Abstract

This study aims to analyze the influence of technological literacy, competence, and work discipline on employee performance at the Agricultural Modernization Implementation Center (BRMP) of South Sulawesi. This research employed a quantitative method with a survey approach. The population of this study consisted of all employees of BRMP South Sulawesi, with a total sample of 50 respondents determined using a saturated sampling technique. Data were collected through questionnaires using a Likert scale and analyzed using SPSS version 23. The data analysis techniques included validity testing, reliability testing, classical assumption tests, multiple linear regression analysis, t-test, F-test, and coefficient of determination test. The results of the study indicate that technological literacy, competence, and work discipline simultaneously have a positive and significant effect on employee performance with a significance value of 0.000. Partially, technological literacy has a positive and significant effect on employee performance with a significance value of 0.000. Competence also has a positive and significant effect on employee performance and is the most dominant variable with a regression coefficient value of 0.634 and a significance value of 0.000. Work discipline also has a positive and significant effect on employee performance with a significance value of 0.008. The coefficient of determination (R²) value of 0.897 indicates that 89.7% of the variation in employee performance can be explained by these three variables, while the remaining 10.3% is influenced by other variables outside this study.

Abstract

Indonesia is the largest archipelago country in the world. It has over 17,000 islands, of which only around 7,000 are inhabite. For a country as diverse as Indonesia, needed good connectivity transportation is essential. Selayar Islands Regency is a regency that has the largest population in area South Sulawesi. Seaplanes are a means of transportation that can utilize the sea as a landing place and are expected to be able to meet the need for inter-island travel in Selayar Islands Regency. The final project of this thesis was carried out by modeling the SWOT analysis and capacity between seaplane transportation, then analyzed to create seaplane transportation for traveling between islands in the Selayar Islands region, especially the Takabonerate Marine Tourism Area. From the results of this research analysis, it can provide flight connectivity that can be utilized to improve the business economy in the Selayar Islands and South Sulawesi which do not have direct connections with islands that do not have airports, where seaplane transportation can save travel time significantly compared to using ship transportation.

Abstract

This study aims to analyze the implementation of Corporate Social Responsibility (CSR) programs carried out by PT. Balikpapan Wana Lestari (BWL) and their impact on the surrounding community. The research focuses on how the company’s CSR contributes to social, economic, and environmental aspects. A qualitative approach was employed, with data collected through interviews, observations, and documentation. The findings indicate that PT. BWL’s CSR programs include community empowerment, infrastructure development, and environmental initiatives. These programs have provided tangible benefits to community welfare, although challenges remain, such as limited coordination and community participation. The study concludes that CSR implementation at PT. BWL has been conducted effectively but requires strengthening in planning, evaluation, and participation to ensure more sustainable outcomes.

Abstract

This study aims to analyze the export promotion strategies of packaged food products implemented by micro enterprises (UMK) in Nunukan Regency. The research employed a descriptive qualitative approach with data collected through interviews, field observations, and documentation. The data sources consisted of primary data obtained directly from micro entrepreneurs and technical officials, as well as secondary data from relevant policy documents. The findings reveal that the export promotion strategies applied by UMK comprise four main aspects: (1) export certification and licensing, (2) branding and product packaging enhancement, (3) training and capacity building for UMK actors, and (4) cross-border strategic partnerships. Halal certification, distribution permits from BPOM, and export documents such as the Certificate of Origin serve as the main foundations for facilitating export processes. In the aspect of branding, attractive packaging design, strong brand identity, and alignment with Malaysian consumer preferences have proven to enhance product competitiveness. Training in digital marketing, export regulation comprehension, and packaging design plays a vital role in improving the professionalism of UMK actors. Additionally, partnerships with local Malaysian distributors, participation in international trade exhibitions, and collaboration with the Indonesian Embassy (KBRI) and Trade Attachés have expanded market access and strengthened cross-border business networks. Nevertheless, challenges such as limited access to international marketing networks, high promotion and logistics costs, and complex export regulations remain significant obstacles. Local government efforts through certification facilitation, integrated training, and the establishment of trade partnerships have been proven to play a crucial role in strengthening UMK export promotion strategies.

Abstract

This study examines public service innovation through the implementation of Electronic Traffic Law Enforcement (ETLE) in Makassar City, with a particular focus on organizational and structural transformation within the police institution. The research aims to analyze how ETLE, as a technology-based innovation, reshapes service delivery, institutional arrangements, and governance mechanisms in traffic law enforcement. Using a qualitative research approach, data were collected through in-depth interviews, direct observation, and document analysis involving key stakeholders within the Makassar City Police Traffic Unit and the South Sulawesi Regional Police Traffic Directorate. The analysis is framed using the Types of Local Public Innovation framework proposed by Queyroi et al. (2022), complemented by institutional and management innovation perspectives. The findings indicate that ETLE implementation has driven significant structural innovation, characterized by the addition of functional roles without expanding personnel, the establishment of a dedicated back office as the core of digital verification, and a clearer division of labor between front office and back-office units. These changes have enhanced transparency, accountability, and operational efficiency by shifting law enforcement practices from discretionary, face-to-face interactions to standardized, evidence-based digital processes. However, the study also identifies persistent challenges, including ineffective public notification mechanisms, limited cross-agency integration, and unresolved incentive governance for personnel. Overall, the research concludes that while ETLE demonstrates strong potential as a public service innovation, its long-term sustainability depends on strengthening institutional integration, incentive structures, and governance alignment alongside technological advancement.

Abstract

This study aims to describe the Local Wisdom-Based Administrative Service Standards at the Buntulia District Office, Pohuwato Regency. The research method uses a qualitative approach with data collection through observation, interviews and documentation. The results of the study indicate that the implementation of Local Wisdom-Based Administrative Service Standards at the Buntulia District Office, Pohuwato Regency is not optimal. This can be seen from the unclear service flow and prioritizes subjectivity, where someone who has influence can get services without going through the proper procedures. Furthermore, no documents or written rules were found that show the rules related to the service time required for each type of service, in fact there were exceptions for certain people to get much faster services than ordinary people who have to wait according to the arrival queue. Likewise, in terms of service costs, there are no rules or standards that regulate it so that there is the potential for illegal levies from irresponsible individuals even though basically related to service costs have been regulated in the Pohuwato Regent Regulation Number 6 of 2022 concerning Integrated Population Administration Management Without Fees and Population Administration Management for Zoning Villages

Abstract

This study aims to determine the effect of transformational leadership style and teamwork solidarity on employee performance at the Makassar Harbormaster and Main Port Authority Office. This research was conducted at the Makassar Harbormaster and Main Port Authority Office. The design used in this study was a causality study. Data were collected through questionnaires, observations, and literature review. Data were analyzed using research instrument testing, classical assumption testing with multiple linear regression analysis, and hypothesis testing. The results of this study found and showed that the results of partial statistical tests (t-test) transformational leadership style has a positive and significant effect on employee performance, teamwork solidity has a positive and significant effect on employee performance. The results of simultaneous statistical tests (F-test) showed that transformational leadership style and teamwork solidity have a positive and significant effect on employee performance at the Makassar Harbormaster and Main Port Authority Office. Transformational leadership style and teamwork solidity have a very strong influence on employee performance of 84.7%. These results provide an illustration that the transformational leadership style and teamwork solidity that have been implemented at the Makassar Harbormaster and Main Port Authority Office have been very good and have made a major contribution to improving organizational performance.

Abstract

Enhanced Recovery After Cesarean Section is a perioperative care pathway designed to improve maternal recovery and optimize healthcare resource utilization; however, its implementation within Indonesia’s National Health Insurance system remains constrained by fixed reimbursement mechanisms. This systematic review aimed to evaluate the clinical and economic outcomes of Enhanced Recovery After Cesarean Section in the context of national health insurance and to assess its policy implications. A systematic review was conducted of 27 studies involving more than 9,000 cesarean deliveries, with analysis focusing on length of hospital stay, hospitalization costs, pain control, postoperative complications, opioid use, and patient satisfaction. The findings demonstrate that Enhanced Recovery After Cesarean Section consistently shortens hospital stay, improves postoperative pain control, reduces opioid consumption and complication rates, and enhances maternal satisfaction without increasing readmissions. Several studies also reported reductions in direct hospital costs, primarily driven by decreased length of stay. Despite these benefits, the fixed case-based reimbursement system limits financial incentives for hospitals, creating a mismatch between clinical efficiency and economic returns. In conclusion, Enhanced Recovery After Cesarean Section provides significant clinical and economic advantages but requires reimbursement reform and policy alignment to enable sustainable implementation within Indonesia’s universal health coverage system.

Abstract

This study aims to determine the effect of perceived organizational support and work-life balance on the dimensions of employee engagement, namely vigor, dedication, and absorption among university lecturers in Indonesia. Data were obtained by distributing questionnaires to respondents, namely 170 lecturers working at universities in Java and Sulawesi. The results showed that perceived organizational support had a positive effect on all three dimensions of employee engagement. However, work-life balance only had a positive effect on vigor, while it had no effect on dedication and absorption. Perceived organizational support can be used to improve employee engagement among lecturers in universities.

Abstract

This study aims to analyze the internal and external factors affecting the procurement system of food raw materials at Bale Lazara Resto Palembang and formulate appropriate procurement strategies using the TOWS Matrix approach. This research employs a qualitative descriptive method, utilizing data collection techniques including in-depth interviews with key informants (General Manager, Head Chef, and purchasing staff), direct observation, and documentation studies of internal company records. Data analysis was conducted through the stages of data condensation, data display, and conclusion drawing, complemented by quantitative assessments using IFAS and EFAS matrices. The findings reveal that Bale Lazara Resto has a weak internal position with a total IFAS score of 1.85, characterized by weaknesses in manual stock management systems, low human resource efficiency, and non-technical interference in kitchen operations. Conversely, the external position is strong with an EFAS score of 2.85, driven by opportunities from the growing culinary lifestyle trends, digital delivery platform expansion, and social media promotion potential. The strategic position falls within Quadrant III of the Cartesian diagram (Turnaround Strategy) and Cell IX of the IE Matrix (Harvest or Divest), indicating that the company faces significant internal constraints despite favorable market opportunities. The TOWS Matrix analysis prioritizes WO strategies, focusing on digitalizing stock management systems through POS implementation, standardizing kitchen SOPs, and enhancing workforce professionalism to capture opportunities in the digital food delivery market. This research contributes practical strategic recommendations for culinary businesses facing similar operational challenges and theoretical insights into the application of TOWS Matrix in the food and beverage industry context.
