Abstract

This paper aims to uncover the process of public policies formulation, specifically regarding poverty reduction strategies and social protection in Toba Regency, North Sumatra. The poverty reduction policy that is the focus of this research consists of three Regional Regulations (Perda), which were only issued in 2019, after the district was established (autonomy) since 1999, namely: Regional Regulation No. 2/2019 concerning the Implementation of Social Welfare, Regional Regulation No. 10/2019 concerning Protection and Fulfillment of the Rights of Persons with Disabilities, and Regional Regulation Number policy formulation11/2019 concerning the Implementation of Elderly Welfare. This qualitative research concludes that the process and formulation of poverty reduction policies in Toba Regency took place technocratically and elitist. First, the three Regional Regulations are considered as "derived regulations", the operationalization of a higher level of statutory regulation (in this case government laws and regulations), which are considered to have clear scope and conception. Secondly, the three regional regulations were drafted at the end of the government (executive) period and national legislative elections which have implications and the potential for ineffective implementation of policies and as well as minimal oversight of the legislative majority which is not elected in the next period. This factor caused suspicion towards the three Regional Regulations to be solely formulated for the pragmatic interests of the incumbent regents for the sake of popularity and electability in the next regional elections. Third, there is a lack of public participation because these three regional regulations have policy targets for socially, culturally and politically vulnerable and voiceless groups, as well as the lack of support from civil society organizations. Based on the findings above, the policy recommendation put forward is that public involvement in the process and formulation of this Perda is not merely administrative in nature, but an active sequence from the setting agenda to the formulation.

Abstract

In the Constitution of the Republic of Indonesia 1945 it was stated that the election of regional heads was conducted democratically. As the implementation of the provision has been applied various laws and regulations but until now there are still various problems. Therefore, it is necessary to conduct research on the problems in the regional head election. Research was conducted on legislation and decisions. Based on the research can be known that in the Regional Head Election found also administrative violations. In resolving administrative violations, the role of administrative science is very important especially regarding evidence and evidence. Therefore, election organizers need to be equipped with administrative capabilities in order to prevent and resolve violations appropriately.

Abstract

Public sector leadership is a very important part of service and is the true essence of leadership as the main part of public service. How public sector leadership can work well so that there is increased community participation is certainly a very important discussion. This research was conducted to see the effectiveness of the village head's leadership in motivating village community participation to improve village infrastructure development. Based on the problems studied, this method and research uses qualitative descriptive research. The results of the research show that the village head of Nagori Pardomuan Tongah has made efforts and roles, such as inviting the community to take part in various village activities with the aim of increasing community participation in development in accordance with with the content, aims and intentions of each development program to be implemented in accordance with his responsibilities and the community as a supporting factor, it is stated that the village head is carrying out his role as less effective. The efforts made by the government in overcoming these obstacles are the village head of Nagori Pardomuan Tongah as a driver and motivator in better village development, the village head should increase motivation to be used as a channel to convey information from each development program , the village head must increase the intensity of implementing development activities with the community for the welfare of the people in the village.

Abstract

The purpose of this article is to investigate the relationship between e-service quality dimensions and repurchase intention of millennial generation of Indonesia on online shopping behavior. A qualitative review of e-service quality dimension and intention to repurchase construct was conducted to identify the relationship between the constructs. This study focuses on seven e-service quality dimensions to predict repurchase intention. The results are expected to extend the knowledge of different context of e-service quality measurement and its consequences. A survey was conducted to 100 judgement sample size of shopping online consumers by distributing self administered questionnaires. To test the proposed model is by using multi regression was employee. The analytical results showed that all of perceived e-service quality dimensions namely ; privacy, system availability, contact, compensation, responsiveness, fulfillment, and efficiency affected intention to repurchase differently based on the value of regression coefficients and all dimensions statistically significant. Future research should consider a variety of e-service and segment and using different methodology such as in-depth interview or longitudinal study.

Abstract

The purpose of the study was to determine and analyze the factors that influence the work discipline of the state civil apparatus at the Secretariat Office of the Regional Representatives Council of South Nias Regency. The research method uses multiple linear regression, hypothesis testing, and coefficient of determination. The results of multiple linear regression research that attitudes, leadership roles, and emotional intelligence on work discipline in the State Civil Apparatus of the DPRD Secretariat of South Nias Regency, test the hypothesis for the F test that the role of leadership and emotional intelligence has a significant effect on work discipline in the State Civil Apparatus of the Secretariat of the Regency DPRD South Nias, for the t test, attitude was found to have a significant effect on work discipline, the role of leadership had a significant effect on work discipline, and emotional intelligence had a significant effect on work discipline. Suggestions that employees should conduct personal development training, and leaders should pay more attention to cooperative relationships with other organizations

Abstract

The establishment of Tapanuli Province is one way to improve public welfare through the acceleration of public services considering that the North Sumatra region is quite large and wide, so that areas far from the provincial capital experience obstacles in terms of provincial government services to the community, as a result, public welfare is always focused on areas around the city of Medan. This study aims to examine and analyze public services in the Tapanuli region, then the researcher conducts an analysis if the Tapanuli Province is formed, services to the community dealing with the provincial government will be easier to reach because the government will be close to each region. Then with the focus of the provincial government on the Tapanuli region, the government's responsiveness in handling all problems and issues between districts/cities will be faster, such as if there is a road between districts or damaged provincial roads, it will be quickly worked on and repaired. So with the existence of the Tapanuli Province, the workload of the North Sumatra Provincial Government will be reduced and the community will also find it easier to take care of all their affairs. Improving public services is one of the keys to driving the increase in the community's economy because a good bureaucracy is a bureaucracy that can be reached easily and quickly by the community.

Abstract

Poverty is a complex problem faced almost throughout the world, including Indonesia. West Nias Regency has a high poverty rate compared to other areas in North Sumatra, although the trend has shown a decline since 2015. This study aims to analyze innovations in local government policies in reducing poverty rates in West Nias Regency. With a qualitative-descriptive approach, this research explores policies in various sectors such as education, health, infrastructure, and community economic empowerment. The research results show that policy innovation based on inter-sector integration and an approach oriented towards local wisdom contribute to reducing poverty rates. However, challenges such as limited infrastructure, accessibility, and program sustainability still need to be addressed. Strategic recommendations are proposed to improve the effectiveness of policies in poverty alleviation in West Nias Regency.

Abstract

Penelitian ini bertujuan untuk menganalisis tingkat kepuasan masyarakat terhadap kualitas pelayanan air bersih yang diberikan oleh Perumda Tirtauli Kota Pematangsiantar serta mengidentifikasi strategi yang dapat diterapkan untuk meningkatkan kepuasan tersebut. Penelitian menggunakan pendekatan kualitatif dengan metode analisis interaktif Miles dan Huberman, yang meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Data diperoleh melalui wawancara, observasi, dan dokumentasi terhadap pelanggan Perumda Tirtauli serta pihak terkait lainnya. Hasil penelitian menunjukkan bahwa meskipun Perumda Tirtauli telah berupaya menyediakan air bersih dengan pelayanan prima, masih terdapat sejumlah masyarakat yang belum sepenuhnya puas, terutama terkait keandalan layanan, kualitas air, dan aksesibilitas pelayanan. Faktor-faktor seperti keterbatasan infrastruktur, responsivitas petugas, dan komunikasi menjadi kendala utama dalam pencapaian kepuasan pelanggan. Penelitian ini merekomendasikan peningkatan kualitas sumber daya manusia, perbaikan sistem pelayanan, serta koordinasi yang lebih intensif antara pihak-pihak terkait sebagai strategi utama untuk meningkatkan kepuasan masyarakat terhadap pelayanan air bersih oleh Perumda Tirtauli Kota Pematangsiantar.

Abstract

The purpose of this study was to analyze and determine the effect of the work environment, discipline and technical training on the performance of technical employees at the Department of Energy and Mineral Resources of North Sumatra Province with job satisfaction as an intervening variable. The research method in this study used descriptive analysis methods and verification analysis. The population in this study were all employees working at the Department of Energy and Mineral Resources of North Sumatra Province, amounting to 89 people. Of the 89 respondents who were sent a list of questions through the Whatapps application in the form of google form, only 70 respondents filled out the complete list of questions. The analysis technique used is multiple linear regression. The results showed that: (1) Partially the variables of work environment, work discipline, training and job satisfaction had a positive and significant effect on the performance of the employees of the Department of Energy and Mineral Resources of North Sumatra Province; (2) Work environment and work discipline have no significant effect on performance through job satisfaction of employees of the Department of Energy and Mineral Resources of North Sumatra Province, and (3) Simultaneously the variables of work environment, work discipline, training and job satisfaction have a positive and significant effect on performance of employees of the Department of Energy and Mineral Resources of North Sumatra Province
