab/kota Jawa Timur 2018-2021. Hasil menunjukkan bahwa menurunnya pengeluaran konsumsi disebabkan karena menurunnya pendapatan walaupun penurunannya relative kecil. Terjadi pengaruh serta perbedaan pengeluaran konsumi rumah tangga sebelum dan selama pandemi. Sebelum pandemi meningkatnya tambahan pendapatan 1% akan meningkatkan konsumsi sebesar 0,5%. Kemudian selama pandemi konsumsi turun sebesar 0,04%. Kebijakan yang perlu diambil pemerintah adalah pemberian jaring pengaman social bagi masyarakat berpenghasilan rendah dan penguatan sektor pangan sebagai usaha peningkatan imunitas tubuh masyarakat.

Abstract

The research was conducted at the Bengkayang Lotus Market, West Kalimantan to find out about producer and consumer surpluses as an effort to explore and analyze the problems that occur and can be used as a reference by the local government in making a policy related to market development in Bengkayang City, especially local traders who sell local vegetables. The research was conducted using qualitative methods with data collection techniques through in-depth interviews with local vegetable traders and buyers at the Bengkayang Lotus market to analyze producer surplus and consumer surplus of local vegetables. The results showed that firstly, consumers/buyers of local vegetables tend to enjoy and or receive profits (surplus) than traders (producers), secondly, several factors that influence the decrease and increase in demand and supply include: price, quality of vegetables (organic), service, as well as habits and third, the method of selling from house to house or traded directly in the market as factors that cause a surplus received by consumers and an increasing number of local vegetables are sold. The results of the study are expected to be a reference for the local government of Bengkayang Regency, West Kalimantan Province in making a policy that favors the community related to the development of the lotus market so that it can become an icon and at the same time a place to shop for basic needs that is comfortable and clean and at an affordable price, given the conditions Bengkayang which is directly adjacent to the Malaysian state of Sarawak so that the local wisdom in the Lotus Market can have a direct impact on traders and consumers.

Abstract

The potential of Indonesia's e-commerce sector is estimated to reach US$ 137.5 billion by 2025 and become the largest in the Asia Pacific region. Currently, the development of the e-commerce sector is regulated in Government Regulation Number 80 of 2019 concerning Trade through Electronic Systems (PP PMSE). This analysis aims to see the level of commitment and ability of marketplace actors in complying with the provisions in PP PMSE, considering their dominant role in Indonesia’s e-commerce. By using the Rule, Opportunity, Capacity, Communication, Interest, Process, Ideology (ROCCIPI) approach, respondents perceive that licensing, personal data protection, and consumer protection are clear and in accordance with the commitment and ability of the respondent. However, respondents' perceptions regarding the sale of domestic products and the practice of fair business competition need to be addressed so as to provide a clear reference. Regulations will be effective if they can foster the commitment and capability of business actors. Therefore, the essence of the policy recommendations is to focus on efforts to increase sales of domestic products as well as supervision that supports fair and sound competition. Since the commitment and capability of business actors to comply will determine effective regulations, the Co-Regulation approach needs to be used in the policy-making process by prioritizing Public Private Dialogue (PPD) that optimizes existing regulations, and harmonizes with the direction of global cooperation in e-commerce development.

Abstract

Regional economic growth is one of development indicator which is closely related to the level of people's welfare. One of the components used to measure economic growth is the Gross Regional Domestic Product (GRDP). In GRDP, it can be seen which of the economic sector that contributes the most. The purpose of this study is to analyze the specialization of the economic sector, especially trade sector, to be developed in North Sumatra Province. The data used in this study is secondary data in form of data on the Gross Regional Domestic Product (GRDP) of North Sumatra Province in 2016-2021 which is processed using the Location Quotient (LQ) approach. The result showed that the Agriculture, Forestry, and Fisheries sectors; Real Estate; and Trade are sectors that have more influence than other regions nationally, so these three sectors need to be the government's attention. The trade sector which is the sector with number 3 specialization in North Sumatra compared to other regions nationally is an interesting thing to be highlighted because it is the sector with the largest tax revenue in North Sumatra and the GRDP of the sector always grow except in 2020 due to the Covid-19 Pandemic.

Abstract

Indonesia does not yet have a free trade agreement with Canada, as other ASEAN countries have done. Meanwhile, Indonesia-Canada trade activities have been running where Canada is Indonesia's export destination country at number 31 and companies from Canada have also opened businesses in Indonesia and employ Indonesian employees. For that, Indonesia considers Canada as one of the potential countries whose market can be developed. In this regard, Indonesia views the importance of Canada as a country that can be used as a trade partner bilaterally, so a strategy is needed in exploring international trade cooperation in a bilateral scheme. This study aims to analyze the strategy of Indonesia's trade and investment cooperation in Indonesia-Canada. This study is expected to answer the strategies that can be applied by negotiators in the Indonesia-Canada CEPA trade cooperation negotiations To answer the research aims, we use the SWOT method, where the formulation of a potential strategy for developing trade cooperation in the Indonesia-Canada CEPA (ICA-CEPA) is carried out through three stages, namely the input stage, the matching stage and the decision-making stage. Based on the results of the Internal and External Matrix and SWOT, Indonesia is in an S-O (Strength and Opportunity) position, which means that Indonesia must use its strengths to take advantage of Indonesia's opportunities in the Canadian market, both in the trade in goods and investment sectors. The trade cooperation explored should also include discussions of economic cooperation and increased capacity building in negotiations, so that the human resource factor that is Indonesia's strength can compete with partner countries.

Abstract

Studi ini bertujuan untuk menganalisis faktor yang mempengaruhi ekspor UMKM Indonesia. Dalam mengidentifikasi faktor tersebut, studi ini menggunakan regresi logistik biner dimana variabel respon yang diteliti memiliki skala nominal yaitu 1 untuk UMKM ekspor dan 0 untuk yang belum pernah. Sementara variabel prediktor yang digunakan terdiri dari 2 bagian yaitu faktor internal dan eksternal. Faktor-faktor di atas diukur dengan indikator yang dikembangkan dalam kuesioner. Berdasarkan hasil analisis, terdapat 2 variabel signifikan yang berpengaruh terhadap kinerja UMKM, yaitu pengetahuan dan keterampilan ekspor UMKM (knowledge and skill) dan keinginan untuk ekspor (export stimuli) yang keduanya merupakan faktor internal. Hal ini menunjukkan bahwa UMKM Indonesia masih berada di tahapan inkubatif. Oleh karena itu, program pendampingan ekspor UMKM sebaiknya difokuskan pada penguatan internal untuk meningkatkan pengetahuan dan mendorong keinginan untuk ekspor diantaranya pelatihan tata cara/prosedur ekspor, pendampingan izin usaha, sertifikasi produk, pelatihan label, serta pembejalaran dan pengalaman ekspor (success story) dari perusahaan lain.
