Abstract

This study examines education policy in Indonesia within the context of digital transformation and governance challenges. Education is positioned as a strategic sector in national development, playing a vital role in improving human resource quality and supporting economic growth. However, despite strong regulatory frameworks and substantial government commitment, the implementation of education policy still faces significant challenges, including disparities in infrastructure, unequal access between regions, and low digital competency among educators. The study highlights a persistent gap between policy formulation and implementation, which is influenced by leadership, institutional capacity, and stakeholder involvement. This research employs a qualitative approach using a literature review method, analyzing data from academic journals, policy documents, and relevant literature. The findings reveal that digital transformation offers significant opportunities to enhance accessibility, flexibility, and learning quality through technology integration. However, it also poses risks such as widening the digital divide if not managed through inclusive and adaptive policies. SWOT analysis indicates that Indonesia’s education policy has strong potential but requires strategic interventions, including strengthening digital infrastructure, improving teacher competencies, and enhancing governance systems. The study proposes policy recommendations based on SWOT strategies, emphasizing the importance of integrating technology with curriculum and management systems, strengthening multi-stakeholder collaboration, implementing context-based policies, and ensuring data-driven decision-making. In addition, efforts to reduce digital inequality, enhance leadership capacity, and promote inclusive digital literacy programs are crucial for sustainable reform. Overall, education policy in Indonesia must shift toward a more adaptive, collaborative, and implementation-oriented approach to effectively address global challenges and achieve equitable, high-quality, and sustainable education.

Abstract

The rapid development of information and communication technology (ICT) has driven significant transformation in governance and public service delivery, including at the village level. The smart village concept emerges as an innovative approach that integrates technology, governance, economic empowerment, and environmental sustainability to address rural development challenges. This study aims to analyze the implementation of the smart village concept in Linau Village, Kaur Regency, Bengkulu, and examine its impact on public services and the local economy. This research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and documentation, and analyzed using descriptive analysis combined with SWOT analysis. The findings reveal that the implementation of the Smart Fisheries Village (SFV) program in Linau Village has contributed positively to improving service efficiency, transparency, and accessibility. The use of digital technology in fisheries production, processing, and marketing has expanded market access, enhanced product competitiveness, and increased community income. However, the implementation of the smart village concept has not yet been fully optimized due to several challenges, including limited human resource capacity in digital literacy, uneven technological infrastructure, and the lack of integration across digital systems. The SWOT analysis indicates that Linau Village possesses strong internal potential and external opportunities, positioning it in a growth-oriented strategy. Nevertheless, strategic efforts are required to overcome existing weaknesses and mitigate potential threats. Overall, this study concludes that the smart village approach is effective in promoting sustainable rural development. With appropriate strategies such as strengthening digital literacy, improving infrastructure, and fostering multi-stakeholder collaboration, Linau Village has the potential to become a model for smart village development in Bengkulu and other regions with similar characteristics.

Abstract

This study examines the importance of employee performance as a key factor in corporate success, particularly in manufacturing companies. At PT KGS, high workloads, declining attendance discipline, lack of work motivation, and production results that repeatedly fall short of targets were observed. These conditions have the potential to cause work stress and reduce employee performance. Therefore, this study aims to determine the effect of work stress and work motivation on employee performance at PT KGS, both partially and simultaneously. This study used a quantitative approach with an associative approach and a survey method. The population was all 43 PT KGS employees, with a sample of 30 respondents determined using the Slovin formula with a 10% margin of error. Data were obtained through a closed-ended questionnaire based on a Likert scale (1–5) measuring work stress (X1), work motivation (X2), and employee performance (Y). Data processing was performed using SPSS version 30 through validity tests, reliability tests, classical assumption tests, multiple linear regression analysis, t-tests (partial), F-tests (simultaneous), and coefficients of determination. The research results indicate that work stress and work motivation play a role in employee performance. Partially, work stress impacts employee performance because high work pressure can reduce concentration, cause physical and emotional fatigue, and impact productivity. Meanwhile, work motivation also influences performance because high work drive can increase enthusiasm, responsibility, and effectiveness at work. Simultaneously, work stress and work motivation jointly influence employee performance at PT KGS. Therefore, the company needs to pay attention to managing work stress and increasing employee motivation to maintain optimal performance and achieve production targets.

Abstract

Several previous studies have shown a tendency for land law structures to experience clashes between customary and non-customary to bring along the consequences of the existence of individual actors in the context of land ownership. Therefore, some actors choose non-customary legal institutions (formal courts) to negotiate even if they cannot determine the legal structure of the land. Thus, it can be argued that there are symptoms of the dualism of land law in Indonesian society, especially in the Aceh community. The discrepancy or tension occurs in the relationship between the spirit of private ownership as a representation of the needs of individual actors with the legitimacy structures of customary law and non-customary law as a representation of communal spirit (structure). Empirical data shows the higher support for stress in regulating private ownership in local communities. The structural system of customary law that recognizes private ownership without formal evidence tends to clash with the national legal structural system based on the land administration system through the National Land Agency (BPN). Customary justice mechanisms that offer communal-religious peaceful solutions are no longer fulfilled as they should be, and they often lead to the stages of the national justice system. This shows the symptoms of injustice, in which individual actors experience uncertainty in the context of communal private ownership on the one hand, and customary justice mechanisms that are inefficient for them on the other. These problems show the dualism of agency-structure relations, in which individual actors are more determined by, and powerless because of a lack of resources in dealing with legitimacy schemes or structural systems of customary law and non-customary law. The existence of the structural principles of customary and non-customary law has been legitimized under the State Law (Agrarian Basic Law, 1960) in the form of a system of administration of national land law. But in practice, the two schemes (adat and non-adat) create a constraining experience in the form of inefficiencies and injustices for individual actors. So, there is a symptom of disorder in the practice of the dualism of the land law which brings with it a lawsuit for redefinition of the ways of life or the dynamics of the ways of the individual actors. In the next stage, the symptom has implications for the relations of actors and the structure of the land law (agency structure) which is contradictory in the society concerned. These situations and conditions have encouraged researchers to understand and explain why this issue is important to study.
