Abstract

Penelitian ini menggunakan pendekatan kualitatif bersifat deskriptif dan cenderung menggunakan analisis dengan pendekatan induktif. Teknik penentuan informan ini menggunakan teknik Purposive Sampling. Dengan menggunakan teknik Purposive Sampling, maka informan dalam penelitian ini sebanyak 7 orang.Hasil ini menunjukan bahwa : 1) Sebagai Dinamisator, Dinas Ketenagakerjaan dan Transmigrasi Kabupaten Tangerang belum optimal dalam melakukan sosialisasi Undang-Undang Cipta Kerja, dengan total jumlah pabrik yang ada di Kabupaten Tangerang terdaftar sebanyak 2576 pabrik. 2) Dari segi Fasilitator, Dinas Ketenagakerjaan dan Transmigrasi melaksanakan peran sebagai fasilitator dengan melaksanakan pelatihan berbasis kompetensi, pembekalan tenaga kerja mandiri, dan belum berhasil melaksanakan perannya. 3) Dari segi Regulator, Dinas Ketenagakerjaan dan Transmigrasi belum siap dan belum optimal dalam menyiapkan arah untuk menyeimbangkan penyelenggaraan pembangunan melalui penerbitan peraturan-peraturan serta belum dapat memfasilitasi kebijakaran UU Cipta Kerja sehingga kurang adanya minat dari para pengusaha untuk memperhatikan aturan yang ditetapkan oleh Pemerintah Pusat. Dimana pada setiap kegiatan sosialisasi tidak hadir atau perusahaan menugaskan tenaga kerja yang bukan merupakan ahli dalam bidang ketenagakerjaan.

Abstract

Tujuan dari penelitian ini untuk menerangkan peran Dinas Pemberdayaan Perempuan dalam Pemberdayaan Perempuan Kepala Keluarga (PEKKA) dalam meningkatkan kesejateraan perempuan di Desa Klebet Kecamatan Kemiri melalui beberapa program yang sudah di aplikasikan serta memantau pelaksanaan dan pendampingan masyarakat melalui beberapa program dalam meningkatkan kesejateraan perempuan serta mengungkapkan kendala yang dihadapi oleh pihak pemberdayaan perempuan kepala keluarga dalam menerapkan kegiatan tersebut.Adapun jenis metode yang diterapkan adalah metode kualitatif dengan pendekatan deskriftif, serta memakai tehnik pengumpulan data wawancara, observasi dan dokumentasi, dalam tehnik analisis data menggunakan reduksi data, penyajian data dan menarik kesimpulan. Terkait penemuan dari penelitian yaitu usaha peran program Kelompok Pemberdayaan Permpuan Kepala Keluarga melalui program yang di terapkan untuk meningkatkan kesejateraan perempuan, adapun peran yang dilaksanakan dalam bidang ekonomi. Adapun peran yang dilaksanakan Kelopmpok pemberdayaan Perempuan Kepala Keluarga bertujuan untuk meningkatkan kesejateraan para perempuan kepala keluarga di Desa Klebet Kecamatan Kemiri dan sudah berlangsung baik. Pelaksanaan dan pendampingan yang dilakukan oleh kader Kelompok Pemberdayaan Perempuan Kepala Keluarga berupa melakukan pelatihan kepada para perempuan seperti melakukan pelatihan keterampilan, menjahit dan membuat kue dan melakukan pendampingan serta penyuluhan. Adapun kendala yang dihadapi adalah anggaran yang terbatas untuk pelatihan dan juga pemberian modal usaha kepada peserta PEKKA, terjadi masalah saling bertentangan mendasar antara konsep atau wacana dengan tindakan serta adanya budaya patriaki dimana masyarakat masih menganggap status janda negatif.

Abstract

Penelitian ini bertujuan untuk: (1) Mengetahui kondisi pengelolaan kearsipan pada BKPSDM Kabupaten Lebak; (2) Mengetahui kendala yang dihadapi oleh bagian kearsipan pada BKPSDM Kabupaten Lebak; dan (3) Mengetahui upaya untuk meningkatkan kinerja aparatur pengelola kearsipan BKPSDM Kabupaten Lebak.Metode yang digunakan pada penelitian ini adalah metode kualitatif. Data diperoleh melalui wawancara dengan informan. Selanjutnya data dianalisis menggunakan teknik analisis model Miles dan Huberman. Hasil penelitian menunjukkan bahwa: (1) Kondisi pengelolaan kearsipan pada BKPSDM Kabupaten Lebak, cukup baik. Kondisi tersebut didukung oleh (a) tersedianya Standard Operational Procedure pengelolaan kearsipan; (b) memadainya kompetensi aparatur pengelola kearsipan; dan (c) adanya evaluasi kinerja terhadap aparatur pengelola kearsipan yang dilakukan secara rutin, serta dilanjutkan dengan kegiatan tindak lanjut hasil evaluasi; (2) Kendala-kendala yang dihadapi dalam menjalankan tugas bagi pengelola kearsipan pada BKPSDM Kabupaten Lebak di antaranya: (a) terbatasnya sumber daya manusia yang bertugas pada bidang pengelolaan kearsipan; (b) ruang kearsipan yang masih belum memadai, sehingga sistem kearsipan belum dapat dilakukan dengan baik; (c) dukungan organisasi terhadap pengelolaan kearsipan cukup baik, namun pembagian waktu dengan pekerjaan lain ada kalanya mengakibatkan terbengkalainya pengelolaan kearsipan; dan (d) perlu ada penambahan sarana kearsipan, khususnya untuk arsip digital; dan (3) Untuk meningkatkan kinerja aparatur pengelola kearsipan, BKPSDM Kabupaten Lebak melakukan upaya-upaya dengan cara: (a) menyediakan pelatihan rutin yang terfokus pada pengembangan keterampilan teknis, terkait pengelolaan dan penyimpanan arsip; (b) mengadakan sesi pelatihan yang berorientasi pada pemahaman mendalam tentang kebijakan dan prosedur, terkait pengarsipan yang berlaku; (c) mendorong partisipasi dalam seminar, lokakarya, dan konferensi terkait kearsipan, untuk meningkatkan pemahaman dan keterampilan dalam praktik terbaik di bidang ini; (d) menyediakan sumber daya dan panduan yang mudah diakses bagi aparatur untuk memperdalam pengetahuan mereka tentang teknologi terbaru dalam pengelolaan kearsipan.

Abstract

On the other hand, national laws such as the Narcotics Law and the Health Law emphasize that addicts are individuals suffering from an illness and therefore must undergo rehabilitation. The inconsistency between health-based approaches and the military legal system creates regulatory disharmony, legal uncertainty, and the loss of rehabilitation rights for military personnel who use narcotics. This study aims to analyze the legal concept of rehabilitation for military personnel, assess regulatory consistency based on the principles of legal certainty and the right to health, compare international practices, and formulate an ideal model applicable within Indonesia’s military legal system.This research employs a normative juridical approach to examine applicable legal norms, a case approach to review military court practices, a comparative approach focusing on the policies of Portugal, Switzerland, Malaysia, and Thailand, and lingual triangulation to ensure consistency between legal and medical terminology. The findings show that four core military regulations the TNI Law, the Military Court Law, the Military Penal Code (KUHPM), and the Military Discipline Law do not regulate rehabilitation, resulting in a normative vacuum and disharmony with the Narcotics Law and the Health Law. The absence of rehabilitation SOPs causes military narcotics users to be treated similarly to criminal offenders and often punished without medical assessment, which contradicts the principles of justice, the right to health, and the principle of equality before the law. Comparative studies indicate that countries separating users from traffickers and implementing integrated rehabilitation systems have successfully reduced relapse rates and increased the effectiveness of narcotics policies.The study concludes that rehabilitation for TNI personnel is a legal, medical, and institutional necessity to ensure legal certainty, justice, and the protection of health rights. This research recommends harmonizing regulations between military law and health–narcotics law, establishing an Integrated TNI Rehabilitation Service, mandating medical assessments prior to sanctioning, and applying a blended sentencing model as the ideal concept for handling military personnel who use narcotics.

Abstract

The implementation of inclusive education requires schools to provide equitable learning opportunities for all students, including those identified as slow learners. Although these students generally do not exhibit significant physical differences from their peers, they often experience cognitive, academic, social, and communication challenges that affect their learning outcomes. This study aims to analyze the learning difficulties experienced by slow learners in an inclusive primary school and to identify the factors contributing to these challenges. A qualitative case study approach was employed involving three slow learner students enrolled in Grade III of an inclusive primary school. Data were collected through classroom observations, in-depth interviews with classroom teachers, special education teachers, and parents, as well as document analysis. The data were analyzed using thematic analysis involving data reduction, data display, and conclusion drawing. The findings reveal that slow learners encounter difficulties in understanding instructional content, maintaining working memory, developing literacy and numeracy skills, sustaining attention, and engaging in effective communication and social interaction. Furthermore, limited individualized instructional support, insufficient implementation of inclusive teaching strategies, and inconsistent collaboration between schools and families contribute to the persistence of these learning difficulties. The study highlights the importance of implementing differentiated instruction, the Universal Design for Learning (UDL) framework, strengthening the role of special education teachers, and fostering effective school–family partnerships to improve learning outcomes for slow learners. These findings provide practical implications for enhancing inclusive education policies and instructional practices in primary schools.

Abstract

The culinary micro, small, and medium enterprise (MSME) sector in Indonesia faces significant challenges in maintaining service consistency due to the absence of structured Standard Operating Procedures (SOP). This Community Service (PkM) program aimed to improve the knowledge and practical skills of the management and service staff at Bencongan Indah Restaurant in implementing Food And Beverage Service SOPs and Serivce Excellence standards aligned with the professional hospitality industry. The program was conducted on May 25, 2026, at Bencongan Indah Village Office, involving 26 participants comprising restaurant managers and waitstaff. Implementing consisted of four stages preparation and coordination, program socialization, interactive core training, and evaluation with reporting. Training materials covered the guest service cycle, taking order techniques and suggestive selling, handling complaint using the HEAT method (Hear, Empathize, Apologize, Take Action), and personal hygiene and grooming standards. Evalution was carried out through pre-test and post-test instruments quantitatively. Results demonstrated an average knowledge improvement form 80.4% to 95.8%, reflecting a 15.4% increase. The highest gains were recorded in post-transaction service etiquette (23.1%) and customer handling complaint (19.2%). This PkM activity effectively bridged the gap between academic theory and the practical operational needs of culinary MSMEs. As a follow-up, periodic evalution visits and program expansion to additional MSME partners in the Bencongan Indah area are recommended to promote sustainanble improvement in local culinary competitiveness.

Abstract

This study comparatively examines sustainable public transportation policies in Indonesia, Japan, and Germany by focusing on four key dimensions: governance, financing, infrastructure and service quality, and sustainability outcomes. The findings indicate that the effectiveness of sustainable public transportation systems is strongly influenced by institutional capacity, long-term financing mechanisms, integrated infrastructure, and policy commitment to environmental sustainability. Indonesia has made significant progress through the development of mass transit systems such as MRT, LRT, and BRT. However, policy implementation remains constrained by fragmented governance, limited intermodal integration, insufficient financing diversification, and continued dependence on private vehicles. In contrast, Japan has established an integrated transportation system supported by strong public–private partnerships, transit-oriented development (TOD), and efficient rail-based mobility, enabling high service quality and operational sustainability. Germany demonstrates a comprehensive approach through the implementation of Sustainable Urban Mobility Plans (SUMPs), the Verkehrswende agenda, and innovative fare policies such as the Deutschlandticket, which have enhanced accessibility while contributing to emissions reduction and social equity. Comparative analysis reveals that Japan and Germany prioritize system integration, user-oriented services, and measurable sustainability indicators, whereas Indonesia remains primarily focused on infrastructure expansion. The study further emphasizes that successful policy transfer requires adaptation to each country's institutional, fiscal, and socio-demographic contexts rather than direct replication of best practices. Overall, the research concludes that Indonesia needs to shift its policy orientation from infrastructure-centered development toward a sustainable transport system that strengthens institutional coordination, diversifies long-term financing sources, improves service integration and quality, and incorporates environmental performance indicators. Such a transition is essential for achieving an efficient, inclusive, and environmentally sustainable public transportation system capable of supporting long-term urban development and climate objectives.
