Abstract

The handling of corruption crimes is still under the sharp spotlight from various circles, including the public, professionals and law enforcement circles themselves. The various aspects of law enforcement discussed, one of which is the issue of just legal reform, "rule of law" in the sense that the role of higher education of law in improving the quality of law enforcement and moral integrity, having faith and knowledge is highly expected. In order to produce quality and integrity law enforcers, efforts are made, namely the formulation of laws by the legislative body, the application of the law by the courts, and the stage of executing decisions by the Public Prosecutor. Quality law enforcement is carried out through new breakthroughs in the criminal law of corruption, namely by applying the death penalty to perpetrators of corruption in certain circumstances. Under certain circumstances, the death penalty for perpetrators of corruption is considered more effective than imprisonment, deprivation or fines and/or penalties in the form of payment of replacement money. Imposing the death penalty for criminal acts of corruption in Indonesia as referred to in Article 2 paragraph (2) of the PTPK Law (derogate specialist) and in Article 10 of the Criminal Code (generalist derogate) where the act is committed under certain circumstances, then by a judge who adjudicate and decide on the case can be used as a guideline, basis, and reason for the weighting of the criminal against the perpetrator with the aim of providing a deterrent effect and frightening other communities so that the same behavior will not be repeated.

Abstract

The aim of this study was to obtain a combination of types and doses of ameliorant materials including dolomite, rock phosphate, and mineral soils used on nutrient uptake of leaves of oil palm seedlings on peat planting media in the main nursery. The study was conducted for one year (May 2015 to April 2016) in the experimental garden in the Sijambi village, Tanjung Balai city, North Sumatra, Indonesia. The study used a non-factorial randomized block design consisting of three treatments, each treatment had three different doses, including: dolomite (A1 = 0.45 kg polybag-1; A2 = 0.90 kg polybag-1; A3 = 1.35 kg polybag-1), rock phosphate (A4 = 0.45 kg polybag-1; A5 = 0.90 kg polybag-1; A6 = 1.35 kg polybag-1), and mineral soil (A7 = 0.45 kg polybag-1; A8 = 0.90 kg polybag-1; A9 = 1.35 kg polybag-1). The results showed that mineral soil dose of 1.35 kg polybag-1 (A9) in oil palm seedlings aged 16 months after planting (MAP) could increase the N, K, and Mg nutrient uptake of leaves. The highest P content of oil palm seedlings was found in dolomite treatment with a dose of 1.35 kg polybag-1 (A3) which was 0.51% P. The P content in the leaves is in excessive condition in supporting plant growth, while other treatments are in optimal condition. The highest Ca nutrient uptake of leaves of oil palm seedlings were found in the treatment of dolomite and rock phosphate dose of 1.35 kg polybag-1 (A3 and A6), which was 0.30% Ca.

Abstract

Less contact economy is a term that is currently widely used to address economic problems in this country. The corona pandemic, which limits human space, has stagnated economic dynamics and tends to be deficit. The less contact economic approach is taken so that economic dynamics can continue, where the method is to prioritize digital technology as the infrastructure. On the other hand, one of the business sectors that still persists in limited physical movement is the MSME sector. Therefore, this paper will discuss how to move the dynamics of MSMEs faster with a less contact approach. Theoretical reflection precipitates the resultant that MSMEs still have the opportunity to exist great in a pandemic situation with digital infrastructure. The digitization of MSMEs is inevitable, so that distribution of goods can be carried out with minimal physical contact. The digital infrastructure of MSMEs can be in the form of adequate community websites that need to be prepared in this context. The use of social media as a means of promotion is mandatory in the economic era of minimal contact like today.

Abstract

building using KALSI floor plates. The floor plate, which usually uses conventional concrete, can be replaced with a 20 mm thick KALSI floor product (Kalsi floor 20). In this research conducted an analysis of the behavior of the structure of the reinforced concrete building by using conventional concrete floor plate and Kalsi floor 20. The structure of the building model in this research is a four-story building structure and is designed following the regulation of SNI 2012. The evaluation of seismic behavior following the earthquake regulation of SNI 2013 is conducted by applying push load analysis (pushover analysis) using SAP 2000 software. The results of the study indicate the model drift ratio of concrete floor plate structure is smaller than the structure of the KALSI floor plate. The pushover analysis results show the level of performance of all structural models according to FEMA-356 / ATC-40 able to provide nonlinear behavior which is indicated by the initial phase of the majority of plastic joints on beam elements and beam sway mechanism. The performance level of the structure with conventional concrete slab includes at immediate occupancy level, while the performance level of the structure with with kalsi floor plate includes at life safety level.

Abstract

The strategic management model, apart from being applied to the private sector, is also applied to the public sector. The implementation of strategic management in the two sectors is actually not that much different, it's just that public sector institutions do not emphasize organizational goals for profit, but rather on service to the community. The strategy management stage begins with strategy formulation, strategy implementation and strategy evaluation. The implementation of strategic management in the public sector is one of the best ways to achieve good governance. In an effort to achieve a better performance of government organizations in providing services to the community, the implementation of strategic management for public sector organizations is very important to increase the effectiveness of the performance of public sector organizations. This requires public sector organizations to think strategically, be able to translate their inputs into effective strategies, and develop the reasons needed to lay the foundation for implementing their strategies. It is hoped that the implementation of strategic management in public sector organizations can help these organizations realize their vision and mission. Although the results orientation to be achieved with the implementation of strategic management between the private sector and the public sector is slightly different, the two sectors certainly face different environmental conditions which become separate obstacles in the process of implementing strategic management. To overcome the obstacles that occur, one of them is by using a SWOT analysis approach (strength, weakness, opportunity, and threats). In this paper, we will discuss conceptually the theoretical aspects of implementing strategic management in measuring the performance of public sector organizations, and will also discuss the constraints that occur in measuring the performance of public sector organizations.
