Article 14 letter b Act no. 8 Year 1981 About Criminal Procedure Code (KUHAP) regulates about pre-prosecution. Coordination between the investigator and the general practitioner is often the cause of delay in corruption cases, as well as in the Western Occupation. The problem is the form of functional coordination between Police investigators and the Attorney Office in the current pre-crisis stages of corruption as well as the ideal form of functional coordination between Police investigators and the Attorney Office in the preprosecution stage of corruption. The research method is analytical descriptive with empirical juridical approach. Data that is used is secondary data and primary data, while data collection technique with field study through interview for primary data and literature study for secondary data. The data obtained in the analysis is qualitative and presented in an analytical decriptive form. The result of the research shows the functional coordination between Police investigators and the Attorney at the pre-crisis stage of corruption is a continuous functional coordination. Delays in the process of completing case files by investigators often occur because of the difficulty of collecting evidence on corruption. The ideal form of functional coordination between Polri and Attorney investigators at the pre-crisis stage of corruption is the coordination and functional consolidation.

Secara garis besar, setiap orang berhak atas kebebasan berserikat, berkumpul dan mengeluarkan pendapat sebagaimana diatur dalam Pasal 28 (e) Ayat (3) UUD 1945, kemudian diatur juga dalam Undang-undang Nomor 9 Tahun 1998 tentang Kemerdekaan Menyampaikan Pendapat di Muka Umum dan Pasal 2 Undang-undang Nomor 2 Tahun 2002 tentang Kepolisian. Dalam praktiknya dilapangan, banyak aksi unjuk rasa ataupun demonstrasi yang berakhir dengan kerusuhan yang mengarah pada anarki. Dalam melaksanakan tugas penanganan kerusuhan massa pada saat terjadi demonstrasi Polri menggunakan Perkap Nomor 16 Tahun 2006 tentang Pedoman Pengendalian Massa, Protap/1/X/2010 tentang Penanggulangan Anarki, Perkap Nomor 1 Tahun 2012 tentang Peleton Pengurai Massa, Perkap Nomor 7 Tahun 2012 tentang Tata Cara Penyelenggaraan Pelayanan, Pengamanan dan Penanganan Perkara Penyampaian Pendapat di Muka Umum. Berdasarkan temuan di lapangan bahwa jumlah aksi unjuk rasa baik yang bersifat damai maupun anarkis dari tahun 2014 s/d Oktober 2017 sebanyak 123 kasus aksi unjuk rasa yang bersifat damai, dari 123 kasus, 10 kasus bersifat anarkis. Permasalahan dalam tesis ini adalah: penggunaan kekuatan oleh Satsabhara Polresta Padang dalam menangani aksi unjuk rasa anarkis di Kota Padang. Kendala-kendala yang ditemui Satsabhara Polresta Padang dalam menangani aksi unjuk rasa anarkis di Kota Padang dan bagaimanakah upaya untuk mengatasi kendala tersebut?. Efektivitas penggunaan kekuatan oleh Satsabhara Polresta Padang dalam menangani aksi unjuk rasa anarkis di Kota Padang.

The pattern of guidance in the penal system based on UU No. 12 Tahun 1995 concerning Pemasyarakatan is done gradually until the efforts of integrating prisoners and prisoners to the community through conditional free program in the form of Conditional Liberal (PB), Free Before Leave (CMB) and Conditional Leave (CB). To see the implications of this matter, it can be seen directly about the effectiveness of the program free of conditional in Prisons in its implementation in Lapas Klas IIA Padang which has over 200% capacity over the existing capacity. This study uses primary data as the main data obtained from interviews, supporting data is secondary data obtained from the results of literature research/document studies. Based on the result of the research, it is found that the procedure of Conditional Free Program implementation at Lapas Klas IIA Padang based on the provision of Human Rights Permenkum No. 21 Tahun 2013 which was amended by Permenkum HAM No. 21 Tahun 2016. Referring to the rule of Lapas Klas IIA Padang runs a conditional free program with administrative governance system in Lapas Klas IIA Padang intended to streamline and optimize the implementation of the program free of conditional, so it can be seen the effectiveness of the implementation of the program in overcoming the advantages Capacity at Lapas Klas IIA Padang based on percentage comparison parameters between the number of increase in the implementation of the program free of conditional with the percentage increase in the number of homes in Lapas Klas IIA Padang. The implementation of a parole program at Lapas IIA Padang faces several obstacles including obstacles in the legal administration system, constraints from prisoners and prisoners and the obstacles posed by legal rules that provide tightening on the implementation of the free program as regulated in PP Nomor 99 Tahun 2012.

Tindak pidana yang sering terjadi adalah berkaitan dengan Pasal 263 KUHP (membuat surat palsu atau memalsukan surat), dan Pasal 264 (memalsukan akta-akta otentik) dan Pasal 266 KUHP (menyuruh memasukkan keterangan palsu ke dalam suatu akta otentik. Salah satu kasus pemalsuan surat-surat kendaraan bermotor yang dilakukan oleh Hendri Agustian yangmana tersangka melakukan tindak pidana pemalsuan surat-surat kendaraan bermotor dengan mengedit surat-surat pada dokumen tersebut.Penelitian ini dilakukan di Bidang Registrasi dan Identifikasi Direktorat Lalu Lintas Polda Sumbar. Spesifikasi Penelitian yang digunakan dalam penelitian ini adalah deskriptif analitis, yaitu penelitian yang menggambarkan sekaligus melakukan analisis mengenai upaya pencegahan tindak pidana pemalsuan surat-surat kendaraan bermotor, dengan pendekatan yang digunakan dalam penelitian ini adalah pendekatan yuridis normatif sebagai pendekatanutama. Pendekatan yuridis normatif yang dilakukan menitiberatkan pada data kepustakaan dengan menginventarisasikan bahan-bahan kepustakaan mengenai upaya pencegahan tindak pidana pemalsuan surat-surat kendaraan bermotorBerdasarkan hasil penelitian dan pembahasan, maka dapat disimpulkan; Pertama, Peran efektifitas Bidang Registrasi dan Identifikasi dalam upaya pencegahan tindak pidana pemalsuan surat-surat kendaraan bermotor, antara lain: (1) Membuat perencanaan serta melaksanakannya dengan semua pihak; (2) Melakukan koordinasi dengan menjalin kerjasama dengan beberapa bank swasta (3)Melakukan pembinaan kepada para pegawai ataupun kepada masyarakat; (4) Pengendalian tugas pelayanan dengan melakukan monitoring dalam kasus pemalsuan surat kendaraan bermotor.Kedua, Kendala yang dialami oleh Bidang Registrasi dan Identifikasi Direktorat Lalu Lintas Polda Sumbar dalam upaya pencegahan tindak pidana pemalsuan surat-surat kendaraan bermotor, yaitu: Faktor Penegak Hukum, Faktor Sarana dan Fasilitas, Faktor Masyarakat, dan Faktor Kebudayaan.

Immigration investigations are carried out by the Immigration Officer as regulatedin Article 74 of Law Number 6 of 2011 concerning Immigration. The current globaldevelopments have pushed the mobility of the world population from one country toanother, which can have a positive and negative impact. In reality there are still manyimmigration violations committed by foreigners visiting the country of Indonesia. Based onthe results of the study concluded: First that the implementation of the role of theImmigration Division of the Regional Office of the Ministry of Justice and Human Rightsof West Sumatra in the investigation of immigration crimes is still less than optimal interms of prosecution and immigration control. Secondly, the obstacles encountered in theinvestigation of immigration crimes were due to the lack of quality and quantity of humanresources in immigration PPNS, inadequate allocation of funds and operational facilities,lack of community awareness about the presence and activities of foreigners around themand difficulties in collecting evidence and witnesses. Third, efforts to overcome obstaclesto investigating immigration crimes are carried out by improving the quality and quantityof immigration PPNS human resources by providing regular training, providing foreignlanguage courses, disseminating immigration laws, further improving coordinationbetween relevant agencies, especially the police and prosecutors, as well as increasingsupervision of foreigners who come out, enter and carry out activities in the territory ofIndonesia.

Taktik Penyidik Ditreskrimum Polda Sumbar Dalam Mengungkap Modus Operandi Tindak Pidana Penipuan Oleh Travel Biro Perjalanan Haji Dan Umroh pada Laporan Polisi Nomor LP/50/II/2019/ SPKT-Sbr, tanggal 21 Februari 2019 adalah dengan cara melakukan penyamaran seolah olah menjadi konsumen dari biro perjalanan haji dan umroh tersebut. Pada Laporan Polisi Nomor: LP/154/IV/2018/SPKT-Sbr, tanggal 4 April 2018 taktik penyidik adalahdengan cara melakukan penyamaran (undercover), wawancara/interogasi (interview) terhadap korban maupun saksi yang terkait, serta melakukan penelitian dan analisis dokumen yang terkait, apakah Biro Perjalanan Haji dan Umroh tersebut memiliki izin dari Penyelenggara Perjalanan Ibadah Haji dan Umroh (PPIU), yang mana dengan melakukan wawancara secara tersamar atau diam diam kepada saksi saksi sebelum secara resmi mereka dipanggil sebagai saksi. Kendala Yang Ditemui Penyidik Ditreskrimum Polda Sumbar Dalam Melaksanakan Taktik Mengungkap Modus Operandi Tindak Pidana Penipuan Oleh Travel Biro Perjalanan Haji Dan Umroh adalah kesulitan dalam Mencari Pelaku yang Melarikan Diri dan Ditreskrimum tidak memiliki alat pelacak Direction Finder (DF). Kesulitan menemukan barang bukti yaitu tanda transaksi pihak korban kepada pelaku penipuan. Upaya mengatasi kendala tersebut adalah dengan melakukan koordinasi dan menggunakan alat pelacak Direction Finder (DF) serta Kepolisian melakukaan kerjasama dengan dinas terkait seperti kantor imigrasi untuk mengetahui informasi paspor dan keabsahan biro perjalanan para calon jamaah umroh.

The human rights of the suspect in the case of detention as provided for in Articles 58, 59, 60, 61, 62 and 68 of the Criminal Procedure Code. At Pasaman Barat Police resort often violations when arrested. Issues discussed about the implementation of the protection of suspects' rights in detention at the investigation level at the Police of West Pasaman and the Investigator's Accountability at Pasaman Barat Police resort on violation of suspect's right in the case of detention. The research specification is analytical descriptive research with Normative juridical approach as the main approach and supported by juridical approach empirical. Based on the results of the first study, the protection provided by investigators at the Pasaman Barat Police Resort on suspects in the case of detention is the health care for the sick suspects, performing worship, contacting and receiving visits from relatives, sending and receiving letters to his legal counsel and his family. Another protection is the provision of suspension and transfer of forms of detention. Second; The responsibility of the investigator for violation The suspect's right to detention is the provision of compensation and rehabilitation. The accountability of the investigator by code of ethics is in the form of demotion / position and even dismissal when carrying out a strenuous act contrary to the code of ethics of the Police.

The guidance function has been carried out in an integrated manner between theTrustees and those who are fostered and the community to improve the quality ofcorrectional facilities. It is intended that the wargabinaan be aware of their mistakes andimprove themselves so as not to repeat the criminal acts in the future. Pancasila as theideal foundation of the correctional system, mentions the existence of balance andharmony both in human life as a person, and in relations with society in relation to nature,as well as relations with God. The implementation of prisoner guidance to prevent theoccurrence of repetitions of crime is guided by Law No. 12 of 1995 concerning Prisoners,prisons strongly uphold the human rights of every human being, guidance provided to theassisted people is only intended so that the inmates will no longer repeat criminal actsafter free from criminal sanctions imposed upon him for acts he has committed so thatafter being returned to the community, the assisted citizens can become good individualsand obey the applicable law. The obstacle faced by the correctional institutions in carryingout guidance to prisoners is over capacity in terms of the number of prisoners not inaccordance with the capacity provided, the number of employees who are not inaccordance with the number of prisoners and another obstacle is the placement ofprisoners.

Upah minimum merupakan standar minimal pengupahan oleh pengusaha kepada seluruh pekerja/buruh berdasarkan pada ketetapan di suatu daerah tertentu, upah minimum yang dimaksud memiliki wujud kesesuaian antara kebutuhan hidup layak (KHL) dengan memperhatikan produktivitas dan kebutuhan ekonomi sesuai dengan Pasal 43 PP Nomor 78 Tahun 2015 Tentang Pengupahan. Terhadap penetapan upah minimum, kemampuan pemerintah dalam mengkalkulasi secara efektif dan efeisien mengenai jumlan dan angka besaran upah minimum regional secara netral dengan mempertimbangkan ada atau tidak kerugian antara salah satu pihak dalam hal ini pengusaha dan pekerja. Undang-undang Nomor 13 Tahun 2003 tentang ketenagakerjaan menyebutkan keseharusan penetapan upah berdasarkan kebutuhan hidup layak (KHL) dengan memperhatikan produktivitas dan kebutuhan ekonomi namun faktanya tidak demikian. Law Number 8 Year 2012 has stipulated the representation of women in general elections as affirmative provisions, and as a follow up the General Election Commission (KPU) stipulates the requirement of women representation of at least thirty percent as candidates for legislative member for political parties participating in the election. But empirically the results of legislative elections in 2014 have not been on the side of women, because it turns out the seats of members of the Regional House of Representatives (DPRD) West Sumatra Province is dominated by men and less than ten percent filled female members. If examined from the rules of fulfilling the quota of thirty percent female representation, then the omposition of members of West Sumatra Provincial DPRD is not in accordance with the provisions of the law. This condition shows not yet representation and not optimally empower women in politics in West Sumatra.
