Abstract

This study aims to analyze the contribution of large-scale investments in the sport tourism sector to regional development in Bandung Regency, focusing on the relationship between investment policies, governance, and community participation in achieving sustainable development. A qualitative-descriptive approach was employed using a case study strategy, incorporating in-depth interviews, field observations, and document analysis of official government reports and relevant secondary data. The findings reveal that investments in sports infrastructure and the organization of national-scale sporting events have generated significant multiplier effects on the local economy, including the growth of micro-enterprises, increased community income, and regional economic diversification. However, the effectiveness of sport tourism implementation is largely influenced by participatory governance, consistent policy alignment, and the integration of sports, tourism, and creative economy sectors. This study highlights the importance of the pentahelix collaboration model—engaging government, academia, businesses, communities, and media—in strengthening the sustainability and efficiency of sport tourism investment. Theoretically, this research contributes to the literature on regional development by integrating the concepts of economic multiplier effects and sustainable development. Practically, the findings offer policy recommendations for local governments to optimize sport tourism potential through inclusive, competitive, and community-oriented investment strategies.

Abstract

Conflicts of interest between legislative and executive bodies in public construction tenders continue to undermine transparency and accountability in government procurement. This study aims to identify the main patterns of such conflicts and formulate appropriate mitigation strategies. Using an integrative literature review of 52 scientific publications, thematic analysis was conducted to synthesize findings across various contexts. The results reveal three key patterns: (1) conflicts of interest most frequently occur during the pre-tender and bid evaluation stages through political interference, business affiliations, and informal pressure; (2) existing internal and external oversight mechanisms are insufficient to detect legislative involvement in tender processes, largely due to weak disclosure of beneficial ownership; and (3) ethical standards in public office are not consistently institutionalized, enabling continued collusion between legislative and executive actors in contractor selection. This study proposes a conceptual mitigation model emphasizing structural transparency, independent oversight, and mandatory disclosure of beneficial ownership. The model offers a practical foundation for developing policies aimed at reducing conflicts of interest and strengthening the integrity of public construction procurem

Abstract

Maladministration and corruption remain major obstacles to achieving clean and sustainable governance. Abuse of authority, bureaucratic inefficiency, and weak public transparency have eroded public trust and exacerbated unequal resource distribution. The urgency of this study arises from the underutilized role of the Indonesian Ombudsman (Ombudsman Republik Indonesia/ORI) in international cooperation, despite its strategic potential in preventing cross-border maladministration. This study aims to analyze the role of ORI in preventing maladministration at both national and international levels and to identify institutional challenges and strengthening strategies. The research employs a qualitative approach with a descriptive-exploratory design, utilizing in-depth interviews with central and regional ORI officials, literature review, and thematic analysis of official documents, including ORI annual reports, the United Nations Convention against Corruption (UNCAC), and publications by Transparency International. The findings indicate that ORI has a strong legal foundation; however, limitations in cross-border regulatory frameworks, human resource capacity, and international recognition remain significant challenges. Policy recommendations include harmonizing national regulations with global standards, strengthening institutional capacity, enhancing international institutional diplomacy, and increasing political and public support to reinforce ORI’s role as a key actor in promoting transparent, accountable, and maladministration-free governance at the global level.

Abstract

In the digital era, technological development has encouraged the use of simulation as a decision-support tool in industrial production systems. PT ABC is a company operating in the machinery industry as well as in the processing of food and agricultural commodities. In its production process, the company faces difficulties in determining whether to increase or reduce pellet machine production due to the lack of accurate information regarding machine utilization rates and processing times along the production line. This study aims to analyze the queuing system and performance of the pellet machine production line using Promodel simulation to evaluate production capacity and efficiency. Simulation modeling is employed to represent the production flow and to measure key performance parameters, including processing time and machine utilization. The simulation results indicate that all machines operate within normal utilization limits (below 100%), with utilization rates of 30.11% for cutting machines, 28.03% for drilling machines, 10.03% for lathes, 26.60% for welding machines, and 5.24% for painting machines. These results suggest that the production line has not yet reached its optimal capacity. Therefore, PT ABC has the potential to increase pellet machine production without adding new machinery, provided that machine utilization, processing time, and the risk of bottlenecks along the production line are carefully considered.

Abstract

Public trust constitutes the primary foundation of the relationship between society and professional groups, which is institutionally mediated by professional organizations. In practice in Indonesia, professional organizations have often not optimally fulfilled their public mandate as guarantors of their members’ integrity, competence, and accountability. This condition is reflected in the growing public distrust, the increasing number of professional service disputes that culminate in the criminalization of professions, and the strong perception of corporatist protection within internal ethical mechanisms. This study aims to analyze the meaning of the role of professional organizations amid an integrity crisis, while also formulating a model for reconstructing accountability oriented toward public protection. The research employs a qualitative approach with a transcendental phenomenological design, using in-depth interviews with victims of professional services, professionals facing ethical or legal proceedings, and regulators within professional organizations. The findings indicate a disparity between the ideal function of certification as a quality assurance mechanism and the reality of weak supervision, the absence of early detection systems, and the lack of measurable service standards. Professional organizations tend to adopt reactive, administrative, and procedural approaches, thereby failing to prevent breaches of contract and malpractice in a systemic manner. This study proposes a reconstruction of the role of professional organizations through the implementation of collective responsibility based on vicarious liability, mandatory professional insurance, and the establishment of a professional compensation fund to restore national public trust.
