Abstract

Crimes against children as victims in the Sumedang region have a high number. This should not have happened because children are the next generation of the nation that should be protected. Sumedang Regional Police as a state apparatus that becomes a law enforcer, protector, patron, and public servant in handling criminal cases against children as victims is considered to be less than optimal. This can be seen from the increase that occurred in the last 2 years which was dominated by sexual violence. The purpose of this study is to describe the role of counseling by the Sumedang District Police Bhabinkamtibmas as implementing subjects in preventing the crime of child victims and discovering the factors that cause the crime of child victims in the Sumedang Region. In this research, the implementation of the Bhabinkamtibmas task to prevent the crime of child victims uses role theory, management, theories, communication theory, and by paying attention to their suitability with the Community Policing concept, binluh concept, and the child concept. This research was conducted with a qualitative approach and type of field research. With data collection techniques of observation, interviews, and study documents. Data analysis techniques used include data reduction, data presentation and drawing conclusions. The results of the study and conclusions of this study indicate that based on data obtained and interviews with the Chief of Police, Kasat Binmas, Head of PPA, Bhabinkamtibmas, and the Office for the Protection of Women and Children in Sumedang stated that participation in efforts to prevent the crime of victims of children has not been thoroughly carried out using elements management and role elements. The factors that cause the crime of child victims are internal and external factors. Internal factors consist of quality personnel, and implementation planning. While external factors include coordination, cooperation, and legal awareness.

Abstract

ABSTRACT This research aims to determine how the roles and factors that influence the first-rate services of Bandung city police administration unit to create community satisfaction. The background in this research is the main task and function of the POLRI as a public servant, as well as the Bandung city police which is the research location. So that the Bandung City Police administration unit becomes the center of research because there are still complaints, criticism, and other negative opinion in various mass media and social media. This study uses a qualitative approach with data collection methods in the form of interviews, observations, and document studies. To support and strengthen the data obtained, researchers used questionnaire data collection techniques with 122 respondents to answer several questions related to community satisfaction in the context of excellent service conducted by the Bandung City Police administration unit. This research refers to UU No. 2 of 2002, UU No. 25 of 2009 and KEMENPAN No. 63 of 2003 as an excellent service standard provided by the Satpas Polrestabes Bandung to realize community satisfaction. The results of this study are the implementation of the role of the Satpas Polrestabes Bandung is still not going well in providing excellent service to the community, because of the four standard indicators used as a reference there is only one indicator that has been fulfilled, namely the position of people in behaviour. Factors that influence the role of the Bandung City Police administration unit in excellent service consist of 14 elements that are divided into ten factors that still need to be improved and four parts that have been fulfilled, such as legal basis, precise requirements, service products and service guarantees that provide service certainty. Thus, some suggestions were put forward by researchers to support the implementation of the Bandung Polrestabes mission to realize the vision that has been set, namely the realization of excellent service to the community in law enforcement efforts and the maintenance of security and order to increase public trust. ABSTRACTThe Role of Bhabinkamtibmas in Preventing Asusila Crime in the Tasikmalaya Regional Police StationMuhammad Ricky Ananda Nafarin, Brigtar No. AK 16.242 Since 2017 until 2019, immoral crime in the community has increased and decreased in terms of the number of cases. Had decreased in 2018 but again increased in number at the end of 2019. This should not have happened because the crime of immorality is a very crucial crime where the victim could be traumatized and also will experience a deep illness for a long period of time. Therefore, Tasikmalaya Regional Police prioritizes preemptive preventive actions to prevent immoral acts in the community. This action was carried out through a program that had been designed and arranged in such a way by the Tasikmalaya Regional Police. The approach used in this study is a qualitative approach. And data collection techniques in this study is to use observation, interviews and also use document studies. In this study also uses analysis techniques so that the data obtained is valid data. Techniques used include data reduction, data presentation and drawing conclusions.The results of the research and the conclusions that have been obtained in this study indicate that the activities of preventing the occurrence of immoral acts by Bhabinkamtibmas in the Tasikmalaya Regional police station can be concluded that they have been carried out properly and are considered sufficient. Abstract

ABSTRACT This research has a purpose to describe the situation of traffic flow and traffic congestion conditions, describe the kind of traffic engineering implementation and analyze the supporting and inhibiting factors of the form of traffic engineering implementation on Jalan Otista in the Bogor City area to reducing traffic jam. The concepts used in this research are the concept of traffic congestion and the concept of traffic engineering. The theory used is the theory of public policy implementation and management theory. The research approach is using qualitative approach with the type of field research. The location of the research was conducted in the jurisdiction of the Bogor City resort police which focused on Jalan Otista (Otto Iskandardinata). Data collection techniques consist of observation, interview and document study. Data analysis techniques consist of data reduction, data present and making conclusion and verification. The results showed that the congestion on Jalan Otista before the implementation of the SSA reached the level of LoS service "D". After the implementation of the alternative SSA I (counter clockwise direction) is at LoS "C", but the other road experiences LoS to "E". Therefore carried out the application of alternative SSA II (clockwise). Jalan Otista underwent an "E" LoS, so that the police carried out limited engineering by opened and closed system to the road on Jalan Pajajaran towards Jalan Otista switch to Jalan Baranangsiang. The supporting factors for the implementation of traffic engineering are adequate facilities and infrastructure, the enthusiasm and commitment of members of the Bogor City Traffic Police and a positive response from the people. While the inhibiting factors are the behavior and complaints of the people, the quantity of human resources from the Bogor Kota Traffic Unit and related agencies, and the lack of synergy between the municipal government with the police and other agencies. Abstract

Penelitian ini dilatarbelakangi oleh tingginya pelanggaran lalu lintas pelajar di Kabupaten Tasikmalaya. Pelanggaran lalu lintas pelajar disebabkan kurangnya pengetahuan dan pemahaman mengenai peraturan-peraturan dan etika dalam berkendara yang baik dan benar. Upaya yang dilakukan guna mencegah pelanggaran lalu lintas pelajar difokuskan kepada upaya pre-emtif. Hal ini dimaksudkan untuk menumbuhkan kesadaran pelajar untuk tidak melakukan pelanggaran lalu lintas. Oleh karena itu, dilakukanlah penelitian yang bertujuan untuk mengetahui gambaran program “Police Goes to School” oleh Unitdikyasa dan faktor-faktor yang mempengaruhi program tersebut. Penelitian ini dibahas dengan menggunakan konsep dan teori sebagai pisau analisis, yaitu menggunakan konsep upaya, konsep Dikmaslantas, teori manajemen, dan teori komunikasi. Penelitian ini dilakukan dengan pendekatan kualitatif, menggunakan metode penelitian field research, serta teknik pengumpulan data dengan wawancara, observasi, dan telaah dokumen. Hasil penelitian menemukan bahwa Kecelakaan lalu lintas pelajar tinggi. Program “Police Goes to School” oleh Unitdikyasa dalam mencegah kecelakaan lalu lintas pelajar yang dianalisis dengan menggunakan teori manajemen adalah menjadi pembina upacara, melaksanakan kegiatan penyuluhan masih belum optimal karena masih tingginya pelanggaran lalu lintas pelajar. Kemampuan personel Unitdikyasa ditinjau dari konsep strategi belajar mengajar dan teori komunikasi belum optimal. Ada beberapa faktor yang mempengaruhi, faktor penghambat yaitu faktor sumber daya manusia, anggaran, waktu dan tempat, perhatian dan dukungan pelajar maupun sekolah, peraturan tentang Dikmaslantas, sedangkan faktor pendukung adalah kerjasama lintas sektoral. Berdasarkan hasil penelitian, berbagai upaya sudah dilaksanakan dalam mencegah pelanggaran lalu lintas pelajar. Penulis menyarankan dilakukan penambahan jumlah personel dan pemberian pendidikan kejuruan (Dikjur), penambahan jumlah anggaran agar dapat menunjang pelaksanaan Dikmaslantas, penambahan Sarpras, perlunya inovasi-inovasi dalam kegiatan tersebut contohnya adalah pembuatan rapor lantas untuk mendorong kepatuhan pelajar terhadap peraturan lalu lintas yang berlaku. Abstract

The phenomenon that happened in the community these days, with the high number of unemployment, however the needs of everyday life can influence the way of thinking, and to act on community that impacted the criminality action, for example theft crime. One of the examples of rampant theft cases in Indonesia is the case of motor vehicle theft. For the Majalengka Police Resort jurisdiction, based on the data recorded in 2018 there are 178 cases of motor vehicle theft and in 2019 there are 271 cases of motor vehicle theft. Binmas works to prevent and solve the problems by prioritizing preventive communications by conducting a counseling aims to increase the awareness of community regarding to the law to create a proactive community in the realization of conducive situation. The purpose of this research is to give description, to analyze the implementation of counseling and to analyze factors that influenced the counseling activity by Bhabinkamtibmas in the Majalengka Police Resort jurisdiction. This research used a qualitative approach with analysis descriptive research. The research’s location is Majalengka Police Sector. The data collection techniques used are interview, observation and documents study methods. The data validity used in this research are transformability, confirmability, triangulation and data credibility. The research results showed that the efforts made by Bhabinkamtibmas in preventing the motor vehicle theft in the Majalengka Police Sector have been running optimally analyzed using the management theory by George R. Terry. The external factors that influenced the implementation of Bhabinkamtibmas members are the availability of adequate budget and the right chosen method, whereas the internal factors are the education of Bhabinkamtibmas members, where many of the Bhabinkamtibmas members of Majalengka Police Sector have not attend the vocational education and the lacks of total placement of fostered areas. When viewed from the infrastructure obtained by Bhabinkamtibmas in implementing the activity in the fostered areas are still lacking.

Abstract

Peranan Polri yang dalam hal ini SatBinmas Polres Garut yang berhubungan dan berkomunikasi langsung dengan masyarakat sampai kepelosok diharapkan mempunyai peranan penting dalam menangkal dan mencegah berbagai kejahatan tidak terkecuali penipuan yang menjadi rangking pertama Tindak Pidana di Polres Garut. Penelitian ini bertujuan untuk mengetahui peran Satuan Pembinaan Masyarakat (Satbinmas) dalam upaya mencegah tindak pidana penipuan di wilayah Hukum Polres Garut, dan menjelaskan faktor yang menentukan peran Satuan Pembinaan Masyarakat (Satbinmas) dalam upaya mencegah tindak pidana penipuan di wilayah Polres Garut. Penelitian dilaksanakan di Polres Garut dengan pendekatan penelitian deskriptif kualitatif. Informan penelitian terdiri atas Kapolres Garut, Kasat Binmas Polres Garut dan masyarakat. Teknik pengumpulan data meliputi observasi, wawancara dan dokumentasi. Analisis data menggunakan analisis kualitatif mulai dari reduksi data, penyajian data, verifikasi dan penarikan kesimpulan. Hasil penelitian menemukan bahwa peran Satbinmas dalam upaya mencegah tindak pidana penipuan dengan melakukan pendataan, penyuluhan dan penertiban telah terlaksana dengan baik yang mampu meminimalisasi tingkat kejahatan penipuan di wilayah hukum Polres Garut. Faktor penentu terlaksananya peran Satbinmas dalam upaya mencegah tindak pidana penipuan di wilayah hukum Polres Garut meliputi penegakan hukum, kesadaran masyarakat serta sarana dan prasarana. Untuk itu perlu ada penambahan jumlah anggota yang ditempatkan dibagian Satbinmas, sehingga diharapkan dengan bertambahnya jumlah anggota memperluas ruang gerak dari Satbinmas Polres Garut. Mengadakan sosialisasi penyuluhan tentang tindak pidana peniuan dan penambahan dana akomodasi dan transportasi serta perbaikan prasarana Satbinmas yang memudahkan mobilitas personel dalam melakukan pendataan, penyuluhan dan pembinaan kepada masyarakat.

Abstract

Traffic violations in Sumedang especially by high school students are a problem that must be faced by the Sumedang Police Traffic Unit especially the Dikyasa unit and to reduce traffic violations along with the high number of violations committed by high school students. The role of Dikmas Lantas is then needed to reduce traffic violations, especially by high school students in Sumedang. This study aims to determine how the description of traffic violations committed by high school students, how the description of Dikmas Lantas activities then reduce traffic violations committed by high school students, and describe the factors that influence the implementation of Dikmas Lantas in Sumedang Regional Police. Research location at Sumedang Regional Police Station. This research uses a qualitative approach with descriptive analysis method. Data collection techniques in this study used data from interviews, observations, and document studies. This study uses the management theory of George R. Terry POAC and 6M theory. The conclusion obtained from this study is there are many types of traffic violations committed by high school students, but what dominates is that related violations do not have a SIM. The description of the activities of the Dikmas Lantas program and its implementation is still not optimal in terms of management theory and Petunjuk Pelaksana Kapolri No.Pol: Juklak / 5 / V / 2003 dated May 29, 2003 concerning the Guidelines for the Implementation of Dikmas Lantas in the Field of Traffic not fully implemented. The inhibiting factors of the implementation of Dikmas Lantas then are in the form of facilities and infrastructure in the implementation of activities are still modest, and the methods provided to the objectives are not yet fully maximized. Suggestions from this research is to conduct planning activities effectively and efficiently, completing facilities and infrastructure to support the implementation of Dikmas Lantas then and give the material more attractive to high school students so it can be easily understood and to understand what will be delivered by the donor material.

Abstract

Dalam empat tahun terakhir tingkat pelanggaran lalu lintas di wilayah Kuningan yang terus meningkat dan paling banyak dilakukan oleh pelajar SMA. Sebagai upaya dalam mengurangi pelanggaran tersebut, unit Dikyasa membentuk program Polisi Pelajar (Poljar) untuk memberikan edukasi tertib berlalu lintas. Penelitian ini bertujuan untuk menganalisis bagaimana pelaksanaan program Polisi Pelajar, serta faktor-faktor apa saja yang mempengaruhi belum optimalnya pelaksanaan program Polisi Pelajar sebagai upaya mengurangi pelanggaran lalu lintas. Penelitian ini menggunakan Teori dan Konsep untuk menganalisis fokus penelitian. Teori yang digunakan meliputi Teori Penegakan Hukum dan Teori Manajemen. Konsep penelitian meliputi Optimalisasi, Pendidikan Masyarakat Bidang Lalu Lintas (Dikmas Lantas), Pelanggaran Lalu Lintas, dan Pelajar. Penelitian dilakukan dengan pendekatan kualitatif. Jenis penelitian adalah deskriptif analistik. Sumber data primer, sekunder, dan tersier. Teknik pengumpulan data dengan Wawancara, Observasi, dan Studi Dokumen. Dan Validitas data dengan Triangulasi sumber dan triangulasi teknik. Teknik analisis data dengan reduksi data, sajian data, dan penarikan kesimpulan. Hasil penelitian menemukan bahwa pelanggaran lalu lintas di wilayah Kuningan didominasi oleh para pelajar SMA. Pelanggaran tersebut dipengaruhi oleh faktor hukumnya sendiri, faktor penegak hukumnya, faktor sarpras yang mendukung, faktor masyarakat, dan faktor budaya. Dalam pelaksanaan Program Polisi Pelajar juga belum optimal karena beberapa faktor-faktor penghambat yang mempengaruhi pelaksanaanya. Saran penelitian guna mengoptimalkan pelaksanaan Program Polisi Pelajar (1) dilaksanakan analisis dan evaluasi secara rutin, (2) memperluas objek pelaksanaan dikmas lantas, (3) membangun koordinasi yang baik antar personil, (4) meningkatkan kegiatan yang melibatkan pelajar.

Abstract

ABSTRACT Korlantas conducted innovation at Satlantas Polres Purwakarta in online SIM registration to cut bureaucracy of making new and extending SIMs. Until February 2020, the number of users is still not in accordance with the goal. This research aimed to find out online SIM Registration Program, the effectivity of using online SIM registration, the influencing factors. This research was conducted with a qualitative approach, using subjective meaning research methods, and data collection techniques by interviewing, observing, and studying documents. The results of the study found that the use of the online SIM Registration Program for the system, implementing competencies, internal supervision, number of implementers, and guarantee of public service safety has not met the standards. Factors that support the organization internally are leadership policies, a good work culture, rewards in the form of reward and punishment, routine socialization, while for external organizations there are high expectations from the community related to efforts to improve public services. There are two factors that inhibit internally, namely human resource factors and factors on the internet server program network, while externally the level of public knowledge. It is recommended to educate and train personnels, adding facilities and infrastructures to support the performance of personnel in the service of an online SIM program, to improve the stability of an online SIM program server and internet network in the Purwakarta area, in the form of a special outlet for online SIM registration, work the same in the socialization of the program with radio and print media
