Abstract

Jobs as a State Civil Apparatus (ASN) are still in demand by most job seekers throughout Indonesia and especially job seekers in Papua Province. Based on the Governor of Papua Letter Number: 800 / 4407 / Set regarding procurement, The 2018 general formation of civil servant candidates at the Papua provincial government held in the 2019 fiscal year stated that the Papua Provincial Government needed 606 formations with the distribution of 20% formation allocations for Non-Papuans and 80% formation allocations for Papuan poeple. Data from the Papua Province Regional Personnel Agency shows that there are 2896 applicants for prospective civil servants at the provincial level who have passed the administration and will then participate in the basic skills selection, which will be held in June 2019. This shows that job seekers' high interest in becoming Civil Apparatus The State (ASN) increased sharply until it reached almost 500% of the available formations (source: BKD Papua Province). The problem for the Papua Provincial Government is that the high interest has not been aligned with the ability to understand and do the Computer Assisted Test (CAT). By looking at the phenomenon in the field, especially for job seekers, it is necessary to have training related to the CAT Test for job seekers registered with the Jayapura City Manpower Office so that job seekers do not hesitate when taking the test. The training is divided into three stages. The stages first are the preparation after that, An introduction to the materials that will be followed when carrying out the Computer Assisted Test (CAT), and Tips and Tricks on how to do the questions quickly.

Abstract

The Institute of Technology and Science (ITS) campus, Pusmanu Polytechnic, SMA Negeri 1 Kedungwuni, SMK Negeri 1 Kedungwuni, SMP Negeri 2 Kedungwuni as an educational center, There are shophouses along the right and left side of the road as a trading place. This is the reason why so many people come to the area. So in the Podo-Surabaya segment, human movement in the area is high. The more visitors who come to the place will impact the concentration of pedestrians. With a large pedestrian flow and the presence of street vendors and illegal parking at several points along the sidewalk, it will significantly affect the comfort and flexibility of pedestrians. For this reason, it is necessary to plan for improving pedestrian facilities in the area. To obtain the minimum width, the required sidewalk width, and pedestrian facilities are calculated according to the Technical Guidelines no. 032/T/BM/1999 “Guidelines for Planning Pedestrian Paths on Public Roads, Minister of Public Works Decree No. 468/KPTS/1998 "Technical Requirements for Accessibility in Public Buildings and the Environment," Director General of Highways No.007/T/BNKT/1990 "Guidelines for Using Sidewalks," Minister of Public Works Regulation No. 03/PRT/M/2014 "Guidelines for Planning, Provision, and Utilization of Pedestrian Network Infrastructure and Facilities in Urban Areas," Technical Guidelines no. 022/T/BM/1999 "Accessibility Requirements on Public Roads." The results of the design are carried out with the AutoCAD program. From the calculation of pedestrian walking speed, the average rate is 43.80 m/minute, from the analysis of the minimum width obtained 1,6 meters.

Abstract

Pawning fields in Risa and Kalampa Villages, Woha District, Bima Regency, West Nusa Tenggara Province is a debt agreement between the pawner and the recipient of the pawn. Pawning rice fields have been going on for a long time and have become a local community tradition because it is considered to have social value. This study aims to determine and determine the law of the practice of pawning from the perspective of 'urf. This research is descriptive qualitative with a normative sociological approach. The results showed that First, the practice of pawning the fields in Risa and Kalampa villages is a debt agreement between the rain (pawner) and curtain (pawn recipient) in which the pawnbroker (rahin) will provide a guarantee in the form of rice fields to the pawn recipient (murtahin). Second, if viewed from the perspective of 'urf, this practice of pawning belongs to the category of 'urf, which is faced (damaged) because the recipient of the pawn (murtahin) does not ask for permission either verbally or in writing to the pawner (rahin) regarding the management of rice fields that are used as collateral for the debt. In the sharia economic literature, the practice of pawning fields like this is included in the category of usury because they get property in a vanity way, namely, in addition to the recipient of the pawn (murtahin) getting their money back, there is also an attempt to exploit the collateral field belonging to the pawner (rahin) in order to get multiple benefits
