Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. The Government of Indonesia, through Bappenas, launched the Village/Township Monograph Digitization (DMD/K) program in 2020. This program is an effort to digitally document data in villages/twonship so that it can be processed and analyzed as a basis for planning and decision making. Bantaeng Regency was selected as one of the regions implementing this program. This study aims to determine the extent of the implementation of the principles of Agile Governance through the village/township monograph digitization program in Bantaeng Regency. Researchers use a qualitative approach with data collection techniques through observation, interviews and documentation. Data analysis is based on the agile governance theory proposed by Luna et al, (2015). The results of the study indicate that the implementation of agile governance is considered not optimal, there are five principles that have been effective. These principles include: good enough governance, business driven, human focused, systematic & adaptive approach and simple design & continuous refinement. While there is one other principle that is still not running optimally, namely the principle based on quick wins. This is because there is still a need for improvements to the Village/ township SEPAKAT application as the main supporter in this program, and local government commitment is needed in guarding this program by providing adequate data infrastructure facilities. It is hoped that the results of the analysis of the principles of agile governance can be an effort to further improve the quality of government services to the community, especially for the poor in Bantaeng Regency.

The establishment of the transaction safety program with the spirit of change made Bank Syariah Indonesia (BSI) gain widespread raising attention. This is evident from the author's observations and interviews with bank employees regarding the age range of the customer, which is 5-80 years. As a result, the author questions “what lies behind” the extremely high level of public confidence in the bank. It turned out that this occurred as a result of BSI using webform and BSI Mobile as transaction tools. This is what the BSI version of the transaction safety program means. The change made is very significant by switching the transaction system from a paper-based to a paperless one. Through a dual approach of Critical Discourse Analysis (CDA) and corpus linguistics, 100 comments were collected from the BSI Mobile application on the Play Store. In addition, interviews with BSI customers and direct observations of nearby BSI branches were carried out. The study's findings suggest that BSI's transaction safety program is a digital-based system that includes a website called the BSI webform and an application called BSI Mobile. By implementing a learning-by-doing system and ensuring perfect digital transaction systems, safety transactions are developed and put into practice. The program is routinely upgrading applications and websites and there is online learning about the system that has been upgraded. Therefore, bank employees must be adaptable to provide maximum service.

Terracotta is a culture that emphasizes the unification of natural elements with human life. In this case, humans should preserve what has been given by God in the form of the universe, which humans can then reuse. As part of the culture and architectural concept, the part often discussed by researchers in various scientific articles leads to terracotta as an art or architectural concept. This is also the concern of researchers in this study. This research aims to analyze the realization of Global Governance through the actors who are members of the hexahelix in preserving terracotta architecture. Furthermore, this research is a descriptive study with a qualitative approach, while data collection techniques are carried out through observation, interviews, FGDs, and literature studies. The results showed that government actors, academics, and the community had the most significant roles in preserving terracotta architecture in Majalengka Regency.

The government continues to make various efforts to improve the quality of education in Lampung Province, including its infrastructure, increasing competence and teacher welfare. Departing from this background, it is important to analyze the inequality in the distribution of educational capacity between regions in Lampung Province, in this research focused on the level of secondary education. This research was conducted using a mixed method method that combines qualitative and quantitative techniques with a qualitative paradigm. The quantitative data to be used include educational statistics from BPS, Dapodik and Education Balance, while the qualitative data to be used include interviews, observations and text analysis. The existence of private schools is dominant in Central Lampung, East Lampung, South Lampung and Bandar Lampung. This indicates if the area has an attractiveness for private schools to be involved in the provision of education. In addition, the social role of several private schools affiliated with community social organizations also reflects the efforts to be actively involved in the development of education in their area. Then, the availability of several types of space in schools in each district/city seems to vary.

The East Bogor District Government implemented an accelerated stunting handling program to reduce stunting. This research aims to evaluate the effectiveness of implementing the acceleration program for handling stunting in the East Bogor Regency. The research method used is descriptive quantitative research. Data was collected through interviews and questionnaires given to respondents. The collected data was analyzed using the Weight Mean Score (WMS) method to calculate the average score of respondents. The research results show that the program accelerates treatment stunting in East Bogor District, Bogor City, which is very good. The dimensions of communication, resources, attitude of implementers, bureaucratic structure, and provision of PMT and MPASI show an average score of 87%, included in the perfect criteria. In the PMT and MPASI dimensions, the average score reached 90%, indicating the program's success in terms of PMT and MPASI. These results show that the East Bogor District Government firmly understands the importance of appointing bureaucrats/program implementers, providing work motivation incentives, and responding well to statutory regulations. This research can be a basis for developing and improving treatment programs that are more effective in the East Bogor District and contribute to efforts to overcome problems in the region.
