JMAP (Journal of Master of Public Administration / Jurnal Magister Administrasi Publik) is an online journal that publishes research results published by the Master Program of Public Administration, Universitas Maritim Raja Ali Haji. JMAP is published 2 (two) times a year, namely in April and September. The purpose of publishing this journal is as a means of accommodating the need for quality and quantity improvement in the development of Public Administration Science in accordance with the provisions of the Directorate General of Higher Education, as well as disseminating the results of studies of Public Administration Sciences. Besides that, JMAP functions as a means of communication between scholars, practitioners, students, and observers of Public Administration problems and practices.

Abstract

Since independence, agriculture has been the backbone of Tanzania's economy. Factors like good climatical condition, arable land, and manpower give the advantage to do well in agriculture as a tool for economic growth and self-sustaining. Despite having a good agriculture policy (Kilimo Kwanza), the country is not doing well in utilizing its full potential in the agriculture sector. This is due to several challenges like the political economy of agriculture, budget bias (constraints) against agriculture, and market bias against agriculture. To solve those problems and make this policy and agriculture more sustainable in achieving economic growth, industrialization (Tanzania ya Viwanda), and self-sustaining, this study is recommending the government to make some adjustments in the policy to match with the annual budget trends to avoid deficits. Moreover, the government should provide education to increase perceptions to the decision-makers about the importance of agriculture in the economy to reduce the biases on agriculture in their decision-making processes.

Abstract

This study aims to determine the emergence of a single pair in the regional head election of Ngawi Regency in 2020. The research uses descriptive qualitative methods to describe the facts of existing symptoms or phenomena. Data collection is carried out by tracing scientific journals, government reports, regulations, mass media news, and other articles relevant to the emergence of a single candidate in the head of the local election. Data analysis was carried out by reducing, presenting data, and drawing conclusions. The study results show that the large coalition of political parties supporting the pair Ony Anwar Harsono and Dwi Rianto Jatmiko with the tagline "OK Win Together" has a pragmatic and victory-oriented tendency to gain power. This pair is supported by the majority of parties in the Ngawi Regency DPRD, with 45 seats. There are ten supporting political parties, including PDIP, Golkar, PKS, Gerindra, PKB, Nasdem, Democrat, Hanura, PAN, and PPP. This large and majority coalition's built-in support of the pair Ony Anwar Harsono and Dwi Rianto Jatmiko shows the tendency of the party to ignore its ideological platform and desire to win to present a single pair in the 2020 regional head election in Ngawi Regency

Abstract

This study aims to determine the analysis of large-scale social restrictions (PSBB) policies for the community in various efforts to prevent the impact of Coronavirus disease transmission or known COVID-19. The wider the range of transmission of the COVID-19 pandemic, including in Indonesia, the government has taken decisions or steps to immediately break the chain of transmission of the COVID-19 pandemic by making policies, one of which is the large-scale social restriction (PSBB) policy. Government policy N0. 21 of 2020 concerning large-scale social restrictions in the context of accelerating the handling of the COVID-19. The research method is qualitative research with an empirical literature approach. This study uses the library method, namely browsing documents, reports such as journals, post office, books, articles, mass media, or news. The results of this study analyze government policies regarding large-scale social restrictions (PSBB) which have a major impact on people's lives, especially the difficulty of the economy to meet the needs of daily life, especially the lower middle class. PSBB direct impact is devastating for the people who rely on daily income, such as itinerant traders, hawkers, motorcycle taxi operators, drivers and public transportation has. This is one of the impacts of the enactment of the large-scale social restriction (PSBB) policy in Indonesia. From the results of the researchers, it can be concluded that the impact of the virus COVID-19 has resulted in an economic crisis, Learning activities previously carried out in schools today so learn at home online, difficulty to access basic health services, the implementation of the work patterns works from home.

Abstract

Subang Regency is one of the strategic places in West Java, Indonesia was projected as an industrial area around 11.250 Ha, which will potentially cause environmental damage. Assuredly Subang Regency’s Government as the leading sector that closes to the industrial estate project should respond to the environmental damage issue properly and responsively. This study analyzes the characteristic of stakeholders' behavior to facing and preventing industrial impact in the period 2020-2021 based on several regulations. Therefore, this research aims to describe the responsiveness of the stakeholders to facing environmental issues caused by the construction of the industrial estate, which was analyzed using the responsiveness theory by (Ansoff et al., 2019). This research used a descriptive method with a qualitative approach. The data were collected for 4 months using purposive sampling with observation, interview, and literature and analyzed by (Milles et al., 2014) technic including data reduction, display data, and drawing conclusions or verification during collecting data and after collecting data. The study showed that Subang Regency’s Government as the leading sector has a good competence in the human resources but needs to develop in the organizational climate and capacity to collaborate and innovate so that the environmental damage issue can be maintained and resolved properly

Abstract

Tax is a mandatory contribution to the state that is owned by an individual or entity that is coercive in nature based on the law, with no direct compensation and is used for the needs of the state for the greatest prosperity of the people. Tax is one of the main sources of revenue for a country that is paid by the public. Taxes are also levies that can be levied by the government based on the provisions of tax laws and regulations and as a form of public participation for taxpayers to directly and jointly carry out tax obligations needed for state financing and national development. One source of Regional Revenue comes from Motor Vehicle Tax (PKB). Motor vehicle tax has an important role in regional development, so it is appropriate for every individual or community owner of motorized vehicles to comply and timely pay taxes in accordance with the law to facilitate programs and activities that have been planned by the regional government. The research method used is deductive qualitative. Respondents are the heads of the Maros Revenue Service and taxpayers. The results of the study explain that the very good Samsat Program is very well felt by the community because, in addition to facilitating the service process, it also brings the community closer to the service process for Payment of Motor Vehicle Taxes. The Samsat Unggul program includes activities for Samsat Outlets and Shops, Mobile Samsat, and Door To Door.

Abstract

The village government carries out village development in accordance with Law No. 6 of 2014 concerning Villages. One of the public policy models that can be implemented based on village autonomy is MSN-Approach with 3 dimensions namely mentality, systems, and networking. This study uses a qualitative approach with data collection techniques that include direct observation, in-depth interviews, document processing (written documents), and interactive dialogue through focus group discussions (FGD). This research was carried out in Wonokitri Village, Tosari District, Pasurun Regency. This research resulted in a community empowerment design carried out by the Bromo Tengger Semeru National Park Center (BB TNBTS) with the Tengger community in Wonokitri Village, especially the Hulun Hyang Farmer Group. The community empowerment focuses on the conservation of Edelweiss Flowers and the development of supporting destinations for the National Park Bromo Tengger Semeru. Through the Decree of the Head of the East Java SDA No. 110/K.2 /BIDTEK.1/11/2018, Hulun Hyang can officially cultivate Edelweiss Flowers ex-situ for customary, conservation, economic needs, and the opening of village tourist destinations. Furthermore, to accelerate village development and tourism in TN. Bromo Tengger Semeru, the village government collaborates with the private sector to manage the village's potential which includes jeep and homestay rentals through one-stop services (website and mobile application).

Abstract

internal control is a process influenced by human resources and information technology systems designed to help organizations achieve a goal. Process accountability in managing village funds is the willingness of village fund managers to accept responsibility for what is assigned to them efficiently, effectively, fairly, and transparently by involving the community. The demand for accountability on public institutions, both at the central and regional levels, has become a phenomenon of the development of the public sector, especially in the government sector. The purpose of this study was to analyze the effect of the internal control system on the accountability of village fund management. The population in this study were village officials in all villages in Kudus Regency. The number of village officials in all villages in the Kudus Regency is 492, while the sample obtained is 83 respondents. The research method used is quantitative research with primary data types. The data collection technique in this study was by distributing questionnaires to each village apparatus. Determination of the selected respondents using the Convenience Sampling technique. The test method uses a Structural Equation Models (SEM) approach, using the alternative method WarpPLS 7.0. The results showed that the internal control system had a significant positive effect on the accountability of village fund management.

Abstract

The policy of implementing restrictions on community activities (PPKM) is a policy made by the government in controlling the COVID-19 pandemic in Indonesia, so good performance is needed in guarding the policy. This study aims to describe the performance of the Civil Service Police Unit, South Jakarta Administration. Determination of informants using a purposive sampling technique. Data was collected by using interviews, observation, and documentation techniques. The validity of the data in this study uses data triangulation. Data analysis through the process of data collection, data presentation, conclusion drawing, and data verification. The data analysis technique used descriptive and qualitative analysis techniques. The results of the research on the performance of the Satpol PP in guarding the implementation of PPKM in the South Jakarta Administrative City are quite good in terms of several dimensions, namely the dimensions of work quality, dimensions of work quantity, dimensions of employee consistency, dimensions of cooperation and dimensions of employee attitudes, but still need improvement in the quality of work and consistency. The obstacles that affect the performance of the Civil Service Police Unit in overseeing the implementation of restrictions on community activities (PPKM) in the South Jakarta Administrative City are the lack of Civil Servant Investigators (PPNS), PPKM policies that are always changing, and the lack of public awareness of the importance of health protocols.
