Abstract

ABSTRAK Kecelakaan lalu lintas di wilayah Polresta Sidoarjo pada 2020 masih tinggi. Penelitian ini dilakukan untuk menjelaskan efektivitas program Safety Riding yang dilaksanakan Unit Dikyasa Lantas dengan memberikan pendidikan masyarakat tentang etika berkendara yang baik dan benar dengan cara sosialisasi, penyuluhan dan himbauan kepada masyarakat dalam meningkatkan pengetahuan dan kesadaran untuk selalu mentaati peraturan lalu lintas untuk mencegah terjadinya kecelakaan lalu lintas khususnya pada pelajar di wilayah Polresta Sidoarjo dan menjelaskan faktor-faktor yang mempengaruhi pelaksanaan Progam Safety Riding oleh Unit Dikyasa Lantas Polresta Sidoarjo. Oleh karena itu, penulis menyusun skripsi dengan judul “Efektivitas Progam Safety Riding Dalam Mencegah Kecelakaan Lalu Lintas Terhadap Pelajar di Kabupaten Sidoarjo”. Untuk menganalisis hasil penelitian, digunakan teori efektivitas, konsep safety riding, konsep pencegahan kecelakaan lalu lintas dan konsep Dikmas Lantas dari buku petunjuk pelaksanaan Kapolri No.Pol. : Juklak/5/V/2003 tanggal 29 Mei 2013 tentang petunjuk pelaksanaan pendidikan masyarakat di bidang lalu lintas (Dikmas Lantas). Penelitian ini menggunakan pendekatan deskriptif kualitatif. Dalam penelitian ini, pihak informan primer adalah anggota Unit Dikyasa Satlantas Polresta Sidoarjo dan informan sekunder adalah masyarakat Kabupaten Sidoarjo. Teknik pengumpulan data yaitu dengan melakukan wawancara, observasi dan studi dokumen. Hasil yang diperoleh penulis dalam penelitian ini yaitu memberikan pemecahan masalah kecelakaan lalu lintas melalui progam Safety Riding yang dilaksanakan Unit Dikyasa Lantas dalam mencegah terjadinya kecelakaan lalu lintas terhadap pelajar di wilayah Polresta Sidoarjo diterapkan dengan teori efektivitas, konsep safety riding, konsep pencegahan lalu lintas dan Juklak Kapolri No.Pol. : Juklak/5/V/2013 tentang pelaksanaan Dikmas Lantas. Hasil penelitian ini terhadap pelaksanaan progam Safety Riding yang dilakukan oleh Unit Dikyasa Lantas ini belum sesuai harapan karena angka kecelakaan lalu lintas terhadap pelajar masih tinggi setiap tahunnya karena faktor keterbatasan personel yang melaksanakan Dikmas, keterbatasan anggaran, sarana dan prasarana dan Dikmas mengenai etika berkendera yang baik dan benar ini belum tersampaikan sepenuhnya kepada seluruh lapisan masyarakat Sidoarjo khususnya pada pelajar. Abstract

This research is based on the background of illegal racing in the Labuhanbatu Police area which is one of the traffic problems. The implementation was so organized that the Labuhanbatu Police Sabhara Patrol Unit had difficulty preventing it. This is related to the not yet maximal implementation of the Sabhara Unit patrols in order to prevent illegal racing from occurring. The purpose of this study is to describe the implementation of the Sabhara Unit of the Labuhan Batu Police, the inhibiting factors that affect patrols and how to maximize the implementation of patrols. This study uses concepts and theories that are relevant to the research title, including the concept of implementation, the concept of patrolling, the concept of prevention, the concept of illegal racing, management theory and SWOT theory. This research was conducted using a qualitative approach, using field research methods, as well as data collection techniques with interviews, observations and document studies. This study resulted in research findings, namely, the implementation of the Sabhara Unit of the Labuhan Batu Police in preventing illegal racing at the Labuhan Batu Police, it can be seen from several aspects, namely human resources, administration, budget availability to support the implementation of patrols, implementation time and targets. activity. There are several inhibiting factors that affect the implementation of patrols, both internal and external factors. In addition, efforts to carry out patrols to prevent illegal racing are carried out by maximizing the management function of the Sabhara Unit implemented by the Turjawali Head Office, which is divided into Planning, Organizing, mobilizing, and Controlling. Based on the results of the study, the authors suggest improving the quality and quantity of existing human resources, making patrol routes taking into account the latest security and social security situation, paying attention to the timing of patrols with hours prone to illegal racing, and empowering other agencies to assist the implementation of patrols.

Abstract

This research is based on high number of cases of motor vehicle theft compared to other crimes in Medan resort police. Police need to carry out patrols to prevent the meeting of intentions and opportunities for criminals, especially in motor vehicle theft. Therefore, the purpose of this study is to describe the efforts of the sabhara unit and the factors that influence the implementation of patrols and harkamtibmas efforts in optimizing the four wheel patrol. This type of research uses field research and a qualitative approach. Sources of data include primary data and secondary data with data collection techniques used are interviews, observations, document studies and Focus Group Discussions. Data analysis techniques used include data reduction, data presentation and drawing conclusions. The analytical knife in conducting the discussion includes management theory and crime prevention theory. The results of the study found that the crime of theft until now is the highest crime in Medan resort police. Patrol activities carried out by the Medan resort police Sabhara Unit are carried out according to the SOP, divided into 3 stages, namely preparation, implementation and termination. Judging from several aspects, the implementation of patrols in the Sabhara is considered less than optimal, influenced by several factors. The most influential internal factor is the problem of the limited number of communication tools such as Handy Talk (HT) and the external is the lack of community participation. Harkamtibmas efforts in optimizing the R4 patrol carried out a strong point, but the strong implementation did not meet the principle of crime prevention, namely the patrol did not interact with the community and did not give advice to the community. Based on the results of the study, the authors suggest that in making patrol routes always pay attention to the development of the latest Kamtibmas situation in Medan City. In order to apply for additional HT, often establish collaborations with the community, such as the Hansip post, Kamra post, Security guard post, and Kamling post selectively to facilitate monitoring of locations prone to motor vehicle theft and patrolling through residential areas

Abstract

This research’s background is derived from researcher’s observasion in Bantul that the theft cases are increasing in these three years. These numbers is dominated by aggravated theft with 434 total cases. Researcher then observes how Bhabinkamtibmas must act with their functions, these are preemtive, preventive, and repressive. This research is conducted with qualitative model research, with analytic descriptive method. The source of this research is interview, observation, and documentation study. The result of this research is that the role of Bhabinkamtibmas is not optimal yet, there are still Bhabinkamtibmas personnel who are concurrent in two villages so that some planned activities are not optimal. The second result of research is that the optimization of the role of Bhabinkamtibmas using management functions has been implemented, but in the planning function there are still weaknesses, namely the discovery of Bhabinkamtibmas which do not have the supporting quality competencies. The third research result is that there are obstacles in the implementation of Bhabinkamtibmas duties, namely the lack of quantity and quality of personnel and infrastructure. The research suggestions are: 1) The Bantul police service unit adds personnel and infrastructure in order to maximize the role of bhabinkamtibmas which can be strengthened with elements of management so that the role of bhabinkamtibmas in preventing criminal acts of theft by means of maximum weighting can; 2) Optimizing the role of Bhabinkamtibmas by implementing management stages, namely planning, organizing, implementing, and evaluating; and 3) Improve the facilities and infrastructure of Bhabinkamtibmas Bantul Police. This is done to increase the mobility of the personnel in carrying out their duties. This facility and infrastructure factor can be used to improve the quality of personnel in terms of transportation and communication.

Abstract

Fokus penelitian ini adalah tentang Peran Satintelkam Polresta Padang dalam mengantisipasi unjuk rasa Omnibus Law di Kota Padang. Fokus kajian ini dipandang penting dilakukan karena unjuk rasa penolakan Omnibus Law terjadi di seluruh wilayah Indonesia yang banyak berujung anarkis. Peran Satintelkam Polresta Padang dalam melakukan deteksi dini, peringatan dini, dan pencegahan dini dapat mengantisipasi pelaksanaan unjuk rasa Omnibus Law baik sebelum, saat, maupun sesudah pelaksanaan. Sehingga aksi unjuk rasa berlangsung dengan damai tanpa adanya tindakan anarkis dari peserta aksi. Penelitian skripsi ini bertujuan untuk mendeskripsikan dan menganalisis peran dari Satintelkam dan komponen-komponen yang mempengaruhi peran Satintelkam dalam mengantisipasi unjuk rasa Omnibus Law. Untuk menganalisis hal tersebut, peneliti menggunakan pendekatan kualitatif dengan kerangka konseptual berupa teori dan konsep sebagai pisau analisis oleh peneliti dalam menjawab rumusan masalah yang telah ditentukan. Teori dan konsep yang digunakan peneliti yaitu teori Manajemen Operasional Tujuh Langkah (MOTL), Teori Komunikasi, konsep Peran, Undang-Undang Nomor 9 tahun 1998 tentang Kemerdekaan Menyampaikan Pendapat di Muka Umum, Peraturan Kepala Badan Intelijen Kemanan tentang penyelidikan, pengamanan dan penggalangan, konsep Satuan Intelkam. Hasil temuan selama penelitian ini yakni (1) kemampuan intelijen personel dalam mendeteksi unjuk rasa Omnibus Law 2) keberhasilan personel dalam melakukan penggalangan peserta aksi. (3) keterlibatan seluruh personel intelijen. (4) Produk intelijen dalam Laporan Informasi dan Perkiraan Keadaan yang akurat dan sesuai dengan fakta . (5) Tim penyekat yang terbagi dalam empat titik yang berfungsi untuk memonitor dan mencegah masuknya orang atau kelompok yang bukan peserta aksi ke lokasi titik kumpul. Peneliti menyarankan agar menambah jaringan pada kelompok yang sering memanfaatkan momen unjuk rasa, meneliti cara bertindak dari tim penyekat, serta memanfaatkan teknologi terbarukan dan media sosial untuk meng-counter berita hoax.

Abstract

Penelitian ini dilatarbelakangi oleh program police 4.0 menggunakan aplikasi TACS untuk membantu pengajuan klaim asuransi korban laka. Penggunaan aplikasi TACS di wilayah hukum Polres Jember dimulai sejak bulan April 2020, namun pengajuan klaim asuransi yang berhasil dilakukan melalui aplikasi hanya tercatat 179 dari total 832 korban laka. Hal ini disebabkan karena beberapa faktor penyebab sehingga tidak mencapai tujuan yang diharapkan. Hal ini memerlukan optimalisasi peran Unit Laka sebagai unit yang memiliki tanggung jawab dalam pelayanan dan kepastian hukum pada korban laka. Oleh karena itu, penelitian ini bertujuan mengetahui gambaran umum penggunaan TACS di wilayah hukum Polres Jember, upaya optimalisasi peran unit laka dalam penggunaan aplikasi dan menemukan faktor-faktor yang mempengaruhi peningkatan peran Unit Laka. Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif analisis, serta teknik pengumpulan data dengan wawancara, pengamatan, dan telaah dokumen. Hasil penelitian menunjukkan Unit Laka telah dinilai baik dalam menjalankan perannya dengan jumlah personil yang minim, namun belum optimal dalam memaksimalkan pemahaman seluruh anggota unit terkait aplikasi TACS karena belum adanya pelatihan berkala serta belum adanya penguatan kesepahaman antar instansi dan sosialisasi terhadap masyarakat terkait aplikasi TACS. Belum adanya alokasi anggaran untuk perbaikan sarana maupun penyelenggaraan sosialisasi guna mendukung peningkatan penggunaan aplikasi TACS serta pihak instansi rumah sakit juga tidak mengarahkan dalam proses pengajuan klaim asuransi melalui aplikasi TACS.

Abstract

Children are the successors of the nation's ideals in the future, but nowadays crimes against children are rampant, the rewards and punishments given must also provide strict sanctions and a deterrent effect on perpetrators of sexual intercourse with children. The trigger for sexual intercourse with children is masterminded by a number of factors and various reasons. There are also various motives for cases of sexual intercourse with children that have been found in the field, but in this thesis what will be discussed is how to analyze a case of sexual intercourse committed by a teacher against his students. The research was conducted in the jurisdiction of the Barelang Police. Theories used in this research are Legal Effectiveness Theory, Competency Theory, and Role Theory. The concept used is the concept of the victim, the concept of the crime of sexual intercourse, and the concept of the investigation. This research uses a qualitative approach with a case study method. In addition, it will also discuss the point of view of the PPA unit investigator who was unable to prove this crime of sexual intercourse to two other victims. The results of this study are a description of the crime of sexual intercourse against a child whose legal entanglement is not in accordance with what it should be and the investigation process that requires the ability of the investigator because the victim is a child, as well as factors that hinder the investigation, namely law enforcement factors and infrastructure factors. Therefore, the authors provide suggestions to improve the quality of law enforcement and improve infrastructure in accordance with applicable regulations.

Abstract

Traffic accidents are one of the problems in the field of traffic that road users in Indonesia are wary of. This study portrays how traffic accidents occur in the Payakumbuh Police Office jurisdiction. The purpose is to describe the effectiveness of Traffic Public Education in preventing traffic accidents in the Payakumbuh Police Office jurisdiction. Efforts to prevent traffic accidents have been carried out with the hope that traffic accidents will decrease from the previous year. Traffic Public Education is a preventive operational activity to increase public awareness in traffic so that the risk of traffic accidents can be reduced. The implementation of Traffic Public Education is carried out in accordance with the Implementation Instructions of the National Police Chief No. Pol: Juklak/05/V/2003. As an analytical tool to discuss this research, George R Terry's management theory and effectiveness theory are used with a qualitative approach. Data collection was performed through interview, observation and document review techniques. Meanwhile, data analysis was executed with data reduction, data presentation, and drawing conclusions. Based on the study's result discussion, it can be concluded that the activities of Traffic Public Education still need improvement in terms of resources, processes and goals or targets to be achieved. The factors influencing the implementation of Traffic Public Education at the Payakumbuh Police Office include internal and external factors. The internal factors are related to human resources, facilities, and infrastructure, while external factors include the condition of the people in Payakumbuh City.

Abstract

This research is based on the increasingly worrying conditions of drug abuse in Indonesia. In the jurisdiction of Langsa Police Department itself the number one crime for the last three years (2018-2020) are narcotics crime. Law enforcement and rehabilitation measures have not resolved the issue so the most effective action is preventive measures. In this case prevention efforts are carried out by community development unit and the implementation is carried out by Bhabinkamtibmas who is the spearhead of community development unit because it interacts directly with the community in the village. Therefore, research was conducted with the aim of knowing the capabilities of the Role of Bhabinkamtibmas, what efforts Bhabinkamtibmas Langsa Police Department in preventing drug abuse in the community, and what is the obstacle of Bhabinkamtibmas Langsa Police Department in preventing drug abuse in the society. This study uses management theory, prevention theory, and role theory to analyze existing problems. The focus of the research was Bhabinkamtibmas's role in preventing drug cases in the Langsa Police Department. Data collection techniques with interviews, observations and document studies. Data analysis is performed with data reduction, data serving and verification. Based on the results of the research, Bhabinkamtibmas has made several efforts such as guidance and counseling to the community and students, carrying out sideburns and visits to houses and stalls, as well as forming a pageu gampoeng Constraints found divided into two internal factors: lack of quantity and quality of personnel, inadequate budget, and less supportive infrastructure, and external factors: lack of awareness from the community , environmental factors, and pandemic factors, based on the findings the author suggested to improve the quantity and quality of personnel, secondly put Bhabinkamtibmas in the village of his target, third held infrastructure to support the performance of Bhabinkamtibmas, fourth carried out evaluation and looked for alternatives and methods in the delivery of kamtibmas message.

Abstract

This research is motivated by the rise of criminal cases committed or with child victims that every year the number is increasing in the area of Police Law Metro Pancoran Mas. This is what makes cases involving children begin to be a concern and must be resolved. The handling of the rise of the case is to improve the role of Bhabinkamtibmas in the description of duties and responsibilities daily, control the implementation of bhabinkamtibmas tasks to be more targeted and refer to the written rules and review what factors affect the role of Bhabinkamtibmas in carrying out its duties. This research method is done with qualitative approach. Using descriptive research methods of analysis. Data collection techniques with interviews, observations, and document studies. Meanwhile, the technique of validity and reliability of data from research results using data triangulation techniques, using data analysis in the form of data reduction, data presentation, as well as conclusion and verification. Based on the results of the research shows that the still imperfect implementation of the role of Bhabinkamtibmas analyzed with the theory of prevention and concept of the role of polmas, and Perkap No. 3 of 2015, as well as the level of public knowledge about child crime is analyzed with communication theory. The factors that hinder the implementation time of tasks, priority programs, and completeness of facilities. The impact of bhabinkamtibmas presence is still less felt by the community because it is constrained by COVID-19, the material that mostly contains about resilient villages, and overrides the appeal of kamtibmas, especially crimes involving children. According to the results of the research that has been obtained by researchers, researchers provide advice to the Police Chief, Kasat Binmas and the Chief of Police as the head to pay more attention to the role of Bhabinkamtibmas in understanding the task of counseling and pay attention to the problems of facilities and infrastructure needed, in addition to the materials and recommendations determined so as not to contain about covid-19 countermeasures and resilient villages.
