Research in the JTS journal as a form and effort in intellectual transformation, at the same time provides an opportunity for researchers who are concerned in scientific studies in the field of Radicalism and Terrorism to express ideas supported by deepening of material and data. The Editorial Team hopes that the JTS journal can be a means of contributing to the development of science and providing an overview of the problems, handling and steps that must be taken to prevent and reduce radicalism and terrorism. Hopefully the presence of JTS can be beneficial for the life of the nation and state going forward.

Abstract

A case study of deradicalization of MW aka WG is interesting to explore because of the participation and involvement of TNI personnel or Babinsa (Bintara Pembina Desa) in providing assistance and guidance to former terrorism convicts so that MW aka WG and its community can be disengaged from terrorist group and violent ideologies. UU no. 5 Tahun 2018 has regulated the involvement of the TNI in dealing with acts of terrorism, but so far the implementation rules through the Presidential Regulation have not been ratified so that the involvement of the TNI (Indonesian National Army) cannot be fully operationalized, TNI (Indonesian National Army) unit which has been deployed to the village level (Babinsa) is a huge potential to be used in monitoring and preventing the spread of radicalism and terrorism in the form of deradicalization activities so that former terrorists or ex-convicts do not rejoin terrorist group or spread radical ideas and terrorism for the recruitment of new members of terrorist groups.

Abstract

Terrorism in Indonesia is a threat to security and can threaten the existence of a country so that the involvement of the military is justified in handling it according to the mandate of the law. Currently, the role of handling terrorism by the military is carried out by a special unit, the army also has a Raider unit which was deployed in Kotama and is considered an organization that can tackle terrorism. The formation of the Raider Unit organization in countering terrorism, especially the action against terrorism is influenced by aspects of human resources, organizational structure, and working relations as well as organizational leadership. In the implementation of counter-terrorism, the Battalion Raider uses the capability of destruction raid and liberation raid in military operations other than war (OMSP) where its use will be held in the relationship of a team or task force that has been given special capabilities and skills to paralyze and dismantle terrorist networks. With the assignment of Battalion Raider for counter-terrorism, a strategy is required to ensure that the main task is completed optimally, including by optimizing existing human resources to complete the task.

Abstract

BNPT has a main task and function, one of which is to realize national coordination, strategy and programs in the field of counter-terrorism. To organize inter-institutional coordination, it is necessary to collaborate on policy networks or synergies. All stakeholder policy makers must take sides in counter-terrorism efforts. In this case, BNPT is the leading sector (Core) in coordinating between law enforcement institutions, institutions and the community to create synergy. The importance of synergy between Ministries/Agencies can increase the capacity and capability of the government's performance in dealing with threats and challenges in countering terrorism. Combating crime is not only the responsibility of law enforcement institutions, but also the responsibility of every non-law enforcement institution to continue to synergize in all efforts to de-radicalize, counter radicalization, and develop relationship facilities through a soft approach from upstream to downstream. The research uses qualitative methods, by reviewing credible data sources by conducting observations, in-depth interviews and documents. The results of this study indicate that deradicalization within the correctional facility with the methods of identification, rehabilitation, reeducation, resocialization and deradicalization outside the correctional institution (Society) with the method of fostering national insight, fostering religious insight and fostering entrepreneurship supported by the synergy of all stakeholders is a systematic, planned and integrated program.

Abstract

The advances in science and technology are also used by terrorist groups to carry out their actions, starting from propaganda, recruitment, training, communication, fundraising and even searching for information in the context of determining targets for terror attacks. In addition, along with changes in the pattern of recruiting and método acts of terror, it does not rule out the possibility of cyber terrorism attacks. This cyber terrorism attack will lead to vital facilities that are directly related to public services. Acts of terror through cyber attacks will have a wider impact and can even damage the system of a country. In order to fight cyber terrorism, what must be used is cyber counterterrorism capabilities. This can be done, among others, by cyber patrol (cyberspace), cyber deterrence, cyber prosecution and cyber surveillance.

Abstract

The deradicalization program arises because of the Indonesian government's anxiety or concern about the increasing number of understandings of radicalism and acts of terrorism that occur during society. The government chose to use a soft approach in the deradicalization program because they believed it could effectively rehabilitate former terrorist groups and their families from a radical mindset. The government hopes to live a peaceful life with the people in their neighborhood and will not repeat the acts of terror they have previously committed or become agents of radicalism. This study uses a qualitative method. The qualitative method will end in relevant conclusions, especially in the social and political fields, because of their complexity. The results of this study Efficient rehabilitation requires individual evaluation, systematic planning, and effectiveness benchmarks that we can look at in the preparation, implementation, and follow-up steps. The participation of convicts and facilitators, the availability of training methods and materials, and evaluation of the success of rehabilitation are part of the rehabilitation method.

Abstract

TRWP (West Papua Revolutionary Army) is the most important part of the Terrorist Separatist Group (KST) which is an armed group with the main goal of seceding from the Unitary State of the Republic of Indonesia. This group is also a group that exists in the papua province based in the border area of Indonesia, precisely in Kampung Yako State of Papua New Guinea. The history records, this Terrorist Separatist Group stand with the aim of the liberate West Papua, believing it’s not a unity with the State of Indonesia or other Countries. Those who continue to survive and struggle to spread radicalism stand to separate themselves from the Sovereign State of the Republic of Indonesia with the main mission to liberate West Papua from the Government of Indonesia. In 2018 the Government of Indonesia designated TRWP as KST in accordance with Law No. 5 of 2018 on Terrorism. As a form of seriousness tni - AD in KST fundraising efforts, the TNI - AD Intelligence Datasemen unit formed a Vulnerable Area Security Post located in Skouw Papua around the Cross-Border Post area which one of its main programs conducts Investigation, Security and Fundraising of KST Members.

Abstract

There are differences of opinion among various groups after the stipulation of the Armed Criminal Group (KKB) in Papua as a terrorist group/organization. KKB has been identified with the West Papua National Liberation Army (TPNPB-OPM), which is one of the armed separatist movements in Papua. The determination based on armed violence carried out by the KKB has political, ideological, and security motives which are elements in the crime of terrorism. In the context of criminal law reform, the drafters of the Criminal Code separate criminal acts of terrorism and treason in different forms and concepts. Separately, they are categorized as special crimes and crimes against state security. By using the normative juridical method, the authors conclude that the determination of the KKB as a terrorist group/organization is the right policy of the Indonesian government. Based on the three motives above, the KKB can now be categorized as an ethnic-nationalist separatist terrorism group.
