Jurnal Kependudukan Indonesia (JKI) is an open access, multidisciplinary journal that publishes articles related to issues of population dynamics, employment, family, and human ecology. Population dynamics includes fertility, mortality, and migration. Employment covers the quantity and quality of human resources, the preparation and utilisation of labour force, education, wage issues and industrial relations. Family encompasses maternal and child health, adolescence, and ageing. Human Ecology covers the relationship between population, natural resources, and environment These issues can be analysed from a variety of disciplinary perspectives and can also be associated with strategic issues, such as gender, political identity, climate change, disaster, unemployment, and public policies and services.

Abstract

A rapid decline oflndonesia 's economy during the crisis of 1997-1998, has widely affected the quality of people life, including the declining labour demand, massive lay-offs, and shrinking formal employment. This situation will continue confirming Indonesia as a labour surplus country, due to limited productive working opportunities can be created by slower economic growth against the growing of new entrance in the labour market. This paper which is based on the secondary data mainly SAKERNAS data (1996-2004) from BPS Statistics Indonesia, describes issues and challenges of unemployment in Indonesia, with focus on the illustration of the unemployment trends, some issues on unemployment and related aspects, and how the development policies address the challenges of unemployment. The official open unemployment rate has been slowly increasing, even during the economic boom ( 1995-1996), and continues rising up to about I 0% in 2004. The incidence of open unemployment has been more pronounced among women, more educated, and in the urban areas. Other issues concerning unemployment deal with particularly vulnerable groups such as women, youth and migrant workers. Underemployment is more serious concern which is indicated as underutilizing people's potential, and the main factor of working poor. Almost half of Indonesia's labour force has involved in low productive works, either with low work hours or low income. Indonesia has faced big challenges to find way out in reducing the unemployment rate as well as poverty. The employment policy should focus on creating more full productive jobs and priorities the policy and protection for the more vulnerable groups.Keywords: unemployment, underemployment, vulnerable groups, employment policy

Abstract

Traditional fisherman conducting their fishing activities as part of their long term .fishing tradition is recognized and allowed to catch fish under the MoU Box 1974 between the government Australia and Indonesia. As a normative rule, there is no serious problem with this arrangement. However, in the meantime Australian government is taken different perspective and interpretation to the definition of traditional fishers. Traditional interpretation of the MoU Box 197 4 which does not correspond with the facts on the ground this is the beginning of the fishermen issue border crossers Indonesia Australian waters. Recently the traditional fisherman have shifted become cross border which violated Mou Box 1974. Meanwhile, bilateral cooperation was initiated by both countries to resolve the problems of traditional fishermen do not give results because the solution is more charity, namely the empowerment of fishermen in the area of origin. This solution is considered a form of "lull" the government and people (fishermen) Indonesia. It should be done is to update and clarify the MoU Box 1974 traditional definitions contained in the agreement.

Abstract

One of the effects of the COVID-19 pandemic on the education sector in Indonesia is the closure of schools. To ensure education services continue, the government issued a policy of learning home (Belajar dari Rumah/BDR) through online/distance learning. This paper aims to describe the implementation of the BDR for learning quality. To that aim, we have conducted telephone interviews with school principals and teachers from frontier, outermost and remote regions (3T) and non-3T regions. By looking at demographics perspective, implementation of BDR has six variations are a) learning by interactive virtual classroom b) learning assignment by social media c) learning in teacher's or student's home d) learning by using TV/radio e) learning by ‘mouth-to-mouth’ messages and f) learning stopped. The variations generate different quality of learning and will produce an increasing education inequality in Indonesia.

Abstract

Salah satu tujuan utama pelaksanaan otonomi daerah adalah meningkatkan akses dan kualitas pelayanan, dalam implementasinya, justru menghadapi berbagai persoalan, demikian pula untuk bidang keluarga berencana. 'Tulisan ini bertujuan mengemukakan bahasan terkait dengan tantangan dan persoalan yang dihadapi dalam implementasi desentralisasi bidang K.B baik di tingkat nasional maupun kasus di Provinsi Kalimantan Barat. Pada tingkat nasional, tantangan yang dihadapi di antaranya perubahan kewenangan dan struktur organisasi pengelola Keluarga Berencana, berkurangnyaanggaran dan SDM, serta menurunnya capaian indikator kependudukan. Demikian pula di Provinsi Kalimantan Barat, kendala dalam penyelenggaran program keluarga berencana antara lain karena penurunan jumlah PLK.B dan kemampuan anggaran pemerintah daerah dalam menyediakan alat kontrasepsi terutama setelah pemberlakuan kebijakan otonomi daerah. Setelah adanya desentralisasi program K.B, secara umum terlihat adanya kecenderungan penurunan komitmen pemerintah daerah kabupaten/kota terhadap program K.B dibandingkan dengan era sebelumnya. Menghadapi berbagai persoalan tersebut, program revitalisasi program K.B yang telah digagas oleh pemerintahpusat, perlu digalakkan kembali disertai dengan sinergi antara pemerintah daerah (Provinsi dan kabupaten) bersama-sama dengan pemerintah pusat.

Abstract

This paper analyzes current status of the Indonesian labor competitiveness in its ASEAN labor competitiveness context. Labor competitiveness is a key factor that could facilitate and accelerate an economy’s competitiveness. This plays an important role as the main engine of economic growth. Data used is secondary data from the Asian Productivity Organization (APO), ILO, UNDP, and Badan Pusat Statistik, Indonesia. By using descriptive analysis and harnessing labor productivity as a proxy for labor competitiveness, it was found that the position and acceleration of the Indonesian labor competitiveness lag behind those in its several ASEAN neighbors. Main policy challenge that need to be addresed is to reform human resource development strategy with a long-term gradually and simultaneously with efforts to find solutions to the problems of labor competitiveness in the short-medium term. In addition to improving the educational system and resolve skills improvement programs, the government needs to strengthen the integration of its national economy into the global economy as the driving force of skilled labor mobility and channel for knowledge and skills transfers.

Abstract

Migration is a complex phenomenon influenced by various factors, including individual, household and contextual factors. The purpose of this study is to determine the factors that influence the decision to migrate, both at the individual and contextual level. The data used are the 2015 Intercensal Population Survey and official statistics of Indonesia published by Badan Pusat Statistik (BPS). The analytical method used is a multilevel binary logistic regression. The analysis results show that age, marital status, education level, work status, education level of the head of the household, number of household members, homeownership, and area of residence affect the decision to migrate among residents aged 15 years and older. Migrants tend to go to regions with higher Gross Domestic Product (GDP) per capita, provincial minimum wage, and Human Development Index (HDI), and lower unemployment rate.

Abstract

Millions of people in Indonesia traditionally return to their home town every year in a tradition called "mudik". Unlike previous years, the annual tradition has become a cause for concern after COVID-19. This article presents the potential of mudik flows patterns during the COVID-19 pandemic, which were divided into 11 regions. We use a circlize plot chord diagram to show the potential of mudik flows patterns based on primary survey data on community perceptions regarding mobility and transportation during COVID-19. The results show that the most massive mudik flow is expected to occur from Jabodetabek to Central Java. Jabodetabek is the highest mudik origin, while Central Java and East Java are the highest mudik destinations. We suggest that government should anticipate the spread of COVID-19 by limiting mobility as they have been done this year. In addition, this must also be supported by citizen's awareness and coordination between local governments.

Abstract

Although there were many researchers have studied about the contributions of influx of foreign workers toward the economic growth, job opportunities, and the wage rate in certain country, there were still some debatable results on these topics. In one hand, some researchers suggested that the influx of foreign workers had improved the increasing of output growth, job opportunities and wage rate. While on the other hand some researchers stated that the influx of foreign workers could cause the slowdown of these aspects. Some reasons to the last arguments were the foreign workers could bring the opposite impacts which were prevented the increasing of the economic growth, eliminated job opportunities and the level of wage fqr the local workers since the foreign workers had lower education and skills than local workers. In these cases, the researchers had arguments that the foreign workers were seen as substitute in production process On the other cases, if the foreign workers had better education and skills than lokal workers, they were seen as complementary in production process.Keywords: foreign worker, economic growth, employment and weges
