Abstract

The right to the environment is a basic right that must be fulfilled by the state because it is a human right, for the community without guarantees. Protection of the right to the environment is the state's obligation in this case the local or district government. This study aims to identify and discuss the protection of human rights for the rights of indigenous peoples due to coastal reclamation and the state's responsibility for the rights of indigenous peoples due to the absence of environmental permits in coastal reclamation activities. This type of juridical empirical research uses a literature review based on theories, doctrines, and legal norms related to the issues discussed. This research is analytical prescriptive by explaining the problems raised based on legal provisions, norms, and theories and then analyzed qualitatively. The results showed that the protection of human rights to indigenous peoples due to the absence of environmental permits would impact the rights of indigenous people,s in this case, the right to survival. Moreover, the land of customary territory has been transferred under companies that exploit natural resources and enrich themselves. This also worsens their right to survival. For that, the active role of the community is also needed when seeing something that is suspicious, which will impact people's rights. For this reason, it is also expected that the community and local governments must build cooperation so that the environment remains managed and utilized, following the principles of development sustainability

Abstract

Tempe chips are a superior product in Ngawi Regency. Some home-industries of tempe chips have also been negatively affected by the COVID-19 pandemic, including a decline in sales, difficulties in raw materials, capital problems and obstacles to the production process. Various efforts to increase sales have been carried out both through mentoring and research, among others by trying to do online marketing and designing better tempe chips packaging designs, but there has been no good planning on product composition. From the interview, it is known that in determining the composition of the many packaging units of tempe chips and determining the selling price per unit, it is only based on experience while running a business and no optimization method has been used.  Therefore, it is necessary to apply an optimization method to obtain maximum profit. In this research, we try to determine the number of production units for each type of tempe chips packaging that produces maximum profit and determine efficiency in the use of cost and time resources. Data collection techniques are carried out by observation and interviews.  .  We found that the home industry reached the maximum profit at 661 units of small packaging and 269 units of large packaging which gained IDR 23600 and time was reduced to 9.29 h

Abstract

Pawning fields in Risa and Kalampa Villages, Woha District, Bima Regency, West Nusa Tenggara Province is a debt agreement between the pawner and the recipient of the pawn. Pawning rice fields have been going on for a long time and have become a local community tradition because it is considered to have social value. This study aims to determine and determine the law of the practice of pawning from the perspective of 'urf. This research is descriptive qualitative with a normative sociological approach. The results showed that first, the practice of pawning the fields in Risa and Kalampa villages is a debt agreement between the rain (pawner) and curtain (pawn recipient) in which the pawnbroker (rahin) will provide a guarantee in the form of rice fields to the pawn recipient (murtahin). Second, if viewed from the perspective of 'urf, this practice of pawning belongs to the category of 'urf, which is faced (damaged) because the recipient of the pawn (murtahin) does not ask for permission either verbally or in writing to the pawner (rahin) regarding the management of rice fields that are used as collateral for the debt. In the sharia economic literature, the practice of pawning fields like this is included in the category of usury because they get property in a vanity way, namely, in addition to the recipient of the pawn (murtahin) getting their money back, there is also an attempt to exploit the collateral field belonging to the pawner (rahin) in order to get multiple benefits.

Abstract

In public policy, both from Feldman's and Heidenheimer's definitions of CPP (Comparative Public Policy), we can conclude that there are 3 elements (elements) that are keywords that are the center of attention of CPP. In Feldman's terms, the 3 keywords are "process," "output," and "outcomes," while the keywords used by Heidenheimer are "haw," "why," and "to what effect." There are at least 3 reasons and objectives for comparing existing public policies between certain countries and other countries, or between existing policies in our country and policies in other countries. Namely: To get an overview and lessons on how to design a good policy. To gain a more profound and better understanding of how the role of government institutions and political processes (as they should be) is primarily related to the formulation and resolution of concrete problems that develop in society. To review various existing policies across the national level. Qualitative analysis method using SWOT. This is based on a qualitative study, not a quantitative one. This analysis refers to the results of studies and references on the existing Decentralization of education, including relevant books and publications. The comparison of public policies results includes Choices of Scope, Choices of Policy Instruments, Choices of Distribution, Choices of Restraints, and Innovation. In the United States, the education decentralization policy has proven to be an option to make it easier for the Government to deal with problems in detail and create alternative options for further improvement of education policy with innovations that vary from district to district. In Indonesia, the education decentralization policy has been able to help the central Government more quickly and in detail solve problems that arise in the education sector
