Abstract

This study aims to analyze the effectiveness of the implementation of Regional Regulation No. 2 of 2021 concerning the Arrangement of Modern Stores in Pangkajenne Village, Sidenreng Rappang Regency. The background to this research is the increasing number of modern stores, which have the potential to displace traditional markets and small businesses. The local government has established regulations through regional regulations, but their implementation still faces various obstacles in the field. This study used a quantitative approach, using a questionnaire distributed to respondents in the Pangkajenne Village market area. The analysis used descriptive statistics and simple linear regression tests using SPSS. The results indicate that the implementation of the regional regulation has not been optimal. Some respondents assessed that implementation has been carried out according to the stages, but oversight is still considered weak. The target accuracy indicator has not been met because there are still modern stores located near traditional markets. Public satisfaction with this policy is also low because the benefits of the regulation have not been felt evenly, especially by traditional market traders. Overall, the effectiveness of Regional Regulation No. 2 of 2021 in Pangkajenne Village is considered ineffective. Improved supervision, coordination between parties, and outreach are needed to optimally achieve the goals of modern store arrangement.

Abstract

This study aims to analyze the accountability of the archiving system at the Bali Provincial General Election Commission (KPU) from a good governance perspective, focusing on four key accountability dimensions: legal and honesty accountability, process accountability, program accountability, and policy accountability. The research was conducted at the Bali Provincial KPU Office using a descriptive qualitative approach. Data were collected through in-depth interviews with the Chairperson of KPU Bali, the Head of the Finance, General Affairs and Logistics Division, the Head of the General Affairs and Logistics Subdivision, SRIKANDI system operators, and media representatives. The researcher also carried out direct observations of archival practices and analyzed supporting documents, including Law No. 43 of 2009, PKPU Regulation No. 17 of 2023, and the KPU’s archival retention schedule. Data were processed using an interactive analysis model consisting of data reduction, data display, and conclusion drawing. The findings show that KPU Bali has implemented an archival system that complies with established legal frameworks and formal procedures, covering document creation, storage, digitalization, and disposition, with destruction requiring approval from ANRI. The use of the SRIKANDI and SINAR applications strengthens process accountability by modernizing archival management and improving administrative efficiency. From a program perspective, the archiving system supports the overall performance of election administration and institutional duties. Policy accountability is reflected in public information transparency through the Public Information and Documentation Officer (PPID) and consistent communication with the media. The archival system at the Bali Provincial KPU operates in an accountable and transparent manner in line with good governance principles, although further improvements in facilities, human resources, and digital optimization are needed to ensure sustainable and effective public information services.

Abstract

ABSTRAK Tulisan ini bertujuan untuk membangun sebuah kerangka analitis yang dapat menjelaskan hubungan dinamis antara modal sosial dan kinerja elit politik lokal dalam konteks pembangunan. Melalui telaah literatur yang sistematis dan analisis konseptual yang mendalam, studi ini menggabungkan berbagai teori mutakhir dari ilmu politik, sosiologi, hingga studi pembangunan. Hasil penelitian menunjukkan bahwa modal sosial berperan sebagai mekanisme katalis yang sangat penting dalam menentukan keberhasilan pembangunan daerah. Elit politik lokal yang memiliki cadangan modal sosial yang kuat, terutama dalam bentuk modal penghubung (bridging capital) dan modal pengait (linking capital), cenderung menampilkan kinerja pembangunan yang lebih efektif dan berkelanjutan. Sebaliknya, kekurangan modal sosial, terutama ketika disertai dengan menurunnya kepercayaan publik, sering kali menyeret elit ke dalam lingkaran kinerja yang lemah dan krisis legitimasi yang sulit diatasi. Penelitian ini menyimpulkan bahwa kapasitas modal sosial merupakan faktor kunci yang sering diabaikan dalam menilai kinerja elit politik lokal. Dari sisi teoretis, temuan ini menegaskan pentingnya pendekatan yang lebih holistik, yang memandang kepemimpinan lokal bukan sekadar sebagai hasil kemampuan individu, tetapi juga sebagai produk dari keterhubungan mereka dengan jaringan sosial di sekitarnya. Sementara itu, dari sisi kebijakan, penelitian ini menyoroti perlunya merancang intervensi yang berfokus pada penguatan kapasitas relasional para elit, melampaui pendekatan teknis dan administratif yang selama ini lebih dominan. Kata kunci: Modal Sosial, Elit Politik Lokal, Kinerja Pembangunan, Tata Kelola Lokal, Jejaring Sosial ABSTRACT This paper aims to develop an analytical framework for understanding the dynamic relationship between social capital and the performance of local political elites in the context of development. Through a systematic literature review and in-depth conceptual analysis, this study synthesizes contemporary theories from political science, sociology, and development studies. The findings reveal that social capital functions as a catalytic mechanism that plays a crucial role in shaping developmental outcomes. Local political elites with abundant social capital, particularly in the form of bridging and linking capital, tend to exhibit stronger and more sustainable development performance. Conversely, a deficit of social capital, especially when marked by an erosion of public trust, can trap elites in a cycle of poor performance and prolonged legitimacy crises. This study concludes that the capacity of social capital is a key determinant that is often overlooked in assessing the performance of local political elites. Theoretically, it emphasizes the need for a more holistic approach that views local leadership not merely as an individual attribute but as a product of embeddedness within diverse social networks. From a policy perspective, the study highlights the importance of designing interventions that specifically aim to strengthen the relational capacities of political elites, going beyond conventional technical or administrative training. Abstract

This study aims to examine the implementation of Village Fund Allocation (ADD) management in an effort to improve the capacity and independence of the Rijang Panua village community, with a focus on communication, resources, implementers’ attitudes, as well as bureaucratic organizational structure and transparency. The study uses a descriptive quantitative approach with a sample of 88 respondents, determined using the simple random sampling method. Data were collected through questionnaires, interviews, observations, and documentation, then analyzed using validity and reliability tests, as well as simple regression analysis with SPSS. The findings reveal that the implementation of ADD management falls into the very good category, with an average achievement of 89%, while community empowerment is in the good category, averaging 87%, covering access, participation, control, benefits, and independence. However, the simple regression results indicate that Village Fund Allocation (ADD) management only contributes 0.9% to supporting the improvement of community capacity, while 99.1% is influenced by other variables. This indicates that although ADD implementation runs well, its impact on community independence remains limited.

Abstract

During the internship at PT. Medan Raya Perkasa, the author gained experience in understanding something in the world of work, especially in the business administration department and legal division. During the internship, the author carried out various activities during the internship such as preparing documents, filing letters, calculating taxes, preparing minutes of handover of houses/properties until the author was involved in the process of handover of houses/properties, the author learned the procedures in the house agreement process, the process of purchasing a house through a mortgage, the process for binding a sales and purchase agreement (PPJB). This experience helped improve the author's skills, especially in the business administration department, responsibility, and adaptability in a professional environment. From the author's observations of the implementation of Good Corporate Governance (GCG) at PT. Medan Raya Perkasa, it has been running well through the five (5) main principles of GCG, namely transparency, accountability, responsibility, independence, and fairness.

Abstract

This article aims to examine the implementation of government policies regarding the licensing of Micro, Small, and Medium Enterprises (MSMEs) in Kulo District, Sidenreng Rappang Regency, and to identify factors influencing the effectiveness of policy execution. The background is based on the low rate of business license ownership among MSME actors, despite the government’s initiative to simplify licensing through the risk-based Online Single Submission (OSS) system. The approach applied is quantitative with a descriptive method. The population consists of 200 MSME actors, with a sample of 67 respondents selected using simple random sampling. Data collection was conducted using questionnaires and interviews, and analysis was performed through George C. Edwards III’s policy implementation framework, focusing on four primary variables: communication, resources, disposition, and bureaucratic structure. Findings indicate that the implementation of MSME licensing policies in Kulo District has not yet achieved full effectiveness. Communication and resource-related factors remain the primary obstacles, particularly the limited socialization, technological literacy in OSS system usage, and insufficient service facilities. Meanwhile, the disposition of government officials demonstrates adequate commitment; however, execution is constrained by a complex bureaucratic structure. These results indicate that the effectiveness of government policy implementation concerning MSME licensing in Kulo District largely depends on enhancing human resource capacity, simplifying administrative procedures, and intensifying ongoing policy socialization.

Abstract

Rendahnya tingkat kepatuhan pembayaran pajak kendaraan bermotor menjadi tantangan serius bagi pendapatan daerah. Berdasarkan data tahun 2024, hanya 51,99% kendaraan yang patuh membayar PKB dari total 110,87 juta kendaraan di Indonesia. Dalam konteks ini, media sosial hadir sebagai saluran komunikasi yang menjanjikan untuk meningkatkan kesadaran pajak. Penelitian ini bertujuan untuk menganalisis pengaruh media sosial terhadap kepatuhan pembayaran pajak kendaraan bermotor dalam program pemutihan di Palangka Raya. Metode yang digunakan adalah kuantitatif deskriptif dengan pengumpulan data melalui kuesioner online berbasis Google Form. Sampel penelitian berjumlah 108 orang mahasiswa pemilik kendaraan, diambil dari populasi 150 orang menggunakan teknik purposive sampling. Analisis data menggunakan uji regresi linear sederhana menunjukkan bahwa media sosial berpengaruh positif dan signifikan terhadap kepatuhan pembayaran pajak, dengan kontribusi sebesar 38,3%. Hasil ini menegaskan bahwa media sosial adalah alat komunikasi publik yang berguna untuk mendukung inisiatif pemerintah. Penelitian ini penting karena menawarkan pendekatan baru dalam memahami kepatuhan pajak kendaraan bermotor dengan menyoroti peran media sosial dalam mendukung program pemutihan pajak, khususnya di Palangka Raya.

Abstract

Artikel ini bertujuan mengevaluasi sejauh mana keadilan prosedural terwujud dalam pemberian bantuan hukum prodeo bagi pihak tidak mampu di Indonesia. Melalui pendekatan studi literatur, analisis difokuskan pada regulasi, implementasi, serta hambatan dalam mekanisme perkara prodeo sebagai sarana akses terhadap keadilan. Temuan menunjukkan bahwa meskipun kerangka hukum telah menjamin hak atas bantuan hukum cuma-cuma, realisasi di lapangan kerap terkendala oleh birokrasi yang rumit, kurangnya sosialisasi, serta ketidakkonsistenan penanganan perkara oleh aparat peradilan. Akibatnya, prinsip keadilan procedural yang menekankan kesetaraan, transparansi, dan partisipasi bermakna belum sepenuhnya terpenuhi. Artikel ini menegaskan perlunya reformasi administratif dan penguatan kapasitas lembaga penegak hukum agar bantuan hukum prodeo benar-benar menjadi instrumen efektif dalam menjamin akses keadilan bagi kelompok marginal.

Abstract

Perkembangan industri kosmetik di Indonesia diiringi meningkatnya peredaran produk kosmetik ilegal dan tanpa izin edar, terutama melalui e-commerce. Kondisi ini menimbulkan risiko kesehatan bagi konsumen karena banyak produk mengandung bahan berbahaya dan tidak melalui evaluasi BPOM. Penelitian ini bertujuan untuk menganalisis pengaturan hukum perizinan kosmetik, peran perizinan dalam menjamin keamanan produk, serta upaya penegakan hukum terhadap pelaku usaha yang menjual kosmetik tanpa izin edar. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendekatan perundang-undangan dan konseptual. Hasil penelitian menunjukkan bahwa sistem notifikasi BPOM berperan penting sebagai instrumen pengawasan keamanan, mutu, dan manfaat produk. Namun, lemahnya literasi konsumen, tingginya permintaan produk murah, serta pengawasan digital yang belum optimal menyebabkan maraknya kosmetik ilegal. Peningkatan edukasi, penguatan pengawasan, dan penegakan hukum yang konsisten diperlukan untuk melindungi konsumen.

Abstract

This study aims to analyze the application of the Multi-Objective Optimization on the basis of Ratio Analysis (MOORA) and the Multi-Objective Optimization by Simple Ratio Analysis (MOOSRA) methods across various studies in the field of computer science through a literature review approach. The analysis of several scientific publications reveals that both methods are widely used in administrative and semi-technical decision-support contexts, such as major selection, supplier evaluation, laptop selection, and digital platform assessment. Methodologically, the implementation patterns of MOORA and MOOSRA across studies show relatively similar stages, including constructing a decision matrix, performing normalization, assigning weights (optional), and calculating final scores based on benefit and cost attributes. MOORA determines scores by adding benefit values and subtracting cost values, whereas MOOSRA uses a ratio of benefit to cost, resulting in more stable and consistently positive outputs. The findings indicate that MOORA is more commonly used due to its simplicity and popularity, while MOOSRA tends to be chosen in cases requiring higher score stability and lower sensitivity to data variability. The review demonstrates that both methods provide clear and accurate ranking outcomes, although they each have limitations—for instance, the potential for negative scores in MOORA or the possibility of oversimplification in MOOSRA’s ratio-based approach. Overall, the study confirms that MOORA and MOOSRA are flexible, easy-to-apply MCDM methods that remain highly relevant for supporting multi-criteria decision-making. Furthermore, this research recommends deeper exploration in more technical domains of computer science to address existing gaps in the literature
