Abstract

In this day and age modernization has brought great influence to the countries in the world, one of which is Indonesia, modernization is very closely related to society, especially developments in technology. The Unit Then the unit is assumed to have a role in the effort to socialize the online sim program with the community education then. This study aims to analyze and describe the efforts and factors that influence the implementation of the task of community education and then on sim online. The location of the study was at the Tasikmalaya Regional Police with the focus of the Dikmas Lantas Dikyasa unit. This study uses qualitative methods with descriptive analysis techniques. Using data triangulation (Moleong; 2006: 330) 4 (four) kinds of techniques namely sources, theories and techniques as well as primary, secondary and tertiary data sources. Data validity is data reduction, data display, conclusion drawing and verification. This research uses management theory, communication theory and swot analysis theory as well as the concept of community education then, and the concept of service. The implementation of sub-optimal services performed by the units is assumed to be analyzed from the planning function, namely the preparation of material not in written form such as brochures, banners and brochures, organizing, namely preparing officers who are maximum in quality and quantity, implementation that does not show video and control, namely monitoring in extension activities. In the implementation of services there are internal factors that influence are the factors of people, infrastructure and counseling methods and external factors that influence are economic factors and public knowledge. The conclusion is that binluh inhibiting factors carried out by the bintibmas unit are member competencies, extension materials, budgets, cooperation with other functions and agencies, binluh target determination and binluh methods.

Abstract

Motor vehicle theft is one of the major crimes in Tasikmalaya. Despite the fact that there are fluctuations in crime numbers every year, this crime always comes on top of the list. Motorcycle patrol functions as a preventive measure by the police department for motor vehicle theft. The purpose of this research is to analyze and describe factors and measures that affect Sabhara Unit’s motorcycle patrol. The location of this research is at Polres Tasikmalaya focusing on Sabhara Unit’s motorcycle patrol. This research uses qualitative methodology with technical descriptive analysis. The data are triangulated using two kinds of techniques which are technical sources and primary, secondary, and tertiary sources. Validity of data that are used are data reduction, data presentation, conclusion and verification. This research uses management theory, crime prevention theory, and the concept of patrol. The non optimality of motorcycle patrols conducted by the Turjawali task force is analyzed by its functionality. The motorcycle patrols are conducted on the same route with the car patrols, and the target areas are just around the central part of the city. There are some internal and external factors that caused this non optimality. The internal factors are the members, the budgets, tools and vehicles, and work delegation methods. The external factors are the citizens of Tasikmalaya and their economic situation. The conclusion of this research is that Turjawali task force’s motorcycle patrols are still not optimal, and the biggest factor contributed to this is the member’s competence

Abstract

Transportasi berperan penting pada sistem kehidupan manusia. Jumlah kendaraan semakin tahun semakin bertambah banyak maka pelanggaran lalu lintas juga semakin meningkat. Jumlah pelanggaran lalu lintas yang dilakukan oleh pelajar SMA di wilayah hukum Polres Tasikmalaya cukup tinggi sehingga mengakibatkan kecelakaan lalu lintas.Kecelakaan lalu lintas di wilayah hukum Polres Tasikmalaya dalam tiga tahun terakhir mengalami peningkatan. Penelitian ini menggunakan pendekatan kualitatif dan jenis penelitian jenis terapan (applied research). Penelitian ini berfokus pada upaya Unit Dikyasa Satuan Lalu Lintas Polres Tasikmalaya dalam upaya meningkatkan tertib berlalu lintas pada pelajar SMA dengan lokasi di wilayah hukum Polres Tasikmalaya. Penelitian ini dalam membahas permasalahannya menggunakan teori dari George R. Terry. Sumber informasi intern polri serta ekstern polri. Teknik pengumpulan data dengan obsevasi, wawancara mendalam, dokumentasi. Uji Validitas data menggunakan teknik triangulasi. Analisis data dengan menggunakan reduksi data, penyajian data serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa upaya Unit Dikyasa Satuan Lalu Lintas Polres Tasikmalaya guna meningkatkan tertib berlalu lintas pada pelajar SMA dengan menggunakan sistem perencanaan, sistem pengorganisasian, sistem pelaksanaan, serta sistem pengendalian. Faktor penghambat dalam pelaksanaan dikmas lantas antara lain kuantitas serta kompetensi personel Unit Dikyasa, anggaran dana, sarana dan prasarana, pelajar, serta metode dalam penyampaian dalam dikmas lantas. Berdasarkan hasil penelitian maka penulis menyarankan agar Polres Tasikmalaya melengkapi sarana prasarana, mempersiapkan rencana kegiatan, menambah jumlah personel dan memperhatikan kualifikasi pendidikan personel Unit Dikyasa, serta menggunakan metode yang menarik dalam penyampaian kegiatan Dikmas Lantas.

Abstract

Paham radikalisme di Bogor merupakan suatu fenomena yang masih terjadi, sehingga melatarbelakangi dalam penelitian ini. Ada sebagian masyarakat diantaranya yang setuju dengan khilafah islamiyyah. Selain itu juga, terdapat pondok pesantren yang ditutup karena didapatkan paham radikalisme. Kecamatan Ciomas menjadi salah sau titik lokasi yang dikunjungi MUI dalam rangka penangkalan paham radikalisme. Pencegahan paham radikalisme sudah dilakukan oleh Bhabinkamtibmas, namun masih juga terdapat paham radikalisme yang dapat mengganggu keamanan dan ketertiban masyarakat. Sehingga dalam penelitian ini penulis tertarik untuk mendeskripsikan perkembangan paham radikalisme, mengidentifikasi faktor-faktor yang mempengaruhi Bhabinkamtibmas untuk mencegah berkembangnya paham radikalisme, dan menganalisis peran Bhabinkamtibmas untuk mencegah berkembangnya paham radikalisme. Dalam menganalisis, penulis menggunakan teori dan konsep, diantaranya Teori Peran, Teori Komunikasi, Teori Manajemen, Konsep Bhabinkamtibmas, Konsep Radikalisme, dan Konsep Struktural Fungsionalisme. Dengan menggunakan pendekatan kualitatif yang bersifat deskriptif analitif, memberikan data-data deskriptif berupa kata-kata secara lisan yang disampaikan oleh sumber primer pada saat dilakukan wawancara, dengan demikian dapat dilakukan penggalian permasalahan secara mendalam. Hasil penelitian menemukan bahwa: (1) perkembangan paham radikalisme pada kelompok terduga teroris, mahasiswi menikah dengan mantan tentara syria, dan Organisasi Kemasyarakatan radikal; (2) faktor-faktor yang mempengaruhi diantaranya sumber daya manusia, anggaran, sarana dan prasarana, metode Bhabinkamtibmas, peranserta masyarakat, kerjasama dan koordinasi serta komunikasi sosial; (3) peran Bhabinkamtibmas untuk mencegah berkembangnya paham radikalisme masih berperan partisipasif. Dari hasil penelitian maka penulis menyarankan kepada Bhabinkamtibmas untuk menggunakan brosur dalam penyampaian pesan kamtibmas. Adapun saran kepada Kasat Binmas untuk diadakan pelatihan kemampuan Bhabinkamtibmas seperti psikologi massa dan komunikasi sosial, agar kebijakan pimpinan disesuaikan dukungan operasional, dan pengadaan kendaraan bermotor roda dua. Abstract

Starting from the problems arise in the Jatinangor which has a fairly higher of urbanization than other regions in the Sumedang. Special attention is needed to this region, related to order and environmental safety in the community so that indigenous people and migrants from the region Jatinangor stay awake. Based on data from the Sumedang Regional Police District, Jatinangor also entered into areas prone to crime, especially crimes Curanmor. Bhabinkamtibmas in performing must active role in society. It is expected that the existence of recommendations and guidelines for the role of Bhabinkamtibmas which is already listed in Perkap No. 3 of 2015 can reduce the occurrence of kamtibmas disruption in the form of Curanmor in Jatinangor. The role of Bhabinkamtibmas Jatinangor police station in this research is known through analysis based on management theory and the role theory and evaluation of the role of Bhabinkamtibmas will be analyzed by swot analysis. This research uses a qualitative research approach and the focus of the research is the role of Bhabinkamtibmas in preventing Curanmor. Data collection techniques through observation, interviews and study documents and data validation using the triangulation method. The location of this research is in the jurisdiction of Jatinangor Sector Police, Sumedang Regional Police. The results of the study indicate the need for intensive attention to the community in relation to prevention of fraud, and an increase in public attention about the environment and work closely with the police to maintain the community environment and order. There are internal and external factors that influence the role of Bhabinkamtibmas in preventing curanmor. Internal factors include the quality of Bhabinkamtibmas personnel. External factors include the quality of society and geographical conditions. Based on the results and findings of the study, suggestions from the authors to the Bhabinkamtibmas Jatinangor police station to harmonize the quality of personnel, be more innovative, pay special attention to vulnerable areas and involve all elements of the community to care for the surrounding environment and order. Abstract

traffic violations committed by private employees is highest in the Cianjur Regional Police Station. Preventive actions taken with the talk show radio program, but the interest of radio listeners decreases, so it takes the efforts of Dikyasa Unit so that messages through the radio can be conveyed to private employees. Therefore, a study was conducted which aimed to find out traffic violations by private employees, efforts of the Dikyasa Unit through a radio talk show program, influential factors. Theories and concepts used are law enforcement theory, management theory, FFA theory, effort concept, community education concept, broadcast concept, radio talk show concept, traffic violation concept, and private employee concept. This research was conducted with a qualitative approach, using descriptive analysis research methods, as well as data collection techniques by interviewing, observing, and studying documents. The results found that the understanding of private employees about the importance of orderly traffic is very low, the short distance is the main reason private employees do not use helmets. Members never prepare material to be delivered. With the broadcasting system through radio broadcasts it becomes a supporting factor, so that private employees can receive messages that are conveyed as a whole. Factors that hinder radio talk show programs are the busyness of private employees who cannot listen to the radio. Based on the results of the study, the authors suggest to prepare the material presented in order to be interesting, coordinate with the radio station and other agencies in socializing radio talk show programs, coordinate with all companies in Cianjur Resort Police to provide radio facilities that can be heard by all private employees while working or resting at all companies in the Cianjur Regional Police Station.

Abstract

The light case that occurred among the people of Cianjur City Subdistrict has now been settled amicably through a problem solving method. But in its implementation problem solving is still not optimally done. In this thesis, there are three issues discussed, namely the implementation of Bhabinkamtibmas activities at this time, the factors that influence the implementation of Bhabinkamtibmas activities, the methods used in the implementation of Bhabinkamtibmas activities. The purpose of this research is to describe the implementation of Bhabinkamtibmas activities, describe the factors that influence them and describe the methods used in carrying out light case Bhabinkamtibmas activities. This research uses a qualitative approach and is carried out in the Cianjur Sub-district of the city, Cianjur Regency. The research findings show that the activities of Bhabinkamtibmas in the settlement of minor cases in the Cianjur city police station have been running, but in their implementation there are still some shortcomings that are not optimal. In addition there are factors that hinder and support these activities so that the settlement of minor cases can be carried out properly. And in the implementation of the light case settlement by Bhabinkamtibmas using the mediation method, it was considered appropriate for the character of the Cianjur City Subdistrict community. In the implementation of Bhabinkamtibmas activities analyzed with motivation theory, inhibiting or supporting factors from the implementation of Bhabinkamtibmas activities were analyzed with theories of factors affecting law enforcement, while in the mediation methods used in the settlement of minor cases were analyzed by role theory. Problem solving is a light case settlement activity with mediation. The author provides suggestions based on the findings and discussion, namely the application of mediation in resolving light cases so that the resolution of light cases finds legal certainty and is easily implemented.

Abstract

ABSTRACT This research is motivated by the increasingly worrisome condition of the development of liquor distribution in Indonesia. Acts of law enforcement and rehabilitation apparently have not solved the problem so the most effective action is preventive measures. The preventive action is in the form of raising alcoholic drinks with a target focus on the people of Cianjur City because the City ranks first in the number of cases of distribution of liquor and dangerous drugs. Therefore, a study was conducted with the aim of knowing how the conditions of the role of raising liquor to the people of Cianjur City by the Cianjur SatkIntelkam Police. The study was conducted with a qualitative approach, analytical descriptive research methods, and data collection techniques through interviews, observations, and document review. The results of the study were analyzed with Management Theory, the Concept of Raising and Communication Theory concludes that the management of the implementation of liquor raising has not been going well, namely there are still shortages at each stage of the activity. Likewise with the method of raising alcohol there are deficiencies in terms of the ability of intelligence personnel. The application of the concept of raising provided by SatIntelkam is still not as expected due to the lack of understanding of SatbIntelkam personnel regarding the concept of raising itself and its implementation. Based on the results of the study, the authors suggest increasing the number and improvement of the quality of personnel with education and training, forming planning staff and developing SOPs for the implementation of liquor collection, diverting the budget allocation of contact facilities to increase the amount of intensification of raising, deepening the socialization of the concept of raising to personnel, and draw closer through the intelligence members who are in the Cianjur Police Station. In addition, it is also recommended for members of Binmas to always carry out each of the points contained in the Regulation of the Head of the Republic of Indonesia National Police Security Intelligence Agency Number 3 of 2013 concerning the Promotion of the Republic of Indonesia National Police Intelligence. Abstract

Penelitian ini dilatarbelakangi meningkatnya kejahatan yang terjadi di wilayah Cirebon Kota dalam 3 tahun terakhir. Sesuai dengan tugas pokok Satuan Sabhara yaitu melaksanakan tugas preventif terhadap terjadinya pelanggaran hukum maupun gangguan kamtibmas dilaksanakan dengan salah satu kegiatannya yaitu patroli. Patroli dilaksanakan untuk mengambil tindakan pencegahan tersebut, tetapi pelaksanaan patroli harus dilaksanakan dengan tepat agar tujuan dari pelaksanaan patroli tersebut dapat terpenuhi, sehingga pengawasan terhadap pelaksanaan patroli harus dilaksanakan dengan tepat pula. Perkembangan teknologi yang ada dapat membantu pimpinan dalam melakukan pengawasan pelaksanaan patroli tersebut yaitu dalam bentuk Aplikasi yaitu Life360. Berdasarkan latar belakang tersebut dilakukanlah penelitian dengan tujuan mengetahui bagaimana Implementasi Aplikasi Life360 sebagai media pengawasan pelaksanaan patroli dalam mencegah tindak pidana di wilayah hukum polres cirebon kota. Metode penelitian ini menggunakan pendekatan penelitian kualitatif dengan fokus penelitian pengawasan pelaksanaan patroli dengan Aplikasi Life360. Selanjutnya untuk memperoleh data, peneliti menggunakan sumber data primer yang diperoleh dengan cara wawancara dan observasi serta sumber sekunder yang diperoleh melalui telaah dokumen. Kemudian Hasil penelitian yang dianalisis dengan Teori Teknologi Informasi, Teori Pencegahan Kejahatan, Konsep Life360, Konsep Sabhara, Konsep Patroli, Konsep Pengawasan dan Konsep Sumber Daya Organisasi memberikan kesimpulan bahwa implementasi Aplikasi Life360 perlu ditingkatkan penggunaanya dan pemahamannya terhadap petugas patroli sistemnya dapat berguna bagi pelaksanaan patroli. Berdasarkan hasil penelitian, disarankan kepada Satuan Sabhara untuk lebih menerapkan beberapa pendekatan pencegahan kejahatan dalam pelaksanaan patroli. Oleh karena itu untuk memaksimalkan penerapan Aplikasi Life360 dibutuhkan lebih banyak dukungan faktor internal, sehingga peningkatan terhadap jumlah dan kualitas, peningkatan jumlah anggaran, sosialisasi teknologi hingga penambahan sarana dan prasarana kepada anggota Unit Patroli masih sangat dibutuhkan agar pelaksanaan patroli yang dilaksanakan dapat berjalan dengan baik.
