Abstract

This study examines the causes of cross-border inequality between border communities in Papua and South Papua provinces Indonesia and Sandaun and Western provinces of Papua New Guinea (PNG) through the lens of development theory and the concept of the developmental state. Using a qualitative-descriptive methodology, this study posits that the inequality existing between Indonesian and Papua New Guinean border communities is caused by the large investment and state capacity committed by the Indonesian government in developing its border communities compared to the Papua New Guinean government’s smaller level of economic investment and state capacity in developing its peripheral border regions. Furthermore, this study suggests that this existing inequality can be solved by encouraging state capacity building and investment in border communities in partnership with the private sector in the Papua New Guinean side of the border.

Abstract

Nabelan-Kabelan mythology is a belief system of the Lani people in the interior of the central mountains of Papua future which is integrated into a culture rooted in oral stories that are lived through the symbol of Wabir, (They), Pirikur, (Bird) and Wip tree. This research aims to reveal how Nabelan-Kabelan was formed and played an important role in the process of encounter between culture and Christianity. The method used in this research is an ethnographic method with a social history approach, research data sources were obtained through observation, interviews and literature reviews. Primary data sources were obtained from figures belonging to the group of traditional elders, religious leaders and the community who have connections with the research topic. Based on the research results, it can be seen that this myth has a big impact on the acceptance of Christianity, which gives legitimacy to Christianity to convert important elements in culture into a theological narrative.

Abstract

The study explores the transformation of dowry (maskawin) meaning and its implications for the happiness of Jayapura indigenous women in the modern era. Focusing on the Jayapura tribe in Papua, Indonesia, the research examines how the traditional concept of dowry has evolved from a primarily economic and social status symbol to a more nuanced representation of respect, love, and commitment. Traditionally, dowry was viewed as a means of economic security and social validation, but contemporary interpretations emphasize emotional value and mutual respect. The research investigates the complex relationship between dowry practices and women's psychological well-being, analyzing how social pressures and changing perceptions impact marital happiness. Using an anthropological and psychological lens, the study reveals that while dowry remains an essential cultural practice, its significance has shifted from a transactional exchange to a symbolic gesture of emotional commitment. Key findings highlight the multidimensional nature of dowry in modern Papuan society, demonstrating how it reflects broader social changes regarding gender equality, individual dignity, and interpersonal relationships. The study concludes that balancing traditional values with modern perspectives is crucial for ensuring dowry practices positively contribute to women's happiness and social recognition

Abstract

In the modern era, opportunities for women and men should be equal. However, this is still far from the reality faced by women in rural areas in certain regions. Women continue to encounter various forms of gender inequality, such as stereotypes, marginalization, subordination, and the double burden. The practice of upholding justice is often marked by the inner conflict of the main character in defending her rights or fighting against injustice. "Marlina: Si Pembunuh dalam Empat Babak" is a film released in 2017 that tells the story of a rural woman named Marlina, who struggles to confront the gender injustice she experiences. According to a gender perspective, women are often represented as weak and oppressed; however, Marlina's character as a rural woman is not depicted in this way. The urgency of this research is to challenge the stereotypes about rural women as figures who are weak, oppressed, and powerless. This research employs a descriptive analysis method based on Stuart Hall's theory of deconstructive representation. The way to identify the female figures depicted in this film is by reconstructing the image of women who are identified as weak. Nevertheless, Marlina's character serves as an icon (role model) who can take action in resistance. The results of this study indicate that: First, Marlina is a female figure who attempts to break free from the conservative image often associated with rural women. Second, the message conveyed through the encoding and decoding process is that women can resist and defend their justice and self-esteem.

Abstract

This research aims to determine and analyze the forms, parties involved, and challenges faced in implementing collaborative governance in the Malabot Tumbe Festival activities in Banggai Laut Regency, Indonesia. This study uses a descriptive qualitative approach, with 10 informants, with a research location in Banggai Laut Regency, Central Sulawesi Province, Indonesia, carried out on July 10-17, 2024. The study results show that the Malabot Tumbe Festival in Banggai Laut Regency reflects the success of cross-sector collaboration in preserving local culture through a collaborative governance approach. Local governments, indigenous leaders, communities, the private sector, and the media work together to ensure the continuity of this tradition. Key factors include trust, effective communication, visionary leadership, and resource support. However, challenges such as differences in interests, budget limitations, and lack of participation of certain groups remain. With continuous evaluation, this festival positively impacts cultural preservation, economic empowerment, and tourism and strengthens the community's collective identity, making it an example of success in cultural and regional development.

Abstract

This study examines the transformation of consumption practices among fishing communities in Popisi Village, Banggai Laut Regency, Central Sulawesi, particularly in relation to the adoption of online shopping platforms. Traditionally characterized by subsistence-oriented livelihoods, limited education, and restricted access to markets, fishermen in Popisi Village are increasingly exposed to digital technologies that reshape their economic and social behavior. Using a descriptive qualitative approach, this research explores patterns of online shopping behavior, types of products purchased, platforms and payment methods used, as well as the motivations underlying these practices. Data were collected through in-depth interviews, participatory observation, and documentation involving twelve informants consisting of fishermen, fishermen’s wives, and individuals directly engaged in online shopping activities. The findings reveal that approximately 35% of fishermen have begun using e-commerce platforms such as Shopee, Tokopedia, and TikTok, primarily to purchase clothing, household goods, electronic items, and fishing equipment that are difficult to obtain locally. Online shopping is generally conducted selectively and situationally, particularly prior to religious holidays or during periods of higher income from fishing activities. Convenience, time efficiency, competitive prices, and access to diverse products emerge as the main motivations driving this behavioral shift. However, this digital adaptation remains constrained by unstable internet connectivity, limited digital literacy, and fluctuating household incomes that influence spending decisions. Overall, the study demonstrates that digitalization has initiated an early-stage transformation of consumption culture within the fishing community, reflecting both adaptive strategies toward modernity and persistent structural challenges. These findings highlight the need for improved digital infrastructure and targeted digital literacy initiatives to ensure that the benefits of e-commerce contribute positively to the long-term welfare and economic sustainability of coastal fishing communities.
