Abstract

Abstract

Freshwater is an essential need for human being thus a sufficient supply of it it is required. Naturally, small islands are vulnerable. The occurence of climate change the vulnerability of these islands increase. Changes on temperature and precipitation can alter the hydrological cycle and will directly affect the water supply in small islands. This paper examines various adaptation efforts implemented by local population and government in small islands situated in Belitung and Bintan. Using quantitative method (survey to 400 respondents) and qualitative method (interview and focus group discussion),  the research found that the adaptation has already taken place. The responsive/reactive and anticipatory adaptation are managed by government and local people who live in these small islands. Some of the adaptation actions are widening water storage, buying, searching for new water resources, desalination of salt water, rain water harvesting and improvement of water distribution. In addition, local mangrove management in Selat Nasik acts as adaptation functions  for barriers of salt water intrusion. However, water governance has not been prioritized although it is proven to be necessary to support adaptive capacity for fresh water fulfillment

Abstract

Spontaneous rural to rural migration have impacts on every dimension of human being, as it can lead to changes in social and family structure. These changes will be also followed by changes in livelihood, land management and decision for subsequent migration. Migration has various causes and could also resulted from cumulative causation. Study on migration network will contribute on a good portrait on continuous migration, the related actors and their roles in facilitating migration and influencing the decision for migration. Study on Buginese migrant community in Southeast Sulawesi portrays how migration network and the related actors orchestrate the migration process. Family and friendshipnetworks play a very important role in the initial process of migration. This network is also used by another central actor in the process, namely migrant broker and land broker, who become the node on the network as well as open the network to different villages and families.

Abstract

Nuaulu is a tribal community in Maluku. Geographically this community is not isolated as is commonly assumed tribal communities living in remote areas are. Located among non-tribal communities, it is only a few kilometres from the centre of the Maluku Tengah District. However, these communities differ in social provisioning entitlements. This study uses infant mortality to explain social phenomena in the communities. Through a structured survey and literature study, it has found that infant mortality in the Nuaulu population in Rouhua is higher than in the non-Nuaulu population in Makariki. Social factors such as education, health and culture are considered determinants of the mortality together with household economic resources. None of these socio-economic factors works alone but through links among them as analysed using Mosley and Chen's framework (1984). Therefore, I argue that different availability of and access to social services and economic resources are the major reasons for the different trends. Cultural practices are not a problem if social and economic needs are properly satisfied. Political will and the concern of the Government are the crux of the matter in this context. Excluding ethnic communities from social policies makes people within those conununities vulnerable. Keywords: Nuaulu; Ethnicity; Social Policy; Social Exclusion

Abstract

Men and women have different roles in the household. Traditionally, men are the breadwinners and women are the caretakers of the household. Therefore, the absence of a father or a mother will bring some effects on the family left behind. By focusing on the impact of parental migration on young children, this paper examines how the absence of a father or a mother may differently influence children’s growth. The paper also evaluates the role of the Integrated Health Service Post (Pos Pelayanan Terpadu, henceforth Posyandu - a community assistance service for health improvement in Indonesia) in children’s growth. The survey was conducted in Indramayu Regency, one of the regions in Indonesia with the highest percentage of labor migrants. BNP2TKI reported that more than 131 thousand migrants were departing from Indramayu between 2011 and 2015. The indicator of children’s growth in this study used the anthropometric measurements based on the 2006 WHO growth standards. This study finds that gendered labor migration tends to have different impacts on children. Father’s migration tends to influence the children’s growth positively. However, mother’s migration has not been found to be as an influential factor since the advantage of remittances is canceled out by the absence of mothers. The findings also show that Posyandu plays a significant role in improving the growth of children and can be an effective strategy to reduce undesired effects of migration on them.

Abstract

Mangrove forest is widely known as valuable resources, which provide goods and services as well as its function to protect coastal area from coastal erosion and promote sedimentation. This study aims to investigate community perspective towards dynamic change of mangrove forest due to coastline change. The research highlights two observations, i.e 1) coastline detection using visual interpretation; 2) community observation towards mangrove forest. Semi-structured questionnaire was applied to analyze the influence of mangrove forest changes to community as well as their adjustment. A proportional random sampling protocol was performed to determine 81 respondents from the village of Pasarbanggi, Tasikharjo and Tunggulsari. The research reveals that the research area exposes to coastline change, which induces mangrove forest dynamic. The dynamic mangrove forest influences local adaptation strategies, and it corresponds to government intervention within mangroves program. Pasarbanggi Village, which received various programs, both from government and other parties, combined with active participation of local people in establishing mangrove, has a stable increase of mangroves area between periods without significant disturbances compared to Tasikharjo Village and Tunggulsari Village. In line with this situation, respondents have different response toward the changes of mangrove forest in their area. Respondents’ response toward mangrove forest changes correlates to their participation in government mangroves program. Respondents in Pasarbanggi Village are apparently more benefited by the changes of mangroves forest including direct and indirect benefit from the forest, as well as from mangroves program, compared to another respondents in Tasikharjo Village and Tunggulsari Village.

Abstract

Partnership and empowerment development of fishermen community is one way that can be taken to ensure the continuity of business and employment in the fishery sector. This attempt also promotes the improvement of social and economic condition of fishermen community through income enhancement and property alleviation, reduces fisherman’s dependency on traditional capital institution, and achieves more equitable and sustainable development. This paper aims to review the concept of partnership and empowerment of workers in the fishery sector and to analyze alternative policy strategies of fishermen’s partnership and employment through strengthening the internal aspect (institutional approach) and the external aspects (infrastructure and capacity support). The analyzed data derived from field research in Tegal and Cilacap, Central Java in 2013 and 2014. This paper confirms that the synergy between the government, fishermen, and business has a very important role in supporting the successful implementation of the partnership program and the empowerment of fishermen. Furthermore, it is important to establish and improve capabilities of fishermen group in local level, to supervise and monitor the implementation of activities involving all fisheries’ stakeholders, and to establish strategic polices that support fishermen’s autonomy in fisheries equipment ownership, the business capital, marketing network, and production process.
