Abstract

The connection between the state and Islam is a dynamic and important theme in Indonesian political discourse, a situation inseparable from some Muslims' aspirations for Islam to become the ideology (foundation) of the state. In the important political events that have occurred, such polemics have often emerged and become sources of serious political tensions.Carool Kersten's book, an Indonesian-language translation of Islam in Indonesia: The Contest for Society, Ideas, and Values (2015), examines the contestations of discourses and actors during Indonesia's Reform Era within the relationship of the state and religion (Islam). This book comprehensively explains how two groups—progressive Muslims and conservative (reactionary) Muslims—have continued their predecessors' struggles. It focuses specifically on the first group, as well as the diverse sub-discourses included therein.

Abstract

This paper aims to uncover the process of public policies formulation, specifically regarding poverty reduction strategies and social protection in Toba Regency, North Sumatra. The poverty reduction policy that is the focus of this research consists of three Regional Regulations (Perda), which were only issued in 2019, after the district was established (autonomy) since 1999, namely: Regional Regulation No. 2/2019 concerning the Implementation of Social Welfare, Regional Regulation No. 10/2019 concerning Protection and Fulfillment of the Rights of Persons with Disabilities, and Regional Regulation Number policy formulation11/2019 concerning the Implementation of Elderly Welfare. This qualitative research concludes that the process and formulation of poverty reduction policies in Toba Regency took place technocratically and elitist. First, the three Regional Regulations are considered as "derived regulations", the operationalization of a higher level of statutory regulation (in this case government laws and regulations), which are considered to have clear scope and conception. Secondly, the three regional regulations were drafted at the end of the government (executive) period and national legislative elections which have implications and the potential for ineffective implementation of policies and as well as minimal oversight of the legislative majority which is not elected in the next period. This factor caused suspicion towards the three Regional Regulations to be solely formulated for the pragmatic interests of the incumbent regents for the sake of popularity and electability in the next regional elections. Third, there is a lack of public participation because these three regional regulations have policy targets for socially, culturally and politically vulnerable and voiceless groups, as well as the lack of support from civil society organizations. Based on the findings above, the policy recommendation put forward is that public involvement in the process and formulation of this Perda is not merely administrative in nature, but an active sequence from the setting agenda to the formulation.

Abstract

This article analyses the contestation of 'welfare' discourses in Indonesia since the fall of the New Order, employing the discourse theory offered by Ernesto Laclau and Chantal Mouffe in their Hegemony and Socialist Strategy (2001 [1985]). Its main argument is that welfare is an “empty signifier”, the meaning of which may shift or change as a consequence of the unfinished discursive contestations of various subject positions. This article identifies four central discourses, or master signifiers, between 1998 and 2015 that serve as “nodal points” in the hegemonisation of welfare: "Social Safety Net", "Creative Innovation" versus "Electoral Strategy", "Sustainable Development", and "Right of the People and Constitutional Obligation of the State". The dominant and hegemonic meaning of welfare, understood here as a “nodal point”, is only temporary; it is partially fixed, while at the same time experiencing ongoing discursive contestation. It is, is being, and will be subjected to unending dislocation.

Abstract

This research aims: 1) to find out the rights of persons with disabilities are fulfilled in the Damri Bus and Trans Metro Deli Bus transportation services in Medan City; 2) to find out the constraints and barriers experienced by people with disabilities in accessing Damri Bus and Trans Metro Deli Bus transportation in the city. Research data was obtained using observation, interviews, documentation and focused group discussions. The results are as follows: Damri Bus and Trans Metro Deli Bus transportation is not yet disability friendly so that disability rights in public transportation services have not been fulfilled. A number of obstacles faced by people with disabilities include: narrow and high bus doors, damaged bus stops, sidewalks that are disjointed and do not lead to the bus stops, unavailability of braille letters, and unavailability of travel routes at each bus stop. And this is actually rooted in a policy-making paradigm that is not yet disability-friendly. However, in general, the Trans Metro Deli Bus service is still better and disabilities-friendly than the Damri Bus.

Abstract

This study aims to determine the role of the Village Consultative Body in Development Planning in Dolok Margu Village, Lintong Nihuta District. The type of research used was qualitative research with data collection methods through observational studies, interviews and direct documentation at the Dolok Margu Village Office, while the informants in this study were the Village Head as key informant, Chair of the Village Consultative Body and BPD Members as the main informant, and community leaders as supporting informants. The results of the study show that the implementation of the main tasks of the Village Consultative Body in the governance of the village of Dolok Margu has not been fully carried out optimally based on the law that has been set. Constraints on the non-implementation of the functions of the Village Consultative Body due to factors, lack of knowledge such as incompetent human resources regarding the duties and functions of the Village Consultative Body (BPD) due to the very low level of human resources education, as well as land budget adjustments that have not been optimal and factors facilities that do not yet have a special office for the Village Consultative Council which causes the Village to be in the planning, implementation and supervisory stages not running effectively.

Abstract

Women's empowerment has become the main focus in efforts to improve family welfare. One of the approaches taken is a cultural independent class program which aims to develop the potential of women to preserve cultural identity in their area so that they can actively contribute to improving the quality of life and family income. The aim of this research is to determine women's empowerment in improving family welfare through a culturally independent women's class program. The method used in this research is qualitative and data is obtained by observation, documentation, interviews, documentation and focused discussions (FGD). The results obtained from this research are increasing family welfare and supporting national development goals as well as creating positive changes in society and increasing women's understanding of the importance of gender equality and cultural mainstreaming in achieving sustainable prosperity.keluarga. Salah satu pendekatan yang dilakukan adalah program kelas mandiri berbudaya yang bertujuan untuk mengembangkan potensi yang dimiliki oleh perempuan untuk melestarikan identitas budaya di daerahnya sehingga dapat berkontribusi aktif dalam meningkatkan kualitas hidup dan penghasilan keluarga. Tujuan penelitian ini untuk mengetahui pemberdayaan perempuan dalam meningkatkan kesejahteraan keluarga melalui program kelas perempuan mandiri berbudaya. Metode yang digunakan dalam penelitian ini adalah kualitatif dan perolehan datanya dengan observasi, dokumentasi, wawancara, dokumentasi dan diskusi terfokus (FGD). Hasil yang diperoleh dari penelitian ini adalah meningkatnya kesejahteraan keluarga dan ikut mendukung tujuan pembangunan nasional serta menciptakan perubahan positif terhadap masyarakat dan meningkatkan pemahaman perempuan tentang pentingnya kesetaraan gender dan pengarustamaan budaya dalam pencapaian kesejahteraan yang berkelanjutan.

Abstract

This research was motivated by various complaints from the community regarding the services provided by Sifaoroasi village government officials. This can be seen from various existing management elements, where their performance is still not optimal and not in accordance with what the local community expects. This research aims to describe and analyze the performance of Sifaoroasi village government officials, Huruna District, South Nias Regency. This research uses qualitative research methods with a descriptive approach. In this case, all elements of this research are directed at providing information on questions through interviews. Based on the results of the research, the performance of the Sifaoroasi village government apparatus, Huruna District, South Nias Regency, which was studied from several indicators such as service quality and responsiveness, the performance of the village government apparatus has been running well, but the level of productivity, responsibility and accountability of performance is still not optimal or low, and is supported by The results of interviews with research informants greatly influence their level of performance. The inhibiting factors include the lack of human resources, inadequate facilities and infrastructure and lack of discipline among village government officials. The policy recommendation given is that Sifaoroasi village government officials need to optimize performance by increasing and improving the quality of work, implementing time planning at work and carrying out training and coaching as well as regular evaluations.

Abstract

Public demands to continue to improve the performance of civil servants in the general section of the South Nias Regency Regional Secretariat are increasing which has an impact on the Employee Work Ethic. This study aims to describe and analyze the work ethic in improving the performance of civil servants in the General Section of the Regional Secretariat of South Nias Regency. This research uses a descriptive qualitative research method. In this case all the elements in this study are directed to provide information on questions through interviews. Based on the results of the study, the analysis of work ethic in improving the performance of civil servants in the general section of the South Nias Regency Regional Secretariat which was studied from several dimensions such as tenacity, obedience, quality of work, and responsiveness was still not optimal or low, and was supported by the results of interviews with research informants. affect performance levels. The policy recommendation given is that the heads of the work units of the South Nias Regency Regional Secretariat should improve the performance of civil servants by giving awards or rewards, namely by giving employees the opportunity to attend training.

Abstract

The bureaucracy and polithics are very difficult to divide when civil personnel, the state has engaged itself in activism, the practical politics of politicians, both at the level, in dacrah and at the level, center, this research will want to revisit the involvement of state civil personnel in the 2019 district of Northern Tapanuli. This research is about to control how to reconcile the state's civil-personnel involvement in the box Legislative 2019 in the Northern Tapanuli district, as well as to know, what are the factors.The involvement of the civil personnel, the country in the practical political activities at Legislative Elections This research, using qualitative methods, with data collection technologies done through studies, libraries and interviews with the relevant parties. The data collected is then analyzed using bureaucratic politicization, bureaucratic political control theory, and bureaucratic neutrality theories to narrow out the involvement of state civil personnel in practical political acumen. Based on the research that's been done, In the process of holding the 2019 Legislative Elections in North Tapanuli district, ASN involvement in practical politics continues to be seen as providing support for the incumbent legislature to help with the campaign, help with the successful team, and to abuse the territory car. In addition, the cost of asn's involvement in North Tapanuli's politics in practical politics in the 2019 Legislative Elections is mutually beneficial between ASN and the Incumbent Legislature and newcomer, that motivation gains personal advantage and the lack of integrity to square as neutral.

Abstract

This study aims to determine the implementation of the Program Policy for the Empowerment and Family Welfare Program (PKK) in Asahan District and the inhibiting and supporting factors in implementing the policy. This study uses a qualitative descriptive approach using interviews, observation, documentation and data analysis and makes interpretations leading to conclusions. The results of the study indicate that the implementation of the PKK program policy in Asahan Regency in empowering the community and improving the welfare of the family as a whole has been carried out well and provides benefits for the community but is not yet maximized, this can be shown from the lack of Human Resources from PKK administrators, especially in villages and villages, the dasawisma group in the use of technology, the lack of socialization in providing information about the programs organized by the Family Welfare and Empowerment Team for the community, the change in village heads also has an impact on the activities of the Family Empowerment and Welfare Mobilizing Team in the village because there are generally temporary vacancies in management and the lack of skills so that people do not understand the things explained by PKK members, in order to maximize the activities of this program, it is hoped that there will be a policy from the Government so that programs can be implemented. the PKK program continues to run continuously at every change of village head so that the PKK management is not replaced, there is a policy in increasing PKK human resources, especially in inputting dasawisma data into the SIM-PKK application, as well as policies from the village government to professionally educate extension workers who specifically help administrative tasks carried out by the PKK in the villages
