Abstract

Menganalisis implementasi kebijakan Kawasan Tanpa Rokok (KTR) yang tertuang di dalam Peraturan Daerah Kota Samarinda Nomor 8 Tahun 2017 dan faktor penghambatnya merupakan tujuan penelitian ini. Taman Samarendah dipilih sebagai lokasi penelitian atas pertimbangan sebagai salah satu taman kota yang merupakan Ruang Terbuka Hijau di Kota Samarinda, dengan luas lahan yang mencapai 2,5 hektar, dan terletak di tengah kota sehingga menjadi ruang publik yang dipergunakan oleh masyarakat luas, termasuk wisatawan. Penelitian ini merupakan penelitian deskriptif kualitatif yang mempergunakan model implementasi kebijakan publik top-down dari Edward III sebagai sub fokus penelitian. Data primer diperoleh dari wawancara terhadap Kepala Seksi Pembangunan Bidang Pertamanan Dinas Lingkungan Hidup sebagai key informan, kemudian Kepala Seksi Pemeliharaan Bidang Pertamanan Dinas Lingkungan Hidup dan pengunjung Taman Samarendah Kota Samarinda sebagai informan. Data yang telah terkumpul kemudian dianalisis dengan menggunakan alat analisis model interaktif yang dikombinasikan dengan teknik triangulasi sumber dan metode. Hasil penelitian menunjukkan bahwa implementasi Peraturan Daerah Kota Samarinda Nomor 8 Tahun 2017 tentang KTR belum terlaksana dengan optimal, sebab dalam komunikasi masih ditemukan adanya transmisi yang terhambat, ketidakjelasan dan inkonsistensi informasi bagi para pelaksana, yang seharusnya terdapat koordinasi dan pembagian tugas yang jelas antara Dinas Lingkungan Hidup Kota Samarinda dengan Satuan Polisi Pamong Praja (Satpol PP). Hal ini memperkuat temuan pada kondisi sumberdaya manusia yang belum sepenuhnya memiliki pemahaman dan sikap yang mendukung kebijakan KTR. Padahal substansi kebijakan telah mengatur secara jelas adanya pembagian tugas dan kewenangan dalam pelaksanaan kebijakan KTR. Meskipun demikian, terdapat isi kebijakan yang membutuhkan perbaikan terkait adanya ketentuan mengenai penyediaan tempat merokok khusus pada tempat umum dalam KTR. Ketentuan tersebut tidak sesuai untuk implementasi pada tempat umum yang berfungsi sebagai tempat wisata, rekreasi dan olahraga outdoor apabila hendak mencapai tujuan menciptakan lingkungan yang bersih dan sehat, serta melindungi kesehatan masyarakat dari rokok.

Abstract

The internship activities were carried out with the aim of understanding the impact of the severance pay system implementation on employess’ retirement independence throught entrepreneurship at PTPN IV Regional II Air Batu Plantition, Asahan, North Sumatra, during 2024-2025. Severance pay is expected to serve as capital for employess’ entering retirement, but the suscces of its use is greatly influence by entreprenurial abilities.

Abstract

Smallholder oil palm plantations have become a central pillar of rural livelihoods in many parts of Indonesia, including West Kalimantan. While governance and policy studies often frame oil palm expansion primarily in terms of production and economic growth, its social consequences—particularly for children within smallholder households—remain underexplored. This article examines the relationship between smallholder oil palm resilience, local governance practices, and the fulfillment of children’s rights through the lens of the anthropology of government. Drawing on qualitative ethnographic research conducted in Kapuas Hulu and Sintang Regencies, West Kalimantan, this study argues that oil palm functions not merely as an economic commodity but as a crop regime that structures daily rhythms, labor relations, and moral orientations within smallholder families. In this context, children frequently occupy adaptive positions within household survival strategies, including domestic labor and informal economic participation, which may undermine their rights to education, health, and well-being. The findings further demonstrate that children’s vulnerability in smallholder oil palm regions cannot be understood solely as a cultural or household-level issue. Rather, it is closely linked to fragmented local governance practices. The state emerges as a selective presence: strongly engaged in promoting productivity and economic stability in the oil palm sector, yet largely absent in integrating child protection mandates into economic and village governance policies. This selective engagement generates governance gaps that effectively delegate social risks to households and local communities. By positioning children as an analytical lens rather than merely as policy beneficiaries, this article contributes to government studies by highlighting how economic development policies shape everyday governance and reproduce social inequality at the household level. The study underscores the need for child-sensitive governance frameworks that integrate economic development with social protection in rural and agrarian contexts.

Abstract

In this ever-evolving digital era, the way we communicate has also changed, starting from utilizing media to exchange various information. This research discusses how religious tolerance is represented in the “Log In” program with Habib Ja'far on Deddy Corbuzier's YouTube channel with digital media as an intermediary, then how the audience responds through the comments column. The main objective of this research is to identify the representation of tolerance values in the video content and read the social dynamics reflected in the viewers' comments. The method used is a qualitative approach through content analysis and thematic coding of selected episodes and the comments that appear in the content. The results show that the program contains a strong message of tolerance through inclusive narratives, the use of non-confrontational language, and the selection of relevant and realistic topics in accordance with community conditions. On the other hand, audience comments showed supportive, reflective and controversial responses, indicating that the digital space can be a medium for active discussion of diversity issues. This suggests that social media such as YouTube play an important role in spreading tolerance values and encouraging direct public engagement. The findings enrich digital communication studies by highlighting the interplay between content and audience participation in shaping inclusive social discourse.

Abstract

Perkembangan teknologi informasi dan komunikasi yang pesat telah mendorong munculnya inovasi signifikan dalam sektor jasa keuangan yang dikenal Financial Technology (Fintech). Bank Indonesia mengawasi perkembangan Teknologi financial (Fintech) di Indonesia dan telah menerbitkan regulasi khusus terkait finansial teknologi, yaitu Peraturan Bank Indonesia Tahun 2017 No.19/12/PBI/2017 tentang Penyelenggaraan Teknologi Finansial. Penelitian ini merupakan penelitian hukum yuridis- normatif yang merupakan jenis penelitian hukum dengan cara meneliti bahan pustaka atau data sekunder. Fokus penelitian adalah kewenangan Bank Indonesia dalam pengaturan dan pengawasan Financial Technolgy (Fintech). Hasil penelitian menunjukkan bahwa Bank Indonesia menerbitkan regulasi Peraturan Bank Indonesia Tahun 2017 No.19/12/PBI/2017 tentang Penyelenggaraan Teknologi Finansial dengan tujuan melakukan monitor dan mengembangkan serta mendukung terciptanya stabilitas moneter, stabilitas sistem keuangan, dan sistem pembayaran yang efisien, lancar, aman, dan andal untuk mendukung pertumbuhan ekonomi nasional yang berkelanjutan dan inklusif. Abstract

ABSTRACT The implementation of Smoke-Free Zones (KTR) at Kambang Iwak Family Park (KIF) Palembang, based on Regional Regulation No. 7 of 2009, still faces serious challenges in community compliance. This research aims to analyze the root causes of smoker non-compliance and formulate the most effective policy alternatives. Through field observations and interviews, it was found that 100% of smokers were unaware of the KTR status at KIF and had never received a warning from officers. The analysis compared four policy alternatives: a Geo-Tagging System, the construction of smoking areas, visual signage rearrangement, and social campaigns. Evaluation results using William N. Dunn's criteria indicate that the Geo-Tagging System is the most optimal alternative for enhancing supervision effectiveness. The primary recommendation is the integration of digital mapping technology in Satpol PP patrols to identify violation hotspots precisely. The implementation of this policy is expected to create healthy public spaces and support Palembang's vision as a family-friendly city. ABSTRAK Implementasi Kawasan Tanpa Rokok (KTR) di Taman Kambang Iwak Family Park (KIF) Palembang berdasarkan Perda No. 7 Tahun 2009 masih menghadapi kendala serius dalam kepatuhan masyarakat. Penelitian ini bertujuan untuk menganalisis akar masalah ketidakpatuhan perokok dan merumuskan alternatif kebijakan yang paling efektif. Melalui observasi lapangan dan wawancara, ditemukan bahwa 100% perokok tidak mengetahui status KTR di KIF dan tidak pernah mendapatkan teguran dari petugas. Analisis dilakukan dengan membandingkan empat alternatif kebijakan: Sistem Geo-Tagging, pembangunan smoking area, penataan visual signage, dan kampanye sosial. Hasil evaluasi menggunakan kriteria William N. Dunn menunjukkan bahwa Sistem Geo-Tagging merupakan alternatif yang paling optimal untuk meningkatkan efektivitas pengawasan. Rekomendasi utama penelitian ini adalah pengintegrasian teknologi pemetaan digital dalam patroli Satpol PP guna mengidentifikasi titik rawan pelanggaran secara presisi. Implementasi kebijakan ini diharapkan mampu menciptakan ruang publik yang sehat dan mendukung visi Kota Palembang sebagai kota layak huni bagi keluarga.

Abstract

This correlational study examines the influence of presidential debate framing on first-time university students’ voting decisions in the 2024 General Election. The population of this study focuses on students of Civic Education (Pancasila and Civic Education) at Sultan Ageng Tirtayasa University, a group assumed to possess high sensitivity to political narratives. The study involved 90 respondents from the 2022–2024 cohorts selected through purposive sampling. The sample criteria included students who had watched at least one session of the presidential debates and were not affiliated with any political party during the campaign period. Data were collected through an online Likert-scale questionnaire administered via Google Forms and analyzed using SPSS version 27. The results of the Pearson Product Moment correlation test indicate a significant positive relationship (r = 0.450; p = 0.001) with a moderate level of correlation. Further multiple regression analysis reveals that the Actor Interaction indicator within the framing dimension is the most dominant predictor (β = 0.282). Thus, these findings confirm that presidential debate framing significantly influences students’ electoral decisions, particularly through the interactional and dynamic dimensions among the candidates as presented in the debates. Abstract

Interest is a desire or feeling of attraction to something that a person wants to do without any coercion and based on their personal desires. Interest will motivate someone to achieve something. Many factors influence students' interest in entrepreneurship, including social media, entrepreneurial knowledge, and self-confidence. The purpose of this study was to determine the influence of social media, entrepreneurial knowledge, and self-confidence on the entrepreneurial interest of the younger generation. Data collection used a systematic review by analyzing research manuscripts obtained from Google Scholar indexed nationally and internationally over the past five years. The results of this study indicate that social media has a positive and significant influence on entrepreneurial interest, entrepreneurial knowledge has no significant influence on entrepreneurial interest, self-confidence has a positive and significant influence on entrepreneurial interest, and social media. Entrepreneurial knowledge and social media jointly influence entrepreneurial interest in the younger generation.

Abstract

The development of digital marketing offers numerous opportunities for MSMEs to enhance their business growth. This study aims to analyze the impact of digital marketing on MSME growth today. The method used is a qualitative method, collecting data through interviews and direct observation of MSMEs. The results show that the use of social media and digital platforms can increase brand awareness, boost sales, and expand the market. This program provides digital training, assistance with access to capital, and technical support so that MSMEs can more easily adapt to technological changes. Studies on the impact of the digital economy on MSMEs are increasingly relevant amidst the rapid digital transformation. Research shows that digitalization can increase MSME productivity and operational efficiency, ultimately driving economic growth.

Abstract

Entrepreneurship education plays a strategic role in shaping students’ entrepreneurial spirit amid limited employment opportunities and the rapid development of the digital economy. In addition, social media utilization has become a relevant medium for students in developing small businesses. This article aims to analyze the role of entrepreneurship education and social media utilization in shaping students’ entrepreneurial spirit in developing small enterprises. This study employed a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation and analyzed using descriptive qualitative techniques. The findings indicate that entrepreneurship education contributes to the development of students’ entrepreneurial attitudes, mindset, and motivation, while social media serves as a practical medium for implementing entrepreneurial activities that support small business development. The integration of entrepreneurship education and social media utilization effectively fosters an adaptive and innovative entrepreneurial spirit among students. Therefore, entrepreneurship education and social media utilization should be continuously strengthened in higher education institutions.
