Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes

Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Abstract

The consistency between the planning and budgeting processes is a form of implementing good governance in the village. This study aims to analyze the inconsistency of village planning and budgeting in Muna Regency. This study uses a qualitative approach with natural settings and in-depth investigation. This method is carried out by studying village planning and budgeting documents, starting from the process to the output. The study sites were conducted in 15 villages in Muna Regency, which were divided into two regions / locations. Region one consists of 7 villages, which are located on the waterfront. Furthermore, the second area consists of 8 villages located in the mainland area (not by the sea). Secondary data retrieval is limited based on the time period of the budgeting namely the period of the 2016 and 2017 fiscal years. Data collection procedures through document study and focus group discussions. Focus group discussions involve village officials, members of the Village Consultative Body, and the Village Community Empowerment Institute. The results found: first, the implementation of the village planning and budgeting process in Muna District was not entirely consistent. Inconsistency is shown by the activities contained in the Village Budget/Anggaran Pendapatan Belanja Desa (APBDes), but not stated in the Village Government Work Plan/Rencana Kerja Pemerintah Desa (RKPDes) that has been previously determined. Second, village planning and budgeting do not yet have a reciprocal relationship, that is, a plan requires a budget while the budget is nothing but the financial instrument of the plan. Third, the inconsistency between the RKPDes and the ABPDes is intentional, where the motive is the desire to be able to distribute until the ceiling / budget allocation has been determined by giving a greater portion to the interests of the village government.

Abstract

Traditional art is a performance that results from the legacy of previous ancestors. This traditional art must be maintained in its integrity. Traditional art has a massive role for a nation or country, namely as a national identity, where the identity is representative of the national identity and a symbol that the country has cultural purity. However, now in an era of rapid development, traditional arts are on the brink of extinction. This is because traditional arts must be able to survive in foreign cultures whose influence is absorbed by the Indonesian people more quickly. With this, the role or support of all parties involved is essential. The purpose of this study is to understand how the public's perception of the role of regional leaders or local governments in terms of preserving the culture of Benjang (Topeng Benjang). The research method applied in this study is a qualitative method with the type of literature study and interviews. The results of the study indicate that there are several roles of regional leaders or local governments in the preservation of Benjang Topeng, namely the roles of ownership, innovation, education, coaching, legality, and facilitators.

Abstract

Tourism development as part of national development has a goal, among others, to expand business opportunities and employment opportunities. Facing the challenges during the current pandemic, efforts must be made to develop tourism and the creative economy of the coastal area of ​​Pesawaran Lampung, namely by collecting innovative ideas that become prototypes in the development of tourism and a sustainable creative economy that can be realized. The presence of social media provides significant opportunities for tourism. Therefore, social media and digital tourism are in harmony in the digital world. There are many ways to communicate through social media. Through social media, you can find, interact, and provide information with other people easily. This has an impact on drastically increasing digital tourism opportunities. The formulation of the problem of this research is how the role of Instagram media in the development of Pahawang beach tourism and the creative economy after the Covid-19 pandemic and the purpose of this research is also to find out the role of Instagram media in the development of Pahawang beach tourism and the creative economy after the Covid-19 pandemic. The method used is qualitative, namely data obtained and collected from the research process which is presented in the form of sentences. The results of qualitative research contain excerpts from the data.

Abstract

This study aims to determine the effect of intellectual capital and corporate governance on the company's financial performance. Intellectual capital measurement uses three independent variables, namely Value Added Capital Employed (VACA), Value Added Human Capital (VAHU), and Value Added Structural Capital (STVA), while corporate governance is proxied by institutional ownership, foreign ownership, and the proportion of independent commissioners, to the company's financial performance is proxied by the Return of Assets (ROA). The study was conducted on mining sector companies listed on the Indonesia Stock Exchange for the 2016-2020 period. By using purposive sampling method, obtained a sample of 10 companies. The results showed that Value Added Capital Employed (VACA), Structural Capital Value Added (STVA), and institutional ownership had an effect on the company's financial performance, while Value Added Human Capital (VAHU), and the proportion of independent commissioners had no significant effect on financial performance.

Abstract

Problems in the food sector have always been a concern in every country. The government always strives to meet people's food needs and maintain food security, including through empowering farmers, encouraging millennial farmers, increasing productivity and using technology. The Millennial Smartfarming Program is an ecosystem for millennial empowerment through fostering and developing a digital agricultural ecosystem from upstream to downstream and increasing village financial inclusion. The program's objectives are to implement smart agriculture by implementing agricultural digitization with the Internet of Things (IoT), to form an agricultural ecosystem by opening market access to farmers, to strengthening millennial farmer institutions. The focus of this research is on young farmers in Gobleg Village, Buleleng Regency, considering that most of the people in this village depend on the agricultural sector. The urgency in this research is that currently the interest of the younger generation in agriculture is very minimal, inversely proportional to the extent of agricultural land in Gobleg Village, Buleleng Regency. The research method used is a qualitative research method with a focus on the millennial Smart Farming program. The results of this study are that there are already several successful millennial farmers, including the Self-help Agricultural and Rural Training Center [P4S] Keren Young Farmers [PMK] Gobleg Village, Buleleng Regency who have succeeded in exporting local agricultural products to foreign countries.

Abstract

Farms and plantations have the potential to thrive in various Lampung locations, including Pesawaran, Pringsewu, South Lampung, Tulang Bawang, and Bandar Lampung city. Lampung Province has a reasonably significant and abundant potential for agricultural natural resources, including the potential for agricultural business development, as shown in the development of banana, corn, cassava, and oyster mushroom production. One of the manufacturers is Lampung Province. Poultry farming is one of the most popular enterprises in the livestock sector, because it can be started on a small size and scaled up to a large scale. Laiding hens, quail cultivation, ducks, and catfish farming are some of the livestock sub-key sector's commodities in Lampung Province. The goal of this research is to identify the potential of livestock and plantation businesses in various locations of Lampung, revenue and income, features of business feasibility, and whether or not business developments in these areas are practicable. This research method employs a quantitative description method. This survey activity employs a direct approach with observation and interview techniques as a data gathering instrument. The information gathered is both primary and secondary. Based on the findings of the identification of business opportunities in the livestock and plantation sectors conducted in various locations throughout Lampung, it can be concluded that all of the businesses studied in this study are viable to pursue in terms of BEP, ROI, R/C Ratio, and Payback Periods.

Abstract

Cooperation between regions in tourism development is inseparable from sectoral ego problems, so an analysis is carried out using the 5 elements of Wright's IGR. This study aims to determine the inter-regional cooperation in the development of tourism and determine the driving and inhibiting factors. The research method uses descriptive qualitative. The data used are primary and secondary data. Data collection techniques using interviews and documentation. Data analysis using interactive model. The results of the study explain that there is a division of roles between the parties involved in the collaboration. Interactions between public officials appear to be similar in aspects of behavior, beliefs, perceptions and preferences. Continuous communication that is established on a regular basis. Executive and legislative officials also play a role in the implementation of cooperation and there is clarity on the role of the appointed administrator. Meanwhile, in the policy focus, the capacity of the budget to implement cooperation comes from each party and the central government's policies are followed up by local governments. The driving factors for cooperation are the similarity of ideas, the economic benefits and the support of regional leaders. The inhibiting factor is limited funds. This research has implications for the addition of the role of local government as a dynamist, the use of village fund allocations for villages for tourism development programs and the local government together with the community better utilize the cultural potential.

Abstract

Study this aim for analyzing policy taken leader in effort development power educators and education at Muhammadiyah Boarding School At-Tanwir Regency Mamuju. The method used _ in study this is method study qualitative with research direct to location research, as well as to do Interviews with considered informants capable give information about policy leader in development power educator at Muhammadiyah Boarding School At-Tanwir. Research Results this showing activity for educators Cottage Boarding school Muhammadiyah At-Tanwir Mamuju conducted through amount activity development including seminars, workshops, training and MGMP activities such as: internal training (IHT). Management power educator at Muhammadiyah Boarding School At-Tanwir Regency Mamuju conducted with approach criteria four competence power educator including (a) approach enhancement pedagogic (b) improvement competence personality (c) improvement professional competence (d) improvement competence social. Factor blocker activity this is low spirit office in increase potency self through seminar activities, strengthening competence, and other managerial activities because time implementation concurrent activities with activity office. Whereas factor supporters are setting effective employees, management transparent and appropriate budgets, and enhancement supporting facilities and infrastructure activity study teach at school.

Abstract

The information and communication technology (ICT) development today has created a website, an effective information medium that connects to the Internet network so that it can be accessed at any time. Not want to miss, government organizations are also utilizing website technology as one of their services in providing information to the public. However, the information contained on the website should have a good quality so that the information conveyed can be useful. This study aims to measure the quality of information on South Bengkulu Regency websites based on dimensions of the information quality concept. Observation of four websites in South Bengkulu Regency was conducted along with an in-depth interview with each manager. The results obtained that the information available on these websites has met the good information quality, although there are some deficiencies such as the existence of links that refer to a blank page, some unlisted information dating, and the lack of network quality assurance to ensure the availability of information.

Abstract

This study aims to determine and analyze the Makassar Recover Program of the Makassar City Government, using a qualitative approach. Collecting data using observation, interview, and documentation techniques. Data obtained from processing results using interactive model analysis includes data collection, data condensation, data presentation, and conclusion testing. The results showed that the Makassar City Government's evaluation of the Makassar Recover program was based on four dimensions including context, input, process, and product, on health immunity, social adaptation, and economic recovery. The context dimension shows that the Makassar Recover program on health immunity and social adaptation runs optimally, but the economic recovery program shows results that are not optimal. The input dimension shows that the availability of human resources and budget. The process dimension shows that the Makassar Recover program is implemented according to standard operating procedures and strict regulations. The product dimension shows that the Makassar Recover program has resulted in a synergistic role between the community and the government in tackling the impact of the COVID-19 virus as well as social adaptation, but the economic recovery has not shown satisfactory results. The determinant factors in this study indicate the existence of strict regulations, resources that include the quality of human resources and budgets, as well as culture in realizing Makassar Recover in Makassar City.
