Abstract

The frequent occurrence of crime of theft is motivated by the necessities of life from the community, especially theft of motor vehicles, especially for two wheels in the area of ​​West Java, namely Cimahi. The police institution, especially the Sabhara unit, is required to carry out its duties to conduct surveillance in the form of patrol. The purpose of this study was to analyze how the role of the Shabara unit was in preventing criminal acts, describing the factors that caused the occurrence of criminal acts and describing the constraints to the implementation of patrols in order to prevent criminal acts of two-wheeled curanmor in the Cimahi Regional Police.This type of research is a qualitative research with field research methods. The location of this research is in the Cimahi Regional Police Office. Data collection techniques are done by observation, interviews and document studies. Data were analyzed using the techniques of collecting, reducing, displaying data and drawing conclusions.The results of this study indicate the role of patrol conducted by the Cimahi Police Sabhara Unit is to make local vulnerability data, the implementation of the patrol carried out in accordance with the hotspot data. Factors that influence the occurrence of theft due to the lack of maximum prevention carried out by the Sabhara Unit and the situation that supports the perpetrators of the action and the owner of the vehicle of the number of motorized vehicles that increase every year. Factors which become obstacles in carrying out its role are the lack of personnel of the Sabhara Unit, lack of fuel budget and the ability of the patrol personnel themselves. Abstract

Vehicle theft is one type of crime that still happen in Indonesia. Vehicle Theft become one amongst four crimes that get the attention in the ranks of all Indonesian Police across the country. But in reality, it is the duty of dialogic patrol’s role from Sabhara unit to prevent vehicle theft from happening. Research method used in this research is qualitative method. On the other hand, Data that will be analyzed in this research is interview data that has been done to people in the society, the offender, police in Polres Ciamis, studying documents, and observation to the performance of dialogic patroll. Result of the research is that the performance of Community Policing patrol by Polres Ciamis Sabhara Unit still have many problem. One of those problem is the mindset of police patrol personnel that still think that vehicle theft is not a significant problem. Not only that, Lack of personnel, facilities, supportive equipment, and most of all is that many principal of Community Policing has not efficiently being implemented in the society and the police personell. The problem and lackness that happen inside the dialogic patrol makes the offender do their crime according to the theory analysis of Routine Activity and Rational Choice. The conclusion is that the factor that slows down the dialogic patrol is divided by two which is internal factor and external factor. Police has not yet reach all parts and layers of society, especially police personel that directly do the patrol duty. Police must reach and interact with all parts and layers of the society. Good emotional relation between the police and the society is very eseential to create a Community Policing environment. Based on the explanation above the writer deliver a few recommendation. The recommendation to solve personell problem is to requisition extra personell from the higher authority. Another recommendation that writer delivered is patrol unit card program that could be socialized so the Community Policing culture could be created in the society.

ABSTRAK UPAYA UNIT PATROLI SATUAN SABHARA DALAM MENCEGAH TERJADINYA PENCURIAN KENDARAAN BERMOTOR DI WILAYAH HUKUM POLRES CIMAHI MUHAMMAD MIRWAN, 16.299 irwanmuhammad1101@gmail.com Modernisasi dan urbanisasi membawa dampak perubahan pada situasi dan kondisi keamanan dan kerawanan di Wilayah Hukum Polres Cimahi. Perubahan tersebut menimbulkan berbagai macam masalah, salah satunya adalah tindak pidana pencurian kendaraan bermotor. Hasil data yang diperoleh menyatakan bahwa masalah tersebut disebabkan oleh tingkat ekonomi masyarakat Cimahi yang masih rendah, oleh karena itu perlu dilakukan upaya preventif oleh unit patroli berupa kegiatan patroli. Penelitian ini bertujuan untuk mendeskripsikan perkembangan tindak pidana pencurian kendaraan bermotor di wilayah hukum Polres Cimahi, mendeskripsikan faktor-faktor yang mempengaruhi Unit Patroli Satuan Sabhara dalam pencegahan pencurian kendaraan bermotor, dan mendeskripsikan upaya Unit Patroli dalam mencegah pencurian kendaraan bermotor di wilayah hukum Polres Cimahi. Metode penelitian yang digunakan adalah metode deskriptif kualitatif yang ditempuh melalui wawancara, observasi, dan dokumentasi, serta dilakukan verifikasi data menggunakan triangulasi sumber dan triangulasi waktu. Hasil temuan menunjukan bahwa tindak pidana pencurian kendaraan bermotor mengalami kenaikan setiap tahunnya dari tahun 2018 sampai tahun 2019 dan merupakan tindak pidana paling tinggi diantara kasus lain yang terjadi di wilayah Hukum Polres Cimahi. Hasil Analisis SWOT yang dilakukan penulis menunjukan bahwa terdapat 2 (dua) faktor yang mempengaruhi upaya Unit Patroli dalam mencegah tindak pidana pencurian kendaraan bermotor, yaitu Faktor internal dan eksternal. Faktor Internal terdiri dari Kuantitas Personel Patroli, dan Keperluan Bahan Bakar Minyak, sedangkan Faktor Eksternal terdiri dari Jumlah penduduk Masyarakat Cimahi dan Tingkat Kesadaran Kamtibmas Masyarakat Cimahi. Unit Patroli telah melakukan upaya Preventif berupa Patroli Dialogis yang menjadi terobosan dari Satuan Sabahara dalam melaksanakan patroli. Namun setelah dianalisis menggunakan Teori Manajemen POAC, upaya preventif Unit Patroli Polres Cimahi masih kurang baik, maka Penulis menyarankan Unit Patroli Polres Cimahi untuk meningkatkan intensitas pelaksanaan patroli, dan mengefektifkan patroli dialogis dengan masyarakat. Abstract

Adolescence becomes a transitional period to find his true identity. Teenagers still get affected by bad things like liquor abuse. Consumption of liquor is considered to be a cool thing for teenagers. 3 teenagers died from consuming liquor mixed with cough medicine. The binmas Unit has a role in the attempt to handle the case of liquor among high school students with guidance and counseling. This research aims to analyze and describe an effort and factors that influence the performance of binmas units. Research location in Bogor City Polresta with a focus on coaching and counseling. This study uses qualitative methods with descriptive analysis techniques. Using data triangulation (Moleong; 2006: 330) 4 (four) kinds of techniques namely sources, theories and techniques as well as primary, secondary data sources. Data validity is data reduction, data display, conclusion drawing and verification.This research uses crime prevention theory, functionalist theory and behavior theory as well as the concept of counseling and the concept of partnership and cooperation. implementation binluh less than the maximum done by binmas units. in the implementation of there are internal factors that influence it's a personnel factor and many members who have not yet implementation binmas vocational training, and the external factor that affects are still a lot of liquor dealers that still illegally operated, less insight students about danger drinking liquor and surveillance from the school that is still very less in preventing students drink liquor. The conclusion is that inhibiting factors coaching and counseling conducted by the binmas unit it's a member competence, lack of insight students, and there are still many illegal liquor sellers

Abstract

Penelitian ini dilatarbelakangi oleh banyaknya kasus tindak pidana pencabulan yang terjadi di wilayah kerja Polres Tasikmalaya yang dapat meresahkan masyarakat dan menganggu situasi Keamanan dan Ketertiban Masyarakat (Kamtibmas). Akan tetapi, pada beberapa kasus tindak pidana pencabulan yang terjadi di Kabupaten Tasikmalaya tidak dilaporkan ke polisi. Hal tersebut salah satunya dapat dipengaruhi oleh kondisi masyarakat Kabupaten Tasikmalaya yang masih agamis dan tertutup juga dikarenakan rendahnya pengetahuan terkait dengan tindak pidana pencabulan, sehingga pelaksanaan penyuluhan untuk menanggulangi tindak pidana pencabulan ini dirasa perlu dan penting dilakukan agar dapat mengurangi kasus terjadinya tindak pidana pencabulan di Kabupaten Tasikmalaya. Oleh sebab itu, dilakukanlah penelitian ini dengan tujuan untuk mengetahui gambaran pelaksanaan penyuluhan oleh Bhabinkamtibmas serta kendala dan upaya yang dilakukan dalam proses pelaksanaan penyuluhan oleh Bhabinkamtibmas untuk menanggulangi tindak pidana pencabulan di Polres Tasikmalaya. Penelitian ini dilakukan dengan pendekatan kualitatif, menggunakan metode penelitian deskriptif analisis, serta teknik pengumpulan data dengan wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa pelaksanaan penyuluhan untuk menanggulangi tindak pidana pencabulan di Polres Tasikmalaya dilakukan dengan mendatangi tempat penyuluhan secara langsung. Akan tetapi, pada pelaksanaannya masih terdapat beberapa kendala baik kendala internal maupun eksternal yang dihadapi oleh Bhabinkamtibmas Polres Tasikmalaya dan jajaran dibawahnya. Berdasarkan hasil penelitian tersebut, peneliti memberikan saran kepada Bhabinkamtibmas untuk dapat mengatasi beberapa kendala internal dengan lebih baik lagi. Dengan teratasinya semua kendala internal tersebut, maka kendala eksternal akan dapat diatasi dengan lebih baik lagi, sehingga tujuan dan sasaran kegiatan penyuluhan dapat tercapai secara optimal. Abstract

ABSTRACT This research is motivated by the rampant cases of sexual harassment of minors, which is increasing every year in the Lembang Police Sector. This is what makes the case of Child Sexual Abuse begin to be a concern and must be resolved. Handling from the rise of the case is to improve the role of Bhabinkamtibmas in the description of duties and responsibilities daily, control the implementation of Bhabinkamtibmas duties to be more directed, and refer to written rules and examine what factors influence the role of Bhabinkamtibmas in carrying out their duties. This research method was conducted with a qualitative approach. Using descriptive analysis research methods. Data collection techniques by interviewing, observing, and studying documents. Meanwhile, the validity and reliability of the research data using data triangulation techniques, using data analysis in the form of data reduction, data presentation, and drawing conclusions and verification Based on the results of the study showed that the implementation of the role of Bhabinkamtibmas was still incomplete analyzed with crime prevention theory and the concept of success of community policing, the theory of communication elements and Perkap Number 21 of 2007, as well as the influencing factors were analyzed with work efficiency theory. The inhibiting factors are the time of task implementation, motivation, and completeness of the facilities. The impact of the Bhabinkamtibmas is still less felt by the community because the target of the counseling is inaccurate, the material is still general, and has not been focused on sexual harassment still only on the appeal of kamtibmas. According to the results of research that has been obtained by the author, the authors provide advice to the Chief of Police, Kasat Binmas and Kapolsek as leaders to pay more attention to the role of Bhabinkamtibmas in understanding the tasks of the field of extension as well as paying attention to the problems of facilities and infrastructure needed, in addition to Bhabinkamtibmas to always improve their knowledge and ability to extension materials can be well received by the community.

Abstract

Upaya yang dilakukan oleh Satlantas Polresta Bogor Kota dalam menekan angkapelanggaran oleh pelajar melalui tilang belum mampu menunjukkan hasil yang maksimal, sehingga penting untuk dilaksanakan Dikmas Lantas. Penelitian ini bertujuan menganalisis peran Dikmas Lantasoleh Unit Dikyasa dalam menekan angka pelanggaran lalu lintas di kalangan pelajar di wilayah hukum Polresta Bogor Kota. Kepustakaan teoritis dan konseptual yang digunakan, yaitu teori peran, teori manajemen, teori komunikasi, konsep pelanggaran lalu lintas, konsep Dikmas Lantas, dan konsep ilmu Kepolisian. Penelitian ini menggunakan pendekatankualitatif dengan metode penelitian lapangan. Analisis data dengan reduksi data, sajian data, dan penarikan kesimpulan. Hasil penelitian1) Pelanggaran lalu lintas di kalangan pelajar pada wilayah hukum Polresta Bogor Kota masih tergolong tinggiyaitu sebanyak 39.981yang dilakukan oleh pelajar SMA.Bentuk pelanggaran lalu lintas yang dilakukan pelajar, meliputi pelanggaran tidak bergerak (standing violation)dan pelanggaran lalu lintas bergerak (moving violation).2) Langkah-langkah Dikmas LantasolehUnit Dikyasa dalam menekan angka pelanggaran lalu lintas di kalangan pelajar pada wilayah hukum Polresta Bogor Kota dengan berpegang pada prinsip manajemen.Akan tetapi, pelaksanaan Dikmas Lantas bagi pelajar belum mampu menyentuh semua sekolah yang ada di wilayah hukum Polresta Bogor Kota.3) Faktor yang mendukung pelaksanaan Dikmas Lantasdalam menekan angka pelanggaran lalu lintas di kalangan pelajar pada wilayah hukum Polresta Bogor Kota, yaitu kejuruan Dikmas Lantas, dukungan anggaran, serta dukungan dari pihak sekolah. Faktor yang menghambat pelaksanaan Dikmas Lantasdalam menekan angka pelanggaran lalu lintas di kalangan pelajar, yaitusarana dan prasarana yang memerlukan peremajaan, mobil penerangan yang kondisinya rusak, serta sikap orangtua yang membiarkan anak di bawah umur mengendarai motor. Kesimpulan dalam penelitian ini, yaitu peran Dikmas Lantasoleh Unit Dikyasa dalam menekan angka pelanggaran lalu lintas di kalangan pelajar di wilayah hukum Polresta Bogor Kotabelum maksimal karena belum menyeluruh. Abstract

The development of technology in the current era, makes many people must be able to follow it. Likewise in the community service sector in the Police Sector. There are still many service processes in the Police field that are of a conventional nature such as in the making of Police Records Certificate (SKCK). E-SKCK service is expected to be able to provide a more comfortable, transparent and clean service pattern while also following the established procedures. In accordance with Pasal 14 Huruf K Undang-Undang Nomor 2 Tahun 2002 concerning the function of the state government to provide the best possible service to the public. The purpose of this study is to provide a pattern and positive picture of the implementation of the service system by SKCK Online. Through descriptive analysis method, then there will be a simple observation of the data, then the results of this data will later be analyzed to get responses from the community and also the efficiency of the use of online service systems. From this research, it is hoped that the public will become more aware of technological advancements, especially in the E-SKCK manufacturing service process that provides excellent effectiveness in terms of time and transparency without going through compromising brokers. Then, with the ability of officers or qualified members, it will be an encouragement for the creation of safe and comfortable community services and is assisted by the existence of a good network of Karawang area intelligence.

Abstract

This research is motivated by the high traffic violations that occurred in the Karawang regency. With these problems, Dikyasa Unit Members carry out Safety Riding socialization. The purpose of this study is to find out the causes of traffic violations in Karawang Regency, the implementation of the socialization of Safety Riding by the Karawang Police Precinct unit, and the factors that influence the implementation of Safety Riding socialization. The theory used is management theory, Operant Conditioning theory. While the concept used is the Dikmas Lantas concept, the concept of Safety Riding, and the concept of traffic violations. This research was conducted using a qualitative approach, using field research methods, as well as data collection techniques by interviewing, observing, and studying documents. The results of this study indicate that breaking behavior is caused by negative attitudes possessed by these drivers. Besides subjective norms or motivations to follow the behavior of others also become one of the causes of traffic violations. The implementation of the Safety Riding socialization is carried out through the steps of planning, organizing, implementing, and controlling. While the factors that influence the socialization of Safety Riding are supporting factors and inhibiting factors. Supporting factors are method, machine, and market. The inhibiting factors are man, money, materials The author suggests that increasing the intensity of Safety Riding socialization activities aimed at private employees who work in factories and companies. Apply reward and punishment system to Unit members. Maximizing social media in providing traffic information. Make an additional number of Dikyasa Unit personnel and give Dikjur, especially to policewomen.

Abstract

This research was behind the rise of the theft of motorised vehicles in Cirebon's Polresta. The efforts by the Sabhara unit have not resolved the problem because the number of criminal acts continues to increase. Thus, the most effective effort is to perform a review of the Sabhara patrol Unit. Therefore, research aimed at knowing, the ability of personnel of the Sabhara Patrol Unit, method used in preventing Curanmor, the intensity of patrol implementation based on a qualitative approach, as well as the method of patrol used and the factors that cause of theft of motor vehicles. This research is done with a qualitative approach, using descriptive analysis research methods, as well as data collection techniques with interviews, observations, and document study. The results found that patrol activities in order to suppress the theft of motor vehicles. Figures and prevent the emergence of opportunities and intentions for perpetrators of criminal acts are considered not optimal. Analysis of the ability of officers with the concept of the theft of motor vehicles and management theory and crime prevention theory shows the optimal ability of officers with the fulfillment of several indicators existing assessment of each concept and theory. There are several factors that affect, the contributing factor is the support factor of other functions and optimizing the performance of the Sabhara unit in the prevention of crimes, while the inhibitory factor is the human resources, budget factors, facilities and infrastructure factors, as well as the trust of the community to the police are lacking and individuals who are not wary of surrounding hazards. Based on the results of the research, the authors suggest that the development of member capabilities, fulfillment of facilities and infrastructure, to provide the right method of patrol implementation based on quality and quantity, and to find the cause of curanmor and establishing good cooperation with the community to improve the Community trust.
