This study aims to analyze the maturity level of the process dimension of internal supervision carried out by the Sorong City Inspectorate as the Government Internal Supervisory Apparatus (APIP) in supporting the realization of good government. The study adopts a qualitative descriptive approach grounded in Public Management Process Theory, which emphasizes the integration of supervisory processes across the entire public policy management cycle. Data were collected through in-depth interviews with key informants, non-participant observation, and document analysis covering supervisory activities, planning processes, audit follow-up, and information systems for the period 2022–2025. Data were analyzed thematically by examining six core process aspects: integration of supervision within the policy cycle, use of audit standard operating procedures (SOPs), cross-unit coordination, follow-up mechanisms, utilization of management information systems, and risk-based audit orientation. The findings indicate that the maturity of the process dimension of the Sorong City Inspectorate is positioned at Level 1.9 (Developing–Low). Although supervisory processes are formally implemented, they are not yet systemically and sustainably integrated. Audits remain dominated by routine activities and administrative compliance, with limited involvement at the strategic planning stage. Cross-OPD coordination and follow-up mechanisms are sporadic, while the utilization of audit results in performance evaluation and regional planning systems is minimal. The completion rate of audit recommendations is low, particularly for recommendations requiring procedural and policy changes. These limitations are exacerbated by the absence of an integrated audit management information system, resulting in manual and reactive supervision. The study concludes that the existence of audit procedures alone does not ensure process maturity.

This paper will be analyzing the dynamics of civil servant behavior in the delivery of services in Gowa Regency, Indonesia. It is based on the fact that service quality is determined not only by the formal procedures but also by how the civil servants interpret their jobs, react to their citizens, exercise discretion and work within the organizational and managerial environments. The study was based on a qualitative case study design and the population was selected purposely and included frontline civil servants, managerial officials, and community citizens who had direct exposure to the services of the population. The information was gathered via in depth interviews, non-participant observation and data analysis using themes, and was then analyzed using thematic analysis. The results show that the behavior of civil servants is created in a negotiation process between the official rules of administration and the realities that people face in their daily lives. The discretion was found to be empowering and dangerous, in a sense that it can make it more responsive, but it may bring inconsistencies where there is no mutual basis and certain direction. The research also found out that organizational culture, bureaucratic environment and leadership have a strong impact on service behavior in the sense that they influence coordination, communication, confidence and responsibility. In conclusion, the research finds that improvement of the public service must not be restricted to the change of procedures but also a favorable organizational culture and leadership that is able to maintain the same responsive and ethically based service behaviour.

This study aims to measure the efficiency of environmental expenditure by provincial governments in Indonesia and analyze the socio-economic and structural factors influencing it. Amid global climate challenges and fluctuations in national environmental budgets, evaluating fiscal performance has become essential for sustainable development. This research employs a quantitative approach covering thirty-four provinces over the period from 2020 to 2024. Efficiency is assessed using the Data Envelopment Analysis (DEA) method with an output-oriented Variable Returns to Scale (VRS) approach, where provincial governments are treated as Decision-Making Units (DMUs). The model utilizes environmental expenditure realization as the input, while the recycling rate, protected forest area, renewable energy production, and the Environmental Quality Index serve as outputs. Subsequently, a Tobit regression model is used to examine the determinants of efficiency, including Gross Regional Domestic Product (GRDP), population growth, industrialization level, and the Information and Communication Technology Development Index (ICTDI). The results indicate significant regional variations in efficiency, with only fourteen provinces achieving perfect efficiency scores, while the majority remain below the efficiency threshold. Second-stage analysis reveals that the industrialization level has a positive and significant effect on efficiency, reflecting better governance in developed regions. Conversely, the ICTDI shows a significant negative influence, indicating suboptimal technology integration in budget management. Economic capacity and population growth do not statistically explain efficiency variations. These findings suggest that the government should transition from an expenditure-based approach to performance-based budgeting by strengthening digital oversight systems and promoting green industrialization to ensure sustainable environmental quality improvement in Indonesia.

The competitive advantage of an organization is largely determined by the quality of its human resources. The recruitment and selection process is crucial for obtaining high-quality and competitive personnel. This study aims to analyze the implementation of innovations in the recruitment of Indonesian National Police (POLRI) members in the South Sulawesi Regional Police. This study uses a descriptive qualitative method. This research was conducted at the South Sulawesi Regional Police. The results of the study indicate that the implementation of innovations in the recruitment of Indonesian National Police members on individual factors, motivation is the main driver in the development and implementation of recruitment of Indonesian National Police members, the pattern of cooperative relationships creates a shared commitment in realizing the success of recruitment of Indonesian National Police members. Structural factors, cooperation has been strengthened through MoUs and the provision of honorariums as a form of appreciation, but there are still challenges such as limited cross-sector communication. Cultural factors, indicate that frequent changes in guidelines cause normative uncertainty and gaps between regulations and implementation.
