Abstract

This research is motivated by the condition of development of criminal acts of vehicle theft that occured in Indonesia, whose existence is still make public worry. Law enforcement and rehabilitation actions have not resolved the problem, so the most effective action is prevention. The preventive action is the form of a patroli carried out by the Sabhara Unit which in this case the target focus is the people of Kunigan Regency. the theft of vehicles, especially two-whelled vehicles, is widespread and disrupts the Kuningan Regency public order and safety. Research is conducted to find out the efforts to optimize the Sabhara Unit patrols against the people of Kuningan Regency. The study was conducted with a ualitative approach, analytical descriptive research methods, and data collection techniques through observation, interview, and document review. The result of the study analyzed with Crime Prevention Theory, Management Theory, Routine Activity Theory, Communication Theory, and Patrol Concept show that management in the implementation of Sabhara unit patrols in preventing criminal acts of two-wheeled vehicle is still not optional. THere are discrepancies in some of the activities contained in the patrol concept in accordance with the Head of Security Maintenance Regulation No. 1 of 2017 concerning Patrol. Then the ability and readiness of the officers in carrying out patrol activities was still lacking. Especially in ability of communication with peolple. Based on the results of the study, the author suggest that increased activities in the implementation of patrol and the delivery of public order and safety messages extend to all areas of Kuningan Police jurisdiction so that acts of two-wheeled vehicle theft in large areas can be prevented. Then for the supervision of each patrol implementation in accordance with the standard operating procedures that already exist in the Head of Security Maintenance Regulations without adding or substracting the points. Then provide vocational education and development to personnel so that they have competence in patrol duties and can carry out patrol responsibilities well. And by forming a standard operating procedures planning and drafting team so that the personnel in charge of patrol know clearly their duties and responsibilities, fulfill their tasks and the objective of maintaining public order and safety are realized. ABSTRAK Peran Bhabinkamtibmas Dalam Mencegah Kejahatan Curanmor Melalui Kegiatan Sambang Door To Door Di Polsek Lembang Reynal Dimas Oki Pratama, 16.192, reynaldimasokipratama@gmail.com Timbulnya tindak pidana pencurian khususnya pencurian kendaraan bermotor dikarenakan oleh lemahnya daya tangkal dan kewaspadaan masyarakat akan kejahatan dan gangguan ketertiban. Oleh karenanya diperlukan upaya harkamtibmas oleh Polri. Bhabinkamtibmas memiliki peran untuk melakukan pencegahan melalui kegiatan sambang door to door. Namun dalam satu tahun terakhir terjadi peningkatan kasus curanmor di Polsek Lembang. Dari uraian di atas, menimbulkan beberapa rumusan masalah yaitu pelaksanaan kegiatan sambang, faktor-faktor yang mempengaruhi, dan peran bhabinkamtibmas dalam melaksanakan kegiatan sambang door to door. Kepustakaan konseptual berisi dua hasil penelitian yang relevan dengan penelitian ini. Teori yang digunakan dalam penelitian ini didasarkan pada teori peran, teori manajemen 6M (man, money, mothed, machine, market, materials), dan teori manajemen (P.O.A.C), konsep Bhabinkamtibmas, konsep sambang (door to door system), dan konsep curanmor. Fokus penelitian pada peran Bhabinkamtibmas dalam mencegah kejahatan curanmor melalui kegiatan sambang door to door di Polsek Lembang. Sumber yang digunakan adalah sumber primer dan sekunder. Teknik pengumpulan data yang digunakan pada penelitian ini adalah wawancara, observasi, dan studi dokumen. Validitas data menggunakan teknik triangulasi dalam menentukan kevalidan data. Teknik analisis data yang digunakan adalah reduksi data, sajian data, dan simpulan. Hasil temuan yang diperoleh selama penelitian adalah pelaksanaan kegiatan sambang door to door belum ada SOP yang tetap, petugas Bhabinkamtibmas masih ditemui mendapat tugas rangkap. Hal tersebut terjadi akibat dari kurangnya anggota di Polsek Lembang yang membuat kegiatan sambang door to door oleh Bhabinkamtibmas menjadi tidak optimal. Saran penulis adalah dibuat SOP yang jelas mengatur tentang kegiatan Bhabinkamtibmas agar sesuai dengan tanggung jawabnya, sehingga pesan-pesan kamtibmas dapat disampaikan kepada masyarakat secara optimal. Abstract

ABSTRACT This research is motivated by the high number of Curat crime in the Garut police area, especially in the last 3 years. Curat is a type of C3 crime that has the highest number compared to other crimes. This caused disturbance to the public and therefore needed prevention efforts from the police to anticipate the incident. One of his efforts was to intensify the activities of two-wheeled patrols by Satsabhara. But apparently the role of patrol in its implementation has not been maximized. The research in this thesis is to find out how the implementation of Satsabhara's two-wheeled motor vehicle patrols in order to prevent Curat in the Garut Police jurisdiction, the factors that influence the implementation of the two-wheeled patrol Satsabhara Garut Police Station and the efforts made by Satsabhara's two-wheeled patrol to maximize the implementation of the patrol. In the conceptual literature the writer uses theories and concepts to analyze the above problems. The concepts and theories are: Curat concept, Sabhara concept, Patrol concept, role theory, and management theory. In this study a qualitative approach is used with the Field Research Method (Field Research) and uses triangulation of data, sources, and theoretical to obtain data validity. From the results of the study, it can be concluded that the implementation of two-wheeled patrol activities has been carried out with systematic management but still needs to be maximized. There are several factors that influence the role of two-wheeled patrols, namely internally and externally which can be strengths, weaknesses, opportunities and threats for the implementation of patrols. The recommendations of this study are (1) installing surveillance cameras in crime-prone areas, (2) increasing the number of patrol personnel, (3) rejuvenating Sarpras, utilizing drones and GPS (Global Positioning System), and (4) improving integration between functions especially Sector Police and line agencies. Abstract

ABSTRACT This research intend to determine how to analyze the benefit of the Online Garut Intan application in improving the public service. This research focused in some specific problems. The first one is the general description of the Online Garut Intan application, the second one is the implementation of the application itself to improve the public service, the third one is the factors that influenced the performance of the application itself. This research used qualitative approach with descriptive method with the data source such as: 1) Chief of Garut Resort Police 2) Head of traffic division of Garut Resort Police 3) the developer of online garut intan application 4) the operator of the application 5) local residents in the jurisdiction of garut resort police. The analysist methods used in this research are data reduction and conclusion focused methods. The research shows that 1) the application was used to ease the residents to find information about traffic activity in the jurisdiction of garut resort police. The locals that used the application has downloaded the apps from Google Playstore and registered themselves by filling their personal identity and phone number could get easy access on the features. 2) the performance are still in flaws despite it was used to increase public service effectivity. The lack of human resources are the main reason. 3) the factors that influenced the application in terms of increasing public service are grouped into 2 groups, the supporting factors and the obstacle factors. The first one is the supporting factors that include the support from the superiors to facilitate the apps itself to improve public service. The obstacle factors includes the lack of resources, handicapped internet and the lack on information to the locals. Advices for the superiors in implementing the online garut intan application is to improve the campaign on the apps itself by the traffic unit and spreading information all across the jurisdiction of garut resort police. Specific training skills especially in technology and information sectors are mandatory for all members of traffic unit. Abstract

Paham radikalisme di Bogor merupakan suatu fenomena yang masih terjadi, sehingga melatarbelakangi dalam penelitian ini. Ada sebagian masyarakat diantaranya yang setuju dengan khilafah islamiyyah. Selain itu juga, terdapat pondok pesantren yang ditutup karena didapatkan paham radikalisme. Kecamatan Ciomas menjadi salah sau titik lokasi yang dikunjungi MUI dalam rangka penangkalan paham radikalisme. Pencegahan paham radikalisme sudah dilakukan oleh Bhabinkamtibmas, namun masih juga terdapat paham radikalisme yang dapat mengganggu keamanan dan ketertiban masyarakat. Sehingga dalam penelitian ini penulis tertarik untuk mendeskripsikan perkembangan paham radikalisme, mengidentifikasi faktor-faktor yang mempengaruhi Bhabinkamtibmas untuk mencegah berkembangnya paham radikalisme, dan menganalisis peran Bhabinkamtibmas untuk mencegah berkembangnya paham radikalisme. Dalam menganalisis, penulis menggunakan teori dan konsep, diantaranya Teori Peran, Teori Komunikasi, Teori Manajemen, Konsep Bhabinkamtibmas, Konsep Radikalisme, dan Konsep Struktural Fungsionalisme. Dengan menggunakan pendekatan kualitatif yang bersifat deskriptif analitif, memberikan data-data deskriptif berupa kata-kata secara lisan yang disampaikan oleh sumber primer pada saat dilakukan wawancara, dengan demikian dapat dilakukan penggalian permasalahan secara mendalam. Hasil penelitian menemukan bahwa: (1) perkembangan paham radikalisme pada kelompok terduga teroris, mahasiswi menikah dengan mantan tentara syria, dan Organisasi Kemasyarakatan; (2) faktor-faktor yang mempengaruhi diantaranya sumber daya manusia, anggaran, sarana dan prasarana, metode Bhabinkamtibmas, peranserta masyarakat, kerjasama dan koordinasi serta komunikasi sosial; (3) peran Bhabinkamtibmas untuk mencegah berkembangnya paham radikalisme masih berperan partisipasif. Dari hasil penelitian maka penulis menyarankan kepada Bhabinkamtibmas untuk menggunakan brosur dalam penyampaian pesan kamtibmas. Adapun saran kepada Kasat Binmas untuk diadakan pelatihan kemampuan Bhabinkamtibmas seperti psikologi massa dan komunikasi sosial, agar kebijakan pimpinan disesuaikan dukungan operasional, dan pengadaan kendaraan bermotor roda dua.

Abstract

In 2016 vehicles population in Indonesia reached 124,348,224 units. This shows the high number of riders in Indonesia. This situation poses problems such as traffic accidents. Traffic accidents can occur as a result of an unorderly drive caused by a lack of understanding of the orderly traffic. This research aims to describe and analyse the process of implementing the Police Program Goes to School as well as to identify the supporting and blocking factors of the program's implementation to suppress the traffic accident figures of Tasikmalaya regional police. This research uses qualitative methods with the analysis descriptive technique. Data is validated and analyzed by communication, management and SWOT theory. Police Program Goes to School by Polres especially traffic Dikyasa Unit has been carrying out the program Dikmas then to the fullest. However, the number of accidents that occurred in Tasikmalaya district especially in the category of high school students is relatively high. The unit of traffic and the school’s stakeholder play a pivotal role in the conduct of the education of orderly traffic so it needs another program that is more effective.

Abstract

Tingginya peningkatan pelanggaran yang terjadi pada lalu lintas di wilayah hukum Polres Karawang pada tahun 2017 sampai 2019, menjadi permasalahan utama bagi Satuan Lalu Lintas Polres Karawang. Seperti yang diketahui, polri memiliki tugas dan tanggung jawab untuk memberikan pelayanan, pengayoman dan perlindungan serta menjaga keamanan dan ketertiban. Kelancaran lalu lintas sendiri dapat mempengaruhi keamanan dan ketertiban itu sendiri, ditambah dengan fakta Kabupaten Karawang merupakan tempat per-industrian sehingga fakta tersebut mempunyai pengaruh padatnya lalu lintas Kabupaten Karawang Metode yang dilakukan pada penelitian ini yaitu metode kualitatif yang di harapkan informasi yang telah dikumpulkan secara mendalam dan lengkap dapat memberikan sesuatu informasi yang sangat penting. Sehingga, hal kelengkapan data tersebut dapat dijadikan acuan untuk menemukan inovasi baru atau ide baru untuk menyelesaikan permasalahan yang ada. Menurut hasil penelitian yang didapat, Unit Dikyasa telah melakukan tugasnya dengan baik disetiap kegiatannya dengan sumber daya manusia yang ada dan sarpras yang ada. Dengan adanya kegiatan Safety Riding, Unit Dikyasa dapat menekan angka pelanggar yang baru terlihat sedikit. Dengan adanya dukungan pimpinan kepada Unit Dikyasa berupa sarpras dan sumber daya manusia, dimungkinkan kegiatan Unit Dikyasa dalam penyampaian materi kegiatan Safety Riding dapat terlaksana dengan optimal. penelitian ini mengacu pada Undang-undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan yang dijelaskan bahwa tujuan terlaksananya lalu lintas yang aman, selamat, tertib dan lancar serta membentuk prilaku masyarakat agar beretika dan budaya berlalu lintas.

Abstract

This research is motivated by the increasing number of motor vehicle theft in the Bogor City Police jurisdiction. The high level of community activities in the city of Bogor makes the crime that happens to be high too. And the pattern of prevention which is prioritized by the National Police can be accepted by the community rather than the pattern of repression or repression. Writing this thesis uses a qualitative approach to the type of descriptive research. Data collection techniques with interviews, observations, and document review. There are primary and secondary data sources and the theory used to analyze is role theory. The results found that the role of Bhabinkamtibmas in preventing the theft of motorized vehicles in Bogor City City Police with the implementation of counseling to guard the vehicle by locking the handlebar or steering wheel, double locking, entrusting to the parking attendant, or entrusting to people who are close to the vehicle parked, in a place that is busy, or do not leave tickets or important letters on the vehicle and if possible monitored CCTV. The obstacles of Bhabinkamtibmas in counseling the prevention of motor vehicle theft due to the fact that there are still many people who are not aware or open of their vehicles, namely by parking their vehicles without locking the handlebar or not using double keys. This condition is worsened by the ease in which people get a vehicle with a little money to use a motorcycle, so that many people are not aware of the importance of protecting vehicles from theft. Minimize the number of obstacles that exist by providing guidance as well as guidance by the police regarding the issue of kamtibmas and services received by the community or groups. Counseling must be done to remote areas or reach out to the distribution of excellent services conducted by the bhabinkamtibmas about how to prevent motor vehicle theft must be anticipated.

Abstract

The high number of traffic accidents that occur among high school-aged teenagers in Garut district receives special attention from Garut Regional Police who have the main task of protecting, protecting and serving the community. To overcome these problems, the Unit of Satlantas Garut Police Precinct took a preventive effort by carrying out public education / public education about traffic through the Police go to school method. This study aims to obtain an overview of the implementation of Dikmas then through the Police go to school method and to obtain an overview of the role of Dikyasa Unit personnel in reducing the number of traffic accidents among high school students in the Garut Police jurisdiction as well as the factors that influence the implementation of the Dikmas then through the method Police go to school. This thesis research is a research with a qualitative approach, the type of research is analytical descriptive. The sources of this research data are primary data sources and secondary data sources. Then, the data collection techniques used in writing this thesis are observation, interview, and document study. Furthermore, to test the accuracy and accuracy of the data in this study using triangulation techniques. Data analysis techniques in qualitative research are data reduction, data presentation, and drawing conclusions. The results showed that the Dikmas then with the Police go to school method implemented by the Garut Satlantas Unit of the Garut Regional Police Precinct were not optimal, this was influenced by the lack of the number of Dikyasa Unit personnel and the qualifications of the community education sector which were judged to be still low and the low interest and participation of high school students in participating Dikmas activities then. So it needs optimization in the implementation of community education then in the future.
