Jurnal Kependudukan Indonesia (JKI) is published by the Research Center for Population, Indonesian Institute of Sciences (PPK-LIPI).JKI publishes research articles (in English and in Bahasa) and book reviews and publishes twice a year covering issue related to population studies. We are pleased to invite your participation to contribute article with various issues such as Population Mobility, Fertility, Mortality, Youth and employment, Family, Ageing, Population and Health, Human Resources; Employment; Education, Human Ecology, Population and Climate Change, Population and Disaster. Jurnal Kependudukan Indonesia (JKI) is an open access, multidisciplinary journal that publishes articles related to issues of population dynamics, employment, family, and human ecology. Population dynamics includes fertility, mortality, and migration. Employment covers the quantity and quality of human resources, the preparation and utilisation of labour force, education, wage issues and industrial relations. Family encompasses maternal and child health, adolescence, and ageing. Human Ecology covers the relationship between population, natural resources, and environment These issues can be analysed from a variety of disciplinary perspectives and can also be associated with strategic issues, such as gender, political identity, climate change, disaster, unemployment, and public policies and services.

Abstract

Indonesia has a relatively high proportion of the productive population. Decreasing the number consumption of cigarette is one of the ways to improve human capital, productivity, and wealth. The report published by Statistics Indonesia states that cigarettes expenditure is the second largest expenditure in poor households. On the other hand, poor households also get government social protection programs to help them get out of poverty. Therefore, this study aims to determine the association of the number types of social protection assistance programs received with smoking behaviour in poor households. By using multiple linear regression method, the results of this study found that the variables of the number types of social protection assistance received are related to the average of cigarettes consumed by the head of household in poor households. Besides, the study found that head of household in poor households who received three types of social protection assistance programs at once (Raskin, BLT and BSM) had a greater weekly average of cigarettes consumption than that of households in the same poor household that did not get any social protection assistance program

Abstract

Deforestation which occurred in Indonesia is very serious. In the end ofSoeharto government it registered annually about 2-2.5 million hectares. It rapidly increased until reaches 2.5-3 million hectares in the era of reformation (1998-2004 ). The most contribution upon deforestation is illegal logging practices in many districts. Big actors of illegal logging utilize local people as tools; made collusion and corruption with government bureaucrats in central as well local and the lack oflaw enforcement are becoming driving factors for illegal logging. In contrast, current government efforts to crush illegal logging and their networks still considered not yet maximal, and it effects upon government revenues from forestry sector considered still very low. This paper discusses definition, conceptual, scholars' comment on illegal logging practices, driving factors and its implication upon forestry industries and local people.Keywords: illegal logging, implication of deforestation, forestry industry and local people.

Abstract

The open unemployment rate in Indonesia was 5.50 in August 2017. This figure was the lowest level in comparison to rates in previous years. The declining rate of unemployment over the past decade was in line with the increasing trend of risky work. This situation may indicate recent job opportunities are likely to be risky or categorized as non-decent works. To understand the conditions of non-decent work in Indonesia, a composite index measurement, which is currently not available, is needed. Thus, this study aims to develop such a composite index called Non-Decent Work Index (NDWI) to fill this gap. The method applied for the composite index formation is factor analysis. The findings indicate three factors of NDWI. It is also found that NDWI has a significant relationship with human development index and labor productivity. Therefore, Indonesia government needs to address the problem of inadequate employment conditions in this country. It is because decent work is the central aspect of efforts to reduce poverty

Abstract

Adolescents play an essential role in development in the era of globalization, but they are also in a vulnerable period to do risky behaviors related to sexuality. This paper is based on a 2017 survey of 401 adolescents in Medan city to examine the determinants of risk behavior related to sexuality. The survey shows that 11% of respondents have high-risk behavior, 34% are moderate, and 55% are low. Pearson’s chi-square analysis found significant variables related to respondent characteristics, family background, peers, information technology, and non-sexual risky behaviors. Furthermore, the results of multivariate logistic regression showed the determinants of risky adolescent behaviors related to sexuality were influenced by eight factors: sex, age of adolescence, has brothers and sex (interaction), have peers who have had premarital sex, have homosexual friends, frequency of accessing the internet, have ever smoking, and have ever consumed drugs. This study recommends the need for policies/programs that provide information to adolescents and parents about sexuality and gender identity, pornography, as well as reproductive health in a comprehensive and up-to-date manner.

Abstract

International labour migration is one possible means by which the Indonesian government could overcome the problems of providing employment for its economically active growing population, especially in the local contexts. However, due to low educational levels, lack of skills and tight competition with labour migrants from other countries, the majority of Indonesian migrant workers abroad can only partake in unskilled employment in the plantation, construction, domestic or other service sectors. In 2012, it was estimated that there were more than 6 million Indonesian migrant workers overseas, with between 30 to 40 per cent of the total number, women, mostly working as low-skilled labour in the service sector as domestic workers and care givers. It has become evident that Indonesian migrant workers are vulnerable to abusive behaviour and exploitation, since they 2 | Jurnal Kependudukan Indonesia lack protection of their basic human rights and their rights at work, with Indonesian women migrant workers, due to the nature of their work and gender discrimination, facing a higher risk of being exploited. The Indonesian government does not provide its citizens, working as labour migrants abroad, with enough of the safeguards advocated in international protective instruments. Indonesia ratified the International Convention on the Protection of the Rights of All Migrants Workers and Their Families (ICRMW) only on 12 April 2012 and this needs to be followed up by some government regulations for full implementation. This condition highlights the importance of increasing the attention of institutions (government and private) involved in managing Indonesian international labour migration, especially its female labour migration, to improve the protection of their rights. This paper elaborates the role and strategy of various advocacy groups, (e.g, Non Government Organizations) in empowering Indonesian women migrants/potential migrants regarding their rights and obligations; to ensure their legal protection. The information is from some qualitative studies involving relevant sources of information, conducted by the authors, especially in the Indramayu District, West Java and the Tulungagung District, East Java. The analysis is that based on a life-cycle approach to protect migrant rights during their pre deployment, their onsite protection (in destination/host countries), their return and their reintegration in their home countries.Keywords: Protection for Indonesian migrant workers, women migrant workers, advocacy, Non Government Organization

Abstract

Jaminan Kesehatan Aceh (JKA) merupakan jaminan kesehatan dengan konsep jaminan kesehatan semesta dan diselenggarakan melalui mekanisme asuransi sosial. JKA diberlakukan bagi seluruh penduduk Aceh guna mengatasi kendala biaya berobat penduduk yang masih memerlukan perbaikan kesehatan akibat konflik bersenjata selama 30 tahun. Dalam pelaksanaannya, pengorganisasian JKA menghadapi berbagai permasalahan baik pada masa persiapan hingga implementasi program. Permasalahan terbesar adalah mengkoordinasi berbagai unsur organisasi yang terlibat dalam pelaksanaan JKA, unsur organisasi tersebut meliputi; Pemerintahan Aceh, Akademisi, PT. Askes, organisasi dan profesi kesehatan, serta civil society. Tulisan ini bertujuan untuk menganalisis berbagai tantangan dalam koordinasi pelaksanaan JKA dengan pendekatan metode Fokus Group Diskusi dan wawancara yang dilakukan pada tahun 2012. Hasil kajian menunjukkan bahwa permasalahan yang dihadapi dalam koordinasi JKA antara lain; lemahnya pemahaman terhadap Grand Desain JKA, ketidakjelasan alur hubungan kerja antar masing-masing unsur organisasi terkait, perbedaan persepsi dalam memaknai dan menerapkan pedoman pelaksana, serta tidak ada standar dan petunjuk teknis koordinasi JKA.Terkait dengan permasalahan tersebut, penulis merekomendasikan antara lain; menguatkan pemahaman grand desain program kepada berbagai unsur organisasi terkait, mengoptimalkan sosialisasi dan diseminasi pedoman pelaksana kepada unsur organisasi terkait, memformulasi hubungan-hubungan kerja antar pengorganisasian, menyusun dan mendiseminasikan standar operasional prosedur tentang koordinasi program antar pengorganisasian JKA, dan menyelenggarakan rapat Tripartit pertriwulan.

Abstract

Coronavirus Disease 2019 (COVID-19) has spread throughout the world including Indonesia. The poor prevention and treatment of the initial phase results in a continuing increase in the number of positive cases and mortality caused by this virus. On the other hand, countries that have adopted policies that are fast and appropriate technology have been able to reduce the rate of additional cases and mortality rates. In this paper the authors conduct an analytical study of the application of technologies such as artificial intelligence, big data, and the internet of things in accelerating the detection, prevention, response, and recovery of COVID-19 cases in several countries and their possibilities to be applied in Indonesia. The authors suggest the Indonesian government to apply appropriate policies and technologies to reduce the high growth of COVID-19 cases.
