Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Public policies are purposed, basically, to solve public problems and for the sake of public welfare. They should, therefore, be made thoughtfully, implemented successfully, and give pleasant impacts to the target groups. This article is related to the dynamics transformation of public policy making in indonesian democracy. In centralistic political system, national government (executive body) controlled more essential public affairs. As the result, most public policies were much engineered and directed, mostly, to the needs of the in power. The tendentious public policies were abused for personal, group, and cronies’ interests of the in authority officials. The people were left behind, served as object of development, and stayed poor. It happened for decades. The people could not stand it any longer and struggled for a reformed government resulting in regional autonomy. Regional autonomy seems promising for the people’s prosperity. In this era, legislative body tends to control power. The people set hopes and wait for happiness. In fact, some members of parliament only show power. They control many walks of lives. They represent themselves rather than the people. They somewhat abuse power and make public policies for their own gains. The people are left behind again and still get disappointed. Here, a paradox occurs. The paradox must be sorted out well. The hot discussion begins. The actors blame to one another.

The Covid 19 pandemic that has occurred in all parts of the world since early 2020 has forced all humans to follow digital transformation. This momentum is considered good for the acceleration of digital transformation, which since the issuance of Presidential Decree Number 95 of 2018 has begun to be initiated. Digital transformation marks a radical rethinking of how an organization uses technology, people and processes to fundamentally change business performance. Digital transformation occurs in the economic, social and public sphere with the aim of creating innovation, encouraging inclusiveness and increasing efficiency and productivity. Although it is absolutely related to digital technology, digital transformation is not just technology but also takes into account other elements such as infrastructure, policies, leadership, digital literacy, mindset, data, research and cybersecurity. Cybersecurity is a crucial prerequisite because interconnection in the digital world demands data privacy and information security. In fact, the demands of cybersecurity in digital transformation are not matched by human resources who are experts in the cyber field. APTIKOM states that each year in Indonesia it only manages to produce 40 thousand - 50 thousand bachelors of information technology competence, while the need is predicted to reach 600 thousand people per year. At the higher education level, the curriculum in cybersecurity study programs tends to focus on technical areas only. Even though. Cybersecurity is a complex matter that requires a multidisciplinary approach such as experts in regulation and policy, governance and information security risk management, and so on. This research is a qualitative descriptive study. The author uses a comparative method to compare the cybersecurity curriculum in Indonesia with the Netherlands, which has a multi- disciplinary cybersecurity curriculum. So that we get multidisciplinary curriculum recommendations that can be applied in the cybersecurity curriculum in Indonesia.

This study seeks to understand the extent to which the Bandung Corruption Court (Bandung Tipikor Court) has accomplished the authority's enforcement. This research's scope includes two crucial aspects: (a) the capacity of resources to sustain the existence of Bandung Tipikor Court, and (b) Supervision and control over Bandung Tipikor Court by various judicial institutions. The method used in this analysis is a systematic literature review. The collected data are secondary data from a compilation of various literary works related to this paper and the results of observations on Bandung's Tipikor Court. The data obtained were then analyzed qualitatively by assessing the findings' accuracy and strength from various studies and comparing the results from those studies. This study's findings show that the Bandung Tipikor Court has not achieved the optimum standard for the enforcement of its authority since the funding for services and oversight and control is not adequate to enable the application of the authority held by the Bandung Tipikor Court.

This paper aims to uncover the process of public policies formulation, specifically regarding poverty reduction strategies and social protection in Toba Regency, North Sumatra. The poverty reduction policy that is the focus of this research consists of three Regional Regulations (Perda), which were only issued in 2019, after the district was established (autonomy) since 1999, namely: Regional Regulation No. 2/2019 concerning the Implementation of Social Welfare, Regional Regulation No. 10/2019 concerning Protection and Fulfillment of the Rights of Persons with Disabilities, and Regional Regulation Number policy formulation11/2019 concerning the Implementation of Elderly Welfare. This qualitative research concludes that the process and formulation of poverty reduction policies in Toba Regency took place technocratically and elitist. First, the three Regional Regulations are considered as "derived regulations", the operationalization of a higher level of statutory regulation (in this case government laws and regulations), which are considered to have clear scope and conception. Secondly, the three regional regulations were drafted at the end of the government (executive) period and national legislative elections which have implications and the potential for ineffective implementation of policies and as well as minimal oversight of the legislative majority which is not elected in the next period. This factor caused suspicion towards the three Regional Regulations to be solely formulated for the pragmatic interests of the incumbent regents for the sake of popularity and electability in the next regional elections. Third, there is a lack of public participation because these three regional regulations have policy targets for socially, culturally and politically vulnerable and voiceless groups, as well as the lack of support from civil society organizations. Based on the findings above, the policy recommendation put forward is that public involvement in the process and formulation of this Perda is not merely administrative in nature, but an active sequence from the setting agenda to the formulation.
